Abstract

The implementation of Gianyar Regency Regional Regulation Number 7 of 2014 on Smoke-Free Areas (KTR) in Ubud Tourism Village is influenced by policy communication, resources, implementers’ disposition, and bureaucratic structure. Key issues include limited socialization with tourists and business owners, insufficient English-language signage, lack of enforcement officers, and the absence of designated smoking areas at major tourism spots. This study applied a descriptive qualitative approach using Edward III’s theory of implementation. Data were collected through interviews, observations, and document analyses. The findings indicate that KTR implementation remains suboptimal, as shown by frequent violations in markets, restaurants, and tourist attractions. Business owners are reluctant to warn tourists, inter-agency coordination is weak, and customary villages have not integrated KTR into local pararem activities. In conclusion, KTR implementation in Ubud remains largely normative and requires collaborative strategies among the government, customary villages, tourism actors, and the community to achieve healthier and smoke-free tourist areas.

Abstract

The transformation of digital media has driven a shift in communication strategies within the healthcare service sector, including public hospitals that continue to face challenges in shaping public preferences. RSUD Welas Asih, as one of the public hospitals in West Java, has adopted digital promotion through the live streaming podcast program BISIK (Bincang Sehat Asik) as a medium for health education and the dissemination of health-related information to the public. This study aims to examine the effect of digital promotion through the BISIK program on public preferences toward RSUD Welas Asih, as well as to examine the role of brand image as an intervening variable. This research employs a quantitative approach with a causal research design. Data were collected through the distribution of questionnaires to members of the public who had been exposed to the BISIK program. Data analysis was conducted using the Partial Least Squares–Structural Equation Modeling (PLS-SEM) method to test both direct and indirect relationships among the research variables. The results indicate that digital promotion through the BISIK live streaming podcast has a positive and significant effect on public preferences toward RSUD Welas Asih. Furthermore, brand image is proven to function as a mediating variable that strengthens the influence of digital promotion on public preferences. These findings suggest that digital promotion not only exerts a direct impact but also contributes to the formation of a positive image of public hospitals. This study concludes that well-planned and consistently managed digital promotion can serve as an effective strategy for enhancing public preferences and trust in public healthcare services.

Abstract

This study examined the impact of work motivation and discipline on employee performance at the Regional Financial and Asset Management Agency (BPKAD) of Mesuji Regency, Indonesia. It addressed the discrepancy between receiving an unqualified audit opinion for four years and an "adequate" rating in the Government Agency Performance Accountability System (SAKIP), indicating challenges in employee performance beyond financial accountability. A quantitative explanatory design was used, with structured Likert-scale questionnaires administered to all 45 employees of the BPKAD in Mesuji Regency. Multiple linear regression analysis assessed the effects of work motivation and discipline on employee performance. The findings showed that both work motivation and discipline had a positive and statistically significant impact on employee performance. Together, these factors significantly enhanced performance, highlighting the complementary roles of psychological (motivation) and behavioral (discipline) factors in public financial management. The study concluded that improving motivation and enforcing discipline are crucial for enhancing employee performance and improving SAKIP outcomes. A balanced approach involving both intrinsic and extrinsic motivation, along with adherence to work standards, is necessary for better performance. The limitations of this study include its cross-sectional design, small sample size, and reliance on self-reported data. This study contributes to the public sector human resource management literature by integrating motivation and discipline to enhance performance.

Abstract

This study examined the effects of employee motivation and transformational leadership on employee performance at the Agriculture Office of Mesuji Regency, Indonesia. It addressed the challenges in human resource management that affect institutional targets and the implementation of agricultural development programs. This study employed a quantitative design using a structured survey of 50 purposively selected employees at the Agriculture Office and applied multiple linear regression to examine the relationships between motivation, transformational leadership, and employee performance. The findings showed that both motivation and transformational leadership positively affected employee performance, with motivation having a stronger impact. Improving employee motivation and transformational leadership are essential to enhance performance at the Mesuji Agriculture Office, supporting effective human resource management, successful agricultural programs, and regional economic growth. The cross-sectional design of this study limits the ability to observe changes over time. Additionally, the focus on a single regional institution may restrict generalizability. The reliance on self-reported data may also introduce perceptual bias. This study provided empirical evidence from a regional government context, highlighting how motivation and transformational leadership influenced employee performance and offering practical recommendations for improving pension services.

Abstract

Purpose: This study aimed to examine the effect of ICT-based supervision on employee work discipline and to analyze the moderating role of digital literacy in public sector organizations in coastal areas. Methodology: A quantitative approach was employed using survey data collected from 217 public sector employees. The data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 4. Results: The results showed that ICT-based supervision had a positive and significant effect on work discipline. Digital literacy also had a strong and significant influence and emerged as the most dominant factor. However, the moderating effect of digital literacy was not statistically significant. Conclusions: The findings indicated that human capability, particularly digital literacy, played a more critical role than technological systems in shaping employee discipline. Limitations: This study was limited by its cross-sectional design and focus on a specific regional context, which may affect generalizability. Contributions: This study contributed to digital governance literature by highlighting the dominant role of digital literacy and providing empirical evidence from coastal regions.

Abstract

To analyze the effect of computerized systems and work facilities on work effectiveness among employees of PT Jasa Peralatan Pelabuhan Indonesia, with time at work as a moderator. Computerized System, Work Facilities, Work Effectiveness, Time Work Quantitative, SmartPLS, and Questionnaire. Computerized systems have a significant positive impact on work effectiveness. Work facilities also significantly impact work effectiveness. Working hours significantly impact work effectiveness. Working hours can moderate the impact of computerized systems on work effectiveness. Working hours also moderate the impact of work facilities on effectiveness. Research shows that both computerized systems and work facilities significantly impact work effectiveness, with working hours being a variable that strengthens this relationship. This study is limited to one company and respondent; therefore, the results cannot be generalized. Respondents were required from PT PELINDO employees, particularly PT Jasa Peralatan Pelabuhan Indonesia. All respondents were selected based on a strategy devised by Hair, which involved implementing a random employee sampling system.

Abstract

The purpose of this study is to determine the effect of Workload and Work Environment on employee performance through public service motivation as an intervening variable at RSUD dr. Gondo Suwarno Ungaran. This study uses a quantitative method because it discusses the relationship between variables using a questionnaire. The sample used in this study was 90 respondents who were distributed to employees of RSUD dr. Gondo Suwarno Ungaran. The data processing technique used in this study uses the software method (SPSS) Statistical Package for Social Science. This study uses descriptive analysis methods, instrument tests, classical assumption tests, hypothesis tests, and Sobel tests. The results of this study indicate that Workload and Work Environment influence Employee Performance. In addition, Public Service Motivation does not act as a mediator on Employee Performance. This study is expected to be useful for the science of HR management and practically also useful for improving performance at RSUD dr. Gondo Suwarno Ungaran..

Abstract

Purpose: This research investigates the influence of Digital Marketing and Competitive Advantage on students’ school selection decision at SMA Global Islamic Boarding School (GIBS), Barito Kuala Regency, with Brand Image as a mediating variable. The study addresses the paradox of fluctuating enrollment trends despite the school’s high institutional quality and aggressive digital marketing efforts. Research Methodology: An explanatory quantitative design with a causal approach was utilized. Data were collected from 121 students of SMA GIBS through purposive sampling and analyzed using Partial Least Squares-Structural Equation Modeling (PLS-SEM) via SmartPLS 4 software. Results: Empirical findings indicate that Digital Marketing and Brand Image directly and significantly influence the School Selection Decision. Competitive Advantage has no significant direct effect on the Selection Decision but serves as the most dominant predictor of Brand Image. Brand Image fully mediates the relationship between Competitive Advantage and Selection Decision (full mediation), while partially mediating the Digital Marketing–Selection Decision relationship. The structural model explains 61% of Brand Image variance (R² = 0.610) and 42.2% of Selection Decision variance (R² = 0.422). Conclusions: Substantive competitive advantages in educational institutions do not automatically translate into enrollment decisions. The transformation of competitive strengths into a strong brand image is a prerequisite for influencing students’ final choices. Effective digital marketing serves as a dual-pathway driver, directly influencing decisions and indirectly strengthening brand perception. Limitations: This study is geographically constrained to SMA GIBS in Barito Kuala with 121 respondents, which may limit generalizability. The cross-sectional design precludes tracking behavioral evolution, and the R² value of 42.2% for Selection Decision indicates substantial unexplained variance by factors outside the model. Contributions: This article offers an integrative framework synthesizing Digital Marketing and Competitive Advantage as simultaneous antecedents of Brand Image in the educational services sector. It resolves inconsistencies in prior literature regarding the mediating role of Brand Image by demonstrating context-dependent mediation effects in high-involvement decision-making.

Abstract

This study investigates the complex interplay between organizational communication, trust, and satisfaction among pensioners in the context of a mandatory public service. While trust is conventionally viewed as a key driver of satisfaction, this study explores whether this holds true for monopolistic institutions such as TASPEN in Indonesia. Using a quantitative explanatory design, data were collected from 78 pensioners [asumsikan jumlah sampel] at a provincial branch and analyzed using SEM-PLS (SmartPLS 3.0). The findings revealed a robust positive impact of organizational communication on both satisfaction and trust. However, surprisingly, trust does not significantly mediate or influence pensioners' satisfaction. This "trust paradox" suggests that in mandatory services, functional communication and information accuracy are more critical than trust. These results provide a new theoretical perspective for public administration: in non-competitive service environments, satisfaction is driven primarily by informational efficiency rather than emotional confidence in the provider.

Abstract

This study investigates the effect of salary and reward on employee performance with productivity as a mediating variable to understand how compensation practices translate into performance improvements. The purpose is to clarify both the direct and indirect mechanisms through which salary and reward influence organizational outcomes. Employing a quantitative research design, data were collected using structured questionnaires from employees and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) in SmartPLS to test the hypothesized relationships among constructs. The results indicate that salary and reward have significant positive effects on both productivity and performance, and productivity significantly mediates the relationships between compensation variables (salary and reward) and performance, supporting the mediation model. However, the direct effect of productivity on performance was not supported in this context, suggesting that additional factors may influence performance beyond productivity alone. In conclusion, while salary and reward are important drivers of work outcomes, their impact on performance is enhanced when productivity is considered as an intermediary process. The study is limited by its cross-sectional design, which constrains causal interpretations and generalizability across contexts. Nevertheless, the findings contribute to human resource management literature by highlighting the role of productivity in linking compensation and performance, offering practical insights for organizations aiming to optimize compensation strategies to improve employee outcomes.
