Abstract

Abstract This study aims to analyze the role of the Department of Environment and Sanitation in waste bank management in Pangandaran Regency. This study focuses on the weak role of the government, as indicated by the suboptimal provision of goods and services to support the waste bank program and the suboptimal provision of training in waste bank program management. The research design used a descriptive qualitative approach. The data sources used were primary data with seven informants. Data collection was conducted through structured interviews, participant observation, and documentation studies. Data analysis utilized data reduction, data presentation, and conclusion drawing. The results indicate that the government's role in providing goods and services and training remains suboptimal due to budget constraints, a lack of competent human resources, and the uneven distribution of supporting facilities. Conversely, supervision and control have been carried out routinely through reporting mechanisms. These findings confirm that an active role for local governments in directly providing facilities and infrastructure is essential to ensure the sustainability of the waste bank program and increase the effectiveness of community-based waste management in rapidly developing tourist areas. Abstract

Abstract This research aims to analyze the effectiveness of business license extension services through the Online Single Submission (OSS) system at the Investment and Integrated One-Stop Service Office (DPMPTSP) of Denpasar City. OSS, as part of the digital transformation of public services, is designed to improve the efficiency, transparency, and accessibility of licensing services, particularly for Micro, Small, and Medium Enterprises (MSMEs). The research results indicate that administratively, the implementation of OSS has had a significant positive impact on the increase in the issuance of Micro and Small Business Licenses (IUMK), from 888 licenses in 2018 to 2,671 licenses in 2022. However, the effectiveness of the system is not yet optimal, marked by a realization of license achievements only reaching 89.03% of the target, and the continued high dependence of the community on manual assistance due to low digital literacyAnalysis using e-Government theory and the Design-Reality Gap from Heeks (2006) shows a gap between system design and the real capabilities of users. Identified barriers include limited access to technology, low technical understanding, and a lack of consistent support and socialization. Additionally, inadequate institutional capacity, minimal cross-sector integration, and still passive communication strategies also affect service effectiveness. Therefore, strengthening human resources, training in digital literacy, and developing an inclusive and adaptive service ecosystem are needed for OSS to truly function as an effective and equitable digital public service instrument.  Keywords: Effectiveness, OSS, business licensing, MSMEs, e-government, Denpasar

Abstract

Abstract Immigration is a vital instrument in safeguarding a nation's sovereignty and security, especially amid increasing global mobility driven by advances in transportation technology and the openness of international relations. As a popular destination for tourism and foreign labor, Indonesia faces significant challenges in monitoring the movement and activities of foreign nationals within its territory. Law Number 6 of 2011 on Immigration regulates various types of residence permits for Foreign Nationals (FNs), including Visit Stay Permits (ITK), Limited Stay Permits (ITAS), Permanent Stay Permits (ITAP), and Special Immigration Stay Permits. To support its supervisory function, the Directorate General of Immigration developed the Foreign Nationals Traffic Module System (MOLINA), a digital information system that records and analyzes real-time data on the movement of FNs. Although MOLINA has proven effective in supporting immigration supervision, administrative services, and enforcement, it lacks explicit legal grounding within the Immigration Law, leading to a legal vacuum and raising concerns regarding administrative legitimacy and personal data protection. Therefore, this research is crucial as a normative legal study of the legality and legal status of MOLINA from the perspective of Indonesia’s positive law. It also responds to the rising number of stay permit violations by foreign nationals in strategic areas such as Bali and aims to encourage regulatory reform in immigration to become more adaptive to technological developments and the demands of fair law enforcement. Abstract

Abstract As a form of transparency and accountability of local governments in preparing the Regional Revenue and Expenditure Budget (APBD) each year, the central government through the Ministry of Home Affairs has launched the Regional Government Information System (SIPD-RI) application. The use of SIPD represents the implementation of one element of e-government, namely e-budgeting. This application is expected to facilitate integration between local and central governments in realizing the vision of “One Data Indonesia.” This study aims to identify and analyze the implementation of SIPD-RI in the preparation of the APBD in Badung Regency. The research method used is qualitative descriptive. Data collection techniques include observation, interviews, documentation, and online data searching. The results of the analysis indicate that the implementation of SIPD-RI in the preparation of the APBD in Badung Regency has generally fulfilled the elements of successful e-government implementation, based on Jane E. Fountain’s theory of e-government development success. However, several challenges remain, including frequent system errors, data inconsistencies, inaccurate report outputs, and limited technical capacity of staff in using the SIPD-RI application and preparing the APBD. Solutions taken include coordinating with the Ministry of Home Affairs, providing consultation channels to address problems, and organizing technical guidance related to SIPD-RI in APBD preparation. Abstract

Abstract The existence of laws and regulations in Indonesia reflects the principle of popular sovereignty, realized through a democratic legislative process, stipulated in Law No. 12 of 2011 and organized through the systematic National Legislation Program (Prolegnas) based on scientific studies through Academic Papers. This process involves synergy between the House of Representatives (DPR), the Government, and the Regional Representatives Council (DPD) in deliberative debates aimed at producing quality laws. However, globalization brings challenges in the form of harmonizing national law with international standards, the involvement of non-state actors, and human rights and environmental issues. Therefore, the legal system must adapt to remain responsive and oriented towards the values of Pancasila and local wisdom as the nation's identity in facing global dynamics. This research aims to provide an in-depth analysis. Using a descriptive-analytical approach, this study is expected to provide a comprehensive overview of the legal and regulatory challenges faced. Abstract

The increase in international mobility requires innovations in immigration services that are fast, efficient, and secure. One of the innovations implemented by the Directorate General of Immigration Indonesia is the use of the autogate system, which allows immigration checks to be performed independently by travelers through passport scanning and biometric data. This system aims to expedite the inspection process, reduce queues, and enhance the accuracy and transparency of immigration surveillance. This study aims to analyze the implementation of the autogate system within the context of Indonesian immigration law, referring to Law Number 6 of 2011 on Immigration. The approach used covers the philosophical, legal, and sociological aspects of applying autogate as an instrument for modernizing immigration services. The results show that the use of this technology supports the principles of efficiency, transparency, and national security protection. However, technical challenges, regulations, and inter-agency data integration remain obstacles to its optimal implementation. Therefore, this study is expected to contribute to public policy and the refinement of a technology-based immigration system that is grounded in legal certainty and national interests. Abstract

The Passenger Analysis Unit (PAU) at I Gusti Ngurah Rai International Airport, Bali, plays a strategic role in analyzing international passenger data to support effective immigration control at the main gateway for foreign nationals and Indonesian citizens to enter Indonesia. The PAU is tasked with proactively profiling and risk assessments before passengers arrive through the Advance Passenger Information System (APIS), enabling early detection of potential violations or security risks such as criminal records or overstays. In addition to its immigration intelligence function, the PAU also ensures smooth public services by optimizing fast, accurate, and humane immigration administration processes, and integrating the use of technology for operational efficiency. Despite facing technical obstacles, inter-agency coordination, and public awareness that still needs to be improved, the PAU's existence is key to maintaining national security while improving the quality of public services at Ngurah Rai Airport, as one of the busiest and best airports in Asia. This research uses a qualitative method with a case study approach, because the main focus of the research is directed at the Passenger Analysis Unit (PAU) as a work unit operating at the Immigration Checkpoint (TPI) of I Gusti Ngurah Rai International Airport. This case study was chosen because it allows researchers to gain a deeper understanding of the immigration public service phenomenon implemented by the PAU in a concrete and specific context. Abstract

Investment plays a crucial role in driving economic growth and stability, especially In an era of globalization with high international mobility, such as in Indonesia, international airports serve as key gateways to global connectivity and critical centers for immigration services. Modernizing Indonesia's aviation sector, particularly through digitalization and the implementation of technologies such as autogates at international airports, aims to improve the effectiveness, efficiency, and accuracy of immigration services and reduce passenger queues. This innovation aligns with the principles of good governance and smart mobility, with the integration of biometrics and facial recognition for rapid verification. However, autogates still have limitations in detecting non-documentary aspects and assessing behavior, so manual inspections and human oversight remain crucial as complements to maintain national security and sovereignty. For example, at I Gusti Ngurah Rai International Airport, autogates expedite the process but have not yet fully replaced human oversight. Other challenges include infrastructure readiness, human resource competency, and data security, which must be addressed to ensure innovative, efficient, secure, and user-friendly public services, supporting the bureaucratic reform agenda and the quality of future immigration services in Indonesia. Using a descriptive-analytical approach, this study aims to provide a comprehensive overview of the legal and regulatory challenges faced, as well as strategic recommendations for analyzing autogate services at I Gusti Ngurah Rai International Airport by the Class I immigration office specifically for the Ngurah Rai International Airport (TPI). Abstract

Abstract This study examines the implementation of the Standard Operating Procedure (SOP) for immigration inspection by the Class I Special Immigration Office at TPI Ngurah Rai as a preventive measure against immigration violations committed by foreign nationals. The background of this research stems from the increasing influx of foreigners into Indonesia, particularly through I Gusti Ngurah Rai International Airport in Bali, which has been accompanied by a rise in administrative violations such as overstaying and visa misuse. The study employs a juridical-empirical approach by analyzing the relevant legal frameworks and their practical application in the field. The findings indicate that the implementation of the SOP, including the use of autogate technology and the immigration information system, has improved the efficiency and accuracy of inspection procedures. However, the autogate system also creates potential gaps in oversight that may be exploited by foreign nationals seeking to bypass regulations. Therefore, strengthening the SOP is necessary through regular evaluation, capacity building of personnel, and balanced integration of manual and digital systems. This study recommends a review of the autogate SOP to ensure its alignment with the principles of legal certainty, national security, and orderly immigration administration.
