Abstract

This paper aims to explain Turkey's border security policy in dealing with non-state actors in Northern Syria. Turkey's policy was carried out after five years of involvement in the Syrian crisis and one month after a failed coup attempt. This study uses the theory of securitization by Buzan that explains the existence of threat and vulnerability factors faced by the state in anarchic international structures. The research method used in this study is a qualitative method with the type of causality analysis. This paper found that threats and vulnerabilities pushed Turkey to launch a series of military operations as border security policies to rid North Syria of ISIS and PKK/PYD/YPG militias to control the adverse effects caused by the presence of non-state actors such as civilian and military casualties, property damage, as well as instability and disintegration. The border security policy confirms the increasingly important role of Turkey in the region while demonstrating Turkey's consistency in pursuing national security interests even outside its territory

Abstract

The geopolitical dynamics of the Indo-Pacific region are also influenced by the cooperation and competition between China, Japan, and India in the space realm. Indonesia, which is in the middle of this geopolitical area and has a national interest in space, is in a situation that is both opportunistic and challenging. By using the concept of pragmatic equidistance and space diplomacy, this paper discusses the situation of Indonesia's space diplomatic relations amidst the three primary spacefaring nations. This paper concludes that Indonesia naturally keeps its distance and tries to take advantage of these conditions, but has not yet systematically and actively used a comprehensive strategy to deal with all three for its own national space interests and agenda.

Abstract

Sebagai sebuah jurnal akademik, Intermestic: Journal of International Studies senantiasa akan menjadi wahana wacana dan forum diskusi bagi para cendikia (scholar) mengenai ragam isu internasional dan intermestik yang perlu diangkat dan diperhatikan khalayak pembaca. Pada Volume 1, No. 2, Mei 2017, meskipun belum mengkhususkan pada sebuah tema tertentu, namun artikel-artikel yang kami persembahkan di sini memiliki keistimewaan dalam mengangkat isu kajian berdimensi internasional yang kerap terpinggirkan untuk dibahas. Antara lain adalah isu mengenai psikologis kebahasaan dalam kebijakan luar negeri, keamanan manusia, kelompok lobi, hubungan interkultural diaspora, penyandang disabilitas, serta globalisasi.

Abstract

Artikel ini berpendapat bahwa perempuan memiliki semua hak membuat keputusan untuk dirinya sendiri dan bahwa ia harus memiliki akses informasi mengenai kesehatan reproduksinya dan bagaimana cara merawatnya. Namun, wanita di daerah terpencil memiliki kekhawatiran dalam menggunakan alat kontrasepsi atau tidak tahu apa-apa tentangnya. Mengacu pada permasalahan tersebut, penelitian ini mengkaji bagaimana wanita mengatasi dampak dari kurangnya informasi yang diberikan oleh institusi tentang Hukum Kesehatan Reproduksi. Wawancara kualitatif dilakukan dengan wanita yang tinggal di barangays pinggiran kota Calbayog. Hasil menunjukkan bahwa lembaga-lembaga ini melakukan seminar tetapi kurang menjelaskan rincian penggunaan kontrasepsi dan pentingnya keluarga berencana untuk kesehatan wanita. Buruknya penerapan Responsible Parenthood and Reproductive Health Act tahun 2012 berkontribusi pada situasi sulit bagi perempuan di kota Calbayog.

Abstract

Artikel ini mengevaluasi praktik diplomasi bencana Indonesia tahun 2018, di mana beberapa peristiwa bencana berturut-turut menyebabkan korban jiwa yang sangat besar dan kerusakan material. Di satu sisi, bantuan internasional merupakan salah satu variabel penting yang dapat berperan dalam mengurangi risiko bencana. Di sisi lain, bantuan internasional dianggap sebagai faktor yang dapat menurunkan legitimasi pemerintah dalam menangani bencana. Artikel ini menggunakan metode kualitatif dengan pendekatan studi kasus untuk memahami bencana dan kebijakan bantuan luar negeri serta implikasinya terhadap keamanan negara dan manusia. Artikel ini menemukan bahwa orientasi pemerintah Indonesia di era Presiden Jokowi dalam penanggulangan bencana cenderung pada kebijakan yang berwawasan ke dalam yang konservatif dimana prioritas pemerintah dalam aspek keamanan negara justru membahayakan aspek keamanan manusia (human security)

Abstract

This article is written to analyze the conflict between Russia and Ukraine that led to the fall of Krimea. Russia defends its act by stating that the annexation of Krimea was an effort to protect Russian ethnicities from the political turmoil happened during revolutionary movement. By specifically analyzing the similarities on identity between Ukraines in Crimea with Russian ethnicities, this article argues that bounded historical similarities could trigger states to oppress other to achieve its geopolitical ambition. This article revealed that certain similar identities by some states could be used as an instrument to justify a unilateral action towards other country.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi faktor penyebab tetap terjadinya eksploitasi dan pelecehan seksual yang dilakukan oleh pasukan perdamaian PBB terhadap perempuan lokal di negara konflik. Penelitian ini menggunakan analisis gender, pendekatan kualitatif dan studi literatur. Hal yang dikaji dalam penelitian ini yakni kebijakan PBB mengenai pelarangan beragam jenis relasi seksual pasukan perdamaian PBB dan perempuan lokal, data laporan tuduhan eksploitasi dan pelecehan seksual yang disampaikan penduduk, dan Indeks Perempuan, Perdamaian, dan Keamanan (WPS Index) dari negara pengirim dan penerima pasukan perdamaian PBB. Penelitian ini berargumen bahwa dalam penugasan misi perdamaian, terdapat aspek gender yang diabaikan oleh PBB, yakni budaya patriarki di kedua kelompok negara, pandangan hyper-masculinism para pasukan militer, dan tujuan berdimensi gender dari negara pengirim yang ingin membentuk dan mempertontonkan identitas mereka sebagai pelindung. Penelitian ini menyarankan kepada PBB agar mengkaji WPS Index negara pengirim sebelum menerima pasukan perdamainnya. Abstract

This study aims to explain the strategies taken by two major countries in the region, China and India, in overcoming border disputes in the Aksai Chin region. By using rational choice theory to explain the behavior of India and China and the reasons why they choose to use non-confrontational strategies. The research methodology used is qualitative with a case study model to analyze the policies of the two countries. The results of the study found that despite different views regarding Aksai Chin, the two countries both built trust and were committed that the border dispute would not affect their bilateral relationship as a whole. India and China have opted for a strategy of optimizing mutual benefits over purely national interests. It can be concluded that the two countries chose to take a non-confrontational policy in the border dispute in Aksai Chin as a rational choice in times of crisis based on the optimal benefits that can be obtained by both countries. Abstract

Space race is an important part of the Cold War period between the United States and the Soviet Union. Although the race was over, in recent years, there are some indications of the birth of space race with new nuances. New global actors emerge and change the global launch industry arrangement. That is interesting to be studied because the development of space technology is now increasingly affecting the lives of the global community. This paper explains the current space race so that Indonesia gets an idea of ​​new opportunities, both as customers and developers. The method used is qualitative-descriptive. This paper concludes that space race is coming back with more dominant economic nuances through the changing of global political-economy structure in satellite launch industry sector.
