Abstract

This research aims to determine the influence of the Regional Financial Accounting System and Internal Control System on the Quality of Regional Government Financial Reports. This research uses a purposive sampling technique, the sample from this research was obtained from 47 financial employees of the Pasuruan district government. The analytical method for this research uses multiple linear regression analysis using the analysis tool, namely SPSS version 25. The results of the research show that the Regional Financial Accounting System variable influences the Positive Quality of Regional Government Financial Reports, Internal Control System has a positive effect on the Quality of Regional Government Financial Reports. Abstract

In implementing child protection, violence against children is still the most serious and disturbing problem in society. Law Number 35 of 2014 concerning child protection. The legal basis that becomes a reference in protecting children from cases of violence. The aim of this research is to determine the implementation of the SISABAR digital innovation program. This research uses the Grindle implementation model. This research method is descriptive qualitative. The results of the research are that the implementation of the SISABAR digital innovation program is optimal, the two dimensions of the Grindle model, namely the content of policy dimension, show that SISABAR innovation is a strategy for the Tangerang district government in the midst of the Covid 19 pandemic in 2020. The desired benefits from implementing the SISABAR innovation program can reduce the number of cases of violence against children because they are digital based. Involving several OPDs such as the Education Service, Social Service, Health Service, Police and Clinical Psychology. However, the context of implementation dimension needs to be optimized, as in the sub-dimensions of compliance and responsiveness of the target group. Abstract

Accountability is the obligation to provide accountability or answer and explain the performance and actions of a person/legal entity/leader of an organization to a party that has the right or authority to request such information or accountability. In the implementation of public services in Banten Province there are still many acts of maladministration, this can be seen from the reports of complaints submitted to the Ombudsman Representative of Banten. However, in practice the Banten Representative Ombudsman still encountered obstacles, namely the unresolved report on alleged maladministration for 2022, and the lack of human resources in the Banten Representative Ombudsman so that the Ombudsman was not optimal in handling reports. The purpose of this research is to find out and analyze the Accountability of the Ombudsman Institute of the Republic of Indonesia Banten Representative in Handling Maladministration Reports. The method used in this study is qualitative with a purposive selection of informants. The theory used is accountability dimensions according to Koppell, namely: transparency, liability, controlability, responsibility, and responsiveness. Data collection techniques by observing, interviewing and documentation. Testing the validity of the data using triangulation and member checks. The results of this study are that the Ombudsman of the Republic of Indonesia Representative of Banten in handling reports of maladministration is not optimal. This is indicated by the lack of access to information provided by the Ombudsman Representative of Banten in viewing the results of their performance, as well as the lack of human resources in the process of resolving maladministration reports.

Abstract

Collaborative governance with various parties has become crucial in disaster management. Research into cooperation between non-governmental and governmental entities is becoming crucial to work at this time, when the state is the only single actor capable of carrying out everything is beginning to lose its relevance, so the role of the state must be minimized and must be cut off by the private sector. This research aims to know clearly about Collaborative Governance in the control of coronavirus disease (COVID-19) district Banturung, Bukit Batu district, Palangkaraya City, Province Kalimantan Center. This research uses a type of qualitative research with a descriptive approach and a library search, which is a series of related activities using the Library data collection method. The focus of research was taken using Ansell and Gash in the collaborative governance process, starting with face-to-face dialogue, trust building, commitment to process, shared understanding and temporary results. (intermediate outcome). The research results showed that the collaborative governance process in combating the control of coronavirus disease (COVID-19) goes well through the process of face-to-face dialogue, negotiations carried out well between stakeholders resulted in various activities to combat the spread of control of covid-19. Activities include arrangement, sharing masks, sharing help, and socialization related to Covid-19. The communication process in the collaborative activities of the treatment of the control of covid-19 is carried out with close coordination to carry out the prevention activities, there is socialization, either directly or indirectly.

Abstract

The Family Hope Program is one of the program that aims to overcome public problems regarding poverity is society issued by the government which are conditionally classified as poor families in the form of social assistance as a form of social protection efforts. The purpose of this research is to study the process of evaluating the implementation of family programs in Winduaji Village, Paguyangan District, Brebes Regency. This study uses a descriptive qualitative approach that can describe problems in a study through the answers to these problems. Data collection techniques were carried out through interviews, observation and documentation. To test the validity of the data, researchers used a source triangulation technique, namely by checking the data that had been obtained through several sources. From the results of the analysis carried out on the Family Hope Program implemente, it could can run in accordaning to the regulations and procedures set by the relevant government. . This can be seen from the various activities carried out in Winduaji Village, Paguyangan District, Brebes Regency by PKH Facilitators, PKH Coordinators and community groups starting from meetings, disbursing, updating data to verifying commitments and towards the Family Hope Program. Aimed at the level of families who are slassified as poor can help meet the needs of people who are still minimal earning income in their respective families. However, there is a need for training and socialization regarding education on the use of assistance from the Family Hope program to build economic welfare independently for the people who belong to it, who in the future will not always depend on programed government assistance.

Abstract

This research is motivated by the existence of problems related to the Implementation of the Standards for Measurement of DPRD Oversight Activities in Population Administration Services at the Population and Civil Registration Service which are caused by the measurement of activities in the implementation of DPRD supervision work visits that have not run optimally. This study aims to find out more about the results of analyzing the Oversight Function so that it can run optimally. The method used in this research is a qualitative research method. Data collection techniques were carried out by observation, interviews, documentation, and literature studies. Data analysis techniques in this study started from data reduction, data presentation, and drawing conclusions. Based on the results of the research, it is known that the DPRD's oversight function in Adminduk Services has been running, seen from the dimensions of setting supervision standards, comparing supervision standards with the results of work implementation and corrective actions. However, it has not run optimally seen from the dimensions of measuring the implementation of the work in terms of direct observation and inspection indicators in the field. Seeing the point of problems in the Service when there are problems, immediately looking for solutions to solve them. The DPRD's supervisory function in Adminduk Services based on the dimensions of the supervisory function includes: Observation and direct inspection in the field have not run optimally. In measuring and assessing work results, having standard measurement tools, oral and written reports, deviations, factors causing deviations, changing standards, and changing measurement activities have been running optimally.

Abstract

The aim of writing this scientific work is to raise a discussion regarding the quality of public services at the Pengarasan Village Office, Bantarkawung District, Brebes Regency along with the driving and inhibiting factors. The method used in this research is descriptive qualitative with data collection through interviews, observation and documentation. From the results of the analysis, several things can be confirmed, including: first, from the tangible aspect, the service process at the Pengarasan Village Office is realized through easy and uncomplicated procedures, the availability of tools, including the discipline of officers in serving with a neat appearance (in uniform), arrive on time and serve based on queue number. However, this is inversely proportional to the less comfortable conditions in the service area. Second, from the aspect of reliability, officers are quite careful in providing services and refer to clear service standards, but on the other hand officers tend to lack the ability of officers to operate service support tools such as computers. Third, from the aspect of responsiveness, the service staff's response was quite good with the initiative to serve quickly and precisely, including the provision of a suggestion box. Fourth, from the assurance aspect, services are often free of charge, but on the other hand there tends to be problems in completing services on time. Fifth, from the empathy aspect, there is a priority scale for the interests of service users as a form of application of the service code of ethics, including the absence of discrimination in service. The supporting factors that influence the quality of public services at the Pengarasan Village Office are the readiness of human resources, modern equipment support, and an easily accessible location. Meanwhile, the inhibiting factors that influence the quality of public services at the Pengarasan Village Office are the lack of socialization to the community regarding service procedures, the lack of personnel on duty in the service section, including the lack of competence of service officers in utilizing service supporting infrastructure.

Abstract

Seeking the public interest is an effort to involve the community in the development process so that the programs carried out by the government are in line with the needs of the community. The form of applying this principle is to conduct a survey of community needs as input for development planning in Serang City. This survey is also a manifestation of efforts to implement planning with a bottom-up model, starting from conducting a needs survey at the sub-district level in Serang City. This research method is using quantitative method. The results show that the average priority of community needs at the sub-district level is in sub-affairs such as coaching and assistance for micro and small businesses, the formation of cooperatives, women's empowerment, handling beggars, handling juvenile delinquency, handling child labour, procurement and maintenance of Public Street Lighting (PJU), construction and maintenance of drainage and waste management through the procurement of Landfill (TPS). Thus, development planning needs to be directed to efforts to realize development programs that are in line with the priorities of these needs.

Abstract

This study aims to analyze the educational relaxation policy formulation process during the Covid-19 crisis. Policies that appear during an emergency are certainly different from the policies available during normal times. This difference focuses on the minimal availability of information and the time pressure that is demanded faster than usual. This study uses John Kingdon's multiple stream theory to see the interactions that arise in policy formation during an emergency. The method used is qualitative research by adjusting the crisis situation during the Covid-19 pandemic. The results show that the educational relaxation policy process comes from the integration of the flow of problems, policies and politics that influence each other. These streams are integrated with each other because in practice in times of crisis, the position of policy actors is filled by the same actors at each stage of policy making. This study explains that conflicts of interest that occur in times of crisis can be minimized by inclusive coordination between affected and authorized regional institution. This coordination can be seen from the exchange of information and resources owned by each regional agency. Worries about the domino effect during the Covid-19 pandemic crisis have made policy actors voluntarily cooperate and help according to their respective capacities. The role of the mayor as regional head and the head of the Covid-19 task force is the most dominant position in setting policy. His great power is able to unite local institution who have different interests. Thus, this actor is identified as a policy entrepreneur in this policy. Abstract

Perkawinan anak merupakan salah satu masalah serius yang dihadapi oleh Indonesia, dengan dampak yang luas pada kesehatan, pendidikan, dan kesejahteraan anak. Meskipun pemerintah telah mengubah batas usia perkawinan melalui Undang-Undang Nomor 16 Tahun 2019 yang menaikkan usia minimum menjadi 19 tahun untuk kedua pasangan, praktek ini tetap marak terjadi. Analisis ini mengeksplorasi berbagai faktor penyebab perkawinan anak di Indonesia, termasuk aspek sosial, ekonomi, dan budaya, dengan menggunakan metode snowball sampling dan analisis perspektif kaya. Studi ini juga menyoroti peran pandemi COVID-19 yang diduga memperburuk angka perkawinan anak. Melalui pengumpulan data dari berbagai narasumber dan kajian literatur, penelitian ini mengidentifikasi tantangan dalam penegakan kebijakan yang ada serta pentingnya pendekatan pentahelix untuk menciptakan strategi pencegahan yang lebih efektif. Temuan ini menunjukkan bahwa meskipun telah ada kemajuan dalam regulasi, masih diperlukan langkah-langkah yang lebih komprehensif dan kolaboratif untuk mengatasi permasalahan perkawinan anak secara menyeluruh di Indonesia.
