Abstract

The goal of this study is to examine how the Bandung City Youth and Sports Agency (Dispora) applies good governance principles to public service administration. For effective, efficient, accountable, and responsive government to the requirements of the public, the idea of good governance is a crucial point of reference. The policy implementation theory of Grindle (1980) serves as the foundation for the analysis in this qualitative descriptive study. This theory highlights the significance of the implementation environment and policy context, which includes the players, resources, and implementing institutions' attributes. A review of the literature, observation, and interviews with community members and officials who used Dispora services were used to gather data. The results indicate that the implementation of good governance principles has been carried out in terms of transparency, accountability, and public participation. However, obstacles remain in terms of effective inter-departmental coordination, human resource capacity, and optimization of the digital service system. The implications of this study emphasize the importance of bureaucratic reform and institutional capacity building in creating higher-quality public services that are oriented toward public satisfaction.

Abstract

Abstract This study originates from the persistent issue of information asymmetry and low legal literacy among consumers in Gedebage District, Bandung City, despite the formal availability of the Consumer Dispute Settlement Board (BPSK) as a non-litigation mechanism. Against this backdrop, the research aims to examine how BPSK’s outreach activities are implemented and, interestingly, how these efforts contribute to strengthening consumer protection, generating public value, and enhancing legal awareness among community members. The theoretical framework draws on the concepts of public value, consumer protection, and legal awareness, which position outreach initiatives as essential governance instruments for expanding access to justice. Employing a descriptive qualitative approach through in-depth interviews, field observations, and document analysis the study finds that BPSK’s face-to-face and dialogic outreach, supported by symbols of legal authority, effectively improves public understanding of consumer rights and dispute procedures while reducing information gaps between consumers and businesses. These findings suggest that contextual and sustained outreach designs have strong potential to be replicated as consumer protection strategies in other regions and provide an empirical foundation for strengthening future BPSK outreach policies. Abstract

Abstract This study aims to analyze the implementation of the Climate Care Village Policy (Desa Peduli Iklim) in Mekarmulya Village, Talegong District, Garut Regency. This policy is part of a national program focusing on community-based climate change mitigation and adaptation. The research method used is descriptive qualitative with data collection techniques through interviews, observations, and literature studies. The results show that the implementation of the policy has not been optimal due to limited human resources, lack of socialization, and weak village bureaucratic structure. Communication, resources, disposition, and bureaucratic structure are the main factors determining the success of the policy as stated by Edward III. Efforts to improve implementation can be carried out through strengthening village apparatus capacity, forming special working units, and increasing community participation. Abstract

Abstract This study aims to analyze the influence of system quality and electronic service quality on the level of user satisfaction of E-Open services in Bekasi City. This study uses a quantitative approach with a descriptive method. The sampling method applied is two-stage sampling, then analyzed using SmartPLS version 3.2.9 to analyze the relationship between variables. The research findings show that system quality has a positive and significant impact on user satisfaction, indicated by a path coefficient value of 0.566 and an F-square value of 0.364. In addition, electronic service quality is also proven to have a significant effect on user satisfaction, with a path coefficient value of 0.346 and an F-square value of 0.136. Simultaneously, both system quality and electronic service quality together have a significant influence on user satisfaction, with an F-count value reaching 703.767. These results strengthen that improvements in the overall quality of systems and electronic services can encourage increased user satisfaction. Abstract

This study examines tourism management that integrates cultural heritage and natural resource based collaboration at Masjid Tuo Kayu Jao in Solok Regency, West Sumatra. As a historic Minangkabau heritage site, the mosque offers architectural value and natural scenery that attract visitors. Using a descriptive qualitative method through observation, interviews, and literature review, the research identifies management strategies that support sustainable tourism. Findings indicate that stakeholder collaboration is essential to balancing cultural preservation with environmental utilization. Management efforts include restoration that maintains historical integrity, the development of eco-friendly facilities, and the enhancement of community participation. This approach not only safeguards the site and its surroundings but also generates socio-economic benefits. The study contributes to the development of a collaborative tourism management model aligned with sustainability principles and the Sustainable Development Goals.

Abstract

As a major cultural tourism destination in West Sumatra, Istano Basa Pagaruyung has great potential because it combines natural beauty (green hilly landscapes, terraced rice fields, rivers, and Mount Marapi) with the beauty of Minangkabau culture (gonjong architecture, philosophical carvings, and local traditions). However, due to partial management, the natural attractions have not been fully utilized, potentially reducing tourist appeal and the site's sustainability. The purpose of this study is to examine how the integration of natural and cultural attractions affects the tourist appeal of Istano Basa Pagaruyung. Furthermore, this study also aims to develop a sustainable tourism management strategy based on community-based tourism (CBT) and eco-edutourism. A qualitative approach was used in the study, and data collection techniques were collected through field observations, in-depth interviews with managers and local community members, and literature review. The research results show that tourist satisfaction can be improved, destination image can be strengthened, and environmental and cultural preservation can be supported by the synergy of nature and culture reflected in the landscape around the palace, the Pacu Jawi tradition, Alu Katentong, and the local wisdom story "Alam Takambang Jadi Guru." Istano Basa Pagaruyung must become an authentic and competitive sustainable tourism destination with more planned integration through the development of eco-trails, community-based homestays, and digital promotion.

Abstract

SMA Negeri 2 Bukittinggi, located in West Sumatra Province, is one of the oldest educational institutions in the region and possesses significant historical and cultural value in the development of education in Indonesia. Its designation as a Heritage School or cultural heritage school in 2022 underscores its strategic role as a guardian of educational heritage from the Dutch colonial period to the modern era. The presence of well-preserved colonial-era architecture, a school environment rich in historical meaning, and its longstanding contribution to the formation of the nation’s intellectual community position SMA Negeri 2 Bukittinggi not only as an educational institution but also as an educationally valuable cultural asset. This study aims to formulate management strategies for developing SMA Negeri 2 Bukittinggi as an ethical and sustainable heritage tourism destination without disrupting its primary educational function. The research employs a descriptive qualitative approach through literature review, field observation, and policy analysis related to cultural heritage conservation. The findings indicate that heritage tourism development can be achieved through the application of conservation-oriented principles, the strengthening of regulatory frameworks and collaboration with local governments and cultural heritage institutions, and the development of educational tourism based on the active participation of students, alumni, and the local community. Through this approach, SMA Negeri 2 Bukittinggi has strong potential to serve as a model for heritage school management in Indonesia by harmoniously integrating educational functions, cultural preservation, and educational tourism.

Abstract

Ir. H. Djuanda Grand Forest Park serves a dual role as both strategic ecotourism and conservation area. The successful revitalization in 2023 was marked by a surge in visitors, reaching nearly 600,000 people in 2024, significantly exceeding the target of 450,000. While this substantial increase indicates successful revitalization, it creates an urgency to analyze sustainability and the potential risk of overtourism within the conservation zone. This study aims to analyze Tahura's position on the Tourism Area Life Cycle (TALC) Model and formulate its planning strategies. The research employs a descriptive qualitative approach utilizing TALC and SWOT (IFAS/EFAS) analysis for strategy formulation. The findings indicate that Tahura is in the rejuvenation stage of the TALC cycle and is positioned in Quadrant III (Weakness to Opportunity) of the SWOT analysis. Based on these findings, four main strategies are recommended to achieve sustainable rejuvenation: determining the area's carrying capacity, improving supporting facilities (footpaths and sanitation), strengthening local community empowerment, and formulating long-term policies that balance the functions of conservation, tourism, and social welfare.

Abstract

Investment growth in East Java demonstrates the contradiction between high domestic investment (PMDN) realization and low foreign direct investment (FDI), thus emphasizing the strategic importance of the DPMPTSP (Directorate General of Private Investment) in strengthening the regional investment climate. This study analyzes the role of DPMPTSP through a descriptive qualitative approach, focusing on its regulatory, administrative, and facilitative functions. The results show that the regulatory role is realized through the harmonization of central and regional policies and strengthening legal certainty through the implementation of OSS-RBA. From an administrative perspective, DPMPTSP improves service efficiency through licensing digitization and procedural simplification. Meanwhile, its facilitative role is evident in investor assistance, resolving cross-sectoral obstacles, and promoting IPRO projects. These three roles encourage increased domestic investment (PMDN), although institutional quality and regional competitiveness remain major obstacles in attracting foreign direct investment (FDI). Overall, optimizing the role of DPMPTSP is a key factor in creating a competitive and sustainable investment climate in East Java.

Abstract

This study aims to analyze the effectiveness of competency and potential assessment services for Civil Servants (ASN) at the Technical Implementation Unit of the Employee Assessment Center (UPT PPP) of the East Java Provincial Civil Service Agency. Competency assessment is a strategic instrument in ASN talent management that requires optimal service quality to support career development and bureaucratic professionalism. This study uses a descriptive qualitative approach with data collection techniques through observation, in-depth interviews with assessment participants, and questionnaires. Data analysis refers to the five dimensions of service quality according to Parasuraman, including Tangible (Physical Evidence), Reliability, Responsiveness, Assurance, and Empathy. The results of the study show that the services of the PPP Technical Implementation Unit are generally considered good, especially in terms of the professionalism of the assessors, the friendliness of the team, and the adequacy of physical facilities. However, the effectiveness of services still needs to be improved through the strengthening of an early information system, improvements in technological infrastructure, improvements in facilities and infrastructure such as adjustable chairs and internet stability, and transparency in the assessment process. This study provides recommendations to strengthen schedule management and dissemination of the assessment system so that services can be more effective and contribute optimally to the development of ASN competencies.
