Abstract

Pada masa sekarang ini perizinan berusaha sudah menggunakan sistem online namun tingkat pengetahuan masyarakat terhadap perizinan online masih rendah. Dalam upaya meningkatkan pelayanan perizinan dan meningkatkan pemahaman masyarakat terhadap perizinan online DinasiPenanaman Modalidan PelayanankTerpadu SatukPintu KabupatenkPasaman membuat suatu inovasi program baru yang diberi nama program DEBAT dimana DEBAT ini singkatan dari (Datangi, Edukasi, Bantu, Terbitkan). Adapun yang menjadi rumusan masalah dalam penelitian ini adalah bagaimana pelaksanaan inovasi pelayanan perizinan melalui program DEBAT pada DinasiPenanaman ModalidaniPelayanan TerpaduDSatu PintuDKabupaten PasamanGdan apa saja faktor penghambat pelaksanaan inovasi tersebut. Lokasi penelitian ini dilakukan di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Pasaman. Jenis dan sumber data dalam penulisan ini ialah data primer dan data sekunder. Penelitian ini menggunakan metode deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, dokumentasi dan wawancara. Analisis data melalui tahapan mulai dari reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini disimpulkan bahwa dalam pelaksanaan program DEBAT bahwa secara umum Pelaksanaan Inovasi Pelayanan Perizinan Melalui Program DEBAT Pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Pasaman sudah berjalan cukup baik. Dalam penerapan inovasi menurut Rogers terdapat beberapa atribut yang dapat dijadikan ukuran untuk menilai pelaksanaan inovasi yang telah disimpulkan yaitu sebagai berikut: Keuntungan Relatif, Adapun keuntungan yang dirasakan masyarakat salah satunya yaitu biaya ongkos yang dikeluarkan untuk mengurus izin berkurang. Kesesuaian, bahwa program DEBAT ini bertujuan untuk memberi kemudahan masyarakat dalam mengurus izin dan program DEBAT ini sangat sesuai dengan kebutuhan masyarakat saat ini. Kerumitan, dalam pelaksanaan inovasi DEBAT ini terkendala akan jaringan dan kegagapan masyarakat akan teknologi yang membuat pelayanan menjadi lebih lama dari waktu yang ditargetkan sebelumnya. Kemungkinan dicoba, Inovasi Program DEBAT telah di uji coba di Kecamatan Bonjol. Kemudahan diamati, dengan hadirnya inovasi DEBAT ini masyarakat merasa terbantu sekali dan mempermudah masyarakat memahami sistem perizinan online.

Abstract

This study focus on the implementation of government policies related to the use of fishing gear that is not environmentally friendly in the Singkarak Lake. The background of the problem in this study is the use of large enough fishing gear and the disruption of the balance and preservation of fish in Singkarak Lake, especially the typical fish of the lake, namely Bilih fish. The theoretical concept used in this research is the theory of implementation of Van Meter Van Horn's policy in Sujianto in 2008. The method used in this research is a descriptive qualitative approach with a case study method. Data Collection Technique in this study are observasion, interview and documentations.  The results in this study indicate that the implementation of the Regulations Governor Sumatrai West Number 81 Year 2017 about Use Tool and material Arrest Fish in waters Lake Singkarak has not been realized properly. The inhibiting factors in this research include socialization, my sources, and awareness of the fishing community.

Abstract

Kuantan Singingi Regency is an area located near the Kuantan river, where natural disasters often occur in the river flow such as floods due to overflowing of the Kuantan river. To overcome these natural disasters, it is necessary for the local government to be agile in pursuing policies on how to cope with these natural disasters. This study uses a qualitative method which is carried out by asking questions and procedures, collecting data from participants, analyzing data inductively, and interpreting the meaning of the data. This study uses a descriptive approach which carefully records all phenomena (symptoms) that are heard, seen, and read through official documents, field notes, interviews, and personal documents. Data was collected using primary and secondary data with data collection techniques using interviews, observation, and documentation. The results in this study indicate that in dealing with natural disasters, especially floods in the Kuantan Singingi area, the government has collaborated with the Riau Province BPBD but it is still not optimal because in the Kuantan Singingi Regency area there is no BPBD, making it difficult to coordinate and give orders centrally. Therefore, more concrete policies are needed regarding disaster management in Kuantan Singingi Regency.

Abstract

Penelitian ini bertujuan untuk mengetahui upaya pengembangan kelembagaan petani karet dalam penyelenggaraan modal sosial petani perkebunan karet. Metode yang digunakan dengan metode kualitatif, dengan pengumpulan data dengan teknik wawancara, pengamatan, FGD. Validitas data dilakukan dengan triagulasi data atau sumber. Hasil penelitian menunjukkan bahwa pengembangan kelembagaan petani perkebunan karet berbasis modal sosial mereka lakukan dengan upaya diri sendiri terbangun secara sukarela terwujud dalam bentuk modal budaya, modal manusia dan modal ekonomi. Jejaring sosial dan norma yang sudah ada masih belum kuat di samping mayoritas petani perkebunan karet karena dalam menjalankan fungsi organisasi belum berjalan secara optimal. Jadi dapat disimpulkan bahwa modal sosial menjadi kekuatan bagi petani perkebunan karet sampai hari ini masih bertahan. Penelitian dapat menjadi rujukan bagi peneliti berikutnya bahwa dalam kelembagaan petani modal sosial dapat dijadikan sebagai subjek atau objek penelitian bidang sosial.

Abstract

Penelitian ini dilatarbelakangi oleh suatu kebijakan terkait pengoperasian Bandar Udara melalui Kerja Sama Operasional Pengoperasian Bandar Udara Pinang Kampai antara Pemerintah Kota Dumai dengan PT. Pelita Air Service. Namun saat ini pengoperasiannya belum sesuai dengan yang diharapkan karena pemanfaatan sarana prasarana yang ada masih belum optimal dan kontribusi terhadap penerimaan daerah belum signifikan. Penelitian ini bertujuan mengevaluasi kebijakan kerjasama operasional pengoperasian Bandar Udara Pinang Kampai Kota Dumai dan apa yang menjadi faktor penghambat dari pengoperasian Bandar Udara Pinang Kampai. Adapun pendekatan metode penelitian secara kualitatif yaitu dilakukan melalui tahapan mereduksi data, penyajian atau display data dan kesimpulan atau Verifikasi data. Untuk memperoleh data yang representatif baik data primer maupun sekunder, peneliti menggunakan beberapa teknik pengumpulan data yang meliputi wawancara, observasi, dokumentasi dan studi perpustakaan. Hasil penelitian evaluasi kebijakan menunjukan bahwa kerjasama operasi pengoperasian Bandar Udara Pinang Kampai belum maksimal, dimana Bandar Udara belum didukung SDM yang memadai, sarana dan fasilitas Bandar Udara saat ini hanya mampu melayani jenis pesawat berbadan kecil (narrow body) dan kontribusi terhadap penerimaan daerah belum signifikan. Sedangkan yang menjadi faktor penghambat pengoperasian Bandar Udara Pinang Kampai ini meliputi: Sumber Daya Manusia (SDM), sarana prasarana dan status kepemilikan aset Bandar Udara Pinang Kampai. Pengoperasian Bandar Udara Pinang Kampai dapat untuk dipertahankan dengan syarat sarana prasarana, fasilitas keamanan dan keselamatan penerbangan harus di benahi, atau alternatif lain aset Bandar Udara dihibahkan/ diserahkan kepada Pemerintah pusat/ daerah atau suatu organisasi profesional yang khusus mengelola Bandar Udara.

Abstract

The employment opportunity policy for persons with disabilities is a policy established by the Government which aims to provide employment opportunities and create employment opportunities for persons with disabilities in order to create equal employment rights between persons with disabilities and normal society so that discrimination against persons with disabilities is eliminated. This study aims to look at the implementation of employment opportunities policies for persons with disabilities in Pekanbaru City and the factors that influence the implementation of these policies. The research method used is descriptive qualitative, data collection techniques using interviews, observation, and documentation. This study uses the theory of policy implementation according to Merilee S. Grindle which consists of two indicators that affect the performance of public policy implementation, namely indicators of policy content which include the interests of the target group, types of benefits, degree of desired change, location of decision making, program implementers, resources involved, and indicators of the implementation environment consisting of the powers, interests, and strategies of the actors involved; characteristics of institutions and authorities; compliance and responsiveness. The results of this study are the finding of deficiencies that must be considered to be improved, namely in the aspect of implementing responsiveness (lack of socialization) so that policy implementation has not run optimally in Pekanbaru City. Researchers also found several factors that influence the implementation of this policy in Pekanbaru City, namely the objectives of the policy, human resources, economic conditions, as well as the response and participation of the target group.

Abstract

This study aims to determine: 1) The implementation of the development of an integrity zone towards a corruption-free area (WBK) and a clean bureaucratic area serving the Immigration Office Class I TPI Pekanbaru, 2) Obstacles faced by the Immigration Office Class I TPI Pekanbaru. In this study, the researcher uses the theory of Eko Prasojo (2013) which refers to 3 criteria for a good bureaucracy, namely, improving the quality of public services, being free of corruption, collusion and nepotism, and performance accountability. The findings of this study are that the Immigration Office is still in the process of developing an Integrity Zone, which is still fixing all matters related to the construction of an integrity zone at the Class I Immigration Office Pekanbaru. From other phenomena, researchers see that it is still unclear what sanctions are given if employees are involved in deviant activities. Obstacles in the implementation of the integrity zone development at the Class I Immigration Office Pekanbaru, the old work culture is still embedded so that the lack of performance in performance accountability management makes the achievement of performance not optimal.

Abstract

Poverty is a socio-economic condition of citizens who are unable to meet basic needs appropriate to humanity. One of the government-implemented models for empowerment of the poor is the existence of KUBE. A joint business group (KUBE) is a collection of families of the poor that are formed, grow and develop on their own initiative, associate with each other and live in certain regional units. With the help of KUBE, it is hoped that the KUBE that is being managed will continue to grow and bring about changes in the social well-being of members of the Joint Business Group (KUBE). In this article, the author uses a qualitative research method with a descriptive approach. The researcher uses Sharma's theory of organizational effectiveness. The results of this study showed that the effectiveness of the Joint Business Group (KUBE) in Banglas Village, Tebing Tinggi District, Meranti Islands Regency was still less effective and not optimal in implementation because there were still inhibiting factors, namely conflict among members causing KUBE management to malfunction, lack of skills, Human Resources (HR) and unfair competition.

Abstract

Sustainable development is development that pays attention to the three main aspects; they are economy, social and environment aspects. Riau Province is one of the province that have great quantities of corporate, either foreign or local corporate. Sustainable corporate social responsibility in this province, is obligated by district regulation, no. 6, 2012. The development of companies in Riau Province increased in the oil and natural gas, plantation, forestry and mining sectors. The existence of the company give positive impact such as the raising of the economics matter and increasing the local income by the responsibility fell on the economic, social and environment condition where the company operate. The purpose of this research is: to study how is the responsibility of CPI Ltd. In Riau Province in the effort to support economy, social and sustainable development. The method used in this research is the use of descriptive qualitative method. Qualitative method is used for describing the authentic relationship between variables in the research problem empirically by the big amount of  simultaneous influence sharpening together and toward value pattern be faced. Abstract

Riau is one of the most vulnerable provinces to forest and land fires in Indonesia, Meranti Islands Regency Riau Province is one of the worst places. Forest and land fires in the Meranti Islands Regency occur during the dry season. Various prevention efforts have been carried out by the government. Meranti Islands Regency 60% is this peat area which causes opportunities for forest and land fires. This study analyzes: 1) the causes of forest and land fires in the Meranti Islands Regency, 2) the impact of forest and land fires on ecology, social and economy, 3) local wisdom owned by communities who are able to protect forests and land, 4) find prevention models forest and land fires based on integrated and effective institutions. This study uses a survey method. The data obtained were analyzed descriptively by using the mix methods approach by combining two forms of quantitative and qualitative approaches. Data analysis uses statistics with Pearson Correlation test and SWOT analysis. The results of the analysis concluded that the most dominant variables causing forest and land fires in the Meranti Islands Regency were socio-cultural conditions (69.06%) , this also has an impact on socio-cultural factors (62.68%). local wisdom in the community is one effort that can prevent forest and land fires, is the tradition of sago planting and bele kampung tradition. The results of the SWOT analysis produce an alternative S-O (Strenghts-Opportunity) strategy in cell 1 position with the power to take advantage of opportunities. The model for preventing forest and land fires based on integrated institutions is: 1) government, 2) research institutions are universities, 3) community institutions such as the Fire Concern Society (MPA).
