Abstract

This study aims to analyze how sports management based on Islamic values is implemented as an instrument of da'wah bil hal (missionary by action) and a means of character building (akhlak) for students at Ar-Raudlatul Hasanah Islamic Boarding School (Pesantren) Medan. The phenomenon of moral degradation in the digital era demands that pesantren innovate development strategies that focus not only on cognitive-religious aspects but also on structured physical activities. Using a descriptive qualitative approach, data were collected through field observations, in-depth interviews with mentors and sports coordinators, and documentation studies of literature related to educational management and Islamic sports. The results indicate that sports management at Ar-Raudlatul Hasanah encompasses four main pillars: scheduling plans synchronized with prayer times, organizing human resources (coaches) as murabbi (mentors), implementing activities that maintain codes of conduct (including standardized shari'a-compliant sportswear), and supervising student behavior on the field. Sports serve as an effective medium for da'wah in internalizing transcendental values such as honesty (shiddiq), sportsmanship, discipline, and Islamic brotherhood (ukhuwah Islamiyah). These findings confirm that integrating Islamic values into sports management can transform physical activity into a holistic character-building tool, as well as a preventive solution against negative external cultural influences. This study recommends the need to strengthen digital literacy in publishing students' sports content as a broader contemporary medium for da'wah.

Abstract

The pilgrims' understanding of the procedures for the Hajj and Umrah pilgrimage is an important aspect in realizing the implementation of worship that is orderly, independent, and in accordance with the guidance of Islamic law. However, differences in age, educational background, religious experience, and the ability of pilgrims to receive guidance materials pose a challenge for Hajj and Umrah guidance institutions in conveying da'wah messages effectively. This study aims to analyze the da'wah communication management of the Al-Arafah Hajj and Umrah Guidance Group in improving the pilgrims' understanding of the Hajj and Umrah pilgrimage. This study uses a descriptive qualitative approach with data collection techniques through observation, in-depth interviews, and documentation. The research informants consisted of guides or administrators of KBIHU Al-Arafah and pilgrims who participated in the guidance activities. The results of the study indicate that da'wah communication management is carried out through the stages of planning material and manasik schedules, organizing the tasks of guides and administrators, implementing guidance through lectures, discussions, questions and answers, manasik practices, and the use of WhatsApp groups, and evaluating the pilgrims' understanding through practice and direct communication. The research findings confirm that structured, interactive, and adaptive da'wah communication is able to increase the understanding, readiness, self-confidence, and independence of the congregation in carrying out the Hajj and Umrah pilgrimages.

Abstract

This study aims to analyze the legal criteria for determining national disaster status in Law Number 24 of 2007 reviewed from the principle of legal certainty and examine the legality and state responsibility for not determining national disaster status in the case of the Aceh-Sumatra flood in 2025. The focus of the research is directed at the problem of the ambiguity of legal norms related to the parameters for determining national disaster status and its implications for the protection of constitutional rights of disaster-affected communities. This study uses a normative legal research method with a statute approach, a conceptual approach, and a case approach. The sources of legal materials consist of primary, secondary, and tertiary legal materials which are analyzed qualitatively through prescriptive-analytical methods with grammatical, systematic, and teleological legal interpretation techniques. The results of the study indicate that the provisions regarding the determination of national disaster status in Law Number 24 of 2007 do not fully fulfill the principle of legal certainty due to the absence of clear quantitative and operational parameters related to the indicators for determining national disaster status. This condition leaves the government with very broad discretionary space, potentially leading to policy inconsistencies and unfairness in state protection for disaster-affected communities. In addition, not determining national disaster status in the case of the 2025 Aceh-Sumatra floods is still normatively possible based on the government's discretionary authority, but from a state responsibility perspective, this policy indicates that the state's constitutional obligations to guarantee the protection of citizens' rights in emergency situations are not yet optimal. The implications of this study emphasize the importance of reformulating disaster management regulations through the development of more objective, transparent, and accountable legal parameters so that the determination of national disaster status has legal certainty and is in line with the principles of the rule of law and the protection of the community's constitutional rights.

Abstract

This study examines whether Court Decision No. 220/Pid.B/2024/PN.Bjn reflects victim-oriented restitution in adjudicating job recruitment fraud. This normative legal research employs statutory, conceptual, and case approaches to analyze the court decision alongside the relevant victim protection regulations, namely Law No. 31 of 2014, Government Regulation No. 7 of 2018, and Supreme Court Regulation (PERMA) No. 1 of 2022. The analysis shows that although the panel of judges explicitly acknowledged the victims’ material losses of Rp6,000,000.00 and Rp14,700,000.00, the verdict imposed only imprisonment and contained no order of restitution. This finding exposes a normative gap between Indonesia’s victim protection and judicial practice. The study recommends that restitution be operationalised from the investigation stage, included in the prosecutor’s indictment, explicitly considered and granted by judges, and supported by the Witness and Victim Protection Agency (LPSK). The article thus advances a shift from a perpetrator-oriented criminal justice system toward one that genuinely centres victim recovery.

Abstract

This study examines the regulation and implementation of rehabilitation for narcotics abusers through a comparative analysis of the legal systems of Indonesia and Thailand. Narcotics abuse constitutes both a legal issue and a public health problem that requires a comprehensive and recovery-oriented approach. In Indonesia, Law Number 35 of 2009 on Narcotics provides for medical and social rehabilitation as mandatory measures for addicts and victims of narcotics abuse. However, in law enforcement practice, punitive approaches in the form of imprisonment remain more dominant than rehabilitation. In contrast, Thailand, through the Narcotic Addict Rehabilitation Act B.E. 2545, explicitly positions narcotics abusers as subjects who are required to undergo rehabilitation through a diversion mechanism from the criminal justice system. This study indicates that the implementation of rehabilitation in Indonesia continues to face normative and practical obstacles due to an ambivalent legal framework and inconsistent law enforcement, whereas Thailand demonstrates a more determinative, integrated, and public health-oriented rehabilitation model.

Abstract

This study aims to identify the factors influencing visitors’ interest in visiting the Regional Library and Archives Office of Asahan Regency. The research employed a quantitative approach with a sample of 112 respondents selected using accidental sampling. Data were collected through questionnaires and analyzed using Exploratory Factor Analysis (EFA) with SPSS version 27. The results indicate that the data are feasible for factor analysis, as shown by the KMO value of 0.807 and a significance level of 0.000. The analysis produced three main factors with eigenvalues greater than 1, namely 4.728, 2.444, and 1.214. The first factor relates to service quality and library facilities, the second factor represents internal user conditions, and the third factor reflects social influences. Among all variables, internet dependency shows the highest contribution, while location access shows the lowest. These findings provide empirical evidence that visitors’ interest is influenced by service quality, personal motivation, and social environment.

Abstract

School guidance and counseling play a crucial role in the personal, social, academic, and career development of students. One aspect that requires attention is students’ self-disclosure, as this relates to their ability to form interpersonal relationships, receive support, and adapt to the school environment. Observations at SMA Negeri 2 Tebing Tinggi indicate that during group counseling sessions, many students remain silent, passive, and reluctant to share their thoughts or personal experiences, while guidance counselors still rely on conventional methods without specialized supporting media. Results from a needs survey of students in class X-2 showed that 74% of respondents needed interactive, safe, and engaging supporting media to encourage self-disclosure. Based on these needs, this study developed the TFD (Talking, Feeling, Doing) Board Game to encourage students’ self-disclosure in group counseling services. The research method employed a research and development (R&D) approach, comprising expert validation, limited pilot testing, and participant response evaluation. The validation results showed that the media met the criteria for content and design feasibility; the pilot test demonstrated an increase in student participation and self-disclosure during group counseling sessions

Abstract

Aesthetic inquiry in art extends beyond purely sensory notions of beauty to encompass layers of meaning shaped by cultural constructions. This study aims to examine the aesthetics embedded in the practice of bridal makeup and attire in Surakarta traditional weddings, with particular emphasis on the interrelationship between visual form, symbolic meaning, and cultural values. The research adopts a qualitative approach employing a descriptive-interpretative method grounded in a systematic literature review. The data sources comprise primary data in the form of visual documentation of Surakarta bridal makeup and attire, alongside secondary data drawn from scholarly books, peer-reviewed journal articles, and relevant prior studies. Data collection was conducted through documentation analysis and comprehensive literature review, guided by inclusion criteria focusing on thematic relevance, academic credibility, and recency of publication. Data analysis was carried out through stages of data reduction, thematic categorization, symbolic interpretation, and conclusion drawing, utilizing a hermeneutic framework to uncover deeper layers of meaning. The findings reveal that the aesthetics of Surakarta bridal makeup particularly in the Solo Putri and Solo Basahan paes styles transcend visual ornamentation and function as a symbolic system representing philosophical values such as self-restraint, purity, and existential harmony. Furthermore, bridal attire, as expressed through batik motifs and chromatic composition, embodies cultural aspirations toward a balanced and prosperous marital life. This study demonstrates that aesthetics operates not merely as a visual attribute but as a complex medium of cultural and spiritual communication. Its contribution lies in advancing the discourse on art aesthetics within the context of local cultural practices and in offering critical insights into the preservation of intangible cultural heritage through a deeper understanding of symbolic meanings.
