Abstract

The main focus of this article is to analyze the role and dominance of elites in the government system in Indonesia in the light of Gaetano Mosca's concept of the "ruling class". The current government situation in Indonesia is dominated by elite groups. The role of elites in determining policy is very dominant. Various policies and decisions are determined by elites who have important status and roles in the government arena. This phenomenon has an impact on the reality of people who do not have a role in government.   Thus, it is the elite who dominate or have power. This is exactly what Gaetano Mosca, an Italian-born sociologist and philosopher who pays attention to politics, calls for. In order to overcome problems arising from the domination of elite groups, there needs to be a reform mechanism. The mechanism is carried out through democratic processes such as elections or through social and political pressure from the masses. Effective reform can bring in more competent individuals into the ruling class, while overthrow can stop the cycle of oppression that is detrimental to the state. The aim of this research is to analyze the role of elites in government in Indonesia, and to see how elites maintain and utilize their power. The method used is literature study using Gaetano Mosca's The Ruling Class as a primary source. This research finds that the dominance of political elites in Indonesia plays a central role in policy formation and determining decisions taken in the government system.

Abstract

In a democratic system, the success of general elections is highly dependent on the integrity and neutrality of the State Civil Apparatus (ASN), which is an integral part of organizing fair and free elections. Therefore, it is important to discuss the protection strategy of the ASN in the context of democratic elections. The focus is on addressing two serious threats, namely money politics and intimidation, which often disrupt the integrity of elections. In this case, the researcher seeks to identify efforts that should be taken to protect ASN so that they can carry out their electoral duties reasonably and free from external pressure, which includes various strategies that can be used, including strengthening election-related regulations, increasing ASN awareness about the risks of money politics and intimidation, and the role of election monitoring institutions in supporting election integrity. By implementing this strategy, it is hoped that general elections can become more democratic and have integrity. ASN is also expected to be protected from political money and intimidation threats during the election process.

Abstract

This study examined at the United States -Iranian conflict and how it would affect Middle East security. This study used a historical research design, and the trend analysis technique was used to analyze the data. It was determined that the exploratory and qualitative trend analysis technique was appropriate for the type of study. This study was based on Zagare's (1996) deterrence theory, which was seen as a re-evaluation of the traditional balance of power theory. Findings showed that the core reasons for the dispute between the United States and Iran were the U.S. foreign policy, the failed extreme pressure strategy of the Biden and Trump administrations, state behaviour in the global order, innovation, domestic politics, and control and deterrence. The conflict between the United States and Iran has undermined regional security and peace. The main causes of the sanctions' futility against the Islamic Republic of Iran include Iran's economic diversification, its technological advancements, its nuclear program, its geopolitical location, people's support for the system as well as political engagement, the continued implementation of Iran's regional policies, political countermeasures, and other countries' lack of political support following Trump's decision to withdraw from the Joint Comprehensive Plan of Action. The Middle East's security was viewed as being threatened by Iran's nuclear program by the United States, Israel, and other countries in the region. The study came to the conclusion that, despite the two states' numerous problems and obstacles impeding their attempts to normalize, opportunities and hopes have always existed. The study concluded that despite their ongoing hostility and tense relationship, both nations occasionally communicate because it is in their specific national security goals. Therefore, the study suggested, among other things, that in order to prevent the United States from isolating itself from significant actors in the Middle East, the country should work to restore relations with Iran and discover productive means of resolving disagreements, starting with a return to full adherence to the JCPOA for both parties.

Abstract

Waste management has transcended from a mere environmental concern to a pivotal economic opportunity, particularly in urban landscapes. The Government of Lhokseumawe City has issued the Qanun Number 9 of 2015 concerning waste management, a cornerstone in this paradigm shift. This study analyzes the implementation of the Qanun for economic values in Lhokseumawe City and the obstacles faced in its execution. The research adopts a qualitative approach using data collection techniques such as observation, interviews, and documentation. The findings reveal that the full implementation of Qanun Number 9 is hindered by budget constraints at the Environmental Agency (DLH)  of Lhokseumawe City and challenging social environmental conditions, which make waste management difficult to control. Even though DLH has set appropriate waste management targets, obstacles cannot be avoided, including ineffective socialization, apathy towards cleanliness, and difficulties faced by micro, small and medium enterprises (MSMEs) in obtaining raw materials for plastic waste. Meanwhile, positive supporting factors were found, including the persistent efforts of officers in carrying out outreach activities, increased public awareness of the importance of cleanliness, and support from village officials in waste management outreach activities carried out by DLH.

Abstract

The significance of ethics in young people's use of social media for political involvement is profound. During general elections, divergent viewpoints are normal, but mutual respect is crucial. Engaging in political life requires maturity and integrity, reflecting political ethics as a personal obligation. Social media enables young people to interact, express thoughts, and exchange information, but it also exposes them to unethical activities such as cyberbullying, peer pressure, and spreading misleading information. Therefore, young people must be aware of the moral ramifications of their social media usage and engage in politics in a morally sound and responsible manner. Understanding the impact of their online actions and maintaining ethical standards are essential. This ensures that their political engagement contributes positively to the democratic process and fosters a respectful and informed political discourse. Ethical participation in politics is crucial for maintaining a healthy and functioning democracy, promoting fairness, and upholding the integrity of the electoral process.

Abstract

A multicultural society is an intricate social construct with diverse components, including ethnicity, religion, and race, which engage in social interactions that mutually impact one another. Nevertheless, minority groups frequently find themselves in a precarious and subjugated state. The prevalence of majority dominance frequently leads to repressive actions, subsequently provoking resistance from minority factions and even escalating into violent conflicts. This article aims to seek novel strategies for governing pluralistic communities, emphasizing the significance of multicultural consciousness as the fundamental basis for formulating comprehensive and equitable policies. To effectively navigate the intricacies of ethnic interactions, it is essential to implement policies and activities that prioritize justice, autonomy, and shared accountability. To achieve a harmonious multicultural society, it is necessary to reorganize government institutions and create an atmosphere that values, appreciates, and incorporates multiple identities, hence promoting fairness and equality. This article suggests developing an enhanced framework for effectively managing social conflict and fostering harmony in a diverse society.

Abstract

The problem of wages is more than just nominal. Other things are important to note, such as the time of payment and the wage component. Likewise, eligibility and fairness must be seen from the mechanism for determining it so that inequality between workers and job providers does not occur. The philosophy of wages as a form of worker protection is needed for government intervention to issue regulations made by the government by setting a minimum limit of salary/wages to be paid by the company to its workers. The Aceh government has set the Provincial Minimum Wage (UMP) to ensure wage equity between workers and job providers. This research is qualitative research that uses secondary data as a data source. The data used is Aceh Governor Regulation No. 560/1539/2022. The data was analyzed by describing the UMP setting system in Aceh and its relevance to the principles of justice, eligibility, and virtue. The results indicated that the setting of Aceh's minimum wage is relevant to the concept of wages in Islam and has fulfilled the principles of wages in Islam based on justice, eligibility, and virtue principles.
