Abstract

Village development is not only directed at physical infrastructure but also at strengthening community capacity, and health remains one of the most critical dimensions of family welfare. The Family Welfare Movement (PKK) in the health sector plays a strategic role in supporting community-based health services, yet its implementation depends heavily on the guidance provided by the local Community and Village Empowerment Agency (DPMD). Preliminary observations in Cowek Village, Purwodadi Subdistrict, Pasuruan Regency indicated that the PKK health program has been carried out routinely by the PKK Mobilization Team together with health workers, while DPMD's guidance function has mostly been carried out through coordination and capacity-building rather than direct field assistance. This phenomenon raises the need to examine how DPMD performs its role as the supervisor of the PKK health program. This study aims to describe the role of DPMD Pasuruan Regency as the supervisor of the PKK Health Program in Cowek Village. This research used a qualitative approach with a descriptive case study method. Data were collected through in-depth interviews with DPMD officials, the Village Head, the head of the Village PKK Mobilization Team, PKK cadres, the village midwife, and community members, complemented by field observation and documentation. Data were analyzed through data collection, data reduction, data display, and conclusion drawing, guided by Biddle and Thomas's role theory covering the indicators of norm, expectation, performance, evaluation, and sanction. The results show that DPMD has carried out its supervisory role adequately through cadre training, coordination meetings, information facilitation, and administrative guidance, all grounded in the national PKK policy and adapted to each village's needs. All stakeholders share a common expectation that guidance should be more intensive, while DPMD applies a developmental rather than punitive approach toward underperforming activities. However, direct field mentoring has not been carried out routinely due to the large number of villages under DPMD's supervision, indicating a condition of role strain rather than a lack of normative clarity or commitment. This study recommends strengthening DPMD's institutional capacity through additional supervisory personnel and zone-based mentoring schedules to make guidance more equitable and sustainable. Abstract

Village-owned enterprises (BUMDes) are expected to manage local economic potential while generating benefits for village communities. This study examines the role of BUMDes in managing the Reco Kembar Bathing Tourism Destination in Cowek Village, Purwodadi District, Pasuruan Regency, and identifies the constraints faced in its implementation. The study used a descriptive qualitative approach. Primary data were obtained through observation and in-depth interviews with the village head, BUMDes director, tourism manager, visitor, and local community representative, while secondary data were collected from institutional documents, visitor records, regulations, and relevant literature. Data were analyzed through data reduction, data display, and conclusion drawing/verification using Biddle and Thomas's role theory indicators: expectation, norm, performance, evaluation, and sanction. The findings show that the role of BUMDes has been formally and structurally implemented, but has not been substantively optimal. Stakeholder expectations and role norms are relatively clear; however, performance remains concentrated on basic operations, maintenance, and visitor services. Evaluation is conducted routinely, while sanctions are predominantly implemented through guidance rather than formal consequences. Major constraints include declining visitor numbers, limited human-resource capacity, suboptimal digital promotion, inadequate supporting facilities, and weak formal pressure for measurable improvement. The study recommends strengthening tourism-unit capacity, scheduled digital promotion, gradual facility improvement, and clearer performance accountability. Abstract

The reform of Indonesian criminal law through Law Number 1 of 2023 on the Criminal Code brings a significant shift in the national sentencing paradigm. The orientation of sentencing is no longer treated merely as a means of retribution against criminal offenders, but has evolved toward an approach that places substantive justice, proportionality, utility, societal protection, and respect for human values as essential parts of the criminal law enforcement process. One manifestation of this reform is reflected in the provision regarding judicial pardon. Article 54 paragraph (2) of Law Number 1 of 2023 provides discretionary space for judges not to impose a criminal sentence or action upon a defendant who has been proven to have committed an offense, based on specific considerations. This provision presents complex issues when applied within the military court system, which possesses distinct characteristics compared to general courts. Military justice not only functions to enforce criminal law but is also closely linked to military personnel development, enforcement of discipline, hierarchy, obedience to service orders, and national defense interests. This study aims to analyze the normative standing and material criminal law construction of judicial pardon, as well as to examine its limitations and relevance within the Indonesian military court system.The study employs normative legal research methods utilizing statutory, conceptual, case, and comparative approaches. Legal materials were analyzed qualitatively-normatively through legal interpretation and systematic juridical analysis. The findings indicate that judicial pardon can be positioned as an instrument of individualization of punishment that enables judges to consider the concrete circumstances of the defendant more comprehensively. Its application in military courts requires clear boundaries and parameters so that sentencing flexibility does not undermine legal certainty, the authority of the military judiciary, or the effectiveness of enforcing soldier discipline and professionalism. Judicial pardon can be relevant in specific cases characterized by a low level of culpability, limited impact of the offense, special conditions of the offender, and circumstances indicating that sentencing is no longer required to achieve the objectives of criminal law and soldier development. Abstract

Digitalization has now become a key strategy for enhancing the competitiveness of Micro, Small, and Medium Enterprises (MSMEs). However, in rural areas such as Baros Village, Arjasari Subdistrict, Bandung Regency, MSME operators still face many challenges. They struggle with building product brands, establishing payment systems, securing business legal compliance, and lack promotional channels. This raises the question: how can the digitization process be implemented to help MSMEs in villages with limited resources and time? This study aims to provide an answer. This study makes a tangible contribution to the body of research on MSME empowerment through a digital approach. Previously, many studies focused on urban or larger MSMEs. This study, however, presents direct evidence from a rural setting and offers a model of activities that can be replicated elsewhere. To answer this question, the study employed a case study method with a qualitative approach. Data were collected through direct observation and documentation of three work programs conducted over the course of one month. These programs include: First, branding and digitization of kicimpring MSMEs through the use of packaging stickers and registration of business locations on Google Maps in Kampung Pakusorok RW 8. Second, digitization of payments using QRIS and assistance in obtaining Business Identification Numbers (NIB) for MSMEs and small shops in Dusun 3. Third, the development of a website-based information system for Kopi Baros MSMEs in Kampung Pakusorok RW 8. The results show that all of these interventions successfully increased business visibility, made transactions easier, provided legal certainty, and expanded promotional reach. All of this demonstrates that small-scale, hands-on digitalization can be an effective way to empower rural MSMEs in a short period of time. Abstract

Social resilience among students is an essential foundation for developing a young generation with legal awareness, the ability to make responsible decisions, and the capacity to face various social risks. The increasing prevalence of drug abuse, juvenile delinquency, violations of school regulations, and unsafe traffic behavior highlights the need for a more participatory and sustainable educational approach. In response to these challenges, the KKN-TB 25 Dasa Bakti Team organized a Social Resilience Education Workshop at SMKN 1 Cilengkrang, focusing on four key issues: the Prevention and Eradication of Drug Abuse and Illicit Drug Trafficking (P4GN), legal awareness, school discipline, and road safety. The program adopted the Asset-Based Community Development (ABCD) approach, which views schools, students, youth groups, local authorities, law enforcement agencies, and community leaders as valuable assets that can be mobilized collaboratively. The implementation consisted of five stages: asset mapping, stakeholder coordination, material development, workshop implementation, and evaluation. The results indicate an improvement in participants’ understanding of the dangers of drug abuse, the importance of legal awareness, compliance with school regulations, and safe traffic practices. In addition, the program produced educational materials and documentation that can support its sustainability. These findings demonstrate that the ABCD approach is effective in strengthening students’ social resilience through the mobilization of local assets and institutional networks, thereby fostering a school- and community-based prevention ecosystem. Abstract

This study examines how Government Regulation Number 28 of 2025 concerning Risk-Based Business Licensing has been implemented in Tejowangi Village, Purwosari District, Pasuruan Regency, and identifies the factors that support and hinder its implementation. The research background is grounded in the growing importance of legal identity for micro, small, and medium enterprises (MSMEs) and the fact that, although the village already has a functioning Online Single Submission (OSS) service for issuing the Business Identification Number (NIB), a considerable share of local MSME actors had not yet obtained one. A descriptive qualitative approach was used, with data collected through in-depth interviews, field observation, and documentation involving a village government official responsible for licensing services, an NIB facilitator, and an MSME actor as informants. The three implementation stages of Miles, Huberman, and Saldaña data condensation, data display, and conclusion drawing and verification were used to analyze the data, while the process itself was examined through George C. Edward III's four indicators: communication, resources, disposition, and bureaucratic structure. The results show that the policy has been implemented, but not yet fully optimally. Information about the NIB and OSS has reached MSME actors through socialization and direct consultation, yet the clarity of that information remains uneven, particularly for actors with limited digital literacy. Human resources are adequate in terms of competence but constrained by unstable internet connections and limited devices. Facilitators display a consistently positive and committed disposition that compensates for weaknesses elsewhere, while the bureaucratic structure still depends on informal working habits rather than a written standard operating procedure. This study recommends more scheduled and proactive socialization, the drafting of a written SOP for NIB facilitation, and stronger digital facilitation for MSME actors. Abstract

Capacity building for the younger generation in the community requires collaboration that can connect local potential with external resources and networks. This community service project aims to analyze asset mobilization and collaboration in youth capacity building through the Asset-Based Community Development (ABCD) and Living Lab approaches in Cijagra Village, Paseh Subdistrict, Bandung Regency. Activities were carried out through observation, asset identification, network development, implementation of interventions, as well as documentation and reflection on the activities. The program included education on drug prevention, Digital Parenting, Yadika Future Connect, and assistance with the digitalization of MSMEs. The results showed the participation of 60 participants in the NAPZA education program, 60 participants in Digital Parenting, and 80 participants in Yadika Future Connect. Support was provided to 4 MSMEs, with 3 MSMEs successfully registered or linked to QRIS and 1 MSME added or updated on Google Maps. Analysis indicates that local assets, relationships among stakeholders, external networks, and collaboration can be mobilized to create spaces for intervention and learning in real-world contexts. These findings suggest that the integration of ABCD and Living Lab frameworks can serve as a lens for understanding asset-based and collaborative capacity-building processes at the community level.

Abstract

Group 5’s KKN-TB program focuses on supporting the local MSME (Micro, Small, and Medium Enterprises) Ceu Eneng Buniwangi in the village of Mekarwangi, Lembang District, West Bandung Regency, West Java Province, through digitalized marketing strategies and business legalities to expand market reach. This activity is motivated by the issues encountered by the MSME partner in marketing their products, which still rely on conventional methods such as directly selling in markets and kiosks. The program is conducted in four primary phases : collection of data about the business, identification of marketing needs, technical support, and the creation of managerial guidelines. During the technical support phase, the team helps in creating a logo and brand identity using Canva, handling NIB and P-IRT registration online, as well as creation and management of social media accounts to be used as new promotional channels. Results of the program show that the MSME succeeds in acquiring digital assets such as logo, P-IRT and NIB licenses, and ready-to-use e-commerce and social media accounts. Guidelines in social media management is also created for the partnered MSME to continue managing these assets independently after the program’s conclusion. Thus it is hoped that this digitalization program will serve as a foundation for continued growth of the MSME in the future.

Abstract

This community service article reports the development and producer validation of a bilingual packaging prototype for Cireng Gemoy, a local food micro-enterprise in Cihanjuang Village, Parongpong District, West Bandung Regency. The activity responded to the need for a more informative and market-oriented product presentation, particularly for visitors who may not understand Indonesian packaging information. A descriptive qualitative and design-based community service approach was used through observation, identification of packaging needs, prototype design, direct discussion with the producer on 18 August 2026, and follow-up communication via WhatsApp. The resulting prototype combines Indonesian-English information on product identity, origin, flavor variants, ingredients, preparation instructions, serving suggestions, storage, contact information, and basic hygiene messages. The producer responded positively, expressing that the new design and packaging updates were helpful and appreciated. The prototype was subsequently presented at the Expo held as part of the closing activities of the KKN Universitas Al-Ghifari, where visitors gave positive comments about its attractive appearance. These findings provide an initial indication that packaging modification can strengthen product presentation and attract public attention. However, the activity did not measure tourist purchase intention or sales before and after implementation; therefore, the potential to reach tourist segments is presented as a strategic opportunity rather than a proven causal effect.

Abstract

This community service program addressed the declining sustainability and limited economic value of traditional bamboo weaving in Cikitu Village, Pacet Subdistrict, Bandung Regency, by developing alternative creative products based on existing local craftsmanship. The program aimed to develop bamboo-woven keychain prototypes and identify their production opportunities and constraints as an initial pathway for strengthening MSME empowerment. A participatory approach was applied through field observation, interviews, collaborative discussions, direct production practice, mentoring, and descriptive evaluation involving three active bamboo-weaving artisans. The intervention adapted weaving patterns already mastered by the artisans, including the traditional hihid form, into smaller functional products without introducing fundamentally new weaving techniques. The program produced more than ten bamboo-woven keychain prototypes, demonstrating the feasibility of transforming existing local skills into alternative product forms. The production process also revealed that product miniaturization did not automatically improve efficiency because smaller dimensions required greater precision, repeated adjustments, and potentially longer processing time. The preliminary price of IDR 5,000 per unit could not yet represent economic feasibility because raw materials, labor, processing time, packaging, and other production costs had not been fully calculated. The findings indicate that participatory product innovation can provide an initial pathway for community empowerment when creative adaptation remains aligned with artisan skills, production feasibility, and realistic economic considerations. Further development requires product refinement, full-cost calculation, appropriate pricing, packaging improvement, and market testing before broader commercialization.
