Abstract

The government facilitates various agricultural facilities and infrastructure as an effort to increase food productivity, one of which is by implementing a fertilizer subsidy policy. The realization of subsidized fertilizer redemption in West Selemadeg District in 2023 is still not effective. The aim of the research is to analyze the implementation of the subsidized fertilizer program in West Selemadeg District, Tabanan Regency, Bali Province by analyzing farmers' perceptions of subsidized fertilizer policies, and analyzing the effectiveness of subsidized fertilizer distribution.. The sample in this study consisted of 68 farmers. The data analysis used is Likert Scale analysis. The results of the research showed that farmers' perceptions of the subsidized fertilizer policy in West Selemadeg District were in the good category and the effectiveness of subsidized fertilizer distribution in West Selemadeg District was in the fair category.

Abstract

cultivation techniques with mina padi cultivation techniques. This study aims to increase the productivity of rice fields in Kenderan Village, Tegallalang District, Gianyar Regency. The research method used is the experimental method with Randomized Block Design (RAK) with 2 treatments. Data analysis in this study used descriptive analysis, quantitative analysis and farming business analysis. The results of the study showed that the mina sari cultivation technique was able to produce 3 types of commodities with gonda plant production of 1,760 kg/ha, rice plants 6,780 kg/ha, and tilapia fish as much as 1,390 kg/ha. The sales results from all commodities allow farmers to earn an income of IDR 83,300,000 per hectare. Monoculture system, rice fields are only able to produce rice plants with a yield of 7,334 kg/ha. The rice yield obtained from the monoculture technique is slightly higher than the Mina Sari technique, the income from farmer sales with the monoculture system is much lower, which is IDR 44,004,000 per hectare. The results of the R/C analysis showed a value of 2.02 in the Mina Sari cultivation technique and a value of IDR 2.47 in monoculture. The R/C value in farming with the Mina Sari and monoculture cultivation techniques showed a value> 1 so that both cultivation techniques were profitable.

Abstract

The design of bone carving crafts in Tampaksiring tourist village of Gianyar Regency needs to be protected to ensure the protection of the rights of the designer and establish its rights and obligations as well as to keep unauthorized parties from misusing the industrial design. This is in accordance with Article 10, 11, 12 of Law Number 31 Year 2000 on Industrial Design. However, in its implementation, not all bone designs have received protection of Industrial Design Rights, so it is important to raise the issue: Implementation of Registration of Industrial Design Rights to obtain Legal Protection of Bone Carving Crafts in Tampaksiring Tourism Village. This study aims to analyze the legal protection of industrial design rights against bone carving crafts in Tampaksiring tourism village. The formulation of the problem in this study is 1). How is the implementation of industrial design rights registration against bone carving crafts in Tampaksiring tourist village, Gianyar regency? 2). How is the effectiveness of legal protection of industrial design rights to bone carving crafts in Tampaksiring tourist village, Gianyar regency. This research method uses the type of empirical legal research with qualitative analysis, with Non-Probability Sampling technique and by using Purposive sampling method which is described by using the theory of legal effectiveness, the theory of legal position, the theory of legal authority and the theory of legal protection. The conclusion of this study is the implementation of industrial design registration of bone carving crafts in Tampaksiring tourist village of Gianyar Regency is evident from the small awareness of individual craftsmen to register industrial design rights of craft products produced due to factors affecting the implementation of industrial design registration in the bone craft industry in Tampaksiring tourist village of Gianyar Regency, due to lack of awareness of craftsmen and lack of coordination and socialization regarding the importance of registration of industrial design rights to obtain legal protection. The effectiveness of legal protection of industrial design rights to bone carving crafts in Tampaksiring tourist village is not effective and optimal, it is caused by the mindset of craftsmen who think the process of registering industrial design rights is not too important and does not really affect the production of crafts produced, so that when a problem arises related to violations of industrial design rights in this case plagiarism of bone carving designs, then the law does not have the authority to take action against such violations and legal protection of the carving crafts cannot be realized because the bone carving crafts do not have legal legality. Bone Carving Craftsmen in Tampaksiring Village, Gianyar Regency think that the Certificate of Industrial Design Rights has not guaranteed legal protection for holders of industrial design rights which are their exclusive rights so that there are still many doubts of craftsmen who think that registration of industrial design rights is not too important to do

Abstract

This study seeks to investigate and explain the impact of principal leadership on the performance of driving teachers in North Konawe Regency, as mediated by organizational commitment. The strategy to this study is a survey that uses an explanatory research design. Data was collected cross-sectionally using a questionnaire. This study's population consisted of all driving teachers working in North Konawe Regency, which totaled 34 people. The sampling approach utilized in this study was a saturated sample, which is a sampling strategy that uses all members of the community as samples. This study's hypothesis was tested using the partial least squares (PLS) analysis method. The findings indicated that principle leadership had a favorable and significant impact on the performance of driving teachers. The principal's leadership had a major and positive impact on organizational dedication. Furthermore, organizational dedication had a good and significant impact on the performance of driving instructors. Organizational commitment has been shown to moderate the relationship between principal leadership and the performance of teachers. This study concludes that principal leadership has both a direct and indirect impact on the performance of driving teachers through organizational commitment. Based on the research findings, it is recommended that the main implement more supportive leadership, the school work environment is improved to strengthen the organizational commitment of teachers, and the allocation of time and support for the driving teacher in helping students is considered through training, workload management, and incentives. The implications of the research are that the respondents of this research are limited to the Driving Teachers in North Konawe Regency. As a result, it may limit the capacity to generalize the findings of this study, particularly to public organizations or agencies in different locations.

Abstract

This study aims to analyze the influence of Work-Family Conflict and job stress on teacher performance in Ubud District, Gianyar Regency, and examine the moderating role of the ngayah tradition in this relationship. The study used a quantitative approach with a survey method, involving elementary and junior high school teachers as the population, with purposive sampling. The research instrument was a Likert-scale questionnaire, analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) to test the direct relationship and moderation. The results showed that Work-Family Conflict had no significant effect on teacher performance, while job stress had a significant positive effect, indicating that measurable work pressure can increase focus, creativity, and work responsibility (eustress). The ngayah tradition did not moderate the relationship between Work-Family Conflict and job stress on teacher performance, because its effectiveness depends on individual perceptions, workload, and social context. The conclusion of the study confirms that teacher performance is maintained thanks to social support, family understanding, and good role management. The integration of the ngayah tradition needs to be carried out adaptively to continue to provide benefits, support work-family balance, and strengthen performance according to the principles of Tri Hita Karana. Research suggestions include the implementation of effective time management, work-life balance training, coordination between teachers and schools, and regulating involvement in traditional activities so that cultural values become a source of motivation and not an additional burden.

Abstract

The Denpasar City Inspectorate faces an imbalance in human resources with a ratio of 31 employees out of an ideal need of 104 people, potentially causing role stress that contributes to auditor burnout. This study analyzes the influence of role stress which includes role conflicts, role ambiguity, and role overload on burnout auditors at the Denpasar City Inspectorate. The research methodology uses an explanatory quantitative approach with a census method involving 31 internal auditor respondents. The questionnaire instrument used a Likert scale that was analyzed through multiple regression after meeting tests of validity, reliability, and classical assumptions. The results of the regression analysis showed an adjusted R² of 0.838, indicating that 83.8% of the burnout auditor variance was explained by role stress. Role conflicts demonstrated the dominant influence with a coefficient of 1.895 and significance of 0.000, followed by role ambiguity with a coefficient of 0.576 and significance of 0.009, and overload of roles with a coefficient of 0.517 and significance of 0.009. The conclusion of the study confirms that the three dimensions of role stress have a positive and significant effect on auditor burnout, with role conflict as the strongest predictor in this research model, thus confirming the urgency of implementing optimal human resource management to minimize the level of burnout and increase the effectiveness of the implementation of internal audits of local governments.

Abstract

This study aims to analyze the protection of human rights within the life of indigenous peoples (masyarakat hukum adat) in Bali. This issue becomes particularly significant when examined in light of the constitutional recognition under Article 18B paragraph (2) of the 1945 Constitution of the Republic of Indonesia, which acknowledges the existence and rights of indigenous communities. Such recognition entails not only an obligation to respect and protect these rights, but also to ensure their fulfilment. Human rights, as stipulated in Law Number 39 of 1999 on Human Rights, fundamentally represent inherent powers or entitlements possessed by individuals. Given their fundamental nature, the fulfilment of these rights is imperative. In practice, indigenous communities in Bali constitute organized social entities governed by customary law, residing within defined territories, possessing leadership structures, and holding both tangible and intangible assets, including control over natural resources within their territorial domain. This research employs an empirical legal method, conceptualizing law as a social phenomenon observable within real-life contexts. Referring to human rights enforcement, Article 6 paragraph (1) emphasizes that the needs of indigenous communities must be acknowledged and protected by law, society, and the government. Human rights protection for indigenous communities in Bali encompasses several key aspects, including: the rights of women and children; the prohibition of cruel and inhumane punishment in relation to customary sanctions; land rights associated with the protection of cultural identity and communal land rights (hak ulayat); and the rights of local communities in tourism development, considering Bali’s position as a major tourism hub.

Abstract

Badung Regency is situated in Bali Province and encompasses an area of 418.52 km². With the development of time and the dynamics of development and population growth, the existence of land has begun to be disturbed. One of the problems closely related to the existence of rice plants is the increasing conversion of agricultural land. This study aims to determine the extent of rice field conversion using Big Data. The data used in this study includes rice field area (ha), population (people), per capita GDP (IDR), and the share of agriculture in GDP (%) from 2018 to 2024, sourced from BPS and the Agriculture and Food Security Department of Bali Province. The results of the study indicate that the forecasting method using the Backpropagation algorithm can be used to provide an approach for the years 2025 and 2026. The Backpropagation design uses MAPE of 0.00012, categorized as good forecasting. Therefore, it is recommended to conduct further research focused on each regency, as each regency has distinct characteristics in food data collection methods, particularly for rice.  Future research should develop this forecasting method by incorporating machine learning techniques to achieve more accurate forecasting results

Abstract

With the development of information and telecommunications technology, today's diversity is evident in various services, existing telecommunications facilities, and information technology products that can integrate all information media to assist human resources, supported by technological developments, making trade smooth and easily accessible to everyone. The problem in this research is how to regulate consumer legal protection in online electronic buying and selling transactions and what is the model of seller liability for consumer losses in online electronic buying and selling transactions. The research method uses normative legal research with a problem-based approach, including legislative approaches, conceptual approaches, and case approaches. It also uses descriptive and analytical analysis of legal materials. The research findings indicate that the legal protection of consumers in online electronic buying and selling transactions, which constitute the primary legal basis for electronic transactions in Indonesia, is regulated by Law Number 8 of 1999 concerning Consumer Protection, Law Number 11 of 2008 concerning Electronic Information and Transactions (ITE), Law Number 7 of 2014 concerning Trade, Government Regulation Number 80 of 2019 concerning the Implementation of Electronic Systems and Transactions, Minister of Trade Regulation Number 31 of 2023 concerning Electronic Commerce (PMSE), and the seller's legal liability model uses the principle of negligence. However, in line with developments, this has shifted to the application of strict liability, or absolute responsibility, especially in transactions with apparent high risks. Meanwhile, the ITE Law applies the principle of presumed liability, meaning it is based on the presumption of guilt, because the seller is in a position of error and is charged with compensating for losses as a form of responsibility.

Abstract

Plastics serve important functions in people's daily lives, but they often become waste, polluting the environment and posing a hazard if not managed properly. It's crucial to reduce the use of single-use plastics, recycle recyclable plastics, and choose more environmentally friendly alternatives to mitigate the negative impact on nature and health. This study aims to describe the principles of plastic waste management, the government policy framework, and the role of the government and stakeholders in waste management in Bali. The vast amount of plastic waste in Bali is a serious problem that must be addressed, as the increasing number of residents and visitors or tourists use plastic items in various activities. Plastic waste management is based on five principles: refuse, reduce, reuse, recover, and recycle. Three main pillars are needed in the policy and regulatory framework for plastic waste management in Indonesia, including in Bali Province: a primary legal basis, waste reduction policies, and waste management policies. The increased role of the government and various stakeholders, including universities, the private sector and industry, universities, environmental communities, villagers, and the media, in addressing the plastic waste problem in Bali will support the government in realizing a clean Bali. An integrated strategy is needed to comprehensively address plastic waste, encompassing interventions from upstream (producers) to downstream (processing), and involving three main pillars: policy, infrastructure, and stakeholder behavioural change.
