Abstract

Food is a basic need that must be fulfilled. In general, food availability that is smaller than the needs can cause instability in society. Indonesia is an agrarian country, whose source of livelihood is through agriculture, plantations and fisheries. This means that, objectively, Indonesia's food security rests on these three sources. The legal basis and foundation related to agrarian policy or land reform have basically been carried out for a long time, starting from President Soekarno to President Joko Widodo. However, its implementation is not as easy as turning the palm of the hand. The purpose of this research is to objectively assess the harmonization of food security through agrarian law policies in food self-sufficiency in Ngawi Regency. Data collection techniques used observation and documents with source triangulation. Meanwhile, data analysis uses the stages of reduction, presentation of data, drawing and validating conclusions. Type of field research, with descriptive qualitative method. The results found that the implementation of agrarian law policy in Ngawi Regency has been optimally successful. Food security in Ngawi Regency has proven to be able to overcome social, health and economic problems in addition to problems related to production. Ngawi District has the capacity to produce food but is unable to guarantee food security, as seen from the various achievements of Ngawi District in food security, as well as being named the best district in agriculture nationally. Legal policies ranging from UUPA, agrarian law to regional policies that regulate and support regional potential in agriculture.

Abstract

West Java is one of the regions in Indonesia that is prone to various natural disasters such as earthquakes, floods, and landslides. These disasters are frequent and difficult to predict, such as the tornado that hit Rancaekek, Bandung on February 2, 2024, which caused significant damage. According to data from the West Java Regional Disaster Management Agency (BPBD), this disaster resulted in many damaged buildings and injuries. An early warning system is essential to reduce the impact of disasters. This study aims to place early warning facilities based on village data in West Java using the Naive Bayes method. The method used in this study is a data mining approach to extract patterns and valuable information from data that will be used in strategic decision-making related to the placement of early warning facilities. The data used was obtained from the West Java government's open data site, which includes attributes such as codes and names of provinces, districts, sub-districts, villages/sub-districts, as well as the availability status of disaster mitigation facilities. The results of the study show that many areas in West Java still do not have adequate early warning facilities. The use of Naive Bayes' algorithm aids in data classification and provides insights into the placement of more effective early warning facilities. The implication of this study is the need for more serious and coordinated efforts from the government, non-governmental organizations, and the community to increase the availability of disaster mitigation facilities in West Java.

Abstract

In Indonesia, the regulation of sexual abuse crimes is a critical aspect of ensuring justice and protection for victims. However, challenges remain in the effectiveness and comprehensiveness of these regulations. This study aims to analyze and evaluate the current legal framework addressing sexual abuse in Indonesia, identifying gaps and proposing improvements to enhance legal protections for victims. The research employs a qualitative approach, utilizing legal analysis and case studies to assess the application of existing laws. Data collection involves reviewing legal documents, court cases, and expert interviews to gather comprehensive insights into the regulatory landscape. The findings indicate significant shortcomings in the legal framework, including inconsistencies in legal definitions, procedural delays, and inadequate victim support mechanisms. The study discusses the implications of these findings, emphasizing the need for a more cohesive and victim-centered approach in legal reforms. This research underscores the necessity for legislative improvements to address the identified gaps in the regulation of sexual abuse crimes. Recommendations include clearer legal definitions, expedited legal processes, and enhanced victim support services. These measures are essential for ensuring justice and effective protection for victims of sexual abuse in Indonesia.

Abstract

The Indonesian Standard Industrial Classification (KBLI) is a collection of business classification codes developed by the Central Statistics Agency (BPS) to categorize business and economic activities in Indonesia. Based on the International Standard Industrial Classification (ISIC), KBLI is integrated into the Online Single Submission (OSS) system, functioning as a tool for issuing business licenses and informing policy design. However, its implementation faces challenges, including the presence of irrelevant and non-functional codes, such as code 92000 for gambling activities, which contradict legal and social norms in Indonesia. This research aims to determine whether the adoption of KBLI over ISIC is excessive, leading to legal implications. A normative juridical approach or doctrinal research method is employed in this study, utilizing secondary data from the legal foundations of ISIC and KBLI, along with other related regulations. The results indicate that the excessive application of ISIC in KBLI has several negative impacts on its effectiveness. Codes irrelevant to the legal and social context in Indonesia render the issuance of business licenses ineffective and contradict the legal requirements stipulated in the Civil Code (KUHPerdata). The findings suggest that efforts are needed to enhance the effectiveness of KBLI in fulfilling its role as a classification system for business fields and economic activities in Indonesia. This can be achieved by considering relevance and local context to avoid unintended legal implications.

Abstract

Village governments play an important role in enhancing national development through effective budget management. Proper management of village funds can help improve organizational performance and community satisfaction. This study aims to identify the factors influencing village accountability in managing the Village Fund Budget and the competencies of Village Apparatus related to organizational performance. The research method used is qualitatif. The sampling technique used is purposive sampling, with respondents consisting of officials and the community in Beber Village. Data were obtained through a survey of 48 respondents. The results show that the accounting system affects the accountability of Village Fund Budget management, while the competence of village apparatus does not significantly affect the accountability of Village Fund Allocation management. This study implies that improving the village accounting system can enhance the accountability of village fund management, even though increasing the competence of village apparatus does not directly enhance such accountability. This indicates the need to focus on improving village accounting systems and procedures to achieve more accountable budget management.

Abstract

Tax avoidance is a significant issue that can affect state revenues and fiscal fairness. Companies often use legal loopholes to reduce their tax liability, which while legal, is contrary to the primary purpose of tax laws. This study aims to find out and analyze corporate governance, profitability, and capital intensity affect tax avoidance in manufacturing companies in Indonesia. This study uses a quantitative approach with secondary data from the financial statements of manufacturing companies listed on the IDX. The independent variables in this study are corporate governance (audit quality and audit committee), profitability, and capital intensity, while the dependent variable is tax avoidance. Data analysis was carried out by normality, multicollinearity, heteroscedasticity, autocorrelation, and hypothesis test using the t-test and the F test. However, simultaneously, audit quality, audit committee, profitability, and capital intensity affect tax avoidance. The study implies that an increase in the number of audit committees and investment in fixed assets can reduce tax avoidance. These findings can be a reference for policymakers and corporate management in improving corporate governance to minimize tax avoidance practices.

Abstract

Organizations require high commitment from employees to achieve optimal goals, which can be improved through effective human resource (HR) management, a strong organizational culture, and a high level of trust. This research aims to identify optimal strategies, methods, and solutions to increase organizational commitment by strengthening the effectiveness of human resource management, organizational culture, and trust. Using a quantitative design and path analysis approach processed using SEM PLS, data was collected through a questionnaire to 139 foundation permanent teachers from 16 private high schools in South Jakarta City. The results of the study show that there is a positive and significant direct influence of the effectiveness of human resource management and organizational culture on organizational commitment. In addition, there is a positive and significant direct influence of the effectiveness of HR management on trust, but the direct influence of organizational culture on trust, as well as the direct influence of trust on organizational commitment, is not significant. It was also found that there was a positive but not significant indirect influence of the effectiveness of human resource management and organizational culture on organizational commitment through trust. The implications of this study emphasize the need for strategies to strengthen the effectiveness of HR management by improving compensation and maintaining positive aspects such as maintenance, HR planning, training and development, HR procurement, and performance appraisal. Organizational culture must be maintained through relationships between individuals, relationships with the environment, consistency of behavior, core values, and agreed norms.

Abstract

The transfer of property rights over land from one party to another can be obtained through a court decision. Based on the provisions of Law No. 5 of 1960 concerning Basic Agrarian Principles and Government Regulation No. 24 of 1997 concerning Land Registration, the sale purchase and transfer of land rights must be carried out in front of a land deed official (PPAT). Many problems arise regarding the ownership of land rights carried out under the hand, in the sense that they are not in accordance with the applicable regulation. The case can be detrimental to the buyer and even a lawsuit must be made through the court. The case in this study is a case of transfer of land rights because the loss of the certificate was later found after 25 years and the owner has a good intention to apply for a name change, but the previous owner of the certificate is unknown. This study aims to ensure legal certainty in the transfer of ownership of land that is unknown to the previous owner and explain the legal consequences of the transfer of ownership of the land after the issuance of a court decision. This study uses a normative juridical method and the method of data collection uses interviews and studies and reviews a applicable law and regulation as a basis for solving problems. Therefore, using a court decision can be the basis for rights that have permanent legal force in the transfer of land rights

Abstract

A village is a local unit of territory that plays an important role in the progress of a country. The city government has the right and position to manage its funds and resources, which has a significant impact on financial management at the village level. This study aims to determine and analyze the factors that affect village financial management. This study uses a qualitative descriptive method with data collection techniques through literature review. The results of the study show that internal and external factors affect village financial management. Internal factors include the quality of human resources (HR), transparency and accountability, management capacity, and the level of community participation. External factors include government regulations, policies, economic and social conditions, as well as technology and infrastructure. This study has implications for the factors found in the study are the main components that have the potential to affect the effectiveness of village financial management. A deeper understanding of these factors can help city and village governments design more effective and efficient financial management strategies.

Abstract

This research aims to analyze the patterns of interpersonal communication in building an anti-corruption culture among customs officers' families in Medan City, analyze the forms of interpersonal communication messages conducted by customs officers' families, and analyze the barriers to interpersonal communication in building an anti-corruption culture among customs officers' families in Medan City. The theory utilized in this research is Joseph A. Devito's theory of interpersonal communication. The research method employed is qualitative research. The number of informants in this study is five customs officers, with criteria including being married, residing in Medan City, and receiving recognition as an Officer of the Month or Officer of the Year. Data collection is conducted through interviews and passive participation observation. The results of this study indicate that the pattern of interpersonal communication in building an anti-corruption culture among customs officers' families in Medan City is through the equality pattern of communication. Interpersonal communication messages used in building an anti-corruption culture among customs officers' families include informative and persuasive messages. The barriers to interpersonal communication in building an anti-corruption culture among customs officers' families include semantic and psychological noise. The married couples in this study agree that interpersonal communication within a family plays a crucial role in building an anti-corruption culture.
