Abstract

Pemerintah terus berupaya melakukan reformasi birokrasi, salah satunya dengan melakukan penataan pegawai negara. Sepanjang Indonesia berdiri, sudah tiga kali Pemerintah melakukan penataan pegawai negara. Yaitu, dengan diterbitkannya Undang-Undang Nomor 8 Tahun 1974, Undang-Undang Nomor 43 Tahun 1999 dan Undang-Undang Nomor 15 Tahun 2014. Sejak 1974 hingga 1999, pegawai negara disebut sebagai Pegawai Negeri Sipil (PNS). Pada 2014 sebutan pegawai negara diubah dari Pegawai Negeri Sipil (PNS) menjadi Aparatur Sipil Negara (ASN). Dalam Undang-Undang Nomor 5 Tahun 2014, ASN diklasifikasikan menjadi dua; PNS dan PPPK (Pegawai Pemerintah dengan Perjanjian Kerja). PNS selain menerima gaji dan tunjangan, juga menerima Tunjangan Kinerja (remunerasi) bagi PNS Pusat atau Tambahan Penghasilan Pegawai (TPP) bagi PNS Daerah. Sumber pendanaan gaji dan tunjangan PPPK Pemerintah Daerah bersumber dari Transfer Pemerintah Pusat ke Pemerintah Daerah melalui Dana Transfer Daerah-Dana Aloasi Umum (DAU) yang ditentukan penggunaannya (spesific grant). Namun, untuk Tambahan Penghasilan PPPK, tidak dialokasikan dalam DAU yang ditentukan penggunaannya, melainkan bersumber dari pendapatan lainnya yang diterima oleh Pemerintah Daerah berdasarkan beban kerja dan pertimbangan objektif laiinya. Penelitian ini merupakan analisis kebijakan (policy of analysis) yang dilakukan dengan metodologi kualitatif. Data diperolah secara triangulatif; dari data penelitian sebelumnya, hasil wawancara mendalam dengan purposive sampling dengan responden aparatur Pemerintah Daerah dan kepustakaan lainnya. Hasil penelitian menunjukkan, pengangkatan PPPK ternyata berdampak pada keuangan Pemerintah Daerah yang memiliki postur fiskal rendah. Pemerintah Daerah harus bekerja keras mencari sumber pemasukan untuk membayarkan tambahan lainnya untuk PPPK.

Abstract

PPLC is a wholesaler company operating both in online and offline stores in the DKI Jakarta area, which mainly sells plastics products for both retailers and customers. PPLC was founded in 2022 and could be considered a new company. Although new, their revenue shows otherwise, as the demand for their plastics products peaked in the beginning of 2025. Currently PPLC faced a significant problem which resulted in the ratings of their store. Packaging employees constantly make mistakes in packaging the wrong products. From the root cause analysis (RCA) it was found that one of the root causes was the new implementation of performance appraisal. Furthermore, not all employees excluding packaging employees have proper performance appraisal methods. This research aims to improve the design of the performance appraisal, analyse the gap between the current performance appraisal with the ideal performance appraisal according to literature review to enhance the current performance evaluation. With the new design, it is hoped to improve the performances of the employees. This research uses a qualitative approach with semi-structured interviews as the primary data, which also combines secondary data such as organization’s data or documents. The interview data is analyzed using thematic analysis and to ensure quality of qualitative data, triangulation method is used in this research. The result of this research shows that there are several gaps such as the lack of job analysis, no documentation on the job descriptions for all positions, and no proper method of evaluation for all employees within the organization. The extensive improvements suggest a hybrid approach in evaluating employees; the use of both Management by Objectives and Graphical Rating Scale methods in the performance appraisal. Furthermore, job analysis is also conducted in this research to support the new proposed design of performance appraisal for all employees in PPLC.

Abstract

Internet addiction has become a critical issue in the digital era, especially among adolescents who are exposed to technology from an early age. This study aims to understand the dynamics of external factors influencing digital addiction and to explore internet-based parenting strategies as a form of intervention. The method used was a Systematic Literature Review (SLR), analyzing eight relevant studies published between 2020 and 2025 that focused on internet addiction and parenting styles. Results indicate that negative emotions (such as depression and loneliness), low self-control, and social or family environments contribute significantly to digital addiction. Furthermore, dysfunctional parenting practices may create a recurring cycle of addiction within families. Online parenting interventions show promising potential in reducing such risks by enhancing parental knowledge, skills, and engagement in positive parenting practices. These findings highlight the importance of developing multicomponent and context-sensitive digital parenting strategies to combat digital addiction effectively

Abstract

Asset replacement is carried out when the asset no longer supports government operations or public services, such as because it is obsolete, badly damaged, lost, or its economic useful life has expired. Assets that are no longer usable can be a burden in terms of benefits and finances if not immediately removed. This study discusses the management of badly damaged assets in the South Jakarta Administrative City which is still not optimal, and seeks strategies to improve the effectiveness of its management. The purpose of this study is to analyze obstacles and formulate strategies for managing badly damaged assets, with a focus on asset inventory and assessment, asset utilization, write-off methods, management performance evaluation, and asset information systems, using P.J. Barrett's theory. The study uses a qualitative descriptive method with document studies and interviews. The results of the study indicate that the write-off of Regional Property is in accordance with regulations, but there are still obstacles such as limited resources and the absence of a time limit for issuing write-off approvals, so that many badly damaged assets are still recorded as active. In addition, asset management is still manual because it is not supported by a technology-based information system, which causes the process to be slow. The recommended strategies include increasing the commitment of regional leaders, developing an integrated information system, improving the quality of human resources, and preparing regional regulations related to asset write-offs.

Abstract

Firm value in healthcare companies is influenced by financial decisions, yet prior studies show inconsistent results, particularly post-pandemic. This research examines how investment decisions, capital structure, liquidity, and dividend policy affect firm value, with profitability as a mediator. The research aims to analyze the direct and mediated effects of financial ratios on firm value in Indonesian healthcare firms (2017–2022). The research used quantitative analysis of 61 observations from 15 IDX-listed healthcare companies using multiple regression and Sobel mediation tests. Profitability significantly enhances firm value (?=10.004, p<0.05) and fully mediates investment decisions and liquidity, while partially mediating capital structure (DER: ?=-1.057, p<0.05). Capital structure negatively impacts firm value, whereas dividend policy shows an adverse but insignificant effect. Healthcare firms should prioritize profitability optimization and debt caution to boost investor confidence. Future research should expand to other sectors and integrate macroeconomic variables for broader applicability.

Abstract

Land disputes in Indonesia often arise from conflicting claims over property certificates, exacerbated by informal proofs like Leter C. This study analyzes the Bandung High Court’s ruling (Decision No. 444/PDT/2024/PT BDG) on an unlawful acts lawsuit challenging the issuance of certificates allegedly misappropriating ancestral land. The research aims to assess the court’s adherence to agrarian laws (UUPA, PP 24/1997) and evaluate the plaintiffs’ failure to prove ownership via certificates. The research used a normative juridical approach, combining statute, conceptual, and case analyses of primary legal materials (court rulings, UUPA) and secondary literature. The court rightly dismissed the lawsuit, affirming certificates as sole valid proof of ownership under Article 19 UUPA. Plaintiffs’ reliance on Leter Ccontravened Supreme Court jurisprudence (No. 023K/PDT/1992), highlighting the need for administrative resolution via BPN before litigation. Strengthens legal certainty in land disputes but underscores systemic inefficiencies in BPN’s mediation. Future research should optimize BPN’s dispute mechanisms and harmonize judicial-administrative coordination.

Abstract

Climate change and environmental degradation require effective solutions to promote pro-environmental behavior. This kind of behavior tends to be caused by social norms, personal values, environmental awareness, and emotions. Using a systematic literature review (SLR) approach, this paper analyzes seven articles to explore the role of psychological motivation in promoting sustainability. The findings suggest that social norms can stimulate collective action, while personal values and environmental awareness reinforce individual motivation. Positive emotions such as pride, and negative feelings such as guilt, help in the commitment to sustainability. In the Indonesian context, cultural practices such as "gotong royong" can be integrated into community-based policies and programs to increase community involvement in pro-environmental behavior. This paper concludes that a variety of strategies that leverage psychological motivations, local values, and emotions may be applicable in promoting sustainability with an emphasis on Indonesia.

Abstract

Elections are a crucial part of the political process that allows for the peaceful and orderly transfer of power. They involve interactions between prospective members of parliament, political parties, and voters who compete for representative mandates based on the interests and identity of each electoral district. However, in recent times, political contention has become increasingly divisive with candidates promoting identity rather than substantive ideas for improvement. Popularity and capital seem to be the driving forces behind the strategies of candidates heading to parliament. This noisy election process and the low quality of elected parliamentarians are accompanied by a weak accountability system, as there is no direct connection between voters and elected parliamentarians. This means that people from various social communities do not have a clear channel to put forward important issues in parliament. As a result, taking to the streets becomes a common medium for political expression. To improve the quality of people's representatives, politics, and democracy, the author suggests a combination of two models of democracy: representative and participatory. The combination would involve electing representatives as usual and selecting candidates proposed by community/group organizations (such as professional, religious, and other social communities) through internal organizational elections. This would ensure that the representatives truly represent the interests and identity of the people they serve.

Abstract

Fire safety is an important aspect of construction project management, especially in strategic areas such as airports that are highly vulnerable to fire hazards. This study aims to evaluate the implementation of fire safety management on a construction project conducted by PT X at I Gusti Ngurah Rai International Airport, Bali, in 2024. The author used a case study method with a qualitative approach, which involved field observations, in-depth interviews with project personnel, analysis of safety documents, and analysis of relevant regulations. The results showed that PT X has implemented several key elements of fire safety management, including hazard identification, provision of light fire extinguishers (APAR), evacuation training, and emergency response procedures. However, some weaknesses were identified, such as the lack of regular inspections of fire protection equipment and limited socialization of safety procedures to all workers. This study recommends increasing supervision, providing ongoing training, and aligning practices with the latest regulations for improvement. The findings are expected to serve as a reference for similar construction projects in high-risk areas particularly in Indonesia.
