Indonesian Journal of Public Policy Review (IJPPR) is a peer-reviewed journal published by Universitas Muhammadiyah Sidoarjo four times a year. This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge. This journal aims is to provide a place for academics and practitioners to publish original research and review articles. <![CDATA[This study aims to describe and analyze "the political strategy of the identity of the candidates in the 2019 regional elections of kab.sidoarjo through social media Instagram". This study uses a qualitative method by conducting observations and interviews as well as going directly to the field to collect data and study the strategies that are being carried out in the Selection of Legislative Candidates in the Sidoarjo Regency electoral district. To support the collection and processing of data, the researcher uses a supporting theory in the discussion, namely "Dramaturgy Analysis". From the results of field observations, it was found that the identity politics strategy carried out by a legislative candidate on social media is very much inversely proportional to what happens in the real life of the person who is running as a legislative candidate. In the election process there is always a very complicated drama that is not known to the general public, this is to support the election process that was carried out in 2019. The identity politics strategy itself is to show the quality and quantity of a legislative candidate in order to be able to attract public sympathy to choose Hidar Assegaf in the pilkada simultaneously in 2019.]]>

<![CDATA[This study aims to determine the PR strategy of PT Jasamarga Pandaan Tol in establishing relationships with external stakeholders. This study used descriptive qualitative method. The object of this research is the Public Relations of PT Jasamarga Pandaan Tol. The process of data collection was carried out by means of observation, in-depth interviews and documentation. The results of the study show that (1) the strategy adopted by Public Relations of PT Jasamarga Pandaan Tol is to establish good relations through community leaders and local village governments to control community opinions so that there are no conflicts. (2) Another strategy used by Public Relations of PT Jasamarga Pandaan Tol is through an interaction approach by developing a Social and Environmental Responsibility program as problem solving.]]>

<![CDATA[The Sidoarjo Regional General Election Commission has the task and function of organizing general elections in the Sidoarjo Regency area. However, in reality, community participation, especially those who have the right to vote, have not fully exercised their right to vote. The socialization carried out by the Sidoarjo Regional General Election Commission was not optimal due to the pandemic and the less optimal method of socialization carried out by the Sidoarjo General Election Commission in this case the mural art (graffiti) competition. The Sidoarjo Regional General Election Commission must have a strategy in increasing voter participation in the 2020 Sidoarjo Regional Head Election. The purpose of this study is to determine the strategy of the Sidoarjo Regional General Election Commission. The method in this research is descriptive qualitative. With the informant of the commissioner of the community participation division as a key informant. Data collection techniques were carried out through interviews, field observations, and documentation. Data analysis was carried out through Miles and Hubberman data analysis which consisted of data collection, data presentation, data reduction and conclusions. The results of the research on the strategy of the Sidoarjo General Election Commission in increasing participation in the 2020 Sidoarjo Regional Head election, namely the political socialization strategy with face-to-face socialization and socialization through the media, including socialization innovations through mural art media.]]>

<![CDATA[This study was conducted to analyze the effect of Economic Value Added (EVA), Market Value Added (MVA), Operating Leverage and Dividend Policy on Stock Returns in Coal Subsector Mining Companies Listed on the Indonesia Stock Exchange for the 2014-2019 Period. The data collection technique used is using the purposive sampling technique and the number of samples used is 11 companies. The variables used in this research are Economic Value Added (EVA), Market Value Added (MVA), Operating Leverage and Dividend Policy as independent variables and stock return as dependent variable. The analytical method used is multiple linear regression analysis. The results of this study indicate that Economic Value Added (EVA) has a significant positive effect on stock returns, Market Value Added (MVA) has a significant negative effect on stock returns, Operating Leverage has no significant positive effect on stock returns and Dividend Policy has a significantly positive effect on stock returns.]]>

<![CDATA[Data analysis used the Miles and Huberman interactive model analysis which consisted of data collection, data reduction and data presentation. The results of the study show that the implementation of the policy of registering prepaid cell phone cards using NIK and KK Numbers at the Sidoarjo Communication and Information Office can be seen from: a) Communication, indicating that the delivery of prepaid cell phone card registration using NIK and KK to the target group which in this case is community is done through socialization. Initial socialization was carried out in 2017; b) Resources, indicating that the existing employees are considered sufficient when viewed in terms of quality and quantity. In terms of facilities, the existing facilities are in good condition and are still suitable for use in the registration of prepaid cell phone cards using NIK and KK; c) Disposition, indicating that the attitude and commitment of the cellular phone prepaid card registrar using the NIK and KK in carrying out their duties is in accordance with the code of ethics. If there is a discrepancy in the implementation of prepaid cell phone registration using NIK and KK, the executor will give awards in the form of money and certificates as well as punishment or consequences that depend on the superiors; d) Bureaucratic structure, indicating that there has been a match between the implementing structure in the implementation of prepaid cellular phone card registration using NIK and KK.]]>

<![CDATA[This study aims to analyze and describe the Government's Role in Empowering Persons with Social Welfare with Disabilities (a case study at UPT Social Rehabilitation Bina Daksa Pasuruan Regency). The type of research is descriptive qualitative research. Data collection techniques were carried out through observation, interviews and documentation. This research uses purposive sampling technique. Data analysis was carried out with data collection techniques, data reduction, data presentation, and drawing conclusions. The results of the research here show that the Government's Role in Empowering Persons with Social Welfare with Disabilities (a case study at the UPT Social Rehabilitation Bina Daksa Pasuruan Regency) is: the role as a stabilizer by socializing and providing counseling to the community and parents of people with disabilities about empowering people with disabilities. The role of the government as an innovator by providing information to the public and families of people with disabilities UPT Social Rehabilitation Bina Daksa using print media.]]>

<![CDATA[This study aims to analyze the factors that influence the success of the implementation of accrual-based accounting in the Sidoarjo Regency Government (Study on the Sidoarjo Regency Government). The sampling method used is the Slovin formula. The sample in this study amounted to 114 samples. The data used is primary data. The data analysis method used in this study is Multiple Linear Regression with SPSS 23. The results of this study indicate that human resource expertise influences the success of accrual-based accounting implementation in the Sidoarjo Regency Government. The quality of technology and information systems affects the success of accrual-based accounting implementation in the Sidoarjo Regency Government. Organizational commitment affects the success of accrual-based accounting implementation in the Sidoarjo Regency Government. <![CDATA[The Surabaya city government through the Department of Communication and Information Technology currently uses Instagram social media with the name @sapawargasby as a medium for publishing information, especially regarding Covid-19 during this Pandemic. The type and basis of this research is descriptive qualitative. The results of the study show that the seven characteristics of @sapawargasby are able to describe and define Surabaya itself, the available features are also used properly for means of publication and providing information. The @sapawarga account has fulfilled all the points of media wealth and government communication principles, so this account deserves to be one of the latest sources of information for Surabaya residents.]]>

<![CDATA[This study aims to examine the effect of competence, professionalism and independence of the government's internal supervisory apparatus (APIP) on the quality of examinations at the East Java Regional Supervision Inspectorate. The research shows that there are various factors that can affect the quality of internal audits in their implementation. A common problem in this study is the existence of audit findings that were not detected by APIP as an internal auditor, but were found by an external auditor, the Supreme Audit Agency (BPK). This study uses a quantitative approach. The population of the study was 40 pariks / auditors at the Regional Supervision Inspectorate of the Regional Police of East Java. Sampling using simple random sampling method. The research data were analyzed using multiple regression method with the help of SPSS. The results of this study found that partially and simultaneously the variables of competence, independence and professionalism of auditors had a positive and significant effect on audit quality]]>

<![CDATA[This research is a research with a quantitative descriptive approach whose data is in the form of qualitative data that is numbered, which will later be concluded to obtain the calculation results. The research location was carried out in the area of Rw.05 and Rw.06 of Bringin Wetan Hamlet, Bringin Bendo Village, Taman District, Sidoarjo Regency. By using respondents as many as 88 respondents, by using the technique .Sampling using the technique of random .sampling. Collecting data through the distribution of questionnaires to respondents and interviews as complementary research materials. Data analysis using interval or percentage scale using Microsoft Excel 2010 and SPSS 20.0. The results of this research show that the overall opinion of the community about the activities of the Corporate Social Responsibility of PT. Charoen Pokphand has done well, this is shown from the results of the lowest opinion value in trust of 77.18% in the social field. Which is in the good category, while the highest opinion value in the social part of the attitude is 82.13% which is in the very good category. From these results it can be ascertained that the Corporate Social Responsibility activities of PT. Charoen Pokphand Indonesia – Sidoarjo East Java received positive opinions from the people around the company. However, there are still negative values from residents which are caused by several factors, namely the lack of supervision from the company, the amount of assistance is not evenly distributed, information about the assistance is not conveyed properly to the community.]]>
