Abstract

Zakat plays a strategic role in supporting socio-economic development and equitable welfare distribution in Indonesia. However, the optimization of national zakat potential still faces a significant gap between estimated potential and actual collection. This article aims to analyze the role of regulation and public policy in strengthening national zakat governance by highlighting regulatory dynamics, institutional effectiveness, and the synergy between the government, the National Amil Zakat Agency (BAZNAS), and Zakat Management Organizations (LAZ). The study employs a qualitative approach with descriptive-analytical methods through literature review, secondary data, and policy comparisons based on academic works and institutional reports. The findings indicate that zakat regulation, particularly after the enactment of Law No. 23 of 2011, provides a stronger legal foundation for zakat institutions but still encounters challenges in harmonizing technical regulations, fostering multisectoral coordination, and implementing modern governance standards based on digitalization. The analysis also reveals that public policies adaptive to socio-economic and technological developments play a significant role in enhancing transparency, accountability, and public trust. The article concludes by emphasizing the importance of reformulating zakat policies to be more integrative with the national development agenda, particularly the Sustainable Development Goals (SDGs), as well as strengthening regulatory systems capable of driving zakat realization closer to its national potential.

Abstract

Zakat, Infaq, dan Shodaqoh (filantropi islam) merupakan instrumen penting dalam perekonomian syariah yang memiliki potensi besar untuk mendukung pembangunan ekonomi nasional. Namun, pemanfaatan filantropi islam masih belum optimal, salah satunya disebabkan oleh rendahnya kesadaran masyarakat terhadap filantropi islam baik dari segi tanggung jawab, teknis pelaksanaan, hingga dampak positif dari adanya filantropi islam. Penelitian ini bertujuan untuk mengkaji kondisi pengetahuan dan kesadaran masyarakat terhadap filantropi Islam, potensinya dalam pembangunan ekonomi. Metode penelitian menggunakan pendekatan kualitatif dengan analisis literatur dan studi dokumen. Hasil penelitian menunjukkan bahwa tingkat kesadaran masyarakat masih dapat ditingkatkan melalui edukasi dan sosialisasi yang lebih masif. Selain itu, potensi filantropi islam sangat besar untuk menjadi tulang punggung dalam pengentasan kemiskinan, peningkatan kesejahteraan umat, dan pembangunan infrastruktur ekonomi. Kesadaran filantropi islam terbukti menjadi pondasi penting dalam memaksimalkan pengumpulan dana secara efektif dan berkelanjutan.

Abstract

Introduction: This study aims to analyze the impact of the moderating variable of trust on the relationships between religiosity, zakat regulation, social pressure, and zakat compliance among State Civil Apparatus (ASN) in South Sulawesi. Research Methods: Employing a quantitative approach, data were collected from 150 ASN respondents residing in South Sulawesi. The hypotheses were tested using Moderated Regression Analysis (MRA). Results: The findings indicate that trust and religiosity have a direct, positive, and significant effect on zakat compliance. Conversely, zakat regulation and social pressure do not exert a significant direct influence. Crucially, trust acts as a significant moderator: it strengthens the positive effect of religiosity and, more importantly, activates a significant positive effect of zakat regulation on compliance. The moderating effect of trust on the relationship between social pressure and compliance was not found to be significant. Conclusion: The study concludes that institutional trust is a critical catalyst for zakat compliance, capable of enhancing spiritual motives and unlocking the potential of regulatory frameworks.

Abstract

Introduction: Revolving alms is a model of economic empowerment in which funds collected from the community are channeled to beneficiaries in the form of productive loans, not just consumptive loans. To support this concept, an effective marketing strategy is needed, especially through digital marketing, the use of social media, diversification of fundraising methods, and transparency in fund management. Research Methods: This study uses a literature review method by analyzing articles and journals related to the marketing of philanthropic institutions during the last 10 years, especially the last 10 years. Results: The results show that digital marketing and social media are the most effective strategies to expand community reach, increase transparency, and speed up the fundraising process. A combination of traditional and modern approaches such as direct visits, crowdfunding, and collaboration with companies through CSR programs can maximize the impact of rolling alms. Conclusion: This study demonstrates that digital marketing and the use of social media significantly enhance the effectiveness of revolving alms fundraising by expanding outreach, increasing donor participation, and improving operational efficiency. Fundraising diversification and transparent fund management are essential in building public trust and ensuring program sustainability. Therefore, optimizing digital platforms and strengthening transparency are key strategies for sustainable revolving alms institutions.

Abstract

This study examines the adaptation of the Bedug Sedekah Subuh Program at LAZ Dompet Sejuta Harapan to the shift in digital donation patterns. Initially relying on traditional methods such as direct collection through bedug-shaped piggy banks, the program now faces challenges to remain relevant in the digital era amid the rise of online donation platforms. Employing a qualitative approach with a case study method, data were gathered through interviews, observations, and document analysis. The findings reveal that LAZ Dompet Sejuta Harapan has adopted digital strategies, including social media promotion and QRIS integration into the bedug, but encounters obstacles such as low digital literacy among donors, particularly in rural areas, and trust issues regarding digital transaction security. Nevertheless, this adaptation offers opportunities to reach a wider donor base and enhance operational efficiency. The study suggests improving digital literacy, ensuring transparency in fund management, and collaborating with digital platforms to optimize the program.

Abstract

Global economic growth by 2030 is expected to be dominated by developing countries, with significant gains from countries such as China, India and Indonesia. About 8.5 per cent of the world's population or about 700 million individuals live on less than $2.15 a day, which is categorised as extreme poverty and is important for low-income countries. On the other hand, 44 per cent of the world's population or about 3.5 billion people earn less than $6.85 a day, which falls into the poverty category associated with upper-middle-income countries. Development Goals in several sectors are to face the challenge of 2030, the challenge of national progress. Waqaf is a system of giving valuable goods or assets to be taken advantage of. In this paper, the author uses a research method in the form of a library study (library research) where he uses secondary data in the form of national and international journal literature, websites that discuss waqf. The literature is selected in accordance with the theme discussed and then the data is analysed using an inductive logic paradigm. Sukuk waqf is a financial instrument based on the principles of waqf and sharia securities where this type of waqf allows the use of waqf funds to be more productive than waqf in general with stability and sustainability.

Abstract

This research is motivated by the limited public access to clean water in several areas of Ponorogo, Indonesia, as well as the lack of sustainable zakat-based empowerment programs. Specifically, it addresses sixth goals on access to clean water and sanitation. The study aims to analyze how the distribution of zakat, particularly through clean water programs, can support the achievement of the SDGs. This study employs a descriptive analysis and utilizes primary data from interviews with employees at LMI Ponorogo. The results indicate that productive distribution, especially through the construction of boreholes and infiltration wells - has a significant impact on improving community access to clean water, while also providing added value in the areas of education and the environment. The findings of this study suggest that zakat is not merely an instrument of consumptive philanthropy but can also be optimized as a mechanism for sustainable development with systemic impact.
