Abstract

Competence, Work Discipline and Employee Performance. The aim of this study was to analyze the competence and discipline significant effect on the performance of work organization Forest Management Unit (FMU) of Riau Province. This research was conducted in four (4) Organization of Forest Management Unit (FMU) of Riau Province. According to the research methods included into the survey. The method used is the census sample with a sample of 36 people. Data collection techniques using three approaches namely interviews, questionnaires and documentation so that all the necessary data can be collected quickly and systematically. Analysis of data using multiple linear regression analysis to examine the effect of independent variables inferential competence and discipline on the dependent variable of employee performance. The results showed competence and discipline significant effect on the performance of employees Organization of Forest Management Unit (FMU) of Riau Province. Competence and discipline of work together and partial positive and significant impact on employee performance Organization of Forest Management Unit (FMU) of Riau Province. It gives the sense that the better competence and discipline employees who owned the higher the employee’s performance. Competence effect is more dominant than the disciplined employee organization Forest Management Unit (FMU) of Riau Province.

Abstract

Career Development, Competence, Leadership, Organizational Commitment and Performance. The purpose of this study was to determine the effect of career development, competence and leadership on employee performance with organizational commitment as an intervening variable in the Department of Industry and Trade of Riau Province. This study uses primary data using questionnaires, then processed by the path analysis method. The population is all employees of Industry and Trade in Riau Province as many as 220 people and samples taken 142 using Slovin formula. The results of this study are that competence and leadership statistically significantly affect organizational commitment. However, there is no significant relationship between career development and organizational commitment. Competence and leadership are statistically significant in influencing performance while career development and organizational commitment do not exist.

Abstract

The development of information and communication technology is faster to give someeastness for human life. Because of the advanced of information technology, government candevelop public service in information technology. This technology is called by e-Government. Inregional contects, by spirit of regional autonomy wich give democratized and autonomy to region,the Government of West Sumatera Province also try to develope e-Government as one of the effortto improving public service quality. Approachment or metode used is qualitative with descriptivetype. The process of submiting data done by using interview and documentation done in someinstantion in environment of the Government of West Sumatera Province. The technic of informanchoosing used is purposive sampling. Data is analyzed by using etic and emic analyze. Theresearch result show that the strategy of Government of West Sumatera Province in developing e-Government as one of effort of improving public service quality by earlier analyzing the environ-ment of organization strategic. The strategy is: 1) Comparative Advantage Strategy; (a) Releasingproduct of regional law as law background of e-Government development, (b) Pointing PublicRelationship Bureau as work unit manufacturer of e-Government development, 2) Investment/Divestment Strategy; (a) Adding a number of employee program and giving guidance and trainingto improve employee quality, (b) Pointing some employees to manufacture e-Government on eachSKPD, (c) Selecting unurgent programs and plan optimalized, 3) Mobilization Strategy; (a) Build-ing strong system, and 4) Damage Control Strategy; (a) Cooperating with involved institution incentral.

Abstract

Effectiveness of Implementation of Community Empowerment Program Basedon Rukun Warga (PMB-RW). Community Empowerment Program based on Rukun Warga is aprogram of poverty eradication conducted by Pekanbaru city government through the process ofapproach of community empowerment pattern with financing from APBD Kota Pekanbaru,Provincial APBD, State Budget, State-Owned Enterprise and Corporate Social Responsibility(CSR) not binding. Therefore, through Mayor Regulation No. 44 of 2014 and RegionalRegulation No. 5 of 2016, the community-based community empowerment program (PMB RW)has the goal of creating harmony, security and peace, realizing the prosperity of the people ofPekanbaru City and creating a clean, healthy and beautiful environment . So with that purpose,PMB RW Program has the main target, namely social solidarity, opportunity and employment aswell as facilities, infrastructure and environmental sustainability. The method used is descriptivequalitative approach. Primary data obtained from interviews and observations, secondary dataobtained through data collection with documents. Data analysis uses data collection methods,triangulation techniques and extends field involvement. The results of the research that theeffectiveness of the implementation of PMB RW program in Senapelan sub-district PekanbaruCity is still running quite well. This is influenced by the factors of technical guidance, humanresources program implementer and the limitations of program budget.

Abstract

The implementation of Taksi Mina Bahari (TMB) policy is the action program inGorontalo Province in the field of fisheries and marine Gorontalo as an effort to improve theproductivity of traditional fishermen fishing. The purpose of this study were: 1) analyzing theimpact of the implementation of TMB policies on the productivity of traditional fishermen fishing,and 2) studying the approach model used in order to achieve the successful implementation ofpolicies TMB. Who were respondents in the study sample as many as 70 people of 187 populationby using the estimated rule of thumb. Data were collected through questionnaires and analyzedwith a statistical model of SEM. Based on the results of the statistical test SEM models, it showsthat the implementers of policy factor on the success of policy implementation TMB, while factorof community figures support is regarded as very weak factor to determine the success of policyimplementation TMB. Research findings revealed that the best and the appropriate approachmodel forthe conditions of fishing communities is a dialogic approach model.

Abstract

Training, Ability and Performance. This study aims to determine the effect of training on performance, the influence of the ability of employees on employee performance and the influence of training and employee ability on the performance of employees of the Office Immigration Class I Pekanbaru. The method used is descriptive and quantitative method. A sample of 71 people from 127 employees of Immigration Office Class I Pekanbaru with random sampling technique. Techniques of collecting questionnaire data, observation and interview. Data analysis using multiple linear regression. The result of the research shows that partially known variables of training have a significant effect on employee performance. Partially known working ability variables have a significant effect on employee performance. It is simultaneously known that the variables of training and work ability have a significant effect on the performance of the employees at the First Class Immigration Office of Pekanbaru. This indicates with the provision of training and training will improve the ability of employees and will have an impact on improving the performance of these employees.

Abstract

Program KIA di Kabupaten Karimun dimulai sejak diberlakukannya Permendagri Nomor 2 Tahun 2016 Tentang KIA, namun pelaksnaan di Kabupaten karimun pada bulan mei 2018. Dalam pelaksanaannya KIA diberikan kepada anak berusia 0-17 tahun, namun hingga oktober 2021 pencapaian KIA baru 29.386 kartu yang sudah dicetak dengan perbandingan jumlah anak di Kabupaten Karimun pada Oktober 2021 yaitu 74.910 anak. Tujuan pada penelitian ini adalah untuk melakukan Evaluasi Pelaksanaan Program KIA oleh Disdukcapil Kabupaten Karimun dengan teori Evaluasi menggunakan teori William Dunn (2008:429), yaitu efektivitas, efisiensi, kecukupan, perataan responsivitas dan ketetapan. Metode penelitian menggunakan deskripstif dengan pendekatan kualitatif dengan jumlah informan 6 orang. Hasil penelitian diketahui program KIA sudah efektif ditandai dengan sosialisasi ke kecamatan,sekolah dan berkerja sama dengan Rumah sakit dan Klinik bersalin, (2) efisiensi sudah cukup optimal, (3) Kecukupan masih kurang ditandai dengan minimnya peralatan kerja yaitu printer, (4) perataan program kurang optimal di karenakan masyarkat diluar Karimun terdapat kendala dalam mengurus KIA jadi harus melaui perantara melalui kelurahan, (5) responsivitas sudah optimal, (6) ketetapan pelaksanaan belum menjangkau seluruh kecamatan di Kabupaten Karimun, jumlah penduduk dan jumlah pengeluaran KIA belum mencapai target dan belum dilakukannya pembaruan data target. Kesimpulan dari Evaluasi pelaksanaan program KIA oleh Disdukcapil Kabupaten Karimun yaitu Aspek efektifitas,efisiensi dan responsivitas program dinilai sudah optimal sedangkan aspek kecukupan, perataan dan ketetapan dinilai belum optimal. Dengan demikian, pelaksanaan program KIA dinilai belum optimal karena harus ditingkatkan.                                                                                                          Kata Kunci: Kebijakan Program, Evaluasi, Program KIA

Abstract

Implementation of the Village Fund Allocation Program in the Development of Social Capital. The research objective was to determine the allocation of the village fund program implementation in the development of social capital in the District of West Rangsang Meranti Islands District. The informants are leaders ADD program manager, community and public figures. Data collecting technique is interview, observation and documentation. Analysis of data using an interactive model. The results showed that the implementation of the policy of rural fund allocation program in the development of social capital has not reached maximum results.

Abstract

Implementation of Minimum Service Standards Policy Population Administration in the North Maluku Province. This study aims to determine the minimum service standards policy implementation population administration in the Province of North Maluku. The method used is descriptive qualitative. The study population is the entire user population administration services. Techniques of data collection using the questionnaire. Determination of the sample using simple random sampling technique. The process of data analysis using quantitative descriptive analysis. The results showed that the provision of services on population administration based minimum service standards are generally performing well, although still found disparities in its implementation. The imbalance caused by the gap of information about rules and guidelines on minimum service standards between officers and the community.

Abstract

Ketentuan sistem zonasi diatur dalam Permendikbud Nomor 14 Tahun 2018 tentang Penerimaan Peserta Didik Baru. Tujuan penelitian ini yaitu untuk mengetahui dan mendeskripsikan implementasi Permendikbud Nomor 14 Tahun 2018 Tentang Penerimaan Peserta Didik Baru khususnya tentang sebaran peserta didik di SMA Negeri 8 Batam. Penelitian ini menggunakan metode kualitatif dengan jenis penelitian deskriptif. Teknik pengumpulan data menggunakan observasi, wawancara dan dokumentasi. Teknik analisis data menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini yaitu, implementasi sistem zonasi di SMA Negeri 8 Batam sudah berjalan secara optimal sesuai dengan peraturan yang telah ditetapkan. Sumber daya manusia yang ada memiliki kuantitas dan kualitas yang sudah cukup memadai, anggaran pelaksanaan menggunakan dana BOS, serta sarana dan prasarana terawat dan terkelola. Sosialisasi yang diberikan oleh pihak pelaksana dilakukan secara berjenjang dari Kemendikbud hingga ke masyarakat. Para pihak pelaksana sudah paham dalam pembagian tugasnya masing-masing. Tidak ada permasalahan dari segi ekonomi dan politik, sedangkan dari segi sosial yaitu daya tampung sekolah tidak sebanding dengan jumlah peserta didik yang mendaftar. Masih adanya pro dan kontra dikalangan masyarakat terkait pelaksanaan sistem zonasi.
