Abstract

This study aims to obtain an overview of how large the level of implementation of the International Safety Management Code (ISM-Code) is in shipping companies and on ships operating in these companies, and to analyze how they affect the company's operations. The object of this research is a cruise ship company in Makassar, namely PT. Dillah Samudera. This study uses a qualitative descriptive method, where the analysis technique uses two kinds of data, namely primary data which is data obtained through questionnaire interviews and secondary data which is data obtained through literature and documents from companies and related agencies. The results obtained are the level of implementation of the ISM-Code on ships operated by PT. Dillah Samudera obtained an average (mean) according to the scale of 2.21 or 73.67%. As well as implementing the ISM-Code for PT. Ocean Dillah is an average of 2.89 or 96.33%. So it can be determined that the ISM-Code requirements for PT. Most of these Dillah Samudera have complied with the requirements of the ISM-Code. Keywords; Implementation; ISM-Code; Shipping companies

Abstract

This research aims to describe how local governments develop agility and adaptability in the midst of a pandemic and the various problems and limitations they face, to maintain the performance of their public services through evaluation of public services which is relevant with local characteristics. The study was conducted in Lebak Regency, Banten Province, a district that represents a rural area with relatively limited financial capacity, accessibility conditions, and infrastructure. Data was collected through participant observation, in-depth interviews, and documentation study; and analyzed qualitatively. The results of the study show that adaptation and agility can be realized innovatively, even though it is faced with various problems and limitations. Political leadership and bureaucracy that are “togmol” in organizing and mobilizing the bureaucracy are the determining factors for the success of its implementation. The results of this study contribute to the disciplinary area of public services and governance, and can practically be used to encourage public service providers in Indonesia, in particular, to increase adaptability and agility in the midst of a situation that changes rapidly and is full of uncertainty, even with various obstacles and limitations.

Abstract

The change in the paradigm from government to governance has changed the order of government management, including in Indonesia. The governance paradigm transforms traditional governance into modern governance. The government is not the only actor in governance, but there is a synergistic relationship with other sectors in order to realize good governance. Governance involves government partnerships in carrying out government functions with the private sector and also the community. Strengthening synergistic and harmonious relations between the government, private sector, and the community is expected to improve the performance of the public sector so that good governance can be realized. The existence of decentralization in the form of regional autonomy in Indonesia is expected to help the central government in realizing good governance in the regions. Good local governance or good governance at the regional level, one of which focuses on improving the quality of public services. Local governments responsible for providing public services to the community effectively and efficiently. This article will explain how good local governance through improving the quality of public services in the regions. The method used is the study of literature. The way to realize good local governance through improving the quality of public services in the regions is to carry out consistent and sustainable public service reforms. Abstract

Implementasi kebijakan E-Tilang merupakan salh satu upaya dalam peningkatan tata kelola organisasi Polri dalam penanganan masalah pelanggaran lalu lintas. Penerapan e-tilang merupakan pengembangan dari electronic government Indonesia yaitu, pemanfaatan teknologi komunikasi dan informasi dalam pemerintahan yang dapat meningkatkan efisiensi dan efektifitas kinerja organisasi Polri. Penggunaan e-tilang ini diharapkan akan mampu meningkatkan kinerja Polri yang lebih profesional, akuntabel, transparan dan membangun integritas. Pemanfaatkan teknologi informasi secara optimal akan mampu mencegah tindak pelanggaran bagi masyarakat maupun bagi aparat penegak hukum agar tidak melakukan penyalahgunaan kewenangan dan mal adminstrasi pada saat penanganan pelanggaran lalu lintas. Analisis yang digunakan dalam tulisan ini menggunakan pendekatan literatur review dengan menggunakan teori implementasi kebijakan publik. Adapun aspek yang digunakan meliputi proses komunikasi dalam penerapan kebijakan e-tiling, sarana dan prasarana pen dukung pelaksanaan e-tilang, sumber daya dan peran birokrasi sebagai implementator sampai tahapan yang paling teknis dalam pelaksanaan kebijakan e-tilang di Indonesia saat ini. Abstract

Bio power kepolisian merupakan upaya mengoptimalkan kontrol sosial. Studi ini membahas tentang bagaimana penerapan bio power kepolisian secara konvensional dan melalui media cyberspace dapat meningkatkan efektivitas community policing. Penerapan bio power kepolisian secara konvensional dapat dilakukan melalui tindakan-tindakan yang bersentuhan langsung dengan masyarakat seperti penyuluhan kepada masyarakat, pemberdayaan masyarakat (keamanan, dan ekonomi), kegiatan sambang, dan mediasi. Sementara, melalui media cyberspace, bio power kepolisian dapat memanfaatkan media sosial dan aplikasi ponsel untuk memberikan informasi dan edukasi terkait keamanan dan ketertiban kepada masyarakat. Dalam studi ini, dibahas beberapa studi kasus yang menggambarkan penerapan bio power kepolisian secara konvensional dan melalui media cyberspace dalam upaya menjaga keamanan dan ketertiban masyarakat. Dalam kesimpulannya, penulis menyimpulkan bahwa penerapan bio power kepolisian secara terintegrasi melalui media cyberspace dapat dijadikan sebagai model penerapan bio power dalam community policing untuk memperkuat kontrol sosial. Dengan penerapan pendekatan integrasi ini dapat meningkatkan partisipasi dan kesadaran masyarakat dalam menjaga keamanan dan ketertiban. Dengan memanfaatkan teknologi informasi dan media sosial, bio power kepolisian dapat memperkuat pengawasan dan monitoring terhadap aktivitas masyarakat yang dapat menimbulkan potensi gangguan keamanan. Abstract

Penelitian ini bertujuan untuk : (1) mengetahui bagaimana pelaksanaan Kinerja Keuangan Anggaran Pendapatan dan Belanja Negara (APBN) pada Direktorat Sayuran dan Tanaman Obat, Kementerian Pertanian, (2) mengetahui tingkat efisiensi dan efektivitas Anggaran Pendapatan dan Belanja Negara (APBN) pada Direktorat Sayuran dan Tanaman Obat, Kementerian Pertanian. Jenis penelitian yang digunakan adalah studi kasus pada Direktorat Sayuran Dan Tanaman Obat. Teknik pengumpulan data yang digunakan yaitu: dokumentasi dan teknik observasi. Teknis analisis data yang digunakan adalah teknis varians, teknis analisis efisiensi dan teknis analisis efektivitas. Analisis varians digunakan untuk membandingkan selisih/perbedaan antara kinerja aktual dengan yang dianggarkan dalam laporan keuangan. Analisis efisiensi digunakan untuk mengetahui seberapa besar efisiensi dari suatu pelaksanaan kegiatan/proyek dan analisis efetivitas digunakan untuk mengetahui berhasil tidaknya suatu kegiatan yang dilaksanakan apakah telah mencapai tujuan yang ditetapkan. Berdasarkan analisis data yang dilakukan, diperoleh kesimpulan bahwa : Rencana Anggaran dan Realisasi Anggaran Tahun Anggaran 2016 sampai dengan 2020 sebesar Rp. 143.512.796.000 dan Rp. 126.054.851.463, sehingga terjadi selisih sebesar Rp. 17.457.944.537,- atau sebesar 12,16%, artinya efisien. Dan total realisasi anggaran selama tahun anggaran 2016 sampai dengan 2020 sebesar Rp. 126.064.851.463 atau sebesar 90,81% artinya efektif.

Abstract

Today the government is required to organize clean, service-oriented, and efficient governance. However, in reality, corruption, collusion, and nepotism have always been problems in government that are difficult to eliminate. Many factors affect the decline in the quality of governance, one of which is the work culture. Work culture is the behavior or habits of employees in the work environment. Therefore, to improve employee performance in government administration, an effective work culture is needed so that it can have a positive impact on employee performance. In this case, the Regional Government of the City of Banjar applies the work culture of the Core Value ASN BerAKHLAK to each regional apparatus organization within the work environment of the Regional Government of the City of Banjar including the Regional Secretariat of the City of Banjar. The purpose of this study was to analyze the implementation of the Core Value ASN work culture implementation BerAKHLAK at the Banjar City Regional Secretariat. The research method used is a descriptive method with a qualitative approach. Data collection techniques are observation, interviews, documentation, and literature studies. Based on the results of the research, the implementation of the work culture of the Core Values of ASN with Morals at the Regional Secretariat of the City of Banjar has gone quite well, however, it is necessary to increase employee awareness and joint commitment in implementing the work culture of the Core Values of ASN BerAHLAK at the Regional Secretariat of the City of Banjar. Abstract

Penganggaran desa memiliki peran penting dalam keseluruhan siklus keuangan desa. Di tengah tuntutan transparansi penggunaan dana transfer desa, maka penelitian tentang penganggaran publik menjadi sangat urgen untuk dilakukan. Berdasarkan hasil penelitian sebelumnya, bahwa kinerja penganggaran yang dilakukan oleh pemerintah desa telah berjalan dengan cukup optimal baik dari sisi proses perencanaan, implementasi dan kemanfaatan anggaran. Namun demikian, baiknya kinerja penganggaran ini belum diimbangi dengan upaya pemetaan prioritas kebutuhan pelayanan dasar masyarakat desa, sehingga masih dijumpai kondisi yang belum selaras antara prioritas dan alokasi anggaran terhadap preferensi kebutuhan pelayanan dasar bagi masyarakat. Metode penelitian yang digunakan terdiri dari metode penelitian kuantitatif. Penelitian ini menunjukkan bahwa terdapat adanya mising link antara kebutuhan masyarakat desa dengan program kegiatan yang dimuat dalam APBDes. Setelah dilakukan penjaringan aspirasi, terjadi pembahasan yang terbatas di tataran elite pemerintahan desa. Abstract

Leadership is an effort made to regulate and direct in achieving good organizational order. Developments in organizational activities are increasingly complex, marked by the existence of needs that must be met, such as plans or strategies as a form of adaptive approach to leaders in an organization. With an adaptive leadership style like this one is able to update situations and conditions that allow dynamic actions to be taken by actors in realizing the success of existing goals and an unknown organizational climate in the future. Development of quality human resources in terms of leadership as a form of an organization's efforts to face the digital era, especially in the era of VUCA (Volatile, Uncertainty, Complexity, Ambiguity) and global competitiveness. The VUCA era is a state in which changes occur full of uncertainty in the social order and organization. To deal with this situation, organizations need qualified and competent leaders, especially transformational types. One model of leadership that is able to build various kinds of interests is the deliberative approach. One model of leadership that is able to build various kinds of interests is the deliberative approach. The deliberative leadership approach is a synthesis of an elitist leadership pattern and a bottom up model, deliberative leadership combines a leadership model in achieving goals in organizations that are more dynamic and always ready to respond to any social changes that are experienced. Abstract

The purpose of this stuy is to determine the principle of public service in the office of the Bima City weighbridge retribution, the population of this study is 39 respondents consisting of leaders and, drivers, and traders / entrepreneurs, given the relatively small population and easy to reach population distribution, the sample of the population using random sampling so that the sample amounted to 30 respondents. Quantitative descriptive research is research that is used to analyze data by describing it. Quantitative descriptive is meant in this study, describes and describes and analyzes the answers from the sample that provides options for the answers provided in the form of a questionnaire.
