Abstract

Abstract This study aims to analyze the implementation of the supervisory function by the Customs and Excise Supervision and Services Office (KPPBC) Type Madya Pabean B Sidoarjo in addressing the circulation of illegal cigarettes in Sidoarjo Regency. The research employs a qualitative approach with data collection techniques including interviews, observation, and document study. The results indicate that KPPBC TMP B Sidoarjo applies two main approaches: direct supervision (through field inspections, observations, and real-time reports) and indirect supervision (based on written and verbal reports from the public and related agencies). Supporting factors include inter-agency collaboration and community participation, while the main obstacles consist of incomplete reporting and social resistance. The study concludes that the supervision strategy has successfully limited the mobility of illegal actors, although it has not entirely eliminated such activities. Recommendations include enhancing public education, optimizing technology, and adjusting policies to strengthen supervisory effectiveness. Abstract

Abstract The Labor-Intensive Program is a community empowerment strategy that focuses on creating temporary jobs through productive activities based on local resources. This program aims to reduce unemployment and directly increase the income of poor communities. In Surabaya City, specifically in Tambaksari District, the labor-intensive program is implemented in the form of paving block production involving underprivileged communities as labor. This study aims to analyze the implementation of the Labor-Intensive Program policy for paving block production using George C. Edward III's policy implementation theory, which includes aspects of communication, resources, disposition, and bureaucratic structure. The approach used is descriptive qualitative with data collection through interviews, observation, and documentation. The results of the study indicate that the program has succeeded in creating jobs and increasing community income, although there are still obstacles in terms of communication continuity, limited human resources and production equipment, and inconsistencies in some implementation with applicable SOPs. The disposition of implementers and flexibility in the bureaucratic structure are key factors in maintaining the sustainability and effectiveness of the program. These findings are expected to contribute to the development of more sustainable and inclusive community empowerment policies. Abstract

Abstract Public transportation or public transportation is one of the government's efforts to overcome the problem of congestion which often experiences obstacles and problems and is supported by the development of tourism in Bali so that it requires efforts in the field of transportation, especially in the area of ​​I Gusti Ngurah Rai Airport. So the government implemented it in an application-based public transportation service called Teman Bus which in its implementation is still considered inefficient. This study uses a qualitative method using the Servqual theory) with 10 dimensions in determining service quality, namely: Access, Communication, Competence, Courtesy, Credibility, Reliability, Responsiveness, Security, Tangibles, Understanding / Knowing the Customer. The results of this study indicate that the quality of Teman Bus services at I Gusti Ngurah Rai Airport needs to be improved because it has not been running optimally. The factors that are obstacles in Teman Bus services at I Gusti Ngurah Rai Airport are the lack of participation and support from the central and regional governments, the lack of socialization of Teman Bus services to the community, and the lack of public interest in using Teman Bus public transportation. Abstract

Abstract Poverty and uninhabitable housing remain urgent issues in urban areas. The Uninhabitable Housing Rehabilitation Program (RUTILAHU) is a policy by the Surabaya City Government aimed at improving the housing quality of low-income communities, including those in Airlangga Subdistrict. This study analyzes the program’s implementation using George C. Edward III’s theory, which includes communication, resources, implementer disposition, and bureaucratic structure. A qualitative case study approach was used through interviews, observation, and documentation. The findings show that the program is relatively effective, although it faces challenges such as limited aid quotas, low technical capacity, and bureaucratic barriers. Implementers’ commitment and inter-agency coordination are key supporting factors. Strengthening human resources, increasing aid allocation, and simplifying procedures are necessary to make the program more optimal and well-targeted. Abstract

Abstract Children are valuable assets for the future of a nation, making the fulfillment of their rights and protection a priority in regional development. The Child-Friendly City (Kota Layak Anak) initiative in Surabaya aims to create a safe, supportive, and child-friendly environment that fosters optimal child development. This study examines the collaborative process among various stakeholders, particularly the Department of Women’s Empowerment, Child Protection, Population Control, and Family Planning (DP3APPKB) and the Child Forum, in realizing the Child-Friendly City in Surabaya. Using a qualitative case study approach through interviews, observations, and documentation, the findings indicate that effective collaboration is characterized by open communication, clear role distribution, and mutual commitment among stakeholders. This collaboration enhances children’s participation in decision-making and the implementation of KLA programs. The study highlights the importance of cross-sector synergy and child empowerment as key elements in developing a Child-Friendly City. The findings can serve as a reference for other local governments in developing effective collaborative models for comprehensive child rights fulfillment. Abstract

Population administration is a key foundation of inclusive and equitable governance. However, vulnerable groups such as the elderly, persons with disabilities, individuals with mental disorders, and chronically poor citizens often face obstacles in accessing services. To address this issue, the Department of Population and Civil Registration of Gresik launched the "Pak Dalang Kepasar" program, a mobile administrative service targeting vulnerable populations. This study analyzes the implementation of the program using Van Meter and Van Horn’s policy implementation model, which includes six variables. The research applies a qualitative approach using interviews, observation, and documentation. Findings show that the program has clear objectives, measurable service targets, and a regular evaluation system. Human resources and equipment are relatively adequate, though some technical limitations persist in the field. Implementers exhibit a positive and inclusive attitude and successfully coordinate with village officials. Supportive social environments and economic challenges among citizens reinforce the urgency of this program. As of the study period, more than 200 vulnerable residents had received services. Overall, the program successfully reaches groups previously excluded from administrative services while promoting a more humane and responsive approach to vulnerable communities.

Abstract

Abstract The family plays an important role in the formation of children's character and the social resilience of the community. To support this function, the Surabaya City Government organizes the Family Learning Center Program (PUSPAGA) at the community level as a form of educational, consultative, and preventive services. This study aims to examine the implementation of PUSPAGA services in RW.04, Penjaringan Sari Village, Surabaya City, using a descriptive qualitative approach. Data collection techniques were carried out through interviews, direct observations in the field, and important and relevant documentation. The results of the study showed that the implementation of the program faced various challenges, such as uneven communication, the absence of written technical instructions, and learning methods that tended to be one-way. However, active community participation and the commitment of the implementers were the main strengths in maintaining the sustainability of activities. Meanwhile, the bureaucratic structure that was not yet equipped with Standard Operating Procedures (SOP) caused inconsistencies in implementation. These findings indicate the importance of an in-depth understanding of the dynamics of the implementation of community-based family service programs. Abstract

Abstract This study aims to analyze the influence of employee performance on public satisfaction at the Dawarblandong District Office, Mojokerto Regency. Employee performance is measured based on the AMO (Ability, Motivation, Opportunity) theory which assesses ability, motivation, and job opportunities as the main factors influencing individual performance in an organization. The method used is quantitative with a survey approach through the distribution of questionnaires to 83 respondents who are recipients of public services at the district office. The results of the analysis using the Partial Least Squares (PLS) model show that employee performance has a significant and positive effect on public satisfaction with a path coefficient of 0.626 and a p-value <0.05. This indicates that improving the quality of employee performance, both in terms of professionalism, service attitude, and work efficiency, contributes directly to the level of public satisfaction. This study provides theoretical implications for the development of public administration science as well as practical recommendations for improving service quality at the local government level. Abstract

Flooding is a major urban problem in Surabaya, particularly in Ketintang Village, which frequently experiences significant water logging reaching depths of 20-25 cm. This study evaluates the effectiveness of drainage infrastructure development policies in Ketintang Village, Surabaya City, based on Mayor Regulation No. 68 of 2019 concerning the Implementation of Infrastructure Development Activities and Community Empowerment in Villages. The urgency of this research stems from the need to assess whether the implemented drainage policy has successfully addressed flooding issues and met community needs comprehensively. The research method used is a qualitative approach with a case study method. Data were collected through in-depth interviews with relevant stakeholders including village officials, the Department of Water Resources and Waste Management (DSDABM), and local community members, complemented by field observations and document analysis. Policy evaluation was conducted using William N. Dunn's six criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The results indicate that the drainage development policy shows positive outcomes across most evaluation criteria. The policy is effective in reducing flood frequency and duration, efficient in resource utilization through inter-agency coordination, and responsive to community needs through participatory planning processes. However, challenges remain in adequacy and equity aspects, as some areas have not been fully served due to land ownership issues and community resistance. The study recommends enhancing inclusive communication approaches, expanding drainage networks to underserved areas, integrating drainage policies with waste management and environmental education programs, and strengthening community participation to ensure equitable distribution of infrastructure benefits throughout Ketintang Village.

Abstract

Abstract This study aims to analyze the Moderation of Social Media Marketing on the Influence of Price on Purchasing Decisions (Case Study at The Coffee Club Hotel Anantara Vacation Club Legian). The population in this study were all consumers of The Coffee Club Hotel Anantara Vacation Club Legian. The number of samples used was 100 consumers. The research analysis technique used validity test, reliability test, and PLS analysis. The results of the analysis show that 1) price has a positive effect on social media marketing; 2) price has a positive effect on purchasing decisions; and 3) social media marketing is able to moderate the influence of price on purchasing decisions of The Coffee Club Hotel Anantara Vacation Club Legian. Suggestions in this study are expected that The Coffee Club Hotel Anantara Vacation Club Legian can offer various prices for different consumer segments, can provide content that highlights aspects of Balinese culture and local experiences that can be enjoyed around the hotel, and can be done by offering a more diverse menu variety and in accordance with local and international preferences.  Keywords: Pricing, Social Media Marketing, Purchasing Decision
