Abstract

The implementation of Gianyar Regency Regional Regulation Number 7 of 2014 on Smoke-Free Areas (KTR) in Ubud Tourism Village is influenced by policy communication, resources, implementers’ disposition, and bureaucratic structure. Key issues include limited socialization with tourists and business owners, insufficient English-language signage, lack of enforcement officers, and the absence of designated smoking areas at major tourism spots. This study applied a descriptive qualitative approach using Edward III’s theory of implementation. Data were collected through interviews, observations, and document analyses. The findings indicate that KTR implementation remains suboptimal, as shown by frequent violations in markets, restaurants, and tourist attractions. Business owners are reluctant to warn tourists, inter-agency coordination is weak, and customary villages have not integrated KTR into local pararem activities. In conclusion, KTR implementation in Ubud remains largely normative and requires collaborative strategies among the government, customary villages, tourism actors, and the community to achieve healthier and smoke-free tourist areas.

Abstract

The transformation of digital media has driven a shift in communication strategies within the healthcare service sector, including public hospitals that continue to face challenges in shaping public preferences. RSUD Welas Asih, as one of the public hospitals in West Java, has adopted digital promotion through the live streaming podcast program BISIK (Bincang Sehat Asik) as a medium for health education and the dissemination of health-related information to the public. This study aims to examine the effect of digital promotion through the BISIK program on public preferences toward RSUD Welas Asih, as well as to examine the role of brand image as an intervening variable. This research employs a quantitative approach with a causal research design. Data were collected through the distribution of questionnaires to members of the public who had been exposed to the BISIK program. Data analysis was conducted using the Partial Least Squares–Structural Equation Modeling (PLS-SEM) method to test both direct and indirect relationships among the research variables. The results indicate that digital promotion through the BISIK live streaming podcast has a positive and significant effect on public preferences toward RSUD Welas Asih. Furthermore, brand image is proven to function as a mediating variable that strengthens the influence of digital promotion on public preferences. These findings suggest that digital promotion not only exerts a direct impact but also contributes to the formation of a positive image of public hospitals. This study concludes that well-planned and consistently managed digital promotion can serve as an effective strategy for enhancing public preferences and trust in public healthcare services.

Abstract

This study examined the impact of work motivation and discipline on employee performance at the Regional Financial and Asset Management Agency (BPKAD) of Mesuji Regency, Indonesia. It addressed the discrepancy between receiving an unqualified audit opinion for four years and an "adequate" rating in the Government Agency Performance Accountability System (SAKIP), indicating challenges in employee performance beyond financial accountability. A quantitative explanatory design was used, with structured Likert-scale questionnaires administered to all 45 employees of the BPKAD in Mesuji Regency. Multiple linear regression analysis assessed the effects of work motivation and discipline on employee performance. The findings showed that both work motivation and discipline had a positive and statistically significant impact on employee performance. Together, these factors significantly enhanced performance, highlighting the complementary roles of psychological (motivation) and behavioral (discipline) factors in public financial management. The study concluded that improving motivation and enforcing discipline are crucial for enhancing employee performance and improving SAKIP outcomes. A balanced approach involving both intrinsic and extrinsic motivation, along with adherence to work standards, is necessary for better performance. The limitations of this study include its cross-sectional design, small sample size, and reliance on self-reported data. This study contributes to the public sector human resource management literature by integrating motivation and discipline to enhance performance.

Abstract

This study examined the effects of employee motivation and transformational leadership on employee performance at the Agriculture Office of Mesuji Regency, Indonesia. It addressed the challenges in human resource management that affect institutional targets and the implementation of agricultural development programs. This study employed a quantitative design using a structured survey of 50 purposively selected employees at the Agriculture Office and applied multiple linear regression to examine the relationships between motivation, transformational leadership, and employee performance. The findings showed that both motivation and transformational leadership positively affected employee performance, with motivation having a stronger impact. Improving employee motivation and transformational leadership are essential to enhance performance at the Mesuji Agriculture Office, supporting effective human resource management, successful agricultural programs, and regional economic growth. The cross-sectional design of this study limits the ability to observe changes over time. Additionally, the focus on a single regional institution may restrict generalizability. The reliance on self-reported data may also introduce perceptual bias. This study provided empirical evidence from a regional government context, highlighting how motivation and transformational leadership influenced employee performance and offering practical recommendations for improving pension services.
