Abstract

The development of information technology has encouraged various countries to adopt digital electoral systems, including Indonesia, which has started implementing e-voting at the village head election (Pilkades) level. However, the transition to digital elections still faces various structural and institutional challenges. This research aims to explore the roadmap and obstacles in the implementation of e-voting as part of the digital democracy architecture in Indonesia. The research method used is descriptive qualitative with data collection techniques in the form of in-depth interviews with three resource persons: The Chairman of the 2019 KPU, an election law academic, and a former regional head who had implemented e-voting in his region. The data analysis technique used is thematic analysis, to identify the main patterns in the interviewees' narrative. The results show that e-voting has significant benefits to the efficiency and transparency of the electoral process at the local level, and is well received by the public. However, its expansion to the national level faces major challenges such as infrastructure readiness, digital divide, political elite resistance, and the absence of comprehensive regulations and oversight mechanisms. This research highlights the importance of a phased and hybrid approach, as well as the need to strengthen institutional credibility to build public trust in electoral technology. The significance of this research lies in its contribution to designing a contextualised model of electoral digital transition in developing countries. The practical benefits are as policy input for governments and electoral administrators in building a digital democracy roadmap that is inclusive, equitable and adaptive to local challenges.

Abstract

Nigeria and Sweden maintain a dynamic and evolving economic partnership, marked by trade, investment, and technological collaboration. This study explored Nigeria-Sweden economic relations and assessed their significant benefits for Delta State, a resource-rich area in the Niger Delta. The study was anchored on dependency theory to explain how economic ties influence local development and help address structural inequalities. Swedish investments, particularly in renewable energy and technology, present transformative opportunities for driving industrial diversification and job creation in Delta State. However, challenges such as bureaucratic hurdles, political instability, and security issues hinder the full realization of these economic benefits. The study concluded that strengthening Nigeria-Sweden economic collaboration could serve as a catalyst for sustainable development in Delta State and support Nigeria’s broader economic diversification efforts. To enhance its impact, the study recommended, among others, that Nigeria, particularly Delta State, should strive to negotiate more favorable and inclusive trade agreements with Sweden that benefit both parties. These agreements should focus on lowering trade barriers, enhancing market access, and ensuring a fair exchange.

Abstract

Disaster management effectiveness is crucial in mitigating the adverse effects of natural and human-induced disasters, particularly in disaster-prone regions like the Niger Delta, Nigeria. This study examined the impact of administrative capacity on disaster management, focusing on the National Emergency Management Agency (NEMA) in selected states within the Niger Delta region. Specifically, the study investigated the influence of resource availability, personnel capacity, and coordination mechanisms on disaster response and management effectiveness. A cross-sectional research design was adopted, and data was collected via a survey of four hundred (400) respondents. Out of the 400-questionnaire administered, only 338 were retrieved and analyzed. The study was anchored on structural-functionalism theory as its theoretical framework. The theory explains how public trust and compliance with disaster management depends on shared values and effective governance. If NEMA is transparent, accountable, and effective, citizens are more likely to cooperate during evacuations, relief distribution, and disaster preparedness initiatives. Data collected were analyzed using percentages, frequency, Pearson’s coefficient of correlation, and multiple regression analysis with the aid of the Statistical Package for Social Science (SPSS) version 23. The results of the study showed that availability of resources, capacity of personnel and coordination mechanisms positively and significantly affect disaster management effectiveness by NEMA in selected states within the Niger Delta region. The study concluded that enhancing administrative capacity through increased resource allocation, personnel development, and improved coordination mechanisms is essential for strengthening disaster management in Niger Delta region in particular, and Nigeria in general. The findings provide valuable insights for policymakers, emergency response agencies, and stakeholders in developing strategic frameworks to improve disaster preparedness, response, and recovery efforts. The study recommended among others that the government should prioritize funding and resource allocation for disaster management, ensuring that NEMA has access to sufficient financial, logistical, and technological resources to improve resilience, emergency preparedness, response, and recovery efforts in the Niger Delta against disasters.

Abstract

This research aims to analyse Fahmi Adam's personal branding strategy through the Instagram platform in the context of the 2024 Gowa Regency DPRD General Election campaign. The research method used is qualitative with a descriptive approach, combining Instagram content analysis, participatory observation, and in-depth interviews with Fahmi Adam, the campaign team, and active audiences. The results showed that Fahmi Adam succeeded in building an authentic, consistent, and relevant self-image with strong social, religious, and youth values. This personal branding strategy not only increased the engagement of his followers on social media, but also created emotional closeness and public trust, especially among young voters. The findings confirm the importance of using social media as a space for two-way dialogue and interaction in modern local politics, and show how a strategic digital communication approach can strengthen politicians' electability. The benefits of this research lie in providing practical insights for local politicians in designing effective and ethical digital campaigns, as well as academic contributions in the development of digital political communication studies at the local level.

Abstract

This study aims to analyze the influence of the physical work environment on improving employee performance in the delivery of public services at the Social Affairs Office of Probolinggo City. The physical work environment is a crucial factor that affects employee comfort, efficiency, and productivity. This research employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation. Data analysis refers to the performance factor theory of Robert L. Mathis and John H. Jackson, as well as the Regulation of the Minister of Administrative and Bureaucratic Reform (Permenpan RB) No. 17 of 2017 concerning the Guidelines for Preparing the Professionalism Index of Civil Servants. The results indicate that aspects of the physical work environment—such as lighting, room temperature, cleanliness, spatial arrangement, and the availability of facilities and infrastructure—positively contribute to improving employee performance. A supportive work environment fosters a conducive atmosphere, enhances motivation, and accelerates public service delivery. Therefore, improving and maintaining the physical work environment is a strategic factor in efforts to enhance public service quality.

Abstract

This study examines the communication strategies employed by the ulama in propagating the Hikayat Perang Sabil during the Aceh War against the Dutch from 1902 to 1912. The Hikayat Perang Sabil was a powerful literary work that inspired the Acehnese people to resist colonial occupation, framing their struggle as a jihad (fī sabīlillāh). The research aims to identify the strategies used by the ulama, assess the effectiveness of the Hikayat Perang Sabil as a propaganda medium, and analyze the factors that influenced its impact on Acehnese society. This research employs a qualitative approach combined with historical methods, utilizing library research, document analysis, and content analysis. Primary data include manuscripts of the Hikayat Perang Sabil written by Tgk. Chik di Pante Kulu, while secondary data consist of books, journal articles, and colonial-era records. The data are analyzed within the framework of communication theory, particularly Lasswell’s communication model and the Stimulus-Organism-Response (S-O-R) theory, to evaluate how messages were constructed, delivered, and received. The findings reveal that the ulama adopted a multi-channel communication strategy, using oral recitations, manuscripts, and religious gatherings to disseminate the Hikayat Perang Sabil. The message’s religious legitimacy, emotional appeal, and repeated delivery were key to mobilizing the population. The credibility of the ulama as religious authorities significantly enhanced the acceptance of the message, leading to widespread participation in resistance efforts. This study concludes that the ulama’s communication strategy was highly effective in reviving Acehnese morale and sustaining resistance against Dutch colonialism. The Hikayat Perang Sabil not only functioned as propaganda but also as a cultural and religious symbol that reinforced Acehnese identity and collective memory. The research contributes to communication studies by demonstrating how indigenous literature can be strategically utilized for social mobilization and offers valuable insights for contemporary applications of communication strategies in community development.

Abstract

This study examines the Application of School Literacy in increasing students' interest in reading. The main focus of this research is on the strategy of implementing literacy programs in schools and how it impacts the increase of students' interest in reading. This research was carried out at SMAS Sukma Bangsa Lhokseumawe. This research uses a qualitative method. Data collection techniques through observation, interviews and documentation. Data analysis is carried out through three stages, namely data reduction, data presentation, and conclusion drawn. This study uses Pierre Bourdieu's Habitus Theory. The results of the research concluded that the strategy for implementing literacy programs in schools is with a conditioning class with homeroom teachers for 30 minutes of literacy activities in the classroom. Meanwhile, the impact of literacy on increasing reading interest is increasing knowledge and reading interest is getting higher so that students are used to reading books and finding motivations in their reading books. The impact of literacy at Sukma Bangsa School in Lhokseumawe has been quite positive for students, as it has increased their interest in reading and writing. This literacy development extends beyond reading and writing habits, but students are also able to compete in writing competitions and youth scientific competitions. Theoretically, it can be said that the habitus of reading is a basic understanding or value born from the internalization of social structures built in the school environment.

Abstract

This study aims to examine the impact of work-family balance on work attitudes, particularly job satisfaction, organizational commitment, and work engagement, among employees in Uvwie and Udu Local Government Areas of Delta State. The study adopted a cross-sectional research approach, utilizing structured questionnaires to collect data from 440 respondents across various organizations and was anchored on conservation of resources theory. The findings revealed that work-family balance positively and significantly influences job satisfaction, organizational commitment and job involvement among employees in Uvwie and Udu Local Government Areas of Delta State. The findings underscore the importance of work-family balance initiatives in enhancing employee well-being and organizational effectiveness. The study concluded that ensuring work-family balance is not only beneficial to employees but also serves as a strategic advantage for organizations striving for sustainable growth and productivity. The study recommended among others that Uvwie and Udu Local Government Areas of Delta State should adopt flexible work policies such as remote work options, compressed workweeks, and flexible working hours. These policies will enable employees to better balance their work and family responsibilities, leading to increased job satisfaction and overall well-being. This study contributes to the growing body of knowledge on work-family balance and provides practical insights for organizations aiming to enhance employee job attitudes and overall productivity.

Abstract

This study aims to discuss Sufism education within the zikir ritual (Maddate) of Khalwatiyah Samman in Bulumparee Village, elaborating on the implementation process and identifying the values contained therein. This research is a qualitative field study, examining and investigating respondent sources found directly in the field through observation, interviews, and documentation. The results of this study indicate that: First, Tarekat Khalwatiyah Samman entered Bone Regency brought by a Bugis Bone nobleman named Abdullah Munir in the 19th century. Second, the implementation of zikir jahr of Tarekat Khalwatiyah Samman is performed after Isya and Subuh prayers, utilizing the phrases Lailahaillallah, Allah-Allah, Huwa-Huwa, Ah-Ah. Before performing zikir jahr, several things need to be prepared, namely reciting salawat for the Prophet Muhammad, the Prophet's Companions, and the Mursyids of Khalwatiyah Samman, reciting Surah Al-Fatihah, and then sitting in a circle. Zikir Khalwatiyah Samman aims to draw closer to Allah swt., eliminate despicable behaviors, and strengthen a servant's faith in the Creator. Zikir is beneficial for making one's heart calm, serene, and peaceful. Third, Zikir is not only a means to draw closer to Allah swt., but also contains Sufism values within it, such as the values of al taubat, al zuhud, wara, mahabbah, takwa, tawakkal, adab, sabar, ikhlas, warid, and muraqabah. Thus, sociologically, through maddate or zikir, it is able to provide moral education for the community of Bulumparee Village to be peaceful and mutually respectful, and able to strengthen social cohesion and solidarity.

Abstract

This study aims to discuss women's leadership in education, specifically at the University of Calabar, Nigeria (UNICAL). The role of women in education, previously considered a barrier, was later successfully overcome. This study examined educational institutions in Nigeria from 1975 to 2025. It highlights the barriers women have confronted over time, the milestones they have achieved, and the promise the future holds for female leadership and scholarship. UNICAL is a pioneer institution in Nigeria, which has succeeded in catalyzing gender dynamics and growth. It is little wonder, therefore, that it has produced notable females who have achieved tremendous feats in academia both nationally and internationally. Through a historical and qualitative lens, this research examines the impact of scholars such as Professor Florence Banku, the first female and 11th Vice Chancellor of the University of Calabar, Professor Aniebiet Inyang Ntui, the University Librarian; Professor Stella Ikhesor Ekpe, Dr. Bernadine Nse Ekpenyong, and a host of other notable females. The results of this study's investigation reveal the challenges women have faced in securing education, leadership roles, and influencing the overall academic culture at UNICAL. By documenting this narrative of excellence and analyzing the pattern of inclusion, this work will contribute to the broader discussion on gender equity in the Nigerian and African Higher Institutions. It offers recommendations for strengthening female academic participation in the years to come.
