Stipulated in the 1945 Constitution, the implementation of public services in Indonesia is an effort to fulfill the basic needs and rights of every citizen. In fact, efforts to provide public services have not run optimally, especially in agencies that provide public services. One of them is the provision of clean water services at the Waru II Branch of Drinking Water Company, Sidoarjo Regency. The purpose of the study was to measure the quality of service at the Regional Drinking Water Company (PDAM) "Delta Tirta" Waru II Branch, Sidoarjo Regency. This research uses descriptive quantitative method. The results of this study indicate that the quality of service affects the performance assessment of the Regional Drinking Water Company (PDAM) "Delta Tirta" Waru II Branch Sidoarjo Regency shows that the quality of the service of PDAM Waru II Branch Sidoarjo Regency reaches (4.01). Based on the results of calculations using the servqual method on 5 indicators of public service quality assessment: 1. Tangible has an average score of performance (3.78), 2. Reliability has an average score of performance (4.29), 3. Responsiveness has an average score performance average (3.69), 4. Assurance has an average performance score (4.26), and Empathy has an average performance score (4.22).

Street vendors in the Gading Fajar housing area are increasingly crowded, making the atmosphere of Sidoarjo Regency increasingly narrow and hot. Taking into account these conditions, the Sidoarjo Government has taken action in the form of temporary transfers for street vendors which are expected to overcome these problems. This study aims to describe the implementation of street vendors' policies in Sidoarjo Regency. This research is a qualitative descriptive study using purposive sampling technique in determining informants. The economic impact of the presence of street vendors in the Gading Fajar Residential Area in terms of income, the majority decreased by almost 50% if selling on weekdays for street vendors in the field. In terms of business development, because the location has not been designated as a relocation location by the government, the empowerment of the Gading Fajar street vendors is still not possible. Meanwhile, in terms of business capital, the government has also not been able to provide assistance or loan recommendations to street vendors who need additional capital for businesses or wholesalers because they are still considered as illegal street vendors.

PDAM Delta Tirta customers expressed complaints that the water does not flow, the water only flows at night, until the water does not flow for several days, and so on. Furthermore, regarding the quantity, the customers complained that the water that came out was small, and for the quality of the water, the customers complained that the water was cloudy yellow to black and smelly. This study aims to describe the quality of drinking water supply services at PDAM Delta Tirta Sidoarjo. The research method used is descriptive qualitative. The data collection techniques obtained are interviews, field observations and documentation. The quality of drinking water supply services at PDAM Delta Tirta Sidoarjo is quite good but needs improvement and improvement in the dimensions of responsiveness. And there are still several obstacles, including the continuity of water flow not being carried out properly, leak sensors are only found in large pipes, cost certainty is disrupted during PSBB during the Covid-19 pandemic, and customer complaints do not receive any follow-up.

This study aims to describe public awareness in the management of death certificates in the population administration order at the Population and Civil Registry Office of Sidoarjo Regency. The method used in this research is descriptive qualitative method. Data collection techniques obtained are interviews, field observations and documentation. The results showed that the level of public awareness in the management of death certificates was still low. The public still does not have good knowledge about the management of death certificates. The low interest of the public in managing death certificates is due to the lack of public understanding of the function of the death certificate itself. Factors that affect public awareness: First, personal interests, some people who take care of death certificates are people who have personal interests. Second, the lack of public understanding of death certificates makes public awareness in the management of death certificates still low. Third, the lack of socialization carried out by both relevant agencies and village officials is needed to increase public understanding and legal awareness of the community.

This study aims to determine the Sidoarjo Regency Government's Strategy in Improving Road Quality and to find out the Sidoarjo Regency Government's Strategic Constraints in Improving Road Quality. This study used qualitative research methods. The subjects in this study are Sub. General Affairs and Personnel Section, Implementing Computer Institutions, Road and Bridge Construction Section, and Head of Office. Technical Planning Field. Data collection techniques in this study were conducted through interviews, observation, and documentation. Then the data is processed using data analysis techniques using data collection, data reduction, data presentation, and drawing conclusions. The results of the research, it can be concluded that the strategy carried out by the Sidoarjo Regional Government uses a program strategy. Where program strategies are programs launched to help achieve the objectives of the strategy. As well as the constraints from the strategy that come from the internal and external sides, where the constraints from the internal side can come from the apparatus and institutions, while the external side comes from the environment, society, weather and so on.

The purpose of this study is to describe and analyze the innovation of population administration services in Pasuruan Regency. in this study using a qualitative descriptive method with the technique of determining the informant, namely purposive sampling. Data collection techniques using observation, interviews, and documents. The data analysis uses Miles and Hubberman analysis, namely data reduction, data presentation, and drawing conclusions. This study concludes that the innovation of population administration services through the Kenduren Mas (Community Gathering Vehicle) program in Pasuruan Regency is seen in terms of relative advantages, namely the service becomes effective and efficient because it can be carried out in the village or location of the Kenduren Mas implementation and in terms of compatibility there are still people who do not know in detail about the procedures specified in this service. Meanwhile, complexity is the understanding of both implementers and recipients regarding the elaboration of easy and simple procedures for innovation in population administration services. However, in terms of trials, there are no other regions that have replicated the innovation program and it is easy to observe with the aim of measuring through community satisfaction surveys.

Informal Trader Development Section of the Sidoarjo Disperindag, Coordinator of the PKL area of the Gajah Mada culinary center, members of the PP Satpol, Security at the Gajah Mada culinary center. The analysis technique in this study is a qualitative analysis type, referring to the theory of Miles and Huberman. The results showed that, the analysis of the relocation policy at the Gajah Mada Culinary Center Sidoarjo includes planning starting with the construction of this new building for the relocation of street vendors in accordance with the Sidoarjo Perbup Number 84 of 2017. Organizing aspects through guidance carried out by the Sidoarjo Regency government through the Disperindag and assisted by the Satpol PP. In the aspect of Actuating the Department of Industry and Trade and the Satpol PP of Sidoarjo Regency as the executor and involving other agencies in controlling street vendors and controlling aspects, namely the supervision of the PKL relocation process is going well. Supporting factors include the existence of clear regulations related to the relocation policy of street vendors starting from the Perbup, and Regional Regulations, managed and synergized with several parties so as to be able to make the program a success. While the inhibiting factors include the lack of maintenance and management of culinary centers, less sales and less buyers. and Evaluations that have not been implemented. The analysis technique in this study is a qualitative analysis type, referring to the theory of Miles and Huberman. The results showed that the Analysis of the Family Hope Program in Sidoarjo Regency according to the theory of public policy management, the first aspect of planning is according to Law No. 11 of 2009 and Presidential Regulation No. 15 of 2010 concerning the acceleration of Poverty Reduction. The organizing and implementation aspects consist of: (1) the coordination team at the Regency/City level, (2) the sub-district level, and (3) the implementers of activities accompanying the program and the community. Aspects of supervision are carried out at each stage of distribution and/or as needed. Evaluation of the distribution of PKH Social Assistance is carried out to measure the success or failure of the implementation of the distribution of PKH Social Assistance. Supporting factors in the implementation of the Family Hope Program in Sidoarjo Regency include the existence of a strong commitment between the central and local governments to make the Family Hope Program a success (PKH) and the existence of clear rules regarding the mechanism of program implementation as well as the guarantee of obtaining proper health and education from the government through social services. Technology is dominating and experiencing rapid development so that public services that are very important for bureaucratic reform are public relations services. Public Relations plays a role in managing information openly and easily accessible to the public so as to realize a transparent, effective, efficient, accountable and accountable state administration. Every Public Agency has the authority to disclose public information, so that the existence of public information disclosure rules for the Sidoarjo Regency DPRD is very important in forming a positive image to the public or society. The method used is descriptive qualitative data obtained through observation, documentation, interviews and using sources from books, journals, and policy documents. The results of this study indicate that the simplification of the automation of management carried out, especially in the field of public relations at the Secretariat of the DPRD Kab. Sidoarjo media facilities Website, Mata Delta application, Instagram and Facebook are still in the process of being repaired and the human resources that manage them are still minimal.

Improving public services organized by hospital agencies is often a community demand. In general, the cause is an imbalance between the number of service requests and the hospital's ability to meet these needs. As a result, service recipients often criticize the services they receive. This study aims to determine and analyze the Physical Evidence (tangibles) in Class III Inpatient Services Bhayangkara Pusdik Sabhara Porong Hospital, Sidoarjo Regency. This study used descriptive qualitative method. The results showed that physical evidence (tangibles) in Class III Inpatient Services at Bhayangkara Pusdik Sabhara Porong Hospital, Sidoarjo Regency was running quite well, in terms of the administrative service process that was not difficult, the condition of the sleeping facilities was quite good and comfortable, but still needs attention. and improved regarding the number of inadequate bed facilities, cleanliness and additional chairs for the patient's family.
