Abstract

The Bali Provincial Regional Regulation Number 4 of 2019 on Customary Villages in Bali and Number 4 of 2022 on the Guidelines for the Establishment of the Village-Owned Business Entity (BUPDA) are strategic steps to strengthen the role of Customary Villages in local wisdom-based economic development. One of the implementations is the establishment of BUPDA as a business unit owned by the Customary Village. However, based on data from the Bali Customary Community Advancement Office (2022), out of 35 Customary Villages in Denpasar City, only 8 villages (23%) have established BUPDA. This condition reflects the suboptimal performance of Customary Villages in Denpasar City. This study uses a quantitative approach with a causal associative method to test the influence of competence, compensation, and satisfaction on the performance of Customary Village administrators (prajuru) in Denpasar City. Data were collected from 140 prajuru through questionnaires and analyzed using Structural Equation Modeling (SEM) based on Partial Least Squares (PLS). The aim of this study is to evaluate the extent to which each variable influences the performance of the prajuru and to understand the role of satisfaction as a mediator in the relationship between competence, compensation, and performance. The research findings show that competence, compensation, and satisfaction have a positive and significant influence on the performance of Customary Village prajuru. Job satisfaction was also found to be a significant mediator in the relationship between competence and compensation on performance. These findings highlight the importance for Customary Villages in Denpasar City to continuously improve the competence of prajuru through training and capacity building, as well as ensure a fair, transparent, and performance-based compensation system to enhance job satisfaction. This study recommends that institutional strengthening be carried out not only from the human resources side but also through improvements in work systems and the development of the economic aspects of the customary village, including the establishment of Village-Owned Business Entities (BUPDA) as a strategic effort to improve performance and the sustainable well-being of the customary community.

Abstract

This study examines the legal aspects of compensation in land acquisition for public interest projects, specifically focusing on the road development project in the priority tourism area of Golo Mori Village, Manggarai Barat Regency. The main objectives are to evaluate the implementation of compensation payments in accordance with applicable laws and regulations, and to identify challenges faced during the land acquisition process in practice. The research employs a normative and empirical juridical approach, collecting data through literature review and interviews with relevant stakeholders, including local government officials, affected communities, and project implementers. The findings of this study are significant for policymakers and land acquisition practitioners, as they provide a foundation for recommendations to improve procedures and regulations, making them more transparent, fair, and protective of the rights of affected communities. Additionally, this research contributes academically by enriching the legal studies on agrarian law and land acquisition in Indonesia, especially regarding justice and legal certainty in compensation processes. The results reveal a gap between existing regulations and their application in the field, including unclear criteria for determining compensation amounts and insufficient community involvement in the acquisition process. These issues potentially lead to social conflicts and hinder the progress of desired development projects. Therefore, policy reform and improvements in land acquisition mechanisms that are more participatory and accountable are necessary to ensure the protection of community rights and the smooth implementation of development

Abstract

The Annual Tax Return (SPT) filing is a crucial obligation for individual taxpayers in Indonesia. However, in practice, various technical and administrative challenges are still encountered. This study aims to identify and understand the obstacles faced by individual taxpayers in the process of filing their Annual Tax Returns, using a case study at the Primary Tax Office (KPP Pratama) Cicadas, Bandung. A descriptive qualitative approach was employed through in-depth interviews with tax officers and analysis of relevant tax policy documents. The findings reveal that technical issues include difficulties accessing the DJP Online system, limited technological proficiency, and problems related to EFIN and Multi-Factor Authentication (MFA). On the administrative side, the challenges involve incomplete supporting documents, lack of understanding of tax regulations, and low compliance awareness. Nevertheless, the Directorate General of Taxes (DJP) has implemented several initiatives such as education through university Tax Centers, the Renjani Tax Volunteer program, and the development of the Coretax system to support more efficient tax reporting. The study recommends innovative communication strategies, enhanced taxpayer literacy, and accelerated digitalization of tax services to improve taxpayer compliance.

Abstract

This article begins with the fact that the tourist villages (11 tourist villages that have a Regent's Decree) in Badung Regency are not evenly distributed in tourism development according to their potential. The problems in this research include (1) What are the basic problems in developing Tourism Villages in Badung Regency?; and (2) What are the efforts to develop Tourism Villages in Badung Regency in the future? This research uses a qualitative research type and approach. The reason for using a qualitative research design is because essentially it is observing people in their living environment, which in this case is the community around the Tourism Village area in Badung Regency. The data analysis technique used was qualitative data analysis techniques with an interactive model from Miles and Huberman. The results of the research show (1) The basic problem of developing tourist villages in Badung Regency includes tourist villages in Badung Regency, namely the wrong perspective regarding the existence of tourist villages which are still minimal, simply following the program launch, and waiting to be moved. When there is an event or work program from the provincial or central government, the Pokdarwis is directed by the Badung district government to prepare and implement it. After the event passed, the tourist villages seemed to be left alone and would repeat the same case; and (2) Efforts to develop tourist villages in Badung Regency in the future should pay attention to the local community's understanding of tourist villages through a planned and measurable socialization process so that the stipulation of a Tourism Village Decree from the district government is not in vain, because once the Tourism Village Decree is established then the village is ready in terms of planning, management and development, capital, optimizing tourism potential, the role of local government, tourism stakeholders/practitioners, NGOs, mentoring patterns, human resources, cooperation, marketing strategies.

Abstract

This study aims to determine the effectiveness of social media used by the Ciamis Regency Communication and Informatics Office (Diskominfo) in conveying information and education to the public. The media analyzed included the Hello Ciamis application, Instagram, Facebook, the website, and Twitter. The method used was descriptive qualitative through field and library studies, as well as data collection techniques such as observation, interviews, and documentation. The effectiveness analysis refers to Campbell's five indicators: program success, target success, program satisfaction, input-output level, and achievement of overall objectives. The results of the study indicate that the effectiveness of Diskominfo's use of social media is not optimal. The main obstacles include a lack of socialization, low community participation, limited internet network, low digital literacy, and a lack of utilization of interactive features. Nevertheless, several information and education programs have successfully reached the public and generated satisfaction. Efforts undertaken by the Communications and Informatics Office (Diskominfo) include increasing digital outreach, conducting digital literacy training, strengthening two-way interactions, partnering with community leaders, and adapting content to the community's literacy level. The Office also expanded information reach to remote areas, accelerated information updates, and established a public feedback system. This study recommends strengthening digital communication strategies, increasing the dissemination of the Hello Ciamis application, and utilizing analytical features to evaluate the effectiveness of information delivery to ensure more equitable and targeted distribution.

Abstract

This research was motivated by the suboptimal youth empowerment efforts of the Karang Taruna organization in Kertasari Village, Ciamis District, Ciamis Regency. During fieldwork, the researcher identified a lack of organized activities by the Karang Taruna and low youth participation in Kertasari Village. This study used a qualitative descriptive method. Data was collected through observation, interviews, and documentation. Data processing and analysis involved three steps: data reduction, data presentation, and conclusion drawing. A total of six informants were included in the study. The research aimed to determine the level of youth participation in the Karang Taruna organization in Kertasari Village, Ciamis District, Ciamis Regency. Based on the findings, the youth empowerment efforts of the Karang Taruna organization have shown some progress but are not yet optimal when measured against the stages of empowerment theory by Ambar T. (2017). This is supported by indicators like a growing sense of awareness, increased community consciousness, and creativity all of which show development. However, several obstacles were identified, including low interest and participation from youth, as well as limited facilities and resources like training equipment and funding. The Karang Taruna's efforts to overcome these challenges include personal outreach to youth, using social media to share information and improve communication, and adjusting activity schedules to be more flexible and not conflict with young people's daily routines.

Abstract

This research analyzes the developing Mobility-as-a-Service (MaaS) policy in the Ubud tourism destination, aiming to support sustainable tourism. Using a qualitative descriptive approach, data was collected through interviews, observations, and document studies. The findings indicate that MaaS has the potential to improve public transportation integration, reduce traffic congestion, and lower the carbon footprint of tourists. However, challenges were found in three key areas: inter-agency coordination, user awareness, and digital infrastructure. This policy shows a positive direction toward an environmentally friendly and inclusive tourist transportation system. However, it requires a stronger institutional framework and cross-sector support to be effective.

Abstract

This research aims to evaluate the effectiveness of the free healthcare policy implemented by the Gianyar Regency Government in improving access to primary healthcare services for the community. Using a descriptive qualitative approach, data were collected through in-depth interviews, observation, and document analysis. The results show that the policy has a positive impact, leading to an increase in visits to community health centers, higher immunization coverage rates, and a decrease in complaints about medical costs. However, challenges remain in the availability of medical staff, the distribution of medicine, and the quality of services. The policy is considered effective, but it requires strengthening in its management and continuous evaluation.

Abstract

In its implementation, the management of the Legal Documentation and Information Network (JDIH) faces a number of obstacles, including the lack of manpower who fully master the management of legal data, the low level of available technological infrastructure, and limited access to legal information for the public. In addition, cooperation between departments that has not been running optimally and a minimal budget are also significant obstacles. The success of JDIH is highly dependent on the availability of resources, a good operational system, and alignment of results with public service objectives. This study aims to evaluate the effectiveness of JDIH management at the Pangandaran Regency DPRD Secretariat. This study uses a descriptive qualitative method with data collection techniques through observation, interviews, and documentation. The results of the study indicate that JDIH management has reflected three dimensions of organizational effectiveness according to Lubis and Huseini, namely the source, process, and target approaches. In terms of process and targets, JDIH has shown effectiveness through running SOPs, internal coordination, and several real achievements. However, in terms of resources, strengthening of human resources, infrastructure, and budget is still needed to encourage sustainable effectiveness. Periodic evaluations are also needed to ensure that JDIH management remains relevant to technological developments and community needs. With improvements in the aspects of resources and systemic support, JDIH has the potential to become an open, responsive and adaptive legal information center.

Abstract

This research is motivated by the suboptimal development of human resource capacity in the Ciamis County Library and Archives Office due to the mismatch in employees' educational backgrounds. The aim of this study is to determine how the development of human resource capacity is conducted in the Ciamis County Library and Archives Office. The method used in this study is qualitative with a descriptive approach. The number of informants is 5 people, and the data collection techniques used in this study include observation, interviews, and documentation. The data processing/analysis techniques in this study are data reduction, data presentation, and drawing conclusions. The results of the study show that the development of human resource capacity in the Ciamis County Library and Archives Office has not been carried out optimally. The challenges faced by the Ciamis Regency Library and Archive Office include the placement of work according to the educational background of employees, where the limited number of employees with educational backgrounds suitable for certain positions is a key issue. This results in some positions being filled by employees with less relevant educational backgrounds to keep the organization running smoothly. Efforts to address this problem include providing training and technical guidance by the agency to ensure employees can perform their tasks well. This placement approach, which considers various factors, demonstrates a commitment to optimizing the development of human resource capacity at the Ciamis Regency Library and Archive Office.
