Abstract

Pemerintah Kabupaten Belu dan Timor Tengah Utara memiliki sumber daya alam yang sangat potensi untuk dipersiapkan sejak dini sebagai tempat para investor baik Nasional maupun internasional. Gagasan yang dilaksanakan oleh Pemerintah Kabupaten Belu dan Timor Tengah Utara adalah dengan menyiapkan pas lintas batas yang selanjutnya dijadikan sebagai pasar perbatasan yang terletak di Motaain, Matemauk, Haekesak/Turiskain dan Builalo sedangkan di Kabupaten Timor Tengah Utara terletak di Haumeniana,Wini dan Napan. Kehadiran pasar perbatasan tersebut diharapkan investor dapat menanamkan modalnya di kawasan Timor Barat. Permasalahan yang dihadapi oleh ke dua Kabupaten tersebut adalah pada faktor resiko sosio ekonomi yang berhubungan dengan tenaga kerja dan persaingan. Tujuan penelitian adalah untuk menyajikan informasi mengenai kesiapan Pemerintah Kabupaten Belu dan Timor Tengah Utara terkait kebijakan investasi, serta memberi pertimbangan kepada pemerintah daerah pada aras Provinsi dan Kabupaten mengenai langkah-langkah strategis dalam persiapkan masuknya penanaman modal asing. Metode penelitian yang digunakan adalah tehnik open sampling, dan relational sampling. Hasil penelitian bahwa Informasi yang berhubungan dengan resiko sosio ekonomi belum tersedia Perda di bidang Perpajakan, perburuan dan terutama kebijakan yang berhubungan dengan tenaga kerja asing. Untuk peraturan yang berhubungan dengan upah buruh, umumnya Pemda Kabupaten Belu dan Timor Tengah Utara berpatokan pada Upah Minimum Regional Provinsi. Kondisi ini menuntut komitmen dari Pemerintah Daerah dalam mendukung Investasi dengan menerima relasi eksternal dalam mempromosi potensi daerah serta kebijakan yang melindungi tenaga kerja baik lokal maupun asing. Simpulan Aparat Pemerintah Daerah Kabupaten Timor Barat mengakui pentingnya investasi dari luar terutama investasi asing dalam memajukan roda perekonomian wilayah tersebut. Demikian juga dengan produk informasi terkait investasi, terutama informasi potensi. Oleh karena itu, pihak Pemda dan pelaku bisnis di daerah umumnya masih bersifat menanti peluang. Perlu mendapat perhatian Pemerintah Daerah Kabupaten untuk mempersiapkan berbagai perangkat hukum yang konsisten terkait industri dan perdagangan barang dan jasa.

Abstract

This study aims to determine the political participation of the Kompang village community in the post-conflict local election of Sinjai Regency 2018. The type of research is qualitative, data collection techniques are observation, interview and documentation. The informants consisted of the Kompang Village Head, the Kompang Village PPS Chair, the PPS Members who served in Kompang Village at the time of the 2018 election and the community who knew a lot about research. The data analysis technique was carried out by collecting data, simplifying data, presenting data and drawing conclusions. Based on the results of the research, it can be seen that the political participation of the Kompang village community in the 2018 Sinjai Regency post-conflict local election is a spectator. The political participation of the Kompang Village community in the 2018 Sinjai Regency post-conflict local election was not so apathetic, this is evidenced by almost as a whole the community has exercised their voting rights, even if there is an apathy it is due to compulsion due to busy work carried out outside the village which is far from the village where they voted, such as construction workers, garden workers, fishermen, there are also some residents, some of the residents of Kompang village also work in the sea following their skipper so they don't have time to come to exercise their voting rights. Meanwhile, for the spectator's attitude that is owned by the people of Kompang Village, this is proven by almost all people to use their voting rights, because the majority of people are farmers so most people only use their voting rights but are not involved in politics, the majority of their farmers are more likely to prioritize activities in the garden than political. Meanwhile, gladiatorial behavior is only minimal because gladiator attitudes are usually only from well-respected families such as Karaeng in Kompang Village, these people are still very influential, because the average citizen still sees from social status.

Abstract

The purpose of this study is to determine whether changes in the position, rights and authority of villages, after the issuance of Village Law number 6 of 2021, have a positive correlation with village local wisdom discourse. The village government, and BPD have an important position in determining the direction of village development policy, through the village budget function. The Village Law has given wider authority to village governments, but few villages have paid attention to the existence of local wisdom. The importance of this research, because local wisdom reflects a cultural value, and national identity, born alive and grew up in a homogeneous environment of village communities. This research was conducted through a village budget survey, in Banyumas Regency. The results show that most villages do not give enough budget priority, in preserving the village's local wisdom. BUMDes mostly prioritize profit, without considering the value, existence and uniqueness possessed as characteristics of the village.

Abstract

This research is motivated by the reality of increasing social welfare problems in Serang City. Referring to BPS data (2023), with a total of 169,412 people with Social Welfare Problems (PMKS), this means they reach 23.51% of the total population of Serang City. This number has increased very significantly since 2021, namely 16.58%. The PMKS in question includes 26 (twenty six) categories based on PMS No.8/2012. By adapting a sequential mix approach, a quantitative survey was carried out at an early stage to identify various types of policy implementation problems using instruments synthesized from the policy implementation models of Dunn (2003), George Edward III (2018), and Rondinelli and Cheema (2012), Agustino (2006) which produced 8 (eight) variables and 28 (twenty eight) composite indicators. The survey findings were explored using a qualitative approach, analyzed according to the rules of Miles and Huberman's (1994) interactive analysis model, and produced 10 (ten) other strategic variables which were then completely used. The results of the research show that firstly, although problems were found evenly across the 8 (eight) variables and 28 (twenty eight) indicators studied, there were 2 (two) key variables that were determinants in the implementation of PMKS handling policies in Serang City, namely the variable leadership and policy environment. Second, alternative policies and/or implementation methods that are relevant to answer policy implementation problems are based on identifying the existence of influence variables, namely variables that are the most crucial elements in a system because they can act as key factors that determine the quality or effectiveness of policy implementation.

Abstract

Various problems related to medical record services at UPTD Karangreja Community Health Center, Purbalingga Regency, such as non-compliance with procedures and lack of compliance with service guidelines, became the background for researching the Outpatient Medical Record Service System at Uptd Karangreja Community Health Center, Purbalingga Regency. This research uses a descriptive qualitative method with an interactive analysis model as the data analysis method. The research results show that medical record services are sufficient in accordance with applicable standard operational procedures. However, there are still several aspects that are not appropriate, such as in the aspect of returning medical records, there are some that do not comply with the regulations regarding the time period for medical records to be returned to the medical records room. During the registration and medical record management process, there are also cases where patient data is incomplete because the patient does not bring the required identification. Then some of the medical record sheets for nurses and doctors are incomplete. This is due to a lack of service time so that a lot of information that should be filled in by nurses and doctors is only filled in with the important and more prioritized parts. Several improvements can be made, including by disseminating SOPs for medical records so that delays in returning medical records and filling in incomplete medical records can be avoided. Apart from that, officers are sent to take special training on medical records so that the skills of medical record personnel can help the administration of medical records run better.

Abstract

The purpose of this study is to determine how the legal protection and dispute resolution efforts of consumers who are harmed due to the presence of Bisphenol A (BPA) content in refillable gallon packaging. This research is motivated by BPOM's findings on the migration of Bisphenol A content in 6 (six) regions (Medan, Bandung, Manado, Jakarta, Banda Aceh and North Aceh) in an alarming condition and exceeds the threshold in Medan and North Aceh where the Bisphenol A threshold is 0.6 ppm. This research uses normative juridical by adjusting legal issues with applicable legal norms. The data in this research uses secondary data relevant to the research. The results of this study reveal that Bisphenol A can endanger human health such as emotional disorders in children, therefore the need for legal protection in the form of clear and honest information about Bisphenol A in the form of labels on refillable gallon packaging which aims to encourage businesses to be careful in the production process. Dispute resolution efforts for consumers who are harmed can be through the court and out of court.

Abstract

Functional positions provide opportunities for lecturers to occupy structural positions in higher education. Functional positions also provide authority to guide students on their final assignments and, no less importantly, impact the opportunity to participate in research grants. The most important thing is a reward, both moral and financial, for the functional position. Busy lecturers ultimately get dragged into academic routines, so they sometimes forget the status of the functional position they hold. The aim of this research is to determine the functional positions of lecturers within the FKIP UNTAN environment. The research sample was FKIP UNTAN lecturers in 28 study programs for three years (2019–2021). Data is a file obtained from the civil service staff. Data analysis was carried out using descriptive statistics. The research results show that the teaching staff positions are 9.92%, expert assistants are 23.57%, lecturers are 25.79%, associate professors are 36.56%, and professors are 4.16%. Based on these results, the needs for professors and associate professors can still be increased, and the position of teaching staff can be increased to expert assistant and so on in stages

Abstract

Desa Petir is one of the stunting treatment locations in Kabupaten Serang. The prevalence of stunting in Desa Petir reached 63,8% by 2022 and is the village with the highest prevalence rate of stopping in Kabupaten Serang. Kabupaten Serang Government has issued the Regulations No. 40 of 2021 on Integrated Stunting Prevention Acceleration in Kabupaten Serang which forms the basis of policy as well as commitment in prevention efforts in the increasing number of stunting cases in Kabupaten Serang. This research aims to find out how the Stunting Prevention Acceleration Policy Implementation is integrated in Desa Petir Kabupaten Serang using the Edward III policy implementation model that is influenced by four variables, namely communication, resources, disposition, and bureaucratic structure. Research uses descriptive qualitative methods with data collection techniques such as observations, interviews, and documentation studies. Data analysis uses the analytical model developed by Miles and Huberman. The results of the research show that the implementation of the Integrated Stunting Prevention Acceleration Policy in Desa Petir Kabupaten Serang has not gone optimally because there are still some problems in its implementation. In terms of communication, the information delivered to the target group through socialization and dissemination has not been clearly transmitted. On the resource aspect, there are restrictions on Posyandu facilities. On the disposition aspect, preventive efforts are not made before the stunting case occurs. On the structural aspects of bureaucracy, there is frequent miscommunication between stakeholders at the village level, especially in the case of stunting. Abstract

Poverty alleviation efforts continue to be carried out both at the central and regional levels. The community is expected to have independence in solving the economic problems faced. Problems in each region vary as well as at the village level. Independence in facing existing poverty problems is called empowerment. So that people are able to have fighting power to solve economic problems. Central and local governments need to provide opportunities for the community to increase capacity. With various empowerment programs carried out both for the community and for the apparatus, it is expected to be able to increase their respective capacities. This research was conducted in several villages in Kedungbanteng District to determine the driving and inhibiting factors for the implementation of empowerment programs. The research was conducted with a qualitative approach. The supporting factor for the smooth running of the empowerment program is the spirit of patriotism possessed by the actors and assistance from the Village Community Empowerment Social Office. Meanwhile, the inhibiting factors for the implementation of empowerment programs are poor human resources and dependence on funding from the government.

Abstract

Performance is the result of work that has a strong relationship with the organization's strategic objectives, customer satisfaction, and contributes to the economy. Basically, good performance is performance that follows the procedures or procedures according to established standards. Good employee performance will directly affect the performance of the institution, and to improve employee performance is certainly a time-consuming and long process. The performance of civil servants is an issue that is quite interesting to discuss, because it will be very useful for law enforcement which is also beneficial for the interests of individuals, society, the nation and the state. The roles and functions are clear that civil servants are very important. However, not all of these employees perform their roles and functions properly. Many employees work at their own pace, not paying attention to the results of their work. To create a good, professional and authoritative government, the influence of good civil servant performance will create a safe and comfortable atmosphere because the law is really made the commander. The Regional Asset Sector has the task of planning, coordinating, fostering, supervising and controlling and evaluating the asset administration sector, asset security sector and asset valuation sector.
