Abstract

Program Mamangun Tuntang Mahaga Lewu (PM2L) adalah program terobosan dari Pemerintah Provinsi Kalimantan Tengah untuk mengentaskan kemiskinan dan meningkatkan kesejahteraan masyarakat. Namun pada kenyataannya program ini masih belum berjalan maksimal dikarenakan beberapa masalah seperti program yang tidak tepat sasaran, kurang bermanfaat dan termanfaatkan dengan baik oleh masyarakat. Maka dari itu dirumuskan masalah utama sebagai berikut: 1). Bagaimana Manajemen Pemerintahan dalam Program Mamangun Tuntang Tuntang Mahaga Lewu? dan 2). Apa saja faktor-faktor yang mempengaruhi dalam Program Mamangun Tuntang Tuntang Mahaga Lewu? Berdasarkan penelitian ini dapat disimpulkan bahwa Program Mamangun Tuntang Tuntang Mahaga Lewu Rencana Aksi Pemerintah Kota Palangka Raya Program Prioritas Pemberdayaan Ekonomi Rakyat Di Kelurahan Pahandut Seberang Tahun Anggaran 2011 belum maksimal karena bermasalah sejak dari perencanaan. Masalah itu antara lain: perencanaan bersifat politis; perencanaan lebih dominan top down dan disusun diatas meja tanpa survey lapangan yang komprehensif. Pengorganisasian Sumber-sumber Pemerintahan dikeluhkan kurangnya koordinasi dan keterpaduan antar pelaku. Penggunaan Sumber-sumber Pemerintahan dikeluhkan kurang kuatnya asas legalitas PM2L karena hanya didasari pada Peraturan Gubernur. Kontrol Pemerintahan berjalan cukup baik karena faktor jarak Kelurahan Pahandut Seberang yang tidak terlalu jauh dengan Kota Palangka Raya. Disarankan agar 1). Kurangnya perhatian Pemerintah Pusat terhadap daerah hendaknya disikapi dengan bijaksana yaitu dengan mengembangkan kemampuan dan kreatiftas Daerah dalam memberdayakan masyarakatnya; 2). Manajemen Pemerintahan dimulai dari tahap perencanaan, artinya apabila perencanaan berjalan baik maka fungsi manajemen yang lain akan mengiringi.; 3). Demi kepentingan yang lebih besar yaitu mensejahterakan masyarakat hendaknya Program PM2L dipisahkan dari kepentingan politik dan golongan apapun; 4). Lemahnya koordinasi harus disikapi dengan lebih aktifnya para pelaku kerja PM2L mencari informasi dan melaporkan kepada tim evaluasi apabila memang dirasa perlu.; 5). program PM2L diperkuat dengan sebuah Peraturan Daerah, karena apabila tidak dibuat maka setelah Gubernur berganti maka program ini dengan sendirinya akan berakhir pula. Padahal program PM2L sudah cukup dirasakan manfaatnya oleh masyarakat di Kalimantan Tengah.   Kata Kunci :    Program, Mamangun Tuntang Mahaga Lewu, Pemberdayaan.

Abstract

Efforts to increase the capacity of the village government through the village information system are an ability of the village government to carry out tasks and functions in the application of the village information system to achieve the goal of improving public services. The purpose of this study is to examine and explain the efforts made by the village government in implementing the information system in Tumbang Tarusan Village, Banama Tingang District, Pulang Pisau Regency. The consideration that underlies this research is that the Tumbang Tarusan village government is supported by the Pulang Pisau district government in implementing the information system in accordance with the program that has been prepared. In this study, the author uses a theoretical model of E-Government, one of which is to improve public services in a better direction. To achieve these benefits, it is measured by aspects of the E-Government application according to Rianto and Tri Lestari, namely hardware, software, data and information, and communication. The results of this study indicate efforts to improve village information systems as well as strategies to achieve goals that are used to involve the community, planning is carried out on the basis of shared goals. The supporting factors are the availability of a village information system supported by the district government, cooperation between village institutions, community involvement, village apparatus resources and internet network access.

Abstract

Political marketing is a marketing activity that aims to convey something to the public to know, understand the aims and objectives, trust, and accept and choose what the objectives of political marketing do. In this case in 2018 Palangkaraya City followed the local elections simultaneously in the election of mayor and deputy mayor won by the pair Fairid Naparin and Umi Mastikah. So with this, by analyzing the political marketing of couples Fairid Naparin and Umi Mastikah are things that need to be known to be understanding in terms of political marketing. This study uses descriptive research methods with a qualitative approach obtained based on the ability of researchers to connect the facts, data, and information obtained during the study. The objectives of this study are (1) Products, (2) Promotions, (3) Prices, and (4) Placements. The results of the research aim to convey something to the public in the form of products that are marketed based on partner's personal data, contain mature concepts, have a work program called vision and mission, promotion is the act of conveying to the public in such a way that suits the needs of the community, price not necessarily said in money, but how it has a price in the form of trust or confidence, and placement is an act that is carried out in the distribution or communication to the public. As a supporting factor for success in the presence of religion, family relationships, and age become the capital in determining political marketing to the voters to be delivered.

Abstract

This study aims to provide a descriptive analysis of ethnicity politics from the perspective of Glazer and Moynihan "Beyond The Melting Pot" to expand Kotawaringin Province. The research method used is qualitative with a case study approach. The research data were obtained from observations, document searches and in-deep interviews. The results found that the desire to separate from Central Kalimantan Province made the five prospective regencies of Kotawaringin Province form a Melting Pot. "Melting Pot," which is meant here, is to be "Orang Kotawaringin." The Kotawaringin community is very heterogeneous, originating from not only one ethnicity but being able to unite for a common goal.In contrast to Glazer and Moynihan's "Being America," which illustrates the pattern of ethnic interaction in New York City is eternal. In Kotawaringin, this ethnic identity is only temporary and impermanent. The collective identity of being an Orang Kotawaringin is built according to an instrumentalist perspective, namely: ethnicity is seen not only as a given value or as a result of a social construction but rather as used to obtain benefits, including federal benefits

Abstract

Penelitian ini dilakukan untuk mengetahui apa saja yang menjadi strategi Samsat Kota Palangka Raya dalam peningkatan kesadaran masyarakat membayar pajak kendaraan dan untuk mengetahui apa saja yang menjadi kendala dalam melakukan strategi. Penelitian ini berpedoman dari teori Porter yang menyatakan ada 3 indikator strategi, yatu Strategi Keunggulan Biaya, Strategi Diferensiasi, dan Strategi Fokus. Penelitian ini menggunakan metode kualitatif. Data yang diperoleh merupakan data primer dan sekunder berdasarkan informasi dari narasumber, yakni: Kepala UPT Samsat Kota Palangka Raya, Kasubag Tata Usaha Samsat Kota Palangka Raya, Kasubag Bendahara Samsat Kota Palangka Raya. Data yang diperoleh di lokasi penelitian tersebut dikumpulkan lalu direduksi dengan memilah-milah berdasarkan konsep dan data disajikan dalam bentuk uraian singkat berdasarkan tema sehingga ditemukan kesimpulan yang konseptual. Teknik pengumpulan data yang dilakukan dalam penelitian ini adalah wawancara, observasi, dokumentasi,dan kepustakaan untuk mendukung hasil penelitian. Hasil dari penelitian ini menunjukan bahwa UPT Samsat Kota Palangka Raya telah melaksanakan strategi dengan baik, dengan hasil target pada tahun 2021 sudah dapat terlampaui.

Abstract

This study describes Dayak ethnic group is the majority ethnic resident of Palangka Raya city and most of Central Kalimantan area. As previously known, Dayak ethnicity is highly open in the matter of social interaction with different ethnic group. This is due to “Huma Betang” philosophy that the Dayak community adhered to. However, ethnic clashes due to intense and heterogenous intertribal interaction process cannot be avoided. For example, in the Dayak community, serving the best food they have is a form of respect towards guests (different ethnicity). Guests eating heartily together with host until none of the food left is an honor for Dayak people. Refusing the invitation to eat is a huge affront for them. However, different condition happens in the case of tradition, interaction, and courtesy of Javanese people. When they are offered invitation to eat, Javanese tends to consider refusing it. Even though they receive it, Javanese will behave as though they are forced to, by leaving a lot still in their plates to avoid presumption of being “serakatan” (avaricious). This paper would offer solution to minimalize the occurrence of ethnic clashes and conflicts in Palangka Raya, as this city is a candidate for new governance capital city of Republic of Indonesia (NKRI). This effort is important so that ethnic conflicts that claimed a lot of lives won't be repeated, as trauma of DayakMadura ethnic conflict during 2000s still well-remembered among Dayak community.

Abstract

This study was motivated by the low voter turnout in the 2020 Regional Head Election for Governor and Vice Governor in Central Kalimantan Province, Indonesia. The Banjar ethnicity was chosen because the Banjar ethnicity is the third largest ethnic majority in Central Kalimantan, so the behavior of the Banjar ethnicity can determine political contestation in Central Kalimantan. This study aimed to find out and analyze the behavior of the Banjar Ethnic voters. Qualitative research methods with a descriptive approach. The focus of the research is the behavior of ethnic Banjar voters, with research benchmarks using the Voter Behavior theory as follows: (a) Rational Voters, (b) Critical Voters, (c) Skeptical Voters (d) Traditional Voters. The results of the study, after the informants were interviewed, it was found that the behavior of ethnic Banjar voters mostly claimed to be rational voters, but the characteristics shown were closer to traditional voters. The critical behavior of ethnic Banjar towards prospective candidates did not combine a high orientation towards the performance of political parties and skeptical behavior towards ethnic behavior. Their Banjar is not oriented towards ideology or party and candidate policies. The behavior of traditional voters in Ethnic Banjar can be classified as traditional voters because issuing voting rights prioritizes socio-cultural closeness, origin, ethnicity and religion. This study concludes that the Banjar Ethnic voters’ behavior belongs to the Traditional Voters.
