Abstract

This study discusses the level of youth involvement in village development in Imbanagara Village, Ciamis District, Ciamis Regency. The research used a descriptive qualitative approach with a focus on the four dimensions of participation according to Cohen and Uphoff, namely decision making, implementation, receipt of benefits, and evaluation. The results showed that youth participation is still not optimal, as seen from the low participation in deliberation forums, the minimal role in the implementation of development activities, as well as limitations in experiencing benefits and involvement in the evaluation process. Obstacles found include the lack of youth awareness of their strategic role, apathy, and the lack of guidance and communication from the village government. Efforts that have been made include coaching through Karang Taruna, strengthening coordination between youth and village government, and adjusting the timing of activities so that they do not clash with the youth's busy schedules. This study recommends the importance of sustainable strategies to increase youth awareness and capacity in participatory village development.

Abstract

Traditional cultural heritage is an important part of a region's identity and character, yet its preservation faces various challenges amidst modernization and globalization. This study aims to analyze the strategies implemented by the Cilacap Regency Education and Culture Office in preserving traditional cultural heritage. This research employed qualitative methods with a descriptive approach. The primary data sources were obtained through in-depth interviews with key informants consisting of office officials, cultural practitioners, and relevant community leaders. Additional data were obtained through direct observation and documentation studies of official office documents. Data analysis techniques included data reduction, data presentation, and thematic drawing of conclusions based on Fred R. David's strategic management theory. The results indicate that the preservation strategy has been systematically designed in the Regional Cultural Principles (PPKD), Strategic Plan (Renstra), and Medium-Term Development Plan (RPJMD). However, program implementation has been uneven and remains focused on specific areas. Key obstacles include limited cultural data, human resources, infrastructure, and low community participation. The office has implemented several improvement efforts through data updates, cross-sectoral collaboration, and participatory activities. In conclusion, the strategy has a planned direction, but strengthening is needed in the equitable implementation and sustainability of cultural preservation programs.

Abstract

Currently, there are around 12,295 refugees registered at the UNHCR office in Indonesia. However, many of them have an unclear fate, and many of them have even held demonstrations in various places in Indonesia. The empirical legal research with a comparative approach that was conducted resulted in the following conclusions: a) The chaotic handling of foreign refugees in Indonesia is caused by the negative stigma of the community and government towards the existence of foreign refugees, institutional problems, and socio-economic conditions that do not support facilitating employment opportunities for foreign refugees; b) Indonesia and Malaysia are not obliged to accept refugees because they are not signatories to the 1951 Refugee Convention and the 1967 Refugee Protocol. However, the two countries continue to accept them temporarily for humanitarian reasons. The system for handling foreign refugees in Malaysia is more controlled because the legal system adopted also influences Malaysia's firm stance towards foreign refugees. The government must immediately improve the mechanism for handling asylum seekers and foreign refugees in Indonesia so that institutional problems can be overcome and create a more focused handling system that is able to form a firm stance regarding the existence of foreign refugees in Indonesia.

Abstract

This paper aims to understand the implementation of Bali Governor Regulation No. 97 of 2018 concerning the limitation of single-use plastic waste within the Bali Provincial Government. This qualitative, descriptive study uses in-depth interviews, field observation, and document analysis for data collection. The results show that the implementation of Bali Governor Regulation No. 97 of 2018 is not yet optimal within the Bali Provincial Government. There are several challenges in its execution, including: Many employees are still not aware of the need to bring their own water bottles. Bottled drinking water in glass bottles is limited and relatively expensive, so plastic bottled water remains the primary choice. A solution is to not only limit the circulation of bottled water under 1 liter as stated in Bali Governor Circular Letter No. 9 of 2025 on the Bali Clean Waste Movement but also to set a real example. This involves changing the material of bottled water from plastic to more easily degradable paper or cardboard.

Abstract

This research aims to determine the extent of the role of Negeri Lokki officials in enhancing infrastructure development in Lokki Village, Huamual District, West Seram Regency. This study employs a socio-legal research method with a qualitative approach. Data was collected through observation and in-depth interviews with officials, the Village Consultative Body (BPD), and several community leaders in Negeri Lokki. The findings indicate that infrastructure development in Negeri Lokki has been quite significant for the community. However, there is still a lack of coordination between the Village Government and the Regional Government regarding recurring issues in the village, particularly land disputes and funding shortages. Consequently, the Village Government faces difficulties in implementing programs provided by the Regional or Central Government.

Abstract

This research is motivated by the suboptimal role of the Padaherang Village government in providing equitable access to education and training for the community. Skills training such as culinary arts, sewing, or organic farming is still rare and limited to specific groups such as the Family Welfare Movement (PKK) or the Youth Organization (Karang Taruna). Non-formal learning programs that can reach all ages are also underdeveloped, for example, there are no evening classes for illiterate adults or group learning activities at the village hall. Furthermore, the community's use of technology has not been directed towards productive activities. Although many residents own Android phones, their use is limited to basic communication and entertainment. Training to improve digital literacy, such as promoting MSME products or accessing online services, has never been conducted. The purpose of this study is to analyze the role of the village government in human resource development. Using a qualitative descriptive method, the results show that of the five government roles according to P. Siagian's theory, the roles as stabilizer and innovator have not been optimally implemented. The main obstacles include limited funds, training personnel, internet infrastructure, and low community literacy. However, the role as a modernizer is beginning to be seen through the active involvement of residents. Efforts include collaborating with training institutions, submitting programs through village meetings, involving volunteers, and planning basic technology training for youth. The village government has also begun promoting the benefits of technology through community forums as part of its official work program.

Abstract

This research is motivated by concerns over the low performance of village government officials, especially in Banua Sibohou II Village, Alasa Subdistrict, North Nias Regency, due to gaps in employee ability, organizational commitment, and work discipline. The urgency of this study lies in addressing public service quality by strengthening internal human resource factors. The significance of this research rests on its contribution to understanding how employee capacity and commitment influence performance through the mediating role of work discipline. The research method used is a quantitative approach with a causal design. Data were collected through questionnaires distributed to 35 village government employees. The data were analyzed using path analysis to evaluate direct and indirect relationships among variables. Data validation involved classical assumption testing, multiple linear regression, and statistical significance testing. The findings show that both ability and commitment have a significant and positive effect on employee performance, directly and indirectly through discipline. Work discipline also significantly influences performance. The study highlights that improving employee capability and fostering commitment, supported by a strong culture of discipline, is crucial in enhancing government apparatus performance at the village level. Therefore, it is recommended that local administrations implement regular capacity-building programs, strengthen value-based leadership, and enforce consistent discipline to improve overall governance performance.

Abstract

Abstract This study aims to analyze the effectiveness of manual ticketing policy implementation by Bandung Metropolitan Police as a form of public service in traffic management. Manual ticketing represents a public policy instrument used to enforce traffic order through administrative approaches. This research is significant given the limited empirical studies on manual ticketing policy effectiveness from a public administration perspective in Indonesia. The study employs a qualitative method with a descriptive approach, involving 12 key informants consisting of 6 Traffic Unit personnel from Bandung Metropolitan Police and 6 road users. Data were collected through in-depth interviews, structured observations, and document analysis. The analysis utilizes five policy effectiveness indicators by William N. Dunn: efficiency, adequacy, equity, responsiveness, and appropriateness. Data validity was ensured through source and method triangulation. Findings indicate that the effectiveness of manual ticketing policy implementation remains suboptimal with an effectiveness score of 58% from the ideal standard. The efficiency indicator achieved 45% due to human resource limitations, responsiveness 52% due to mixed community responses, and appropriateness 61% due to implementation inconsistencies. Conversely, adequacy (72%) and equity (68%) indicators showed better performance. The primary determinant factor is human resource limitations with a non-ideal ratio of personnel to coverage area. The research contribution lies in developing an evaluation framework for manual ticketing policies using Dunn's indicators, which have not been widely applied in Indonesian public administration contexts, as well as identifying effectiveness gaps between policy implementation and public service needs. Practical implications point toward the need for resource allocation restructuring and development of more responsive service systems. Abstract

Abstract The performance of government agency employees is a result of work that is strongly linked to the agency's strategic goals, customer satisfaction, and contribution to the economy. Problems encountered include under-target program and activity implementation. The purpose of this study was to determine the reasons, inhibiting factors, and solutions to improve employee performance. This study used a qualitative descriptive approach. The results showed that employee performance at the Badung Regency Fisheries Office, based on indicators of responsiveness, responsibility, and accountability, was good, but productivity and service quality indicators were not yet optimal. Inhibiting factors for improving employee performance include a lack of employee interest and opportunities to participate in technical training in accordance with competencies, limited rotation between fields, inadequate communication between leaders and staff, a lack of competent human resources, and inadequate facilities and infrastructure. Solutions to overcome obstacles to employee performance include supporting the implementation of program activities so that they are realized as planned, facilitating employee competency development, building better communication, providing a budget for inadequate facilities and infrastructure, and proposing additional staff with specialized expertise in fish farming.  Keywords: Analysis, Employee Performance, Human Resources (HR)

Abstract

Abstract This research is motivated by an analysis of the post-expansion impact of Pangandaran Regency on improving community welfare in Pangandaran Regency. However, current problems persist. The purpose of this study is to determine the post-expansion impact of Pangandaran Regency on improving community welfare in Pangandaran Regency. The method used in this study is descriptive analysis. Seven informants were interviewed. Data collection techniques included literature review, fieldwork (observation and interviews), and documentation. The author used qualitative data analysis techniques through processing interview and observation data to draw conclusions that can answer the research questions. Based on the research results, it is known that: the expansion of Pangandaran Regency has provided broader institutional space for local governments to formulate development policies and programs focused on local needs. However, in its implementation, disparities persist between regions, both in terms of access to education, health, social facilities, and economic opportunities. The education aspect has not shown significant improvement. Access to schools, affordability, and the quality of teaching staff remain issues, particularly in villages far from service centers. Similarly, in the health sector, the availability of community health centers and medical personnel has increased, but is not yet fully equitable and accessible to all levels of society. Similarly, in the social sector, community involvement in social activities is still limited by a lack of facilities and infrastructure supporting social interaction. Meanwhile, in the economic sector, the development of leading sectors such as tourism and MSMEs has shown potential, but has not been accompanied by equitable distribution of benefits and expanded access to economic resources for communities across the region. Unemployment and poverty rates continue to indicate that improvements in welfare are not evenly distributed.
