Abstract

In the implementation of the distribution of Direct Cash Assistance for MSME business actors in Cibeunying Kidul District, there is still distribution that is not on target, where the recipients of the assistance are not MSME business actors. Based on the problem of how much influence Policy Implementation has on Direct Cash Assistance for Micro, Small and Medium Enterprises (MSMEs). The theory used by researchers is the theory of Policy Implementation from Donal S. Van Meter and Carl E. Van Horn, namely Standards and Targets, Resources, Communication, Characteristics, Social Conditions and Disposition of Implementors. As for the Effectiveness Variable, Budiani's theoretical approach was used, namely the dimensions of Program Target Accuracy, Program Socialization, Program Objectives and Program Monitoring. Based on this theoretical approach. The research method used is quantitative with a descriptive approach. Technique The sampling used was random sampling. The data analysis technique used is simple linear regression. Based on the results of data processing, research results were obtained which showed that there was a positive and significant influence between Policy Implementation on Direct Cash Assistance for Micro, Small and Medium Enterprises (MSMEs). Thus, the research results were tested empirically. In this research, researchers also found other factors that influenced the effectiveness of the BLT UMKM program in Cibeunying Kidul District. This factor is in the Supervision variable.

Abstract

The problem with this research is the inefficiency of the approval of underground water exploitation undertakings in the West Java Province. Based on the problem, the researchers formulate the problem as follows: How great is the impact of the control on the effectiveness of the issuance of underground water exploitation permits in the West Java province? In analyzing the problems studied, the author proposes the theory of control of Handoko (2003:359) while the theories of effectiveness of Duncan in Zulkarnain (2012:32). The hypothesis was formulated as follows: "The great impact of control on the effectiveness of licensing underground water exploitation undertakings in the West Java province. The research method used is this descriptive analysis with a quantitative approach. Data sources obtained from primary and secondary data sources. Data-gathering techniques are used by means of observation, interviews, and diffusion. The population consists of Apparatur Branch Service Energy and Mineral Resources Region V Fields of Land Water and Land Water Entrepreneurs in Bandung Prefecture. The test results of the proposed hypothesis show that the control variable has a moderate and significant relationship between the control over the effectiveness of the issuance of underground water exploitation permits in the West Java Province. In addition, other variables that influence the effectiveness are coordination, monitoring and evaluation variables. Thus, the results of this study are empirically tested.

Abstract

This research is driven by a multitude of issues, including the unregulated disposal of wastewater directly into rivers, the absence of clear demarcation between black water and grey water, and the limited awareness within the community regarding the significance of clean and healthy living practices. The theoretical framework employed in this study adheres to the principles of control, as outlined by Mockler in Handoko (2013). These principles encompass the establishment of standards, the measurement of performance, and the implementation of corrective measures. The research methodology utilized is a descriptive research approach with a qualitative orientation. Data for the study were meticulously sourced from a variety of channels, encompassing comprehensive literature reviews, extensive field observations, in-depth interviews, and scrupulous document analysis pertaining to environmental sanitation programs. The research findings unequivocally demonstrate that in the endeavor to exert control over the Community-Based Environmental Sanitation Program in Pamekaran Village, the establishment of standards was pivotal. These standards encompassed the identification of underlying issues, the strategic development of solutions, and the deliberate process of community socialization. Furthermore, in the meticulous assessment of performance achievements, the effectiveness of the program was meticulously scrutinized, areas requiring substantial enhancements were diligently identified, and a cascade of deliberate corrective measures was set in motion. This included the construction of communal Wastewater Treatment Plants (WWTP) and the judicious provision of septic tanks to residents, manifesting as tangible and pragmatic solutions aimed at effecting meaningful improvements.

Abstract

This research is entitled " implementation of aquaculture business licensing policy in bandung district” This title is motivated by the existence of a problem, namely, there are still many aquaculture business actors who do not have licenses and cultivators do not know the importance of licenses. Researchers use Jones' policy implementation model theory in Agustino which includes the dimensions of Organization, Interpretation, and Application. Researchers formulated a proposition, namely the Implementation of the Aquaculture Business Permit Policy in Bandung Regency will run optimally if implemented based on the approach of organizational aspects, interpretation and application. The research method used is descriptive qualitative method. Data sources were obtained through observation, interviews and documentation. The informants in this study were the Food Security and Fisheries Service and the community of aquaculture business actors. In determining informants, researchers used purposive techniques. The results showed that the implementation of the aquaculture business license policy based on the Bandung Regency Regional Regulation on fish farming licensing has been running well, but still needs improvement in several aspects, such as inadequate human resources, uneven socialization of licensing, and the absence of assertiveness in imposing sanctions on business actors who do not fulfill aquaculture business obligations. For this reason, it is recommended that local governments optimize cooperation with the community so that the benefits and objectives of implementing local government policies on aquaculture business licenses can be carried out properly.

Abstract

This research is motivated by the not optimal evaluation of policies on micro and small and medium enterprises in Bandung Regency. Based on the background of the researcher identifies the problem as follows: How to evaluate micro small and medium business policies in Bandung Regency. The theory used in this study is the policy evaluation theory of William Dunn in Subarsono (2011: 126) which includes four dimensions, namely effectiveness, efficient, adequacy, equity, responsiveness, accuracy. Based on the theory approach, researchers formulate propositions of evaluation of micro small and medium business policies in Bandung Regency will run optimally when carrying out indicators which include effectiveness, efficient, adequacy, equity, responsiveness, accuracy. The method used qualitative methods with descriptive. The data collection techniques are obtained through: observation, interviews, and documentation. The results of the observations and interviews produce data which are then analyzed by researchers as a basis for further explanation and explanation in this study. The results of research from the evaluation of micro small and medium business policies in Bandung Regency have not been running optimally because they have not been optimally in the dimensions of effectiveness, efficient, adequacy, equity, responsiveness, accuracy. This is because there are still many elements of the apparatus who still cannot meet the 6 indicators. There are still many things that have not been realized so that the planned policy program has not yet reached all micro and small and medium enterprises in Bandung Regency.

Abstract

Penelitian ini dilatar belakangi oleh belum optimalnya implementasi kebijakan Penyelenggaraan Perhubungan Buy The Service di Kota Bandung. Berdasarkan latar belakang peneliti menidentifikasi masalah sebagai berikut: Bagaimana implementasi kebijakan Penyelenggaraan Perhubungan Buy The Service di Kota Bandung. Teori yang digunakan dalam penelitian ini adalah teori implementasi kebijakan dari Edward III Dalam Sugiyono (2011) yang meliputi empat dimensi yaitu komunikasi, sumber daya, disposisi dan struktur birokrasi. Berdasarkan pada pendekatan teori tersebut, peneliti merumuskan proposisi Implementasi Kebijakan Penyelenggaraan Perhubungan Buy The Service di Kota Bandung akan berjalan maksimal apabila melaksanakan indikator yang meliputi Komunikasi, Sumber Daya, Disposisi dan Struktur Birokrasi. Metode yang digunakan menggunakan metode kualitatif dengan deskriptif. Adapun teknik pengumpulan data diperoleh melalui: Observasi, Wawancara, Dokumentasi. Berdasarkan hasil penilitian menunjukan bahwa implementasi kebijkan Penyelenggaraan Perhubungan Buy The Service di Kota Bandung belum berjalan optimal karena belum secara optimal melaksanakan dimensi Komunikasi, Sumber daya, Disposisi dan Struktur Birokrasi

Abstract

The background of this research is the non-optimal implementation of the Online Aspiration and Complaint Service Policy in Bandung City. The aim of this study is to comprehensively understand, analyze, and describe how the implementation of the Online Aspiration and Complaint Service Policy in the City of Bandung unfolds. The theoretical framework employed in this research is George C. Edward III’s Policy Implementation model as adapted by Subarsono, which comprises four dimensions: Communication, Resources, Disposition, and Bureaucratic Structure. The research formulates propositions for the optimal implementation of the Online Aspiration and Complaint Service Policy at the Department of Communication and Informatics of the City of Bandung based on the factors of Communication, Resources, Disposition, and Bureaucratic Structure. The research methodology employed is qualitative research with a descriptive approach. Data is gathered through literature review, participant observation, in-depth interviews, and documentation. The findings of this research reveal that the implementation of the Online Aspiration and Complaint Service Policy in the City of Bandung is suboptimal due to a lack of public awareness and socialization regarding the LAPOR application, which is the primary reason for the limited knowledge of the public about the application.

Abstract

The problem in this research is the ineffectiveness of infrastructure development in Panyadap Village, Solokanjeruk District, Bandung Regency. Based on these problems, the researcher formulated the problem as follows: How Big is the Influence of the Implementation of Panyadap Village Government Policies on the Effectiveness of Infrastructure Development in Panyadap Village, Solokanjeruk District, Bandung Regency. In analyzing the problems studied, the authors propose the theory of policy implementation from George C Edwards III (in Subarsono 2011: 90- 92) with the dimensions of Communication, Resources, Disposition/Attitude and Bureaucratic Structure. While the theory of effectiveness from Duncan in Steers (2008:53) with dimensions namely Goal Achievement, Integration, and Adaptation. Based on this framework, the hypothesis formulated is: "The magnitude of the influence of policy implementation on the effectiveness of infrastructure development in Panyadap Village, Solokanjeruk District, Bandung Regency, is determined by the implementation of the dimensions of Communication, Resources, Disposition/Attitude and Bureaucratic Structure". The research method used is an explanatory method with a quantitative approach. The results of testing the formulated hypothesis show that the policy implementation variable has a moderate and significant relationship between Policy Implementation and Infrastructure Development Effectiveness. In addition, another variable was found that also influenced the effectiveness of infrastructure development, namely the monitoring variable. This the results of this study tested empirically.

Abstract

This research is motivated by the unoptimal management of the Bandung City Command Center. Based on these problems, researchers identified the following problems: how is the Implementation of the Bandung City Command Center Management policy which has been regulated in Mayor Regulation Number 20 of 2022 concerning Command Center Governance. Based on this, this study aims to find out, analyze and describe in depth about how the Implementation of the Bandung City Command Center management policy. The theory used by researchers is the Policy Implementation model developed by Van Meter & Van Horn which consists of 6 dimensions, namely: policy size and objectives, resources, characteristics of implementing agents, dispositional attitudes of implementers, interorganizational communication and implementing activities, and the economic, social and political environment. This research uses a qualitative approach and descriptive study method. Data collection was carried out by interview, observation, documentation study and literature study. The results showed that the Implementation of the Command Center Governance Policy in Bandung City has not run optimally, this is due to several obstacles including: not having an official website page, not a Technical Implementation Unit (UPT), lack of socialization of the Command Center program to the wider community.

Abstract

Permasalahan dalam penelitian ini adalah pengawasan ketertiban rumah potong hewan di Kabupaten Bandung masih belum optimal sesuai dengan aturan yang ditetapkan. Identifikasi masalah dalam penelitian ini yaitu bagaimana pengawasan ketertiban rumah potong hewan di Kabupaten Bandung. Faktor Penghambat dan Faktor Pendukung dalam pengawasan ketertiban rumah potong hewan di Kabupaten Bandung. Upaya- upaya yang dilakukan oleh Rumah Potong Hewan dalam pengawasan Dinas Pertanian Kabupaten Bandung. Maksud dari penelitian ini adalah untuk mendeskripsikan dan menganalisis serta menggambarkan secara mendalam mengenai pengawasan ketertiban rumah potong hewan di Kabupaten Bandung. Dalam penelitian ini mengacu pada teori Pengawasan menurut Hasibuan(2014:345) untuk mengukur sejauh mana keberhasilan suatu pengawasan dapat dilihat dari tiga dimensi yaitu pengawasan secara langsung, pengawasan secara tidak langsung dan pengawasan berdasarkan kekecualian. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi. Berdasarkan hasil penelitian ditemukan masih banyak Rumah Potong Hewan yang masih belum menerapkan aturan yang sudah ditetapkan. Dalam pengawasan ketertiban rumah potong hewan di kabupaten bandung masih ditemukan faktor pengahambat yang membuat pengawasan tidak berjalan dengan maksimal yaitu masih kurangnya kepatuhan akan adanya peraturan. Upaya yang dilakukan yaitu adanya pemberian edukasi kepada semua petugas atau Masyarakat, memberikan sanksi berupa teguran.
