Abstract

This research is motivated by the not yet optimal Coordination of Land Movement Disaster Management in Purwakarta Regency. Based on the research background, the researcher formulates the problem as follows: How is the Coordination of Land Movement Disaster Management in Purwakarta Regency. The theory used in this research is the coordination principles proposed by Mc. Farland in Handayaningrat with dimensions of coordination through authority, coordination through consensus, coordination through work guidelines, coordination through forums and coordination through conferences. Based on this theoretical approach, the researcher formulates the following proposition: Coordination of Land Movement Disaster Management in Purwakarta Regency will be optimal if it carries out coordination through authority, coordination through consensus, coordination through work guidelines, coordination through forums and coordination through conferences. The research method used is descriptive qualitative research method. Data obtained through literature study, participant observation, in-depth interviews and documentation. The results of this study indicate that the Coordination of Disaster Management on Land Movements in Purwakarta Regency is not optimal

Abstract

The problem in this study is that the Implementation Of Cultural Advancement Object Maintenance Policy In Cikondang Traditional Village Bandung District, has not been optimized. The theoretical approach used in this research is Policy Implementation according to Van Meter and Van Horn in Agustino (2016: 133-136) which consists of six dimensions, namely: policy size and objectives, resources, characteristics of implementing agents, attitudes/tendencies (dispositions), interorganizational communication and coordination implementing activities, as well as the economic, social and political environment. Based on this theoretical approach, the researcher formulates a proposition: Implementation Of Cultural Advancement Object Maintenance Policy In Cikondang Traditional Village Bandung District will run optimally if it implements the dimensions of policy size and objectives, resources, characteristics of implementing agents, attitudes / tendencies (dispositions), inter-organizational communication and coordination implementing activities, as well as the economic, social and political environment. The research method used is descriptive research method, with a qualitative approach, while data is obtained through literature study, participant observation, in-depth interviews and documentation. The results showed that the Cultural Advancement Object Maintenance Policy in Cikondang Traditional Village in its implementation had obstacles. Efforts are made to overcome obstacles in the implementation of the Cultural Advancement Object Maintenance Policy in Cikondang Traditional Village by verifying the Cikondang Traditional Village area as one of the cultural heritage sites in Bandung District.

Abstract

The problem in this research is the low quality of service in the Employment Application, namely the Bandung Integrated Manpower Management Application (BIMMA) which is implemented by the Bandung City Employment Service. According to the researcher's assumption, the low quality of service in this application is still influenced by the Policy Implementation variable. Based on these problems, the problem formulation proposed is: "How big is the influence of policy implementation on the quality of service in the Bandung Integrated Manpower Management Application." The theory used in this research is Policy Implementation as a Variable(X) from Edward III in Agustino, with dimensions: Communication, Resources, Disposition and Bureaucratic structure. Meanwhile, the variable (Y) Service Quality uses the theoretical approach of Parasuraman, Zeithaml, and Berry quoted by Adam with the dimensions of Physical Evidence, Reliability, Responsiveness, Guarantee and Attention. Meanwhile, the hypothesis proposed by the researcher is 52.08% and there are another influences that were not researched amounting to 42,02% regarding control. The research method used is quantitative using simple linear regression and based on the research results, it shows that there is a strong and unidirectional relationship with the influence of policy implementation on service quality in the Bandung Integrated Manpower Management Application. Thus, the hypothesis proposed in this research was tested empirically.

Abstract

Belum optimalnya Implementasi Kebijakan Barang Kemasan di Kota Bandung. Berdasarkan pada permasalahan tersebut, peneliti merumuskan identifikasi masalah yaitu Implementasi Kebijakan Barang Kemasan di Kota Bandung.Tujuan penelitian ini adalah untuk mengetahui dan menganalisis lebih mendalam Implementasi Kebijakan Barang Kemasan di Kota Bandung dengan menganalisis masalah penelitian ini digunakan pendekatan teori Implementasi kebijakan dari Edward III dalam Leo Agustino (2017:139). Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif dengan sumber data yang diperoleh melalui sumber primer dan sekunder. Teknik pengumpulan data dengan wawancara mendalam observasi dan dokumentasi. Berdasarkan hasil analisis dan uji keabsahan data yang dilakukan dan diperoleh hasil penelitian yang menunjukan mendalam Implementasi Kebijakan Barang Kemasan di Kota Bandung belum sesuai dengan Implementasi Kebijakan yang ada karena masih ada hambatan dalam Implementasi Kebijakan Barang Kemasan contohnya kurangnya SDM, kurangnya sosialisai kepada pelaku usaha, kurangnya fasilitas yang memadai terkait barang kemasan dan kurangnya koordinasi antar instansi terkait tentang kebijakan barang kemassan.

Abstract

The problem in this study is that the distribution of Village Funds in 2022 in Desa Malasari Kecamatan Cimaung Kabupaten Bandung, in the implementation is not in accordance with what has been stipulated in Bupati Bandung Regulation Number 166 of 2021 concerning Guidelines for Village Fund Management in Kabupaten Bandung for the 2022 Fiscal Year. The purpose of the research this is to find out and analyze how the Village Fund Distribution Policy is implemented in Desa Malasari Kecamatan Cimaung Kabupaten Bandung. The theoretical approach used in this study is the factors of Policy Implementation according to Warwick in Kadji (2015: 70-72), namely: organizational capabilities, information, support, potential distribution. Based on this theoretical approach, the researcher formulated a proposition: Implementation of the Village Fund Distribution Policy in Desa Malasari Kecamatan Cimaung Kabupaten Bandung, will run optimally if it takes into account the factors of organizational capabilities, information, support and potential distribution. The research method that used is descriptive research method, with a qualitative approach, while the data obtained through literature study, participant observation, in-depth interviews and documentation. The results showed that the Village Fund Distribution Policy in Desa Malasari Kecamatan Cimaung Kabupaten Bandung, in the implementation there were supports but also obstacles. Efforts made by the Pemerintah Desa in overcoming obstacles to the implementation of the Village Fund distribution policy are by increasing coordination with the district level and activating programs related to Village Fund management policies.

Abstract

The background to this research is that the political strategy carried out by the Golkar party in winning the Bandung Regency regional head election was not yet optimal. Based on these problems, the researcher formulated a problemidentification, namely How the Golongan Karya Party's Political Strategy Wins(Case Study of the Regional Head Election of Bandung Regency). The purposeof this research is to find out and analyze how the political strategy for winning the Golongan Karya Party (Case Study of the Regional Head Election of BandungRegency) by analyzing this research problem, Firmanzah's political marketing theory (Firmanzah 2008:109) is used, which consists of 3 dimensions that influence political strategy. including: Segmentation, Taging and Positioning. Based on this theory, the proposition proposed is "Political Strategy for Winningthe Golongan Karya Party (Case Study of the Regional Head Election of BandungRegency)." will run optimally if you pay attention to Segmentation, Targeting and Positioning factors. The method used in this research is a descriptive method by approaching data sources obtained through primary and secondary data sources. Data collection techniques using in-depth interviews, observation anddocumentation. Based on the results of the analysis and data validity tests carriedout, research results were obtained which showed that the Political Strategy forWinning the Golongan Karya Party (Case Study Concerning the Election of theRegional Head of Bandung Regency) was still not in accordance with the strategyused.

Abstract

Penelitian ini dilatar belakangi oleh belum optimalnya implementasi kebijakan pengembangan ekonomi kreatif di wilayah Cibaduyut Kota Bandung. Berdasarkan latar belakang peneliti menidentifikasikan masalah sebagai berikut. Bagaimana implementasi kebijakan pengembangan ekraf di Kota Bandung. Teori yang digunakan dalam penelitian ini adalah teori factor-faktor Implementasi Kebijakan dari Donald P. Warwick yang meliputi dimensi kemampuan organisasi, informasi, dukungan dan pembagian potensi. Berdasarkan pada pendekatan teori tersebut, peneliti merumuskan proposisi Implementasi Kebijakan Pengembangan Ekonomi Kreatif di Cibaduyut Kota Bandung akan berjalan maksimal apabila melaksanakan indikator yang meliputi Kemampuan Organisasi, Informasi, Dukungan dan Pembagian Potensi. Metode yang digunakan menggunakan metode kualitatif dengan deskriptif. Adapun teknik pengumpulan data diperoleh melalui: Observasi, Wawancara, Dokumentasi. Berdasarkan hasil penilitian menunjukan bahwa implementasi kebijkan Pengembangan Ekonomi Kreatif di Wilayah Cibaduyut Kota Bandung belum berjalan optimal karena belum secara optimal melaksanakan dimensi Kemampuan Organisasi, Informasi, Dukungan dan Pembagian Potensi

Abstract

The background to this research is that the implementation of the HIV/AIDS Management Policy at the Parongpong Community Health Center Regional Public Service Agency, Parongpong District, has not been optimal. Based on these problems, the researcher formulated an identification problem on how to implement the HIV/AIDS prevention policy at the Parongpong Community Health Center Regional Public Service Agency, Parongpong District. The purpose of this research is to find out and analyze in more depth how the HIV/AIDS Management Policy is implemented at the Regional Public Service Agency (BLUD) Parongpong Health Center, Parongpong District. By analyzing this research problem, the Policy Implementation theoretical approach according to Edward III in Subarsono is used, which consists of 4 dimensions, namely Communication, Resources, Disposition, Bureaucratic Structure. The method used in this research is a descriptive method with a qualitative approach with data sources obtained through primary and secondary sources. Data collection techniques using in-depth interviews, observation and documentation. Based on the results of the analysis and data validity tests carried out and research results obtained which show that the implementation of the HIV/AIDS Management Policy at the BLUD Parongpong Community Health Center, Parongpong District, is not in accordance with the HIV/AIDS Management Policy at the Parongpong Community Health Center BLUD, Parongpong District, such as, lack of socialization, lack of expert staff/ Human Resources.

Abstract

Masalah dalam penelitian ini adalah belum efektifnya pemberian remisi kepada narapidana narkotika di Lapas Kelas IIA Cikarang. Berdasarkan permasalahan tersebut penelitian merumuskan masalah adalah seberapa besar pengaruh implementasi kebijakan terhadap efektivitas remisi narapidana narkotika di Lapas Kelas IIA Cikarang. Tujuan penelitian ini untuk mengetahui besarnya pengaruh implementasi kebijakan terhadap efektivitas remisi narapidana narkotika di Lapas Kelas IIA Cikarang. Sebagai landasan analisis yang digunakan untuk variabel implementasi kebijakan yaitu teori Edward III dalam Agustino meliputi dimensi komunikasi, sumber daya, disposisi, dan struktur birokrasi. Sementara untuk variabel efektivitas yaitu menurut Sutrisno meliputi dimensi pemahaman program, tepat sasaran, tepat waktu, tercapainya tujuan dan perubahan nyata. Metode yang digunakan dalam penelitian adalah metode kuantitatif. Sumber data yang didapat melalui data primer dan data sekunder. Teknik pengumpulan data melalui tiga cara: observasi, wawancara, dan angket. Sampel dalam penelitian ini berjumlah 92 orang terdiri dari petugas Lapas 9 orang dan narapidana narkotika sebanyak 83 orang. Teknik analisis yang digunakan untuk menguji hipotesis yaitu uji koefisien korelasi, uji regresi linier, uji koefisien determinasi, dan uji signifikansi (uji t). Hasil penelitian ini menunjukan implementasi kebijakan berpengaruh terhadap efektivitas pemberian remisi kepada narapidana di Lapas Kelas IIA Cikarang dapat diterima/teruji kebenarannya.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana kualitas pelayanan Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu Kota Bandung dalam pembuatan Nomor Induk Berusaha menggunakan sistem administrasi OSS, berdasarkan Peraturan Pemerintah No 05 Tahun 2021 Tentang Penyelenggaraan Perizinan Berusaha Berbasis Risiko. Metode yang digunakan dalam penelitian ini adalah kualitatif, sehingga peneliti ini mengumpulkan informasi dari berbagai sumber data, serta menggunakan partisipan sebagai pelengkap. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dokumentasi. Teknik analisis data menggunakan prosedur atau langkah-langkah analisis data menurut Creswell, sementara validitas dan reabilitas dilakukan dengan cara triangulasi. Berdasarkan pengamatan, hasil penelitian menunjukan bahwa kualitas pembuatan surat izin berusaha dengan menggunakan sistem OSS sudah berjalan dengan baik, adapula kekurangannya adalah kurangnya sosialisasi terhadap semua kalangan masyarakat terutama para pelaku usaha yang membutuhkan Nomor Induk Berusaha. Sementara itu juga terdapat kesesuaian antara kualitas pelayanan perizinan berusaha dengan teori Parasuaraman dalam Lupiyoadi, bahwa kualitas pelayanan dipengaruhi oleh Tangible, Reliability, Responsiveness, Assurance, dan Emphaty.
