Management of Distribution of Professional Civil Servant Employee Benefit Fund. This study aims to find out the implementation of the distribution of the allowance fund of the PNSD teacher profession in the Education Office of Dumai City. Key informants are teachers ranging from Kindergarten, Elementary School, Junior High School and High School as many as 5 people. Methods of data collection is done by interview method. After the data collected then analyzed with qualitative descriptive approach. The result of research is known that the improvement of teacher profession certification followed by the provision of new teacher profession allowance can improve teacher welfare as measured, among others by decreasing the proportion of teachers who have additional work. The TPG planning process has not been accurate, as can be seen from the absence of a proper number of teachers who passed the certification, so that TPG can not be accommodated in the current year’s budget and potentially become arrears in the next year.

The land problem that occurs in the city of Pekanbaru, especially the sub-district of Rumbai in the application of redrose is that the community has not been able to access and obtain information and the lack of socialization. Basuki (2013:179) reveals that the attributes of public service innovation are relative advantage, compatibility, complexity, triability and observability. Based on the results of the research that has been carried out, the results show that the redrose program already has advantages that can facilitate land services. The redrose program can reduce existing land problems. Then the redrose program can make it easier to speed up land services in the rumbai sub-district. This program is not yet known by the community as a whole.

Leadership Style, Organizational Climate, Employee Compensation and Work Behaviour. This study aims to know the influence of leadership style, organizational climate as well as compensation to the behavior of employees working at the Faculty of Social and Political Sciences, University of Riau either simultaneously or partially. The study population was the entire staff of the Faculty of Social and Political Sciences, University of Riau as many as 76 people. Data were collected using questionnaires. Data analysis method used is multiple linear regression method using SPSS for Windows version 17. The results showed that partially or jointly variable in this study both the style of leadership, organizational climate or compensation significantly influence the behavior of employees working at the Faculty of Social and Political Sciences, University of Riau. From the results of the study also found that organizational climate variables into the most dominant variable influencing the behavior of employees working at the Faculty of Social and Political Sciences, University of Riau followed by variable compensation for second dominant and leadership style.

Implementation of Functional Health Administration Training at UPT. BAPELKES Riau Provincial Health Office. UPT. The Health Training Center (BAPELKES) of the Riau Provincial Health Office that provides assistance to the community must be supported by the UPT Apparatus. Health Training Centers that have predetermined qualifications provide specialized training for Health Administration Functional Positions. However, in the implementation of the Functional Health Administration Training in UPT. BAPELKES of the Riau Provincial Health Service has not met expectations. This research was conducted to Analyze the implementation of Health Administration Functional Training in UPT. BAPELKES of the Riau Provincial Health Office and Analyzing Analyzing the factors that hampered the implementation of the Health Administration Functional Position training at UPT. BAPELKES Riau Provincial Health Office. This research uses Anwar Prabu Mangkunegara's Theory (2005: 51-53) adding that "training indicators include instructors, participants, materials, methods, costs, training facilities, objectives, and targets. This type of research is a descriptive study using qualitative. Data collection method is done by interview, observation and documentation. The results of this study indicate that the implementation of the Health Administration Functional Training at UPT. BAPELKES Riau Provincial Health Office provides several important things about the Resource persons provided in accordance with the needs of trainees related to Health Functional Administration and specifically taken from the environment of the Riau Provincial Health Office, and the material provided in accordance with modules and modules that have been standardized and in accordance with learning standards, and training facilities and supporting infrastructure at the Riau Province Health Training Unit UPT are still inadequate for training needs. The factors that hindered the implementation of the Training were the Rationalization of the Budget that made the Activities unable to run according to the plan, and the Lack of UPT Lecturers. Bapelkes, especially those who have expertise in the fields of Environmental Health, Midwifery and Pharmacists.

Perception, Customer Relationship Management (CRM) and loyalty. The purpose of this study was conducted to determine the effect of customer perception and customer relationship management (CRM) .In this research methodology is descriptive and quantitative with SPSS, where the sample used in this study are customers of BRI Syariah. To determine the sample using the formula Slovin, sampling with accidental sampling method. Techniques of collecting data through observation and questionnaires. The data analysis was descriptive and multiple linear regression with SPSS version 19. From the results of data analysis and the perception that the contribution of CRM on customer loyalty with value F table (F count = 93.955> F table = 3.089) with the contribution of the coefficient of determination (R2) by 66% with the remaining 34%. Significant contribution in partial perception of the T table (3.710 count T> T table 1.985), while the variable partial CRM significance to the value table T (T 6.810 arithmetic> T table 1.985).

Communication, Leadership, and Employee Performance. The purpose of this study was to analyze the influence of communication and leadership on employee performance at the Pekanbaru Regional Secretariat Office. The population in this study were all employees at the Regional Secretariat of Pekanbaru City who were taken in saturated sampling so that the study sample of 61 employees was obtained. The research variable uses two variables, namely the independent variable and the dependent variable. The dependent variable (y) in this study is employee performance. Independent variable (x) includes: communication (x1) and leadership (x2). This research is quantitative research. The method of data analysis uses multiple linear regression analysis. Processing data using the SPSS program for Windows Release 23.0. The results showed that partially the communication and leadership variables had an effect on the performance of employees at the Regional Secretariat of Pekanbaru City. The results of the analysis showed that communication had a more dominant influence than leadership on employee performance.

This study aimsto determine the performance of services and the determinants of the services performance atRegional Water Company (PDAM) in Jepara Regency. The method used is a qualitative approach,and the data were collected by interview, observation and documentation. Analysis of the datausing the domain analysis techniques. The results showed that the performance of services atPDAM in Jepara are still low or less satisfactory. The deciding factor for poor performance ofservice, dominated by employees. The quantity of employee behaviours are less. Moreover, theirquality of the education level is not in accordance with the nature and type of positions assignedto the organization’s principal task at PDAM.Keywords: performance services, performance assesment, human resources, public service.

Discipline, Supervision and Work Productivity. This study aims to determine how the influence of the partial and simultaneous variables of work discipline and supervision of employee productivity at the Department of Agriculture of Bengkalis Regency. This research uses quantitative method. The population of the research is all employees of the Agriculture Service which amounts to 81 people and all of them are sampled. Data collection techniques are questionnaires and documentation. Data analysis using multiple linear regression. The results showed that there is a significant influence between employee work discipline and supervision on the productivity of employees of the Bengkalis District Agricultural Service. Simultaneously work discipline and work supervision affect the productivity of employment of employees at the Department of Agriculture of Bengkalis Regency, with a very significant level of influence. Where from the determination test R2 known that the variable of work discipline and work supervision has an influence of 70.8% and the rest of 29.2% influenced by variables not examined in this study such as leadership variables, work motivation, incentives and organizational climate.

Abstract: Pekanbaru City Government Expenditure Analysis Unit in the Office of the CivilService. This study aims to analyze the process of drafting the budget (RKA) and the allocationof development budget and actual expenditures in municipal police office Pekanbaru. The informantsis the Chief Financial Officer Pekanbaru City Government Secretariat and Head of Sub-Division of Finance Office of Pekanbaru City municipal police. The data collection technique isdocumentation and interviews. Data analysis techniques used measure of efficiency. Results ofresearch on pattern budgeting menunjuknn that still use the old method although there has beenan increase in status echelon head office. Budget and expenditure analysis Office of the municipalpolice in 2014 increased nearly 100% from 2012. As for the analysis of Actual Expenditure inmunicipal police offices with total regional expenditure in 2012 and 2014 amounted to 0.73%and 0.93%.

Penelitian ini membahas mengenai Kebijakan Pemerintah Daerah Nomor 23 Tahun 2014 Tentang Ketertiban Umum Kota Probolinggo kepada pengamen dan pengemis yang di latar belakang oleh maraknya anak jalanan, pengemis dan pengamen yang ada di Kota Probolinggo. yang melakukan aktivitas di jalanan. Tujuan penelitian ini adalah untuk mengevaluasi pelaksanaan peraturan Kebijakan Pemerintah Daerah, penelitian ini menggunakan teori Nugroho 2014 “Tentang Implementasi Kebijakan Pemerintah” pada prinsipnya sebuah kebijakan dapat mencapai tujuannya tidak lebih dan tidak kurang. Penelitian ini menggunakan metode penelitian kualitatif, dengan teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukan bahwa pelaksanaan peraturan daerah masih belum berjalan dengan maksimal, dalam konteks jaminan dan perlindungan anak Pemerintah telah menerbitkan berbagai regulasi yang menjamin perlindungan anak jalanan, pemahaman terhadap kebijakan pemerintah terhadap pentingnya pemberdayaan anak dan perlindungan anak yang dirasakan belum mencukupi dari segi perekonomian. Penelitian ini memberikan saran agar disediakan balai dan instruktur pelatihan agar kegiatan pembinaan dan pemberdayaan kepada pengamen, pengemis lebih efisien serta kenyamanan terhadap pengendara motor jalan maupun masyarakat umum dan juga perlu ada koordinasi dengan kepolisian dalam penindakan dan pemberian sanksi terhadap pelanggaran yang terjadi di Kota Probolinggo
