Abstract

The purpose of this research is to describe the implementation of semester credit sistem at SMA Negeri 1 Lawang. This means the research aims to find out how the semester credit sistem is applied at SMA Negeri 1 Lawang, the obstacles, and the efforts made to overcome them. This is policy research that uses a qualitative approach. Data collection methods used in this study were interviews, observations, document and archive studies. The informants in this study were the principal, vice principal in curriculum, teachers, school committees, and students. The data were analyzed using descriptive analysis following the stages of data reduction, data presentation, making conclusions and verification. The results of this study indicate that the application of the semester credit sistem at SMA Negeri 1 Lawang is a new semester credit sistem and its application is in accordance with the Regulation of Ministry of Education and Culture (Permendikbud) Number 158 of 2014. The obstacles faced in implementing the semester credit sistem were the lack of teacher commitment and support from parents whose children belong to the fast-learning group. Efforts made to overcome the problems were to choose teachers who had strong commitment and to conduct dissemination to parents and employing a statement letter.

Abstract

One of the targets aimed by the Smart Indonesia Program through the implementation of the 12-year Compulsory Education in the National Mid-Term Development Plan (RPJMN) 2015-2019 is to increase the education continuation rate which is marked by an increase in the average years of schooling and a decrease in the dropout rate. The dropout rate reflects school-age children who are no longer in school or who have not completed a certain level of education. The purpose of this study is to identify the factors that influence students dropping out of school. The data used is from the 2019 national socio-economic survey of West Sumatra Province, and the analysis method uses survival analysis with the Cox regression approach. The results show that the factors of residence, working/not working, receiving Rastra social assistance, taking care of the household, ever/never been married, status in the household, and the head of the household’s job affect the failure of a student to stay in school in West Sumatra Province in 2019. In addition, residents aged 15 years and above who live in rural areas, work, do not receive Rastra social assistance, take care of the household, have been married, are not in the nuclear family, having a household head who works in the agricultural sector have a significant decrease in the education survival rate at high school level.

Abstract

The reality of homeschooling as a choice for parents in providing education to children is one of the efforts to solve various educational problems that exist in society. However, the legality of home education and the learning approach has become a significant issue. With a descriptive qualitative approach, this research reveals the legal aspects and the various learning approaches of home education. Regarding the legality of homeschooling, the government should carry out the mandate of the Constitution, ensuring that every citizen receives a proper education, as stated in Article 31 of the 1945 Constitution, which is further elaborated in Law Number 20 of 2003 concerning the National Education System, Government Regulation Number 57 of 2021 concerning National Education Standards, and Regulation of the Minister of Education and Culture Number 129 of 2014 concerning Home Schools. Homeschooling is one of the informal education paths which is carried out by families. The approach in the practice has a wide range, from very unstructured models such as unschooling to highly structured ones such as school at home. To facilitate home school practitioners, the existence of a test center will significantly encourage the emergence of initiative and creativity in the development of learning methods and education models.

Abstract

Disruption in higher education due to the impact of Covid-19 pandemic has forced universities to adapt to distance learning by utilizing information and communication technology. At the same time, the quality of learning must be maintained and prioritized. The problem discussed in this study is that there is no standard for quality assurance of distance learning in the wake of Covid-19 pandemic for higher education. This study aims to (1) analyze policies related to distance learning quality assurance and (2) analyze the efforts made by universities in implementing quality assurance. This study is desk research where the analysis is carried out in two stages. The first stage is to review policies related to distance learning quality assurance, and the second stage is to analyze the implementation of quality assurance in three state universities and five private universities. The results show that (a) the implementation of the Internal Quality Assurance System varies, and (b) there is no standard that can be used as a reference to ensure the quality of distance learning. This study concludes that the strengthening of internal quality assurance system through the cycle of determination, implementation, evaluation, control, and improvement can be used as an alternative to quality assurance for distance learning in higher education.

Abstract

This study aims to analyze the challenges of citizenship issues in preparing Indonesia's golden generation in 2045. This research is content analysis research with a qualitative approach. Data were collected through observation and tracing documents and archives. The results show great challenges of Indonesian as a state in terms of maintaining the foundational philosophical theory of Pancasila. This determines the importance of a study of civic education as the spearhead in preparing the generation that will inherit the nation and state of Indonesia. In 2045, Indonesia expects to have a golden generation. This of course requires Indonesian as a state to prepare its human resources, namely the younger generation, to face this momentum well. The golden generation of Indonesia is expected to be a generation that is tough, thinks forward, and always upholds the values of Pancasila. The golden generation of Indonesia in 2045 is the hope for the future of the nation. Civics as a subject in school has a paramount role in preparing Indonesia’s golden generation in 2045. Civics must be able to solve challenges such as intolerance, the ideology of other nations, and globalization. The prospect of civic education is being promoted as a panacea for solving problems that exist in Indonesia as a nation.

Abstract

Students' difficulties in understanding mathematics subject matter during the COVID-19 pandemic were one of the challenges that arose in distance learning. Students did not understand the material substantively and holistically because of the limited space and time to study. Students also continuously showed difficulty in solving mathematical numeracy problems. Success in solving mathematical numeracy problems depends on the representations used. Model Means Ends Analysis (MEA) is a strategy to analyze a problem through various ways to achieve the desired end goal. In this study, MEA was supported by the application of Digital Literacy Card (KKLD) media by using powerpoint and geogebra applications. The purpose of this study was to determine the effect of the application of MEA based on the Digital Literacy Card (KKLD) media on the numeracy skill of mathematical representations. The research method used was a quantitative, quasi-experimental research design with the nonequivalent pre-test-post-test control group design. The population in this study were students of class V-A at SDN Kampung Bali 07 Pagi, amounting to 24 students as the experimental class and 24 students in class V-B SD Negeri Bendungan Hilir 05 as the control class. The instrument used was the rubric of mathematical representation numeracy skills. The average test results showed the post-test value of the experimental class is 80, and the control class is 64.17. The results of the test of the average difference of one sample in the experimental class showed an increase in the numerical ability of students' mathematical representation with the MEA model based on the Digital Literacy Card (KKLD) media and the test results of the difference in the mean of two samples on the post-test value showed that the mathematical representation ability of students who received the MEA model was better compared to students who received conventional learning. This proves that the MEA based on the Digital Literacy Card (KKLD) media has an effect on the numeracy skill of the mathematical representation of the fifth grade elementary school students.

Abstract

Jurnal Penelitian Kebijakan Pendidikan Volume 14 ini merupakan edisi kedua yang diterbitkan di tahun 2021. Ada enam artikel yang diketengahkan dalam jurnal dengan topik yang beragam, yaitu terkait dengan penerapan system kredit semester, putus sekolah, rumah sekolah, pendidikan kewarganegaraan, pembelajaran jarak jauh di perguruan tinggi, dan penerapan Model Means Ends Analysis (MEA) untuk mata pelajaran Matematis. Artikel pertama ditulis oleh Jumad, seorang guru yang menyoroti tentang penerapan system kredit semester di SMA Negeri 1 Lawang. Dari hasil studi yang lebih mendekati permasalahan secara deskriptif dikemukan bahwa penerapan Sistem Kredit Semester di sekolah ini merupakan hal yang baru dan telah sesuai dengan Permendikbud Nomor 158 Tahun 2014. Meski demikian penerapannya masih dihadapi kendala, antara lain kurangnya komitmen guru dan dukungan orang tua peserta didik yang putra-putrinya tergolong dalam kelompok belajar cepat. Hasil penelitian ini memang terkesan masih sederhana, tetapi bisa menjadi acuan dasar bagi pihak-pihak yang ingin melakukan kajian secara mendalam, terutama terkait dengan rendahnya komitmen guru dan factor-faktor yang mempengaruhi agar dapat ditarik pemahaman dan kesimpulan utuh untuk mendukung penerapan system kredit semester di sekolah sebagai alternatif pengganti system akselerasi. Artikel kedua ditulis oleh Rita Diana yang menyoroti faktor-faktor yang mempengaruhi siswa putus sekolah di provinsi Sumatera Barat. Dari hasil penelitiannya diidentifikasi faktor-faktor pengaruh siswa putus sekolah, antara lain faktor daerah  tempat tinggal, bekerja/tidak bekerja, menerima bansos rastra, mengurus rumah tangga, pernah/tidak pernah kawin, status dalam rumah tangga, dan lapangan usaha kepala rumah tangga mempengaruhi gagalnya seorang siswa bertahan pada bangku sekolah. Untuk penduduk usia SLTA 15 tahun ke atas yang tinggal di daerah pedesaan, bekerja, tidak menerima bansos rastra, mengurus rumah tangga, pernah kawin, bukan dalam keluarga inti, dan memiliki kepala rumah tangga yang bekerja di lapangan usaha pertanian ternyata mengalami penurunan tingkat bertahan secara signifikan. Hasil penelitian ini seyogyanya dapat menjadi masukan bagi pemerintah daerah setempat untuk menentukan kebijakannya guna mengurangi kecenderungan masih tingginya angka putus sekolah di wilayahnya. Lain lagi dengan Siddiq dan Salama yang menyoroti sekolah rumah sebagai salah satu bentuk pendidikan informal.  Sekolah rumah (homeschooling) hadir sebagai alternatif pilihan orang tua dalam memberikan pendidikan kepada anak sebagai salah satu upaya memecahkan beragam permasalahan pendidikan yang ada di masyarakat. Namun, legalitas pelaksanaan pendidikan rumah dan bagaimana pendekatan pembelajarannya masih sering menjadi persoalan. Penelitian dengan pendekatan kualitatif deskriptif ini berupaya mengungkapkan aspek legalitas pelaksanaan pendidikan rumah dan berbagai ragam pendekatan pembelajarannya. Dari hasil penelitian diperoleh bahwa sekolah rumah diakui sebagai proses layanan pendidikan yang dilakukan oleh orang tua atau keluarga. Pendekatan (approach) dalam praktik sekolah rumah memiliki rentang yang lebar, mulai dari model yang sangat tidak terstruktur seperti unschooling hingga yang sangat terstruktur seperti school at home.  Disarankan agar pemerintah sebagai regulator untuk membuat program-program unggulan dengan berupaya memahami cara pandang dan budaya local, sehingga dapat menunjang berkembangnya potensi minat dan bakat anak, serta nilai-nilai kearifan lokal. Disarankan pula agar memfasilitasi para praktisi sekolah rumah dengan berbagai ragam pendekatan pembelajaran yang berkembang  di jalur pendidikan Informal, keberadaan test center akan sangat mempermudah dan mendorong munculnya inisiatif dan kreativitas dalam pengembangan metode pembelajaran, model-model persekolahan. Artikel ke empat ditulis oleh irfani dan kawan-kawan yang menyoroti tentang tantangan dan prospek pendidikan kewarganegaraan. Tulisan bertujuan untuk menganalisis tantangan terhadap isu isu kewarganegaraan dalam memersiapkan generasi emas Indonesia pada tahun 2045. Hasil penelitian menunjukan tantangan besar negara Indonesia terutama dalam hal menjaga dasar negara Pancasila. Hal ini menunjukkan pentingnya kajian tentang pendidikan kewarganegaraan sebagai ujung tombak dalam mempersiapkan generasi yang akan mewarisi bangsa dan negara Indonesia. Pencapaian generasi emas di tahun 2045 menuntut untuk mempersiapkan sumber daya manusia yaitu generasi mudanya menghadapi momentum tersebut dengan baik. Pendidikan kewarganegaraan harus mampu memecahkan tantangan seperti intoleransi, ideologi bangsa lain, dan globalisasi. Prospek pendidikan kewarganegaraan dipromosikan sebagai obat yang mujarab bagi pemecahan masalah yang ada di negara Indonesia. Artikel tentang system penjaminan mutu di Perguruan Tinggi akibat pembelajaran jarakjauh, ditulis oleh Subijanto, dkk. Dikatakan pandemi Covid-19 membuat perguruan tinggi harus melakukan pembelajaran jarak jauh dengan memanfaatkan teknologi, informasi dan komunikasi, di mana di saat yang sama harus tetap menjaga dan mengedepankan mutu pembelajaran. Untuk itu dibutuhkan standar baku untuk penjaminan mutu pembelajaran jarak jauh di perguruan tinggi. Dari hasil penelitian ini ditemukan bahwa ada variasi implementasi Sistem Penjaminan Mutu Internal dan belum ada standar baku yang dapat dijadikan acuan untuk menjamin mutu pembelajaran jarak jauh. Oleh karena itu perlu dipikirkan adanya Tindakan untuk penguatan Sistem Penjaminan Mutu Internal melalui siklus penetapan, pelaksanaan, evaluasi, pengendalian, dan peningkatan, agar dapat menjamin mutu pembelajaran jarak jauh di perguruan tinggi. Terakhir artikel yang ditulis oleh Acep Saepul Rahmat yang menyoroti seringnya siswa menghadapi kesulitan dalam memahami materi pelajaran matematik, terutama saat pandemi covid 19 dalam pembelajaran jarak jauh. Siswa kurang memahami materi secara substansi dan holistic, sehingga kesulitan memecahkan masalah numerasi matematis secara berulang. Oleh karena itu penelitian penulis mencoba menerapkan Model Means Ends Analysis (MEA) sebagai strategi menganalisis permasalahan melalui berbagai cara untuk mencapai tujuan akhir yang diinginkan. Penerapan model MEA dengan didukung media Kartu Literasi Digital (KKLD) berusaha mengetahui pengaruh terhadap kemampuan numerasi representasi matematis. Hasil penelitian menunjukkan uji rerata nilai post-test kelas eksperimen adalah 80, dan kelas kontrol adalah 64,17. Perbedaan hasil uji rerata menunjukkan adanya kemampuan numerasi representasi matematis siswa kelas eksperimen lebih baik dibanding siswa yang memperoleh pembelajaran konvensional. Hal tersebut membuktikan bahwa MEA berbasis media Kartu Literasi Digital (KKLD) berpengaruh terhadap kemampuan numerasi representasi matematis siswa. Semoga apa yang ditampilkan dalam jurnal edisi kedua ini dapat memberikan manfaat, terutama bagi pihak yang berkepentingan mengambil kebijakan yang diperlukan.
