Abstract

This study discusses the cancellation of land ownership certificates based on evidence of verponding eigendom (BEV) in the framework of Indonesian Law, especially by Law No. 5 of 1960 concerning Agrarian Principles. The study aims to explore the legal basis, procedures, and implications of cancelling land certificates when administrative defects or court decisions have permanent legal force. The research method used is normative juridical with a descriptive approach, analyzing the Rule of Law and the case of Decision Number 3/G/2021/PTUN case. BDG. The study results show that the certificate can be cancelled if administrative, legal defects or the ratification of power are not by the procedure. In addition, court decisions have an essential role in determining the validity of certificates. The implications of this study show the importance of strengthening land administration in the National Land Agency (BPN) to increase legal certainty for landowners and reduce the potential for ownership conflicts in Indonesia.

Abstract

Oil palm plantations have become a strategic sector in the Indonesian economy, especially in the Kalimantan region. Although its contribution to economic growth is undeniable, its impact on poverty alleviation is still debatable. This study aims to evaluate the relationship between oil palm plantation area and production on economic growth and poverty levels in Kalimantan. The research methodology uses multiple linear regression analysis with secondary data obtained from official statistical reports during the period 2021 to 2022. The independent variables in this study are land area and oil palm production, while the dependent variables include economic growth rates and poverty rates. The results of the study show that the area of oil palm plantations has a significant positive effect on economic growth in Kalimantan, while oil palm production does not show a significant relationship with the decline in poverty rates. This finding indicates that economic growth resulting from the expansion of plantation land does not directly improve the socio-economic conditions of local communities. The implications of this study highlight the importance of more inclusive development policies, with a focus on a more equitable distribution of economic benefits and investment in social infrastructure such as education and health. This is necessary to ensure that the economic benefits of the palm oil sector can be felt by all levels of society, thus supporting sustainable development in Kalimantan.

Abstract

Effective law enforcement requires clear regulations and high accountability. However, the use of discretion by law enforcement officers often poses a dilemma in maintaining a balance between flexibility and legal certainty. This study aims to analyze the legal regulations governing police discretion and code of ethics in Indonesia and to formulate a reform model to improve justice in law enforcement. This study uses a normative legal method with a legislative and conceptual approach, which examines written legal regulations and the underlying legal concepts. Data were collected from various relevant legal and scientific literature sources. The results of the study indicate that the use of undirected discretion can create injustice and reduce public trust in law enforcement officers. Reforms are needed to limit discretion by strengthening the police code of ethics and implementing clearer legal guidelines. The implications of this study include the development of policies that are more transparent, accountable, and in accordance with the principles of social justice. This reform is expected to increase the professionalism and legitimacy of the police in the eyes of the public.

Abstract

T The criminal justice system in Indonesia faces various challenges, including legal inefficiency, high recidivism rates, and inadequate victim protection. The punishment-oriented system often neglects the need for victim recovery and social recovery. This study aims to develop an ideal model for implementing restorative justice within the Indonesian legal framework by considering the principles of customary law that have long been practiced in society. This study uses a normative legal approach by analyzing legislation, literature studies, and comparative assessments of restorative justice practices in various countries. Primary and secondary legal materials are used to explore the application of restorative justice at the police, prosecution, and court levels. The findings reveal several barriers to implementing restorative justice in Indonesia, such as regulatory misalignment across law enforcement agencies, limited human resource training, and lack of public awareness. However, the study highlights significant potential for adopting the restorative justice model through integrating local values, law enforcement training, and a comprehensive regulatory framework. The implications of this study emphasize the need for more inclusive policy reforms, strengthening collaboration between legal institutions, and public education to increase the acceptance of restorative justice as an alternative method of resolving criminal cases. Proper implementation is expected to create a more just, more humane, and socially restorative legal system.

Abstract

Management of state land through Building Rights (HGB) is an important issue in infrastructure development and economic investment in Indonesia. The problems faced include complex bureaucracy, conflicts of interest, and lack of supervision in the implementation of HGB. This study aims to analyze the implementation of HGB in the management of state land by developers and its impact on infrastructure development and economic growth. The research methods include literature studies and policy analysis covering regulations and best practices in the field. The results of the study indicate that effective implementation of HGB can encourage investment, create jobs, and improve access to public facilities. However, challenges such as regulatory complexity and potential conflicts of interest need to be addressed through collaboration between the government and developers. The implications of this study are the importance of implementing transparent governance, clear regulations, and legal protection to ensure sustainable and inclusive management of state land.

Abstract

Low learning outcomes of grade III students of SDN Sobrah in the subject of science and natural sciences on the material of ecosystem components. Based on initial observations, out of 20 students, only eight could achieve the KKM (Minimum et al.) of 75. This study aims to improve student learning outcomes using the Role Playing learning method. This study uses a Classroom Action Research (CAR) approach with qualitative and quantitative descriptive data analysis methods. Data collection techniques include observation, interviews, and tests. The study's results showed that the roleplaying method improves roleplaying student learning outcomes. The percentage of learning completion increased from 40% in the pre-cycle stage to 70% in cycle I and reached 85% in cycle II. This increase shows that Role-PlayingRoleplaying effectively provides meaningful learning experiences and encourages active student involvement. The implications of this study indicate that contextual and interactive learning methods, such as Roleplaying, can be an effective strategy for improving learning outcomes, especially in science and natural sciences subjects with complex materials.

Abstract

The low quality of learning that occurs in grade IV of Public Elementary Schools in Madiun can be seen from students' lack of active involvement in learning activities and learning outcomes that could be more optimal. Therefore, this study aims to improve the quality of learning by implementing more effective strategies that can motivate students to be more active and involved in the teaching and learning process. This study uses a Classroom Action Research (CAR) approach with a two-cycle design involving 23 grade IV students, ten girls and 13 boys. Data collection techniques were carried out through observation, interviews, and documentation, while the data were analyzed descriptively and qualitatively. The study's results showed a significant increase in student involvement during the learning process. Students participated more actively in group discussions and class activities and showed increased learning outcomes. This study implies that implementing more interactive learning strategies and active involvement of students can improve the quality of learning in the classroom, which is expected to be applied by other teachers to improve the quality of education in elementary schools.

Study This use method Classroom Action Research (CAR) with approach descriptive qualitative. Subject study is 23 students fourth grade at Sobrah State Elementary School. Data is collected through observation, testing, documentation, and interviews. Research implemented in two cycles, each consisting of from stage planning, action, observation, and reflection. Data analysis techniques used is descriptive qualitative with steps data reduction , data presentation, and conclusion and verification . Research results show existence significant improvement in results? Study students. In the cycle first. percentage completeness reached 69.6%, while in the cycle second increase to 86.9%. The CRT approach allows student For understand material through context culture them. while the Recalling Card media helps increase concentration and participation student. Implications study This is approach Teaching Responsive Culture assisted by Recalling Card media can used as a learning strategy innovative that supports implementation Independent Curriculum. Abstract

Visual media - based education is an innovative strategy For increase interest Study student to material complex , including diversity life . One of effort For support learning This is through development comic education based on local . Research This focused on development comic education about vertebrate diversity in the region Mountain The Puntland as an innovative, interesting and relevant learning media. Research This use Research and Development (R&D) method with 3-D model stages (Define, Design, Develop). Qualitative data collected through interview with teachers and experts For identify learning media needs, while quantitative data obtained from validation products by experts materials, media experts, and teachers, as well as readability tests by students. Research result show that comic this is valid and effective as a learning medium. Validation expert material to obtain average score 88%, validation media expert 83%, and science teacher validation 86%, all of which including in very valid category. Readability test by students show average score of 88%, with media aspects reach mark highest by 94%. This comic rated capable interesting attention students, improve understanding to material diversity life, and grow awareness will importance conservation diversity local life. Study This give implications significant in development teaching materials based on local. This comic No only can used as a learning medium but also as tool For increase awareness student will importance preservation environment.
