Abstract

This study aims to analyze the implementation of the School Operational Fund (BOS) policy at SD Inpres Pruleme, Puncak Jaya Regency. The focus of the study includes policy implementation, supporting and inhibiting factors, and the school's efforts to optimize the use of BOS funds. The research method used is qualitative with a descriptive approach. Data collection techniques include in-depth interviews, observations, and document studies. Research informants were determined using purposive sampling techniques. Data were analyzed through the stages of data reduction, data presentation, and conclusion drawing. The results of the study indicate that the implementation of the BOS policy at SD Inpres Pruleme, from a communication perspective, is still constrained by suboptimal information dissemination and coordination. Furthermore, in terms of resources, there are limitations in human resources for financial management and inadequate infrastructure. In terms of disposition, although policy implementers demonstrate commitment in managing BOS funds, understanding of technical regulations and the participation of the school committee in oversight still need to be improved. From the bureaucratic structure aspect, the mechanism for disbursing and reporting BOS funds is still hampered by complex administrative procedures and the lack of an effective monitoring system. Supporting factors include community support, effective communication between schools and the Education Office, and transparency in financial reporting. Meanwhile, the inhibiting factors are limited infrastructure, low budget management capacity, miscommunication between governments, and difficult road access, which hinder distribution and the effectiveness of BOS fund use. Improvement efforts are carried out through transparent planning, capacity building through training, publication of financial reports, optimization of fund use according to priorities, and regular monitoring and evaluation to enhance education quality.

Abstract

This research analyzes the implementation of community empowerment through the Village Fund Allocation Program (ADD) in Moruku Village, Dekai District, Yahukimo Regency. This research aims to understand the effectiveness of ADD implementation and identify supporting and inhibiting factors in the process. The urgency of this research lies in the importance of optimizing ADD management to realize inclusive and sustainable village development. The approach used is a qualitative method with data collection techniques in the form of in-depth interviews, participatory observation, and documentation. Informants were determined using purposive sampling technique, involving village officials, communities, and related stakeholders. Data were analyzed using the Miles and Huberman interactive model. The results showed that the implementation of ADD in Moruku Village was not optimal due to low community participation and the dominance of the village head in managing funds. Based on Edwards III's policy implementation theory, analysis of communication, resources, disposition, and bureaucratic structure reveals that communication is still limited, human resources and infrastructure are inadequate, and bureaucratic mechanisms are less effective in ensuring transparency and accountability. The main supporting factors are the availability of routinely allocated funds and the potential of local natural resources, while inhibiting factors include the weak capacity of village officials, lack of supervision, and low community literacy regarding fund management. This research emphasizes the need for improved communication between village governments and communities, strengthened human resource capacity, and structural reforms in ADD governance to make it more transparent and participatory. The main recommendation is to improve external and internal supervision and active involvement of the community in every stage of program implementation.

Abstract

This study aims to analyze Human Resources management in improving apparatus performance at the Central Mamberamo Regional Secretariat, identify inhibiting factors in the utilization of state apparatus, and formulate efforts to overcome these obstacles. The urgency of this research lies in the importance of optimizing human resource management to improve the effectiveness of public services in disadvantaged areas. The research method is descriptive qualitative with the study location in Central Mamberamo Regency. Research instruments included semi-structured interview guidelines, a voice recorder and camera, as well as a field notebook as a reflection of the researcher while in the field. The technique of determining informants uses a purposive snowball approach, starting from key informants of policy implementers to devices and personnel within the Regional Secretariat. Data were collected through in-depth interviews, active observation, Focus Group Discussions, documentation, and literature studies; then analyzed with the Miles & Huberman interactive model through data reduction, presentation of data in narrative, and verification of findings. The results showed that the development of the quality of HR apparatus was carried out through four main stages: planning based on competency needs and diversification of funding sources, organizing with the formation of special HR units and sharpening tupoksi and SOPs, implementing on-the-job training, workshops, and compulsory training supported by top leadership commitment and Kirkpatrick model evaluation, and integrated supervision mechanisms in the form of periodic performance audits and formal monitoring protocols strengthened by cross-sector partnerships. Obstacles include budget constraints, the absence of internal regulations, suboptimal inter-section coordination, and administrative overload. Efforts to overcome obstacles include revising regulations and job descriptions, forming cross-functional teams with clear budgets, formalizing monitoring protocols, and implementing a continuous feedback system through the Learning Management System and external partnerships.

Abstract

The Bank Sampah program was introduced as one of the innovative solutions that involves the community to participate in community-based waste management. The program adopts the 3R principles (reduce, reuse, recycle) and provides economic incentives to increase community awareness and contribution to waste management. This study aims to analyze the effectiveness of the Bank Sampah program in Medan City from the aspects of waste volume reduction, community participation, and its impact on the environment and local economy. This research is important to assess the effectiveness of the program, not merely its implementation. A quantitative method was used with a survey of communities involved in the program. Data were collected through a questionnaire covering aspects of the frequency of waste deposit, the level of knowledge of the community, as well as their perception of the benefits of the program. Data analysis was conducted using statistical software such as SPSS to produce valid and objective findings. The results showed that although the number of active waste banks decreased from 174 to 12 units in 2023, the program was still able to manage around 120 tons of waste per year. Besides helping to create a clean environment, the program also contributes to social activities, such as the prevention of stunting in children. However, challenges to the sustainability of waste bank operations are still significant, such as the low level of public awareness in sorting waste at the household level and the lack of innovative strategies from managers. This study recommends increasing socialization to the community, strengthening collaboration between actors, and developing creative strategies to improve the sustainability of waste banks. The findings are expected to serve as a reference for the government in formulating more effective and sustainable policies to address waste problems in Medan City.

Abstract

The problem of potholes in Bandar Lampung not only reflects poor infrastructure, but also the dysfunction of public services in responding to community needs. Potholes contribute to increasing traffic accidents and harm the regional economy. Social media has become the main medium for residents to voice their complaints about road conditions, but the government's response tends to be slow, reactive, and unplanned. This study uses a qualitative approach with literature study methods and social media analysis to examine the effectiveness of the government's response to public demands. Using Talcott Parsons' structural functionalism perspective, this study found that the government system failed in terms of policy adaptation, integration of community aspirations, and achievement of goals in improving infrastructure quality. The results of the study show that unbalanced budget allocation, complex bureaucracy, and minimal community participation in decision-making are the main factors that hinder sustainable road repair. Therefore, this study recommends the need for reform in the management of infrastructure policies, including the integration of digital monitoring systems, transparency of budget allocations, and increased public involvement in planning and monitoring road repairs. With these steps, it is hoped that public services in the infrastructure sector can be more responsive and effective in responding to community needs.

Abstract

This study aims to analyze the implementation of the supervisory function of the Regional People's Representative Council (DPRD) in the government of Yahukimo Regency, as well as the supporting and inhibiting factors. The urgency of this research lies in the importance of strengthening the supervisory function of the Regional Representative Council so that accountability and transparency in regional administration can be better guaranteed. This study uses a qualitative research method with a descriptive approach. The data collection techniques used are interviews, observation, literature study, and documentation. Informants are selected purposively. Data analysis includes the stages of data reduction, data presentation, and drawing conclusions and verification. The implementation of the supervisory function of the DPRD in Yahukimo Regency is analyzed using Edwards III's theoretical framework, which includes communication, resources, disposition, and bureaucratic structure. The results of the study indicate that internal communication within the DPRD is well established, but obstacles arise when dealing with local governments that lack transparency, thereby slowing down access to information and reducing the effectiveness of oversight. In terms of resources, the limited number of members and supporting facilities, as well as the lack of budget, pose challenges in overseeing a vast area. Although the DPRD demonstrates a positive disposition and high commitment in performing its duties, the lack of support and budget from the local government often hinders the continuity of oversight. In terms of bureaucratic structure, clear task distribution and the use of standard operating procedures (SOPs) enhance oversight efficiency. Supporting factors, such as the competence of DPRD members and community participation, play a crucial role in oversight effectiveness. However, these are hindered by limitations in human resources, budget constraints, lack of transparency, weak coordination, and political interests that undermine the objectivity of oversight.

Abstract

This study aims to analyze the implementation of policies for handling People with Mental Disorders (ODGJ) at Abepura Mental Hospital. The background of this research focuses on the importance of fulfilling human rights for ODGJ, which is regulated in the Law of the Republic of Indonesia. The theoretical study uses George C. Edwards III's policy implementation model, which includes four key variables: communication, resources, executive disposition, and bureaucratic structure. The research method used was qualitative with a phenomenological approach, involving in-depth interviews with key informants from the Social Service, Abepura Hospital, and ODGJ families. The results of the study show that communication between agencies is going well, but human resources and facilities are still limited, hindering optimal service. The attitude of the implementers shows a positive attitude and high commitment in handling ODGJ, despite the challenges in the bureaucratic structure that are not yet fully supportive. The conclusion of this study confirms that the implementation of the policy for handling ODGJ at Abepura Hospital has been running well, but still needs improvement in terms of resources and facilities. The suggestions given include increasing the number of mental health workers, strengthening facilities and infrastructure, and educating the public to reduce stigma against ODGJ. This research is expected to provide recommendations for related parties in improving mental health services in Papua.
