In this global competition era, the product quality stimulates company's competitiveness. This research has aim to see how far the TOM concept has been applied to improve the business performance of CV Banyu Biru. CV Banyu Biru hold a customer's satisfaction strategy for competing with competitors. The strategy is to fill up the customer's demand and satisfaction by serving and keeping product quality. We can see the problems of TOM and how far the TOM have been applied in this company by observing the company's quality management in relation with the indicators, principles, and the basic elements of TOM. In identifying the existing problem, the research use the Analytical Hierarchy Process (AHP) method by making hierarchy. The results of this research shows that there are five main problems. That the company always put in priority. These problems are product quality, product delivery timing, production continuity, product amount and production costs. The alternative for improvement are teamwork, training, benchmarking, information system, technology, product variation, and also the improvement in management info administration system. The priority of joined management perception to elements of TOM are company vision and mission, standardization, internal auditing, organization, facilities, human resources and training.

Level of education in fishermen community is a low classified, one of something is because of the poverty in the fisherman community. In other, fishermen perception about formal education will influential to the level of education in fishermen community. This research have a direction to know the fishermen perception level about formal education, to know the factors that influence it, to know the relation between that perception with the fishermen behavior to sent their children to school, and to know how much percentage of cost that their spent to their children education. This research used the cased study method, and analyzed descriptively. The result of the research showed that almost of fishermen in the Rembang District, Rembang Regency, Central Java Province have a high perception level about formal education. The factors that influence it such as age level in the present, the children value for the future, their hope for'their children jobs, community value, and the policy of the local governmant in Rembang Regency about education. The relation between fishermen perception about formal education with the fishermen behavior to sent their children to school have real and positive characters. The cost of the education that spent by fishermen family to their children have an average value. That average value is about 18.25 % from the total of their total spending.

Leadership is very important to improve a community group as like the fish farmer group in KUIH Telaga Biru, Desa Parigi Mekar, Ciseeng, Bogor. The research in focuses on how principal, commitment and a figure of group's leader, and the style of the leadership. From the research, it has been the shown that group's leader use the leadership principal of Muhammad SAW as like sidiq, tab/igh, amanah, dan fathonah. Partnership of contract farming system is the one of solution for economic problem in Indonesia. PT Aqua Farm Nusantara has been carried out contract farming system with small fish farmers in Kalasan Sub-district, Sleman Regency, Special Region of Yogyakarta Province.The research uses a case study method, and purposive sampling is made to get primary and secondary data. The research is aimed to learn contract-farming implementation technically, to identify obstacles and benefit of contract farming system, and to analyze impact of the system between the company and its partner and non-partner fish farmers. Qualitative and quantitative data method is used to calculate the outcome of the farms of the participants. Mann-Whitney Test has been used to observe real respective income of partner and non-partner fish farmers. The result of study shows that based on cash and total cost calculation, incomes of nonpartner are bigger than partner fish farmers'. The R-C Ratio Analysis based on the cash cost of the farming indicates that the partner and the non-partner fish farmers still gain profit. R-C Ratios of both participants are higher than 1 point. The result of the analysis and calculation indicate that contract farming system is still able to be sustained, because the partner fish farmers can cover the cost, and get profit from their farm in an outline of contract farming system.

Cinta Tzu Chi 2 Muara Angke flat is one of some alternative home to people especially fishermen who lived in Kali Adem riverbank. Develop the flat sponsored by Budha Tzu Chi Foundation. How the attitude's people to live in this flat is important to know, so the aim of this research were: to know how level of their attitude to live in this flat, to identify of factors that correlate with attitude, and the fit of the attitude with behaviour to live in this flat. The result of research showed that (1) the attitude's people to live in this flat was in the good level, their reason was live in the flat is better than live in the riverbank, (2) The internal factor was the floor level of the flat and the external factors were the rules of conduct from Cinta Kasih Tzu Chi 2 management and the conditions of their house when they have been lived in riverbank those influenced attitue'people to live in this flat, (3) There were positif or negatif correlation between the attitude with behaviour in the people who live in this flat. The positif correlations were on the domestic activities (children carieng, family gathering), rule of conduct (paying of bill) and social activities (freedom to activities), another side the negative correlation are on domestic activities (keeping of cleaning and good looking of the flat environment)

Besides of large ocean and long coastline, Indonesia was also gifted resourceful islands, which were economically potential for our state development. Even the outer small islands were also have a strategic point as a base line from the Indonesian archipelago straight line in reconciling Indonesian water area, as the front liners of the state, and also support international passage. Nipa is one of the outer small islands that were recently being a public issue. Most of it was the anxiousness about the sinking of Nipa and coast reclamation by Singapore. Both of them concerned to be the causes of a significantly water area diminishing as the base line measurement changes between bordered states. That anxiousness was reasonable as concerning the lost of SipadanLigitan of which Indonesia and Malaysia disagreement. We need some juridical revision for the principal of outer small islands. Afterward, some management policy aspect is complementary required. This research was using a case study method compiled with formally juridical method. Primary and secondary data were analyzed with a qualitative analysis. This issue has three juridical law anvil of Indonesian ownership for Nipa Island, the Intemational Law, Bilateral Agreements, and National Law. From a juridical study, it is notorious that stronger law anvils compared with Sipadan and Ligitan supported Nipa and the other islands. Otherwise, the policy aspect contents about the issues and management strategies conducted by the government, which is mandatory, associated by MMAF, Ministry of Foreign Affairs and Ministry of Defends. The matrix policy described that the MMAF mostly participated than the others. Although it has strong law anvils for Nipa issues, Indonesia is forced to be concern about patches, which can be utilized by Singapore, as example for accomplishments of the baseline agreement and their activity construct in that island.

Tourism by utillizing fishery and marine resources are divided within two parts, namely freshwater tourism and marine torism that is a special toursm by doing activities at seascape (under and surface waters) and landscape. One of the potential place to develop marine tourism is Gili Trawangan, Village Gili Indah, District Pemenang, Region Lombok Barat, Provincy Nusa Tenggara Barat. The uniqueness of biodiversity like coral reef and flora-fauna are tourism objects that tourist from domestic and foreign are interested. This study are aimed to analyze demand toursm, analyze consumer's surplus and establish some strategy for developing marine toursm at Gili Trawangan. The sampling method for this study are purposive sampling based on tourism activities of tourst and the toursts have jobs. Based on the result of study are known that parts of tourism industry are toursm atraction, toursm services and toursm transportation. Function of demand toursm are Ln Q = -0,773 -0,068Ln Xl + 0,051Ln X 2 +0,773Ln X3 ~ 0,358D Demand elasticity are -0,0068 that is the demand fungtion are elastic. Consumer's surplus at the Gili Trawangan at 2006 are US$ 8.724.613,25 per year. Strategy for developing marine toursm at Gili Trawangan are (a) Creating the tourism image to increase level visting, (b) Creating communication and patnership within managing resources (c) Establishing tourism perception by using natural resources and facility in order to positive impacs for community.

One of potency of experienced of nature resources which can be exploited from be exploited from Bay Banten is fishery sector. According to annual report on duty fishery and oceanic of Regency Serang year 2001, production of fish of pelagic from territorial water of Bay Banten amount to 6.466,90 ton. Volume produce fish of small pelagic from Sub District Kesemen at 2001 equal to 1.325 ton or 20.49 % from totalizing the production fish of small pelagic in Regency Serang. As for fish of small pelagic caught is domination by small fish ( Stolephorus spp), lemuru ( Sardinella longiceps), kembung ( Rastrelliger spp), cumi-cumi ( Loligo Spp) , tembang ( Sardinella fimbriata). This research study of mount prosperity of bagan motor fisherman in Regency Serang, pursuant to 11 indicators Bureau of Statistical Center ( BPS) in SUSENAS 1991. Result of this research indicate that mount prosperity of pursuant to 11 indicators of BPS, it shows that most of all the fisherman's households of bagan motor in Bay Banten. Regency Serang the included in category of high mount prosperity is 93.33% and category of meddle mount prosperity is 6.67%.

Competition in business of fishing restaurant is highly increasing. In this situation, customer have more better bargaining position. This condition give them opportunity to choose the best one fishing restaurant that give them satisfaction. Therefore, satisfied the customer is the best way to be the winner in the fishing restaurant business competition. This research is aimed to identify attributes of Lumintu 1001 quality of service that influenced the customer satisfaction, to identify the level of customer satisfaction toward attributes of Lumintu 1001 quality of service, to get the information of the priority attributes to improve. Result of the research showed 16 attributes quality of service in Lumintu 1001 fishing restaurant. There were sanitary kit, waiter appearance, room layout, room neatness, tasted of food and beverage, atmospheriC of fishing restaurant, suitability of food and beverage, fishing facility, quickness of service, waiter response to the problems, convenience toward payment, friendly of service, availability of foood and beverage written in the list of menu, security of availability of food and beverage, staff skill and knowledge to explain of menu, waiter availability to communication to the customer. Customer assessed attributes of quality of service based on the level of importance and satisfaction each attributes. Customer Satisfaction index showed that quality of service in Lumintu 1001 fishing restaurant gave the satisfaction to the customer. The range of satisfaction is between satisfaction enough to satisfaction. Attributes of quality of service that give priority to improve are quickness of service and room neatness.

Analisis Strategi Bisnis Ekspor Ikan Hias Air Tawar (Kasus di PT NAE, Jakarta) Aim of Business strategy analysis toward PT NAE on this research is to identify strengthens and weaknesses of internal and extemal factors of the company and recommend alternative strategies to the company as consideration for releasing essential policy related on fresh water ornamental fish business. Based on analysis through input matrix obtained scores above the average of 2,5, those are 2,545 for IFE and 2,651 for EFE. The scores show that PT NAE was enabling in using its internal strength and overcome its internal weakness to gain business opportunities and avoid treats. Based on analysis through matching matrix with SWOT, SPACE, IE and Grand Strategy analysis, result as altematives strategy was produced. The altemative strategies are product development and market penetration. Final step is making priority on recent altemative strategy. Based on as PM analysis. product development is being the 1st strategy to be implemented, and market penetration is being the 2nd. General description on implementing product development is to maintain consumer image toward fresh water omamental fish product and hold product quality and service. General description on market penetration is by doing prornotion strategy optimally to preserve rnarket share of company on targeted country.
