Abstract

Crimes against humanity experienced by the Rohingya ethnic group in Myanmar constitute one of the most serious human rights violations in contemporary international law. Systematic acts of violence such as killings, forced displacement, torture, and discrimination carried out by state apparatuses as well as certain groups indicate a pattern of structured and widespread violations. This study aims to analyze the responsibility of the State of Myanmar from the perspective of international law, particularly based on the principle of state responsibility and international human rights norms. The research method employed is a normative juridical method with statutory and conceptual approaches. The data used consist of primary legal materials such as international conventions, decisions of international courts, and reports of international institutions, as well as secondary legal materials in the form of scientific literature and legal journals. The results of the study indicate that Myanmar can be held internationally responsible for failing to protect its citizens and is alleged to have been directly involved in crimes against humanity. Such actions are contrary to international obligations, including the principles of non-discrimination, protection of minorities, and the prohibition of serious international crimes. Furthermore, mechanisms of accountability may be pursued through international forums such as the International Court of Justice (ICJ) and the International Criminal Court (ICC), although various juridical and political obstacles remain. In conclusion, the State of Myanmar bears international legal responsibility for the violations committed against the Rohingya ethnic group. Therefore, an active role of the international community is required to promote law enforcement, provide protection to victims, and ensure that similar crimes do not recur in the future

Abstract

Seborrheic keratosis (SK) is a benign neoplasm most commonly found in the facial region in elderly. SK appears as a cutaneous manifestation in 15% of diabetes mellitus patients due to excessive proliferation of keratinocytes and melanocytes. Clinically, SK sometimes mimics basal cell carcinoma, cutaneous cornucleosis, and malignant melanoma, histopathological examination is necessary to distinguish each diagnosis.Publication about SK in DM is still limited nowadays. A 64-year-old woman with black spots on her face that have been getting bigger over the pastyear, increasingly painful and itchy. The patient has been working under sunlight for 50 years without sunscreen and has been undergoing diabetes treatment for the past 5 years with glimepiride 1x2mg. Electrodesiccation and electrocauterization were performed for further histopathological examination of the tissue. The clinical manifestation of SK is multiple or solitary, yellowish-brown, pedunculated lesions of varying sizes. Adefinitive diagnosis is made by histopathological examination showing hyperkeratosis and acanthosis. The risk factors for SK are not yet fully understood, but are thought to involve mutations in FGFR3, PI3K, and IGF. Therapy is based on available modalities and patient preference. There were no significant differences in efficacy, healing duration, symptoms, and recurrence among these therapy options. KS occurs due to various unclear risk factors, one of which is metabolic disorders such as diabetes mellitus. Clinically, atypical KS often resembles otherlesions, necessitating histopathological examination. Research on KS in DM patients is still limited, requiring further research

Abstract

This study analyzes the legal protection of religious freedom in Indonesia through the case of the GKI Yasmin Church, with a focus on the failure to implement court decisions. Although Indonesia is constitutionally recognized as a state based on the rule of law, the enforcement of final and binding judicial decisions often encounters obstacles in practice. This research aims to examine the gap between legal norms and their implementation, particularly in the protection of religious freedom. The study employs a normative juridical method with a qualitative approach, relying on legislation and court decisions as primary sources. The findings reveal that despite clear rulings in favor of GKI Yasmin, local authorities failed to comply, indicating weak law enforcement and the influence of non-legal factors such as social pressure and political considerations. This condition reflects a broader structural problem in the enforcement of law and undermines judicial authority, thereby weakening the protection of fundamental human rights. Furthermore, the failure to implement court decisions highlights the inconsistency between legal norms and their application in practice. The study concludes that stronger state commitment, improved supervision, and effective enforcement mechanisms are essential to ensure the protection of religious freedom and uphold the rule of law in Indonesia

Abstract

This research aims to analyze the loading level of the power transformer at Ranomuut Substation by comparing transformer loads during months of low and high electricity consumption. The analysis was conducted to determine the variation of apparent power (S) and the percentage of transformer loading relative to its nominal capacity of 20 MVA. The data used were obtained from current and voltage measurements on the 70 kV and 20 kV sides during four observation months, namely June, July, March, and August. The calculation results show that in June and July, the transformer operated under low-load conditions with an apparent power of 10.09 MVA and a loading percentage of 50.48%. In March, the apparent power increased to 14.82 MVA with a loading level of 74.10%, indicating a high-load but still safe condition. Meanwhile, in August, the transformer reached the highest apparent power of 21.53 MVA with a loading level of 107.63%, which indicates an overload condition as it exceeded the nominal capacity. A comparison between the low-load and high-load months shows an increase in loading by 57.15%, reflecting a significant rise in electricity consumption in the Ranomuut Substation area, influenced by industrial activity and increased household electricity demand. Overall, the transformer still operates properly under both low and high loads; however, continuous monitoring and effective load management are required to prevent overloading during peak demand periods and to maintain system efficiency and equipment lifespan
