Abstract

The success of Islamic countries shows that waqf can contribute to overcoming economic problems. In Indonesia, waqf management is regulated through Law No. 41 of 2004, Government Regulation No. 25 of 2018, and Minister of Religious Affairs Regulation No. 4 of 2009. The local government and the Belitung Regency BWI are actively developing productive waqf by optimising the role of nazhir. This study uses a case study method with observation, documentation, and interviews with five key informants from the BWI, religious leaders, community leaders, and the nazhir forum. Data analysis refers to Miles and Huberman. The results show that the BWI's nazhir guidance mechanism covers two aspects. First, the recruitment pattern is through letters to village heads and the Religious Affairs Office (KUA), but it is still limited to the village and mosque levels. Second, guidance is carried out through basic socialisation without special certification. Optimising the role of nazhir includes regeneration, technical training, and increasing waqf literacy. BWI Belitung needs to revitalise its management and synergise with Ministry of Religious Affairs programmes such as waqf incubation and the millennial literacy movement.

Abstract

This study aims to analyse the effectiveness of profit-sharing systems in Islamic banking compared to interest-based systems in conventional banking, particularly in terms of profitability, risk management, and economic fairness. The main focus is on mudharabah and musyarakah contracts as the main instruments of profit-sharing systems, as well as fixed and floating interest rates in conventional banks. The research method used is qualitative with a descriptive-comparative library research approach. Data was collected through document reviews, financial reports, and scientific literature from official institutions such as the OJK, BI, and academic publications. The results show that the interest system is proven to be superior in generating short-term profitability and margin stability. However, the profit-sharing system provides a more equitable and participatory approach through risk-sharing mechanisms and transparency, despite facing challenges of moral hazard and low sharia literacy. The recommendations of this study emphasise the importance of improving the quality of risk management, transparency, the use of information technology, and sharia financial literacy to optimise the effectiveness of the profit-sharing system as an equitable alternative to the conventional interest system.

Abstract

Sami'na wa atho'na is a sentence that is often heard and said in everyday life, especially in Islamic boarding school environments. Apart from sami'na wa atho'na, professionalism is an attitude that also has an influence in the work environment. If sami'na wa atho'na is applied in the work environment without professionalism, it will result in poor human resources. Both are equally important to improve employee performance in a company. This research aims to determine the implementation of the sami'na wa atho'na attitude of sharia banking students in depth which is inherent in each individual. And aims to determine the impact that occurs if this attitude is continuously practiced in financial institutions. The object of this research is the Mini Syariah Bank Khaira Ummah, Raden Rahmat Islamic University, Malang. This type of research uses qualitative research using data collection methods, namely observation, interviews and documentation. The results of this research show that Bank Mini Syariah employees have implemented a sami'na wa atho'na attitude and are also accompanied by high professionalism, thus making good human resources, which are in accordance with Islamic sharia rules. The suggestion put forward in this research is that this research can be used as a means of education regarding the influence of the sami'na wa atho'na attitude and professionalism, as well as being a motivation for readers to apply the sami'na wa atho'na attitude and professionalism in their daily lives, especially in the workplace.

Abstract

This study comparatively analyses the direction of Islamic economic policy in Indonesia during the Reform era (1998-2024) through the framework of Maqashid al-Shari’ah. Using a qualitative literature study method with a deductive content analysis approach, this research maps the policy evolution across five presidential administrations: B.J. Habibie, Abdurrahman Wahid, Megawati Soekarnoputri, Susilo Bambang Yudhoyono, and Joko Widodo. The findings reveal a progressive policy trajectory, shifting from a focus on fulfilling essential needs (dharuriyyat) in the early Reform era, such as establishing the legal framework for Islamic banking, to fulfilling secondary needs (hajiyyat) through institutional strengthening and comprehensive legislation, and ultimately reaching the complementary level (tahsiniyyat) with a focus on ecosystem integration, industry consolidation, and global innovations like Green Sukuk. The analysis indicates the dominance of the pillars of preserving wealth (hifz al-mal) and religion (hifz al-din), while also highlighting challenges in translating the substance of Maqashid to the operational level. The contribution of this research is to provide a Maqashid-based policy analysis model and recommendations for aligning future policies to be more holistic.
