Abstract

This study evaluates the effectiveness of the Family Hope Program (PKH) in improving the welfare of poor families in Bayongbong District, Garut Regency. Using a qualitative approach, data were collected through interviews, observation, and documentation. The findings indicate that PKH supports access to education and health services, yet its effectiveness is influenced by the quality of assistance, beneficiary awareness, and local context. The results highlight that the success of social programs is not solely determined by aid distribution, but also by behavioral changes and the social resilience of recipient families. The study recommends strengthening the role of facilitators and adapting policies to local needs.

Abstract

This study analyzes the impact of digital-era tourism on cultural preservation, using Saung Angklung Udjo (SAU) in Bandung, West Java, as a case study. While the digital era offers wide access to information, it also poses challenges to the authenticity and sustainability of local culture. The angklung, as a traditional art form, faces the threat of extinction and declining interest from the younger generation. As a cultural tourist destination, SAU has successfully preserved the angklung through digital transformation, which was accelerated by the COVID-19 pandemic. The research used a descriptive qualitative approach, with data collected through literature and documentation studies. The findings indicate that SAU functions as a center for cultural preservation, education, and local community empowerment. SAU's digitalization strategy includes leveraging social media (especially Instagram) for promotion, education, and information dissemination, with a focus on creating unique and informative Sundanese cultural content. The positive impacts of this digitalization include global cultural promotion, increased youth participation, easier access to information, innovation in cultural attractions, a solution during times of crisis, and the creation of new jobs in the digital cultural sector. However, there are also negative effects, such as the potential for excessive commodification that may reduce the sacred value of the culture, the inability of online experiences to fully replace direct interaction, and the risk of plagiarism and content misuse. The study concludes that digitalization is an effective tool for SAU in promoting and educating about culture, despite the ongoing challenges of commodification and the erosion of authentic values. Through a strategy of cultural content, local community engagement, and interactive performances, SAU has successfully balanced preservation and innovation, making it a model for cultural tourism adaptation in the digital age.

Abstract

This study explores the implementation of budget efficiency policies and their impact on performance within the Secretariat of the Regional People's Representative Council (DPRD). The background of this research arises from the need for transparent and efficient public financial management, particularly in public organizations. The DPRD Secretariat functions as a support system for the legislative, budgeting, and supervisory roles of the DPRD, thus bearing significant responsibility in ensuring effective budget utilization. The objective of this study is to examine how the budget efficiency policy is implemented, the factors that support and hinder its execution, and the extent to which this policy contributes to improving the performance of the DPRD Secretariat. The research employs a qualitative descriptive methodology with a case study approach. Data collection was conducted through in-depth interviews with relevant officials and staff at the DPRD Secretariat, participatory observation, and analysis of documents and financial reports. The findings indicate that the implementation of the budget efficiency policy in the DPRD Secretariat has been carried out through various approaches, including cost savings in operational expenses, rationalization of activities, and optimization of resource utilization. However, several challenges were identified, such as limited comprehensive socialization, dissatisfaction with changes, and a lack of skilled human resources in performance-based budget management. Overall, the budget efficiency policy demonstrates a positive relationship with performance improvement in certain aspects, particularly in financial accountability and transparency. Nevertheless, its impact on productivity and service quality still requires enhancement. This study recommends strengthening leadership commitment, enhancing human resource capabilities, and improving systems and procedures in the implementation of budget efficiency policies to achieve better performance in the DPRD Secretariat.

Abstract

This study analyzes the role and challenges of the Community Protection Unit (Satlinmas) in anticipating conflicts during the 2024 Simultaneous Regional Election voting in East Java. As part of the Satpol PP, Satlinmas plays a role in maintaining security and order at Polling Stations (TPS). The method used is qualitative with a phenomenological approach, through interviews, observations, and document studies. The results of the study show that Satlinmas has carried out training, distributed guidebooks, and coordinated across sectors to prevent conflicts. However, they face obstacles such as limited personnel, weak coordination, and the presence of inactive or unofficial members. Nevertheless, Satlinmas continues to contribute to maintaining election order through cooperation with security forces and community leaders. This study emphasizes the importance of increasing the capacity and professionalism of Satlinmas in order to strengthen the stability of democracy at the local level.

Abstract

The evolution of visual trends and social media has transformed cultural spaces into tourist destinations that are not only educational but also aesthetic and interactive. In Bandung, conventional museums like the Geology Museum and the Indonesian Postal Museum focus on historical preservation and formal education, while contemporary art galleries like Selasar Sunaryo Art Space offer a dynamic, contextual, and participatory curatorial approach. This research compares the impact of museums and art galleries on cultural tourism, specifically in terms of visual appeal, content presentation strategies, digital adaptation, and their contribution to preserving local values. Using a descriptive-qualitative approach with a case study method, data was collected through literature reviews, field observations, and in-depth interviews with managers and visitors. The study found that Selasar Sunaryo, a non-profit art gallery managed by a foundation and led by curators, uses professional organizational practices with a mature structure, regular evaluations, and an active, measurable integration of digital technology and social media. In contrast, conventional museums face challenges in remaining relevant amid the expectations of the digital generation. These findings highlight the importance of a collaborative approach between museums and art galleries to strengthen their educational functions while increasing visual appeal. This collaboration can support an inclusive and sustainable urban cultural tourism ecosystem.

Abstract

This study aims to describe the collaborative contribution of the Tax Volunteer program in supporting the improvement of Annual Tax Return (SPT) reporting at KPP Pratama Cicadas. Using a descriptive qualitative approach, data were collected through in-depth interviews and document analysis. The findings indicate that tax volunteers play a significant role in providing assistance during the reporting process, accelerating services, and improving taxpayers' understanding of tax obligations. The collaboration between the Tax Authority, universities, and volunteers is also considered effective in fostering early tax awareness among the public. Despite challenges such as time constraints and limited technical experience among volunteers, the program generally contributes positively to service efficiency and formal compliance. This research recommends strengthening volunteer training, increasing support from university tax centers, and enhancing evaluation systems through logbooks and taxpayer feedback as future development strategies.

Abstract

The One RW, One Health Worker (R1N1) program is a community-based health service innovation launched by the Surabaya City Government in 2024 to expand access to basic health services for the public. This study aims to analyze the program's effectiveness in improving health services at the neighborhood level, using a case study in the working area of the Mojo Community Health Center (Puskesmas). The research uses a descriptive qualitative method, with data collected through in-depth interviews and observation. The analysis applies program effectiveness theory, which includes five indicators: understanding of the program, target accuracy, timeliness, goal achievement, and tangible impact. The results show that the R1N1 program is quite effective in making health services more accessible to the community and raising awareness about the importance of routine health checkups. However, the program still faces challenges, such as a limited number of health workers, unequal facilities at neighborhood halls, and a lack of specific, measurable achievement indicators. This study recommends strengthening the distribution of health workers, improving infrastructure, and establishing more concrete performance indicators to enhance the program's sustainability and effectiveness in the future.

Abstract

The Regional People's Representative Council (DPRD) of Pangandaran Regency plays a pivotal role in formulating Regional Regulations (Perda) through its legislative function, collaborating with the local government (executive). The Perda formation process involves systematic stages: (1) legislative program drafting based on legal needs analysis and regional development plans (RPJMD); (2) academic manuscript review covering philosophical, juridical, and sociological aspects; (3) in-depth discussion by a Special Committee (Pansus); and (4) enactment through plenary meetings and official gazetting. Implementation of Perda, such as the Tourism Village Regulation (No. 4/2022), demonstrates success despite persistent challenges. Currently, the target of establishing four Perda/year is underway, emphasizing public participation and legal harmonization. Policy reviews highlight sustainable tourism, local economic empowerment, and climate adaptation, with ongoing evaluations to ensure regulatory effectiveness.

Abstract

Pangandaran Regency is trying to improve the quality and capacity of infrastructure, this can be seen from the still less than optimal quality of infrastructure services in Pangandaran Regency. Therefore, the Pangandaran Regency DPRD as an element of the Regional Government must be able to carry out its role as a representative institution of the people in the region so that infrastructure development can be in accordance with the plan, correct errors in the field and be able to perfect development programs. This study aims to determine the role of the DPRD in supervising infrastructure development in Pangandaran Regency. Descriptive qualitative research methods using data collection techniques in the form of interviews, documentation and literature studies. Data analysis and interpretation through the stages of data collection, reduction, display, and conclusion. Research quality using triangulation of source data.The results of the study indicate that the stages and schemes of DPRD supervision are quite effective in correcting errors in the field and also improving infrastructure development programs; transparent DPRD relations and having a commitment to realizing targets have an impact on achieving development program targets that are all achieved; there is a relationship between DPRD interest and the infrastructure development supervision process; the community is involved in the planning, implementation and monitoring stages of development and the participation of tender participants. The conclusion is that the role of DPRD in supervising infrastructure development in Pangandaran Regency is going well, although there are driving and inhibiting factors in implementing supervision

Abstract

This research examines policy innovation in the implementation of the Coretax system as part of the modernization of the tax administration system in Indonesia, especially at KPP Pratama Bandung Cicadas. Coretax is an integrated information technology-based system, designed to unify all tax administration processes such as NPWP registration, Annual Tax Return reporting, payment, and tax invoice management in one efficient digital platform. This research approach uses qualitative methods with data collection techniques through in-depth interviews with tax officials, documentation, and field observations. The results showed that the Coretax system provides easy access, service efficiency, and transparency in the implementation of tax obligations, although it is still faced with technical challenges and user adaptation, especially among taxpayers who are not familiar with digital technology. The findings also show a decrease in the number of new taxpayer registrations at the beginning of the implementation in 2025, which is influenced by the transition period, lack of socialization, and the process of adapting to new technology. This study recommends increasing digital education, providing technical assistance, continuous monitoring, and inclusive policies to support the success of Coretax's overall implementation in the long term.
