Abstract

Samsat merupakan singkatan dari Sistem Administrasi Manunggal di Bawah Satu Atap, yang merupakan suatu sistem kerjasama secara terpadu antara Polri, Bapedda dan PT. Jasa Raharja (Persero). Samsat memberikan pelayanan dalam perpanjangan STNK. Untuk memberikan pelayanan tersebut khususnya pembayaran Pajak Kendaraan Bermotor (PKB) pihak Kantor Bersama Samsat Kota Probolinggo membentuk program Walk Thru. Program walk thru dalam pelayanan pembayaran pajak kendaraan bermotor dapat mempermudah masyarakat sehingga lebih efektif. Tujuan dari penelitian ini adalah untuk mengetahui efektivitas program walk thru pada pelayanan pajak kendaraan bermotor sehingga akan mempermudah suatu pelayanan bagi wajib pajak. Metode yang digunakan dalam penelitian ini adalah deskriptif dengan menggunakan pendekatan kualitatif. Fokus penelitian ini didasarkan pada teori Efektivitas Menurut Duncan (dalam Steers 1985:53) yaitu ada 3 indikator adanya pencapaian Tujuan adanya Integrasi dan Adaptasi. Sedangkan teknik analisis data dalam penelitian ini adalah reduksi data, penyajian data, dan penarikan kesimpulan. Hasil dari penelitian ini menunjukkan bahwa Efektivitas Program Walk Thru pada Pelayanan Pembayaran Pajak Kendaraan Bermotor di Kantor Bersama Samsat Kota Probolinggo dapat dikategorikan berjalan dengan efektif, dapat dikategorikan efektif karena dua dari tiga indikator sudah dinyatakan efektif. Meskipun sedikit hambatan yang terjadi dalam program walkthru. Kekurangan atau hambatan dari program walkthru dapat dilihat dari indikator adaptasi pada sub indikator tenaga kerja. Kekurangan pada tenaga kerja pada pelayanan pembayaran program walk thru di Kantor Bersama Samsat Kota Probolinggo masih memiliki antrian yang panjang. Meskipun waktu pelayanan yang cepat dan efektif tetapi program walk thru masih dilakukan oleh satu tenaga kerja dalam pelayanan.

Abstract

Evaluation of Community Health Insurance Program. This study aims to investigate the implementation of the Community Health Insurance Program (Assurance) in the sub-district Puskesmas Rengat on Sipayung and the factors that affect implementation. This research uses qualitative descriptive method. Based on the evaluation of the implementation of the Community Health Insurance Program (Assurance) in District Rengat cases at health centers Sipayung basically not run optimally. Factors affecting among other things the lack of socialization and communication between program managers jamkesmas, lack of infrastructure, lack of availability of drugs in health centers as well as the slow Sipayung workers in providing health services.

Abstract

Implementation of the Self-Help Housing Stimulant Assistance Program (BSPS). The purpose of this study was to determine the implementation of the Self-Help Housing Stimulant Assistance Program (BSPS) in Koto Tuo Barat Village District XIII Koto Kampar Kampar Regency. This research is a qualitative descriptive study. Data collection techniques used were interviews, literature study. Data collected in the classification then moves towards the formation of conclusions. The results of the study concluded that the implementation of the Self-Help Housing Stimulant Assistance Program (BSPS) in the Village of Koto Tuo Barat District XIII Koto Kampar Kampar Regency Based on Riau Governor Regulation Number: 12 of 2012 concerning Guidelines for Implementing Development in the Field of Settlements with Community Empowerment Patterns and Regulation of the Minister of Public Works and Housing Rakyat Republik Indonesia Number 07 / PRT / M / 2018 2018 Regarding Self-Help Housing Stimulant Assistance. Starting from the planning stage in the form of organizing Prospective Beneficiaries (CPB), submitting proposals in the form of money, ratification of proposals by the Technical Team, and Proposal Proposal to the Commitment Making Officer (PPK).

Abstract

Implementation of Corporate Social Responsibility Program in Enhancing Community Welfare. The purpose of this study is to investigate the implementation of corporate social responsibility program at PT. Arara Abadi in improving the welfare of the community. Informants in this study are implementing corporate social responsibility program of PT. Arara Abadi and village government officials, village communities. Data collection technique were interview, observation and documentation. Analysis of data through the process of presenting the data, data reduction and conclusion. The research found that the implementation of corporate social responsibility program at PT. Arara Abadi in improving the welfare of people in Pelalawan 2015 has been running pretty well. But the benefits of this program can not be enjoyed by the whole group policy goals.

Abstract

Implementation, Administration of Regional Property. This study aims to analyze theimplementation of the administration of regional property policies within the Riau ProvincialGovernment and analyze the obstacles in the implementation of policies for administering regionalproperty within the Riau Provincial Government. This study uses a descriptive qualitative researchmethod approach. Data collection techniques are interviews and observations. Key information is thegoods management official at the Riau Provincial Financial and Asset Management Agency. Secondarydata obtained from research documents. The results showed that the communication factor that occurredbetween the officials managing regional property was not good, inadequate resources both human andfinancial resources, disposition in the implementation of administration of regional property went poorly,and the bureaucratic structure in implementation was not effective. Obstacles in administering regionalproperty include incomplete goods data, lack of human and financial resources, the absence of an SOP,the Property Management Officer has not carried out his authority and responsibilities properly.

Abstract

The research explain theimplementation of educational decentralization policy in the Tangerang Regency, Banten Province,Indonesia. The research is intended to answer the question, “Why the output of the implementationof educational decentralization didn’t meet with society’s expectation”. This research used qualitativeapproach because to understand of empirical phenomenon. Based on qualitative method, researcherplays as main instrument. Observation, in-depth interview, focus group discussion, and documentarystudy were used for submitting the data. To answer of research problem, used theories of EdwardsIII. The research found that result of implement educational decentralization policy in TangerangRegency not accordance with the society’s expectation. There were five factors caused: (1) It hadnot developed operational legal framework on the function given, (2) It had not made operationalagent organization where design, enrollment, instruction, and function suitable with its functions,(3) It had not allocated their adequate fund to carry out educational service; (4) The operationalagent had not been able to set comprehensive and operational planning, and (5) Educational apparatuscould not practice qualified learning process.Key words: educational decentralization policy, legal framework, comprehensive planning.

Abstract

Service Quality and Community Satisfaction on Electronic Identity Cards (KTPel).This study aims to find out and analyze to service quality in the electronic service (KTP-el) ofthe Department of Population and Civil Registration Kampar District. This study uses aquantitative approach. The sample in this study is Front Office employees using Census Techniquethat is safe 20 employees, while for the Community using Incidental Sampling Technique that is asmany as 30 people. Data analysis using Simple Linear Regression with the help of SPSSapplication. The results showed that service quality was significantly positive for communitysatisfaction with the value of t count (5.720)> t table (2.011). The percentage of supply coefficientis determined as 40.5%. While the remaining 59.5% by other variables not examined such asfacilities and infrastructure, discipline, ability and skills of employees.

Abstract

Public administration reform was reinforced social capital in public. He have been able topenetrating power which centralistic. Besides also out for social capital got out of poorness depen-dence from various the progresses in this time. Factor pushing growing of social capital at publicPelalawan, 1) feel togetherness, 2) existence of desire and purpose of same, 3) flavor don’t gettingattention. 4) wish to advance. Research used have the character of method qualitative and datacollected with depth interview. Taking respondent with method purposive sampling. Data analysisdone by field with the phenomenon verification. Social capital which meant here is social rapportand norm which an in public social structure capable to coordinated action in reaching purpose ofwith. Result of study showed Sub-Province Pelalawan hardly kondusif for increasing viable qualityof live passed effort prosperity (economic unit) based on local strength. But that way, still berequired role of government for giving economic protection and give service of public in responsible.

Abstract

Pembangunan PLTMH di Dusun Daleman sebenarnya terjadi dalam dua periode. Periode pertama adalah pembuatan PLTMH oleh seorang tokoh desa dan terjadi ketika listrik PLN belum menjangkau Dusun Daleman. Periode kedua adalah pembangunan oleh pemerintah pada tahun 2003 dimana PLN telah masuk sampai ke Daleman. Pada periode pertama, masyarakat Daleman antusias menerima keberadaan PLTMH karena terdapat kepentingan yang harus dipenuhi, yakni kebutuhan listrik sebagai penerangan di malam hari. Sedang periode kedua pembangunan kembali PLTMH dengan teknologi yang jauh lebih canggih, justru kurang mendapat perhatian dari masyarakat. Temuannya, kurangnya perhatian masyarakat Daleman terhadap PLTMH muncul karena masyarakat Dusun Daleman merasa “kurang mengenal” teknologi PLTMH yang baru dan muncul begitu saja ditengah-tengah mereka. Selain itu, institusi sosial, yang didalamnya memuat nilai dan norma yang berlaku di masyarakat Daleman, masih kental akan budaya Jawa. Oleh karenanya, masyarakat Daleman masih memiliki perasaan “sungkan” untuk ikut terlibat dengan PLTMH karena mereka merasa tidak pernah dilibatkan oleh pihak penyelenggara PLTMH.

Abstract

Determination of Regional Tax Receivables Elimination Policy and Levies. The purpose of this study was to analyze the process or stages of policy formulation, knowing the factors that affect, knowing the actors involved and the role of actors in the formulation of the policy. The informants are the Department of Revenue and the taxpayer Bengkalis. Data obtained from interviews, observation and documentation. Based on the results, it can be concluded that the process of formulating the draft local regulations is not ideal and can be categorized into the institutional model.
