Abstract

This study was motivated by the fact that the management strategy of the Village-Owned Enterprise (BUMDes) Karyamukti implemented by the Karyamukti Village Government, Pataruman District, Banjar City, has not been carried out optimally. The objective of this study was to analyze the management strategy of BUMDes Karya Mandiri by the Karyamukti Village Government, Pataruman District, Banjar City. The study employed a qualitative approach with a descriptive research design. Data were collected through semi-structured in-depth interviews with six key informants, participant observation of operational activities, and documentation of official village records. Data were analyzed interactively using the Miles and Huberman model, while the trustworthiness of the findings was ensured through source and technique triangulation. The findings indicate that the management strategy of the BUMDes has not been implemented optimally. In the strategy formulation dimension, the dissemination of the organization's vision and mission to the public has not been conducted comprehensively. In the strategy implementation dimension, program execution has been constrained by weak internal coordination among management, limited human resource competencies, and a high dependence on village budget (APBDes) funding. In the strategy evaluation dimension, administrative weaknesses were identified in the preparation of systematic accountability reports. In conclusion, the governance of the BUMDes requires comprehensive improvement through the development of Standard Operating Procedures (SOPs), digital financial management training, and the expansion of multi-stakeholder partnerships. The novelty of this study lies in the integration of the three dimensions of strategic management to specifically examine the challenges of digital literacy and fiscal dependency in a village-level poultry farming BUMDes. The practical contribution of this research is to provide tactical guidance for village governments in developing transparent, accountable, and sustainable governance regulations. Abstract

Digital transformation has encouraged village governments to improve the quality of public services through the utilization of information technology. The Government of Cimari Village, Cikoneng District, Ciamis Regency, has implemented digital public services through the Village Information System (SID), the village website, and digital administrative service applications. However, the implementation still faces several challenges, including the absence of village-level regulations specifically governing digitalization, suboptimal management of digital systems, and uneven digital competencies among village officials. This study aims to analyze the effectiveness of public service digitalization implemented by the Government of Cimari Village using Richard M. Steers' Organizational Effectiveness Theory, which consists of three dimensions: organizational environment, internal structure and processes, and individual characteristics within the organization. This study employed a qualitative research method with a descriptive approach. Data were collected through observations, interviews with five key informants, and documentation. The findings indicate that the digitalization of public services in Cimari Village has not yet been fully effective. The organizational environment has been supported by government policies and digital service standard operating procedures (SOPs), although no specific Village Regulation governing digitalization has been established. The internal structure and processes are supported by the availability of digital infrastructure; however, system management and maintenance still require improvement. Furthermore, the digital competencies of village officials remain uneven, resulting in the operation and management of digital systems being heavily dependent on a limited number of personnel. Therefore, strengthening regulatory frameworks, enhancing the capacity of village officials, and optimizing the management of digital systems are necessary to improve the effectiveness of public services at the village level. Abstract

Bandung is one of Indonesia's creative cities, characterized by a wide range of activities. This dynamic positions public space as a strategic element in supporting social interaction, creative activities, and the city's creative tourism experience within the urban landscape. This study aims to analyze the integration of "Soft City" and "Placemaking" principles in the development of creative spaces in Bandung. The research employs a descriptive qualitative approach, utilizing place quality analysis based on PPS Placemaking Tools and spatial character evaluation using the Soft City Framework, with the Bandung Creative Hub (BCH) serving as the case study. The results indicate that the site holds strong potential as a catalyst for creative space, driven primarily by the presence of art activities, cultural communities, and intense social interaction. However, several challenges were identified, such as rigid outdoor spaces, pedestrian accessibility issues, and spaces that do not yet fully facilitate spontaneous interaction. The integration of Soft City and placemaking concepts yields strategic recommendations, including the activation of outdoor spaces, improvements to surrounding pedestrian paths, and the development of public spaces as venues for creative urban tourism. The study affirms that the synergy between Soft City and placemaking can create creative spaces that are more vibrant and aligned with Bandung's identity as a creative city. Abstract

Handling public complaints is one of the key indicators of achieving good governance at the local level. To support digital-based public services, the Government developed SP4N-LAPOR! (National Public Service Complaint Management System) as a national e-government instrument. In Purwosari District, Pasuruan Regency, SP4N-LAPOR! has been implemented since 2019. However, research data indicate that only ten complaints were submitted through the system between 2019 and early 2025. This study aims to describe the implementation of SP4N-LAPOR! as an e-government instrument for handling public complaints in Purwosari District and to identify the challenges encountered during its implementation. The study employed a qualitative approach using a descriptive case study method. Data were collected through in-depth interviews, observations, and documentation, and were analyzed using the interactive model developed by Miles, Huberman, and Saldaña. The findings, based on George C. Edward III’s policy implementation theory, indicate that the dimensions of communication, resources, disposition, and bureaucratic structure have generally been implemented effectively. Nevertheless, the implementation of SP4N-LAPOR! continues to face several challenges, including limited public outreach due to budget constraints, low levels of digital literacy and public interest in utilizing the SP4N-LAPOR! system, delays in application access, and unstable internet connectivity. This study recommends broader and more sustainable public outreach, optimization of information media, enhancement of community digital literacy, and improvements to technical infrastructure to support the more effective utilization of SP4N-LAPOR!. Abstract

This study was motivated by the suboptimal level of community participation in enhancing the attractiveness of Lembah Pajamben Tourism in Binangun Village, Pataruman District, Banjar City. This issue is reflected in the limited involvement of local residents in decision-making processes, the implementation of tourism management activities, and the utilization of tourism development outcomes. The study aimed to examine how community participation contributes to improving the attractiveness of Lembah Pajamben Tourism in Binangun Village, Pataruman District, Banjar City. A descriptive qualitative research method was employed. The study involved six informants selected through purposive sampling, consisting of the Village Head, a member of the Village Consultative Body (BPD), a community leader, a youth leader, a local entrepreneur, and a tourist. Data were collected through observation, interviews, and documentation, and analyzed using data reduction, data display, and conclusion drawing. The findings indicate that community participation in enhancing the attractiveness of Lembah Pajamben Tourism has been implemented but remains suboptimal. In the decision-making aspect, community members have begun participating through deliberation meetings and by providing suggestions; however, their involvement is still limited. Regarding the implementation of activities, community members have participated in mutual cooperation (gotong royong), maintaining cleanliness, improving the surrounding environment, and contributing labor and ideas to tourism development, although the level of participation has not been evenly distributed. In terms of the utilization of development outcomes, the community has benefited economically through business activities and micro, small, and medium enterprises (MSMEs) while also contributing to the maintenance of tourism facilities. Nevertheless, challenges remain, including the low level of awareness among some residents and visitors in preserving tourism facilities, as well as limited resource support. In conclusion, community participation is a crucial factor in enhancing the attractiveness of Lembah Pajamben Tourism. Therefore, broader community involvement should be encouraged through strengthened communication, community empowerment initiatives, and improved collaboration among the village government, tourism managers, and local residents to ensure the sustainable development of the tourism destination. Abstract

This study aims to analyze the evaluation of the supervision conducted by the Ciamis Regency Election Supervisory Body (Bawaslu) during the 2024 Simultaneous Regional Head Elections. The study employs a descriptive method with a qualitative approach. Data were collected through observation, interviews, and document analysis involving nine informants: the Chairperson of Bawaslu Ciamis Regency; members of the Prevention, Community Participation, and Public Relations Division; members of the Violation Handling, Data, and Information Division; two Chairpersons of the District Election Supervisory Committees (Panwascam); two Village/Ward Election Supervisors (PKD); a representative from the Independent Election Monitoring Committee (KIPP); and a member of the public. The analysis is based on the Context, Input, Process, Product (CIPP) evaluation model proposed by Suryadin et al. (2022). The results indicate that the supervision carried out by Bawaslu Ciamis Regency aligned with its institutional duties and functions across all evaluation dimensions, although it was not yet fully optimal. Challenges encountered included limited human resources and supervisory support facilities, low public participation in participatory oversight, local political dynamics, and suboptimal documentation and publication of supervision results. Various efforts were made to address these challenges, including increased outreach and political education, the strengthening of participatory oversight, improved coordination with supervisory staff and relevant agencies, human resource capacity building through training and technical guidance, and the optimization of documentation and publication via social media, the official website, and the Information and Documentation Management Officer (PPID) service. Overall, the supervision conducted by Bawaslu Ciamis Regency contributed positively to supporting the conduct of the 2024 Simultaneous Regional Head Elections in a manner that was democratic, transparent, and characterized by integrity. Abstract

Tourism has become one of the most significant sectors contributing to Indonesia's regional economic development, particularly in Bali, which is internationally recognized as one of the world's leading tourist destinations. The rapid expansion of tourism has generated considerable economic benefits, including increased regional income, employment opportunities, investment growth, and infrastructure development. However, tourism growth has also created complex governance challenges, such as environmental degradation, excessive tourism concentration, inadequate infrastructure capacity, fragmented institutional coordination, and uneven stakeholder participation. These challenges indicate that existing tourism development policies have not fully accommodated the principles of sustainable destination governance. This study aims to analyze the implementation of tourism development policies in Bali and formulate policy strategies to strengthen sustainable destination governance. The study employs a qualitative research design using a literature review approach. Data were collected from government policy documents, national and regional regulations, reports published by international organizations, and scholarly literature related to tourism governance, public policy, and sustainable development. The collected data were analyzed using qualitative content analysis to identify policy gaps and formulate recommendations for improving tourism governance. The findings reveal that although Bali has established various policies supporting tourism development, their implementation remains constrained by fragmented institutional coordination, inconsistent policy execution, limited stakeholder collaboration, and insufficient monitoring and evaluation mechanisms. Consequently, strengthening tourism development policy requires an adaptive governance approach that promotes collaborative governance, institutional integration, stakeholder engagement, digital governance, and sustainability-based policy evaluation. These strategies are expected to enhance destination governance while ensuring that tourism development contributes to long-term economic prosperity, environmental sustainability, and community well-being. Abstract

The rapid development of tourism in Badung Regency, Bali, has significantly contributed to increasing municipal solid waste generation, creating environmental challenges that threaten the sustainability of tourism destinations. Although the Regional Government of Badung has enacted Regional Regulation Number 7 of 2013 concerning Waste Management and several supporting regulations, the existing legal framework has not comprehensively incorporated the principles of the circular economy into tourism waste management. Consequently, waste management practices remain predominantly oriented toward collection and final disposal rather than waste reduction, reuse, recycling, and resource recovery. This study aims to analyze the existing waste management policy governing the tourism sector in Badung Regency and formulate an ideal legal policy based on circular economy principles to support sustainable tourism development. This research employs normative legal research using statutory and conceptual approaches. Primary legal materials consist of laws and regulations governing waste management, environmental protection, tourism, and regional government, while secondary legal materials include books, scientific journals, and official policy documents. The collected legal materials are analyzed qualitatively through descriptive and prescriptive methods. The study reveals that the current regional regulation has not specifically regulated waste management obligations for tourism businesses, nor has it established incentive mechanisms encouraging circular economy implementation. Therefore, reformulation of the regional policy is required by strengthening waste reduction at the source, extending producer responsibility, promoting collaborative governance, and integrating circular economy principles into tourism governance. Such policy reform is expected to enhance environmental sustainability while maintaining the competitiveness of Bali as a world-class tourism destination. Abstract

This study aims to examine the implementation of Badung Regency Regional Regulation Number 5 of 2018 concerning the Management of Regional Assets specifically regarding the disposal of regional assets at the Regional Coordinator Office of the Department of Education, Youth, and Sports in Petang District, Badung Regency. It also seeks to identify the obstacles encountered during this implementation process. The study utilizes the policy implementation theory proposed by Van Meter and Van Horn (cited in Suharno, 2013). Eight informants involved in the disposal of regional assets at the aforementioned office were selected using purposive sampling. Qualitative data analysis was employed. The results indicate that the implementation of the regulation regarding the disposal of regional assets at the Regional Coordinator Office of the Department of Education, Youth, and Sports in Petang District has been successful; this is evidenced by the fulfillment of the six variables influencing implementation performance as defined by Van Meter and Van Horn (cited in Suharno, 2013) during the asset disposal process. However, obstacles remain, particularly regarding communication; specifically, the staff responsible for asset management at the office do not yet fully understand the updates and changes regarding the execution of regional asset disposal. Abstract

This study examines the influence of innovative organizational culture on employee performance at PT. BRI Asuransi Indonesia amid an era of digital transformation. The rapid advancement of digital technologies has fundamentally altered the competitive landscape of the insurance industry, requiring organizations to foster cultures that embrace innovation, agility, and continuous learning. Drawing on the organizational culture theory of Schein (1985) and the competing values framework of Quinn and Rohrbaugh (1983), this research employs a quantitative approach using a survey-based design. Primary data were collected from 120 employees across departments including underwriting, claims, information technology, and human resources using stratified random sampling. A structured questionnaire with 35 items was administered, and the data were analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS) via SmartPLS 4.0 software. Findings indicate that innovative organizational culture exerts a significant positive effect on employee performance (β = 0.612, p < 0.001). Sub-dimensions of innovative culture—namely risk-taking orientation, cross-functional collaboration, continuous learning, and digital leadership—collectively account for 68.4% of the variance in employee performance. Digital transformation readiness was found to mediate the relationship between innovative culture and performance, reinforcing the importance of aligning cultural values with digital strategic objectives. The study contributes to the growing body of literature on organizational behavior in digital contexts and offers practical implications for HR practitioners and organizational leaders within the Indonesian insurance sector.
