Abstract

Abstract This research is motivated by the suboptimal government communication in improving public services in Cimaragas Village, Cimaragas District, Ciamis Regency. Problems that arise include the community not receiving information evenly and the services provided are less than optimal due to ineffective information delivery. The purpose of this study is to determine how government communication improves public services in Cimaragas Village. This study uses a qualitative approach with descriptive methods. Data collection techniques were carried out through structured interviews and direct observation. This study uses Redding's organizational communication climate theory which includes five main dimensions, namely trust, supportiveness, openness in downward communication, participatory decision-making, and emphasis on high-performance goals. The results show that government communication in Cimaragas Village is not running optimally. This is caused by the community's low understanding and ability to grasp information from the village government, as well as the limited ability of the apparatus in using information technology. As a result, information cannot be disseminated quickly and evenly to the community. A more adaptive and participatory communication strategy is needed so that public services can run more effectively.  Keywords: Government Communication, Public Services, Information

Abstract

Abstract The use of autogates at I Gusti Ngurah Rai Airport has proven effective in improving immigration services by speeding up the inspection process to 15-25 seconds per passer, reducing queues, and increasing comfort and security through accurate biometric technology. Throughout 2024, more than 4 million passengers, primarily foreign and business tourists, used autogates with a positive response, although manual services are still provided under certain conditions. Obstacles such as limited infrastructure, technologically proficient human resources, and e-passport compatibility remain, but optimal solutions include strengthening technology, user education, human resource development, and adjusting data protection regulations. Integration with national databases and AI technology also optimizes efficiency and security, making autogates a strategic innovation in immigration public services in Indonesia. With a descriptive-analytical approach, this study is expected to provide a comprehensive overview of the legal and regulatory challenges faced, as well as strategic recommendations for the analysis of autogate services at I Gusti Ngurah Rai International Airport by the Class I immigration office specifically for TPI Ngurah Rai. Abstract

Abstract Globalization has brought significant changes in international relations, particularly through increased interaction in the fields of economics, politics, society, and law. One of the most evident impacts of globalization is the growing influence of international law on national legal systems. Indonesia, as part of the global community, has begun adopting various international legal principles, especially in the areas of trade and communication, making its national law more open and transnational in nature. This development also demands that law be more responsive to social dynamics and public policy. Law is no longer static, but must be able to interact with societal interests and the international community. However, globalization also presents challenges, particularly concerning differences in legal systems between countries, such as common law and civil law. To address this, legal harmonization is necessary, aligning principles and procedures through bilateral negotiations, international conventions, or the adoption of model laws from institutions such as UNCITRAL. Fields such as trade, arbitration, and human rights demonstrate the importance of legal harmonization, provided it still respects the legal sovereignty of each country. Abstract

Abstract Globalization has significantly influenced national legal systems, including the legislative process in Indonesia. This study aims to analyze the impact of globalization on the substance, methods, and standards of national law-making, as well as to identify the challenges and opportunities in maintaining Indonesia’s legal sovereignty amid the globalization of law and the integration of international norms. This research employs a normative juridical method using a conceptual and statutory approach. The findings reveal that globalization encourages the adoption of universal values such as human rights, free trade, and environmental protection into Indonesian legislation. However, challenges arise from the potential erosion of national legal authenticity and the dominance of global actors. On the other hand, opportunities emerge for Indonesia to strengthen its position in international legal forums. Therefore, it is essential for Indonesia to strike a balance between global adaptation and national interest to ensure a sovereign yet globally relevant legal system. Abstract

Abstract This study aims to explore and analyze the political strategy of the Democratic Party in increasing women’s representation in the legislative body of Ciamis Regency for the 2024–2029 period. The background of this research stems from the low level of female representation in the Regional House of Representatives (DPRD) of Ciamis Regency, which only reached 10% or 5 out of 50 members, despite national regulations mandating a 30% gender quota. This study adopts a qualitative approach with descriptive methods, using interviews, observations, and documentation as data collection techniques. The theoretical framework is based on Schroder’s political strategy theory, which divides strategies into offensive and defensive categories. The findings indicate that the Democratic Party's offensive strategies involve electoral mapping, strengthening women's networks, and nominating influential female candidates. Meanwhile, its defensive strategies include voter segmentation, the formulation of gender-based campaign programs, and the protection of core voter bases. However, challenges persist in the form of limited female political resources, lack of internal party training, and weak financial support. Therefore, the Democratic Party needs to strengthen its cadre development, provide logistical support, and carry out sustained affirmative campaigns to achieve gender equality in local politics. Abstract

Abstract This study aims to determine the influence of servant leadership and organizational culture on employee performance through the government work environment as an intervening variable at the Patumbak District Office. A quantitative approach with an associative method was used. The sample consisted of 25 respondents from the entire population using a total sampling technique. Data were collected through questionnaires and analyzed using SPSS version 25 with t-test, F-test, coefficient of determination (R²), and path analysis. The results showed that servant leadership had a positive and significant effect on employee performance, contributing 84%. Organizational culture also significantly influenced performance with a contribution of 85.4%. Furthermore, servant leadership and organizational culture significantly affected the work environment, contributing 85.8% and 89.2%, respectively. The work environment significantly influenced performance, contributing 88.2%. Simultaneous testing showed that servant leadership and organizational culture together had a significant influence on performance at 86.4%. Path analysis results showed that the indirect effects of servant leadership and organizational culture on performance through the work environment were 0.860 and 0.853, respectively. These findings indicate that the work environment mediates the relationship between the two independent variables and performance. The conclusion of this study is that servant leadership, organizational culture, and the work environment are essential interrelated factors in improving employee performance at the sub-district government level.  Keywords: Organizational Culture, Performance, Servant Leadership, Work Environment

Abstract

Abstract This study discusses the influence of performance management on the service quality of the Department of Population and Civil Registration of Kota Medan. This study consists of two variables, namely the Independent Variable (X) Performance Management and the Bound Variable (Y) Service Quality. The purpose of this study was to determine how big the influence of performance management on the service quality of the Department of Population and Civil Registration of Kota Medan. This research was conducted at the Department of Population and Civil Registration Kota Medan. The population of this study were the employees of the Department of Population and Civil Registration of Kota Medan, amounting to 32 people. So the research sample is 48 people, if the subject is less than 100, all can be taken so that the research is a population study. Furthermore, if the subject is more than 100 it can be taken 10-15% or more. So the sample of this study amounted to 32 people (all populations were sampled). The method used in this study is a quantitative method. Data collection techniques in this study are observation, interviews (interviews), questionnaires (questionnaires), literature studies and documentation studies. The data analysis technique used product moment correlation and hypothesis significance test. To determine the significant level of the influence of performance management on the service quality of the  kota Mean. Population and Civil Registration Service, a hypothesis test was carried out on r by determining the 5% significance level. Determine the test r table n=32. It is known based on data processing that the result of the r value of the product moment table with n = 32 and the 95% confidence level or 5% error is 0.284 and the r count is 0.40. Thus that r count 0.40 > r table 0.284. This means that there is a big influence between Performance Management and Service Quality. Thus the proposed hypothesis can be accepted, namely the magnitude of the influence of performance management on the service quality of the Kota Medan. Population and Civil Registration Service. Abstract

The development of digital technology provides opportunities for MSMEs to expand their markets through e-commerce platforms. However, in Kemang Village, Cianjur Regency, many MSMEs still rely on conventional marketing, limiting their reach. This study aims to implement an e-commerce website to improve the marketing of MSME products in Kemang Village. The method used was a qualitative approach with the stages of needs analysis, system design, website development, and evaluation. The results show that the developed e-commerce website can help MSMEs promote their products online, increase visibility, and facilitate transactions with consumers. With this platform, it is hoped that MSMEs in Kemang Village can compete in the digital market and increase their income.

Abstract

Abstract Based on initial observations, tax sanctions in improving compliance with land and building taxes in Banjarwaringin Village, Salopa District, Tasikmalaya Regency are still not optimal. This is evident from the presence of problem indicators, namely: the non-implementation of social and economic sanctions. This study aims to determine how tax sanction factors contribute to the improvement of compliance with land and building taxes in Banjarwaringin Village, Salopa District, Tasikmalaya Regency. This research uses qualitative methods with data collection techniques such as interviews, documentation, and observation. There were 7 informants involved in this research. Based on the research results, it can be concluded that tax sanctions contribute to the improvement of compliance with land and building taxes in Banjarwaringin Village, Salopa District, Tasikmalaya Regency, quite well. There is an indicator that is still not optimal, which is the absence of an agreement on social sanctions and economic sanctions. Keywords: Tax Sanctions, Land and Buildings, Improvement

Abstract

Abstract Badung Regency, as a major tourism hub in Bali, faces significant risks of natural disasters, including earthquakes, tsunamis, tidal flooding (coastal flooding), and forest fires. The region's economic dependence on the tourism sector underscores the importance of a robust disaster management system. This study aims to analyze the strategic role of the Regional Disaster Management Agency (BPBD) in building resilient tourism destinations in Badung Regency. Using a descriptive qualitative approach with case studies, data were collected through in-depth interviews, field observations, and documentation studies. The results indicate that the Badung BPBD has initiated evacuation training, disaster hazard maps, and simulations in tourism areas. However, resource limitations, challenges in cross-sector coordination, and the lack of integration of disaster preparedness into destination management remain key challenges. Recommendations include the development of technical regulations for tourism-related Disaster Risk Reduction (DRR), strengthening institutional capacity, and establishing a cross-sector coordination forum.
