Abstract

This study aims to find outand considers the role of Public Relations of the Secretariat of Riau Province in Shaping a positiveimage of the Provincial Government of Riau. In additions, to investigate the factors inhibiting andsupporting activities of the Secretariat of Public Relations Riau Province in shaping a positive imageand the media used. The method used is descriptive qualitative data from informants collected andprocessed in qualitative way. The results showed that the role of Riau Provincial Relations Secretariatbase on Regional Regulation No. 2 Tahun 2005 has not been implemented optimally for the task inrunning the affairs and public relations activities more through mass media. Inhibiting factors RiauProvincial Secretariat of Public Relations in the formation of positive image of the Government ofRiau Province, among others, human resources, political factors, the structure of governmentorganizations in Riau Province, inadequate infrastructure to support public relations activities, andlack of coordination between the Regional Secretariat of Public Relations in Riau Province andpublic relations who exist in the Provincial Government of Riau. Factors supporting public relationsactivity Riau Provincial Secretariat received direct funding from the budget of Riau Province,motivation to improve the quality and quantity of human resources.

Abstract

Implementation of Songket Songket Development Policy. The purpose of this research is to know the implementation in policy of songket weaving industry development in Pekanbaru city. This research is a qualitative research. The research informants were Head of Department of Trade and Industry, community shop, songket weaving artist and academician. Data collection techniques are interviews, observation and documentation. Data analysis through triangulation process. The result of the study shows that the implementation of policy of songket weaving industry development in Pekanbaru city has not been implemented optimally. The factors found are policy access, human resources, market access, lack of promotion from the government, and low innovation and competitiveness.

Abstract

Dalam wacana Reveinting (menciptakan kembali) pemerintah sebagian besar di fokuskan pada konseptualitasi ulang pemerintah untuk mendefinisikan kembali peran pemerintah dalam tata kelola masyarakat yang bertujuan untuk membuat pemerintahan yang lebih efektif dan memanfaatkan teknologi untuk memberikan pelayanan yang lebih efektifdan efisien dengan biaya yang lebih rendah. Penelitian ini bertujuan untuk menjawab program inovasi pelayanan publik berbasis e-government pada Kantor pengadilan Agama Tanjung Balai Karimun. Untuk mencapai tujuan tersebut digunakan metode pendekatan penelitian deskriptif kualitatif dalam mengurai data secara deskriptif. Teknik pengumpulan data dilakukan dengan cara wawancara, dokumentasi, serta dokumen dan arsip dengan menggunakan teknik analisis deskriptif kualitatif. Penelitian ini menggunakan Teori Atribut Inovasi dari Rogers (1983) dalam Suwarno (2008) dengan indikator Keuntungan Relatif, Kesesuaian, Kerumitan,Kemungkinan di coba, dan Kemudahan Diamati. Hasil penelitian ini menunjukkan bahwa: wujud inovasi pelayanan publik berbasis Elektronic Government pada Kantor Pengadilan Agama Tanjung Balai Karimun memiliki 10 inovasi yaitu, SINTER (Sistem Informasi Terpadu), Validasi Akta Cerai, ESKM (Elektronik Survey kepuasan Masyarakat), ASVI (Asisten Virtual), Si Guelis (Sistem Gugatan Elektronik 15 Menit), E-BUMU (Elektronik Buku Tamu), Hipnotis (Hitung Panjar Biaya Perkara Otomatis), Radius Panggilan, Walkthrue. Namun dalam pelaksanaan inovasi pelayanan publik berbasis electronic government ini belum berjalan secara optimal dikarenakan terbatasnya anggaran yang dimiliki, jaringan yang terkadang tidak stabil dan masyarakat yang terkadang masih ada masyarakat yang masih belum memahami hal di bidang teknologi.

Abstract

Commitment, Unity and Performance. The research objective was to determine the effect of commitment and togetherness to the team performance squads extinguishing forest fires and land in Kota Dumai. The study population was a member of a team of firefighters Kota Dumai as many as 100 people and all the population sampled. Data was concluded using a questionnaire using Likert scale. Data were analyzed using multiple regression. The results showed that commitment and togetherness partially and simultaneously have a positive and significant impact on team performance firemen with 5% degree of confidence. Variable contribution commitment and togetherness in the team’s performance firemen just as much as 10.82%, while the remaining 89.12% influenced by other factors.

Abstract

Pelayanan publik secara umum belum mencapai kualitas optimal, hal ini dapat dilihat dengan banyaknya keluhan masyarakat dalam mendapatkan pelayanan publik yang lambat, mahal, berbelit-belit, sarana prasarana tidak memadai yang di berikan oleh instansi atau lembaga pemerintah. Agar terwujudnya pelayanan publik yang prima tentu dibutuhkan Standar Operasional Prosedur (SOP) yang digunakan sebagai acuan untuk menjalankan tugas dan kewajiban satuan kerja sesuai dengan ruang lingkup tugasnya masing- masing. Riau Safety Driving Center (RSDC) khususnya unit Regident sebagai instansi pelayanan publik memiliki SOP dalam menjalankan tugas dan kewajibannya, sehingga satlantas dapat menjalankan tugas dan wewenang sebagaiinstansi pemerintah dapat terarah dan terorganisir agar tercapai pelayanan professional. Metode penelitian yang digunakan dalam tulisan ini adalah kuantitatif type deskriptif yang mana penulis menjelaskan dalam bentuk persentase dan diakhiri dengan penarikan suatu kesimpulan berdasarkan data lapangan dan hasil wawancara serta kuesioner. Hasil penelitian ini menunjukkan bahwa pelayanan publik pada Riau Safety Driving Center (RSDC) Kota Pekanbaru berada pada kategori cukup baik yang artinya pelayan yang diberikan masyarakat sudah memenuhi kebutuhan masyarakat namun belum memberikan yang terbaik, karena masih ada beberapa keluhan dari masyarakat terkait pelayanan dalam pembuatan Surat Izin Mengemudi. Adapuns saran yang diberikan kepada Riau Safety Driving adalah melakukan perbaikan pelayanan publik melalui pembagian tugas pada personil untuk melayani dan memenuhi kebutuhan pembuatan dan permohonan surat izin mengemudi kendaraan roda dua.

Abstract

Movements, Job Promotions and Employee Work Achievements. The purpose of this study was to determine the effect of mutations and promotion on the work performance of employees at the Regional Personnel Agency of Riau Province. This type of research is quantitative. The study population was all of the State Civil Apparatus of the Riau Province Regional Personnel Agency as many as 63 people (census research). Data collection techniques are questionnaires, observation and documentation. Data analysis is multiple linear regression. The results of the study showed that the variable mutation and job promotion had a significant effect on the work performance of employees at the Regional Personnel Agency of Riau Province. This shows that if the Riau Province Regional Personnel Agency wants to improve the work performance of its employees, the approach to mutation and promotion will be achieved. Simultaneously mutations and job promotions affect the work performance of employees at the Riau Province Regional Personnel Agency, with a significant degree of influence. Where from the R2 determination test it is known that simultaneously the mutation variables and promotion have an influence of 60.8% and the remaining 39.2% is influenced by variables not examined in this study such as leadership, organizational climate and motivation.

Abstract

Development Program Evaluation, Vagrant Training and Beggars. The purpose of this study was to determine the evaluation of homeless and beggar training training programs in Pekanbaru City as well as what factors influence the evaluation of homeless and beggar training training programs in Pekanbaru City. This study uses approach, observation and documentation. Qualitative descriptive research method. Primary data is obtained directly through interviews, research informants namely the Head of Social Rehabilitation Division, Head of the Secretariat / Responsible Division of Salter, Salter employees, and the community. Data analysis uses interactive methods ranging from data reduction, data presentation and conclusion drawing. The results of this study indicate that the implementation of the Evalution of the implementation of training programs for homeless and beggar training in the city of Pekanbaru has not yet achieved the expected results, in which the implementation of social welfare goals is sprawl.

Abstract

This research aim at the efectiveness RUTRK – RDTRK 1992 – 2012 Colomadu Region inKaranganyar Residence. Will be implemented and to seen from it’s content and contexs policy, alsothe constrains and push factor in implementation the policy it is the research of target. How theregulation of agricultural land use?. Colomadu located in a very strategic and high economic poten-tial, mayority its lands are agricultural land use, transfer from agriculture to business oriented it’svery high. This research includes qualitative research with informants bureaucracy, developer,businessman and farmer land owners. which is determined by swowbolling technique. The collecteddata were analyzed with the method of interactive analysis. The result of the research indicated that: the implementation RUTRK – RDTRK 1992 – 2012 Colomadu Region is more economic prioritythan law enforcement for existence agricultural land use as “food stock” and land use control, thisphenomenon will be sustainable for the strategy to protec agriculture with agricultural land asenternity land.

Abstract

 Abstract: Standard of Shopping (ASB) on Preparation of Bimtek and Training Budget. This study aims to analyze the ASB that can be applied to the preparation of Bimtek Activities and Training budget in SKPD and identify the factors that have not been applied ASB in the preparation of the budget by the Government of Pekanbaru City. The research was conducted by using quantitative and qualitative descriptive research method. The study population is all technical guidance and training activities. Objects studied is the amount of technical guidance and training budget as outlined in DPA SKPD. Technique of collecting secondary data is in the form of document and financial report of government of Pekanbaru City. Technique of simple regression data analysis. The results obtained by ASB model for Bimtek and Training budget are: Y = 16.741.628,67 + 680.493,02 X, Y is total budget, while X is cost driver. There is one activity with an unusual budget value that exceeds the maximum budget limit of Bimtek Package Regulation on Financial Management.

Abstract

Good governance telah menjadi wacana penting dalam studi administrasipembangunan dan demokrasi dalam dua dekade belakangan ini. Kegagalanpembangunan di banyak negara berkembang ditengarai karena kuatnya praktikpoor governance, yakni pengelolaan kekuasaan yang cenderung disalahgunakanberdasarkan personal rule maupun patrimonial. Studi ini bertujuan untukmendiskusikan praktik governance di tingkat desa. Metode yang yang digunakanuntuk menganalisis praktik good governance di sini adalah studi kasus denganwawancara mendalam dengan para stakeholder. Studi ini menunjukkan bahwadalam beberapa hal praktik governance belum bekerja dengan baik. Polainteraksi atau network yang seharusnya berjalan antar berbagai stakeholderdalam proses kebijakan publik masih sangat terbatas. Fenomena yang menonjoldi lapangan antara lain: (1) ada kemandulan partai politik dalam menjalankanfungsi sebagai penyampai artikulasi kepentingan warga; (2) pola interaksi antaraktor dalam pembuatan kebijakan cenderung bersifat informal; (3) terdapat dualgovernance antara dua kelompok aktor secara terpisah yang menyebabkan prosespembuatan kebijakan tidak berjalan optimal.
