Abstract

Abstract Collaboration between actors is needed for deradicalization programs, not only between institutional (institutional) actors but actors outside institutions need to be involved in the deradicalization process as a form of national resilience. This article discusses the involvement of former terrorist convicts (Napiters) who are members of the Circle of Peace Foundation (YLP) and the TNI (Indonesian National Army) in efforts to deradicalize the process through the TNI Manunggal Pembangunan Desa (TMMD) program. This research was conducted with the object of ex-terrorist convicts by conducting interviews, documentation studies, and observations. The analysis of this research uses a collaborative governance theory approach as an analytical knife with qualitative research methods. Keywords: Actor collaboration, TNI, former terrorist convicts, deradicalization Abstrak Kolaborasi antar aktor diperlukan untuk program deradikalisasi, tidak hanya antar aktor institusional (kelembagaan) tetapi aktor diluar kelembagaan perlu dilibatkan untuk proses deradikalisasi sebagai wujud ketahanan nasional. Tulisan ini membahas tentang pelibatan mantan narapidana teroris (Napiter) yang tergabung dalam Yayasan Lingkar Perdamaian (YLP) dan TNI (Tentara Nasional Indonesia) dalam upaya proses deradikalisasi melalui program TNI Manunggal Membangun Desa (TMMD). Penelitian ini dilakukan dengan obyek mantan narapidana teroris dengan melakukan wawancara, studi dokumentasi dan observasi. Analisa penelitian ini dengan pendekatan teori collaborative governance sebagai pisau analisis dengan metode penelitian kualitatif. Dari penelitian ini ditemukan bahwa sinergitas antara TNI dengan mantan narapidana teroris harus secara terpadu dan terintegrasi untuk proses deradikalisasi melalui program pelaksanaan TMMD sehingga terwujudnya ketahanan nasional. Abstract

Arjowilangun Village is situated in the Kalipare District of the Malang Regency and is a major contributor of migrant workers. In reality, the large number of workers who go abroad causes a wide range of problems, including failed departures, illness while working abroad, layoffs before the end of contracts, deceptive contracts, deportation, visa overstaying, nonpayment, and victimization by crime. In this, there is a growing need to protect the villagers of Arjowilangun through regulatory and other legal means. In numerous unfortunate occurrences, the capacity of many manpower is insufficient to comply with Village Regulations. Our Universitas Airlangga Team of Community Service has conducted training and mentoring as part of our collective effort to enhance the organizational capacity for addressing the needs of the community. Particularly, the UNDP's Capacity Development frameworks guided our community service, including engaging stakeholders on capacity development, assessing capacity assets and needs, developing a capacity development response, putting that response into action, and evaluating capacity development. Our service was attended by 37 individuals, including village officials, members of the village representative body, former migrant workers, migrant workers' families, and community leaders. The community service reveals that the knowledge gained as a result of the capacity building efforts was substantial, allowing village leaders in Arjowilangung and other diverse parties to draft local regulations to protect migrant workers. The service and dedication of those involved in both the mentoring and training programs have a significant impact on this, with the support and additional motivation of the village apparatus ensuring that migrant workers receive the best possible services and safety.

Abstract

Abstrak Usaha Mikro Kecil dan Menengah (UMKM) telah lama menjadi pilar utama dalam struktur ekonomi Indonesia, menggerakkan roda perekonomian dengan kontribusi yang signifikan. Namun, dalam kondisi perekonomian yang dinamis, eksistensi dan pertumbuhan UMKM masih terus diuji. Tantangan terbesar yang dihadapi pelaku UMKM adalah perubahan paradigma bisnis yang ditandai oleh era Society 5.0. Teknologi telah menjadi kekuatan utama yang mengubah lanskap bisnis secara fundamental. Perubahan ini menciptakan peluang besar, tetapi juga menimbulkan ketidakpastian. Digitalisasi menjadi kunci untuk mengoptimalkan peluang tersebut, terutama dalam pemasaran produk UMKM. Tujuan penelitian ini adalah menganalisis strategi pengembangan UMKM untuk membangun ketahanan bisnis era new Era society 5.0. Kendati teknologi telah menciptakan peluang yang lebih besar bagi UMKM, namun kesiapan mereka dalam beradaptasi dengan digitalisasi belum sepenuhnya terwujud. Kesimpulannya, UMKM menghadapi perubahan paradigma yang signifikan dalam menghadapi era Society 5.0. Digitalisasi menjadi kunci untuk meningkatkan ketahanan bisnis UMKM dengan menerapkan technopreneurship, meskipun kesiapan mereka dalam mengadopsi perubahan tersebut masih menjadi perhatian. Inovasi dalam hal produk, keterlibatan dalam pameran dan festival, penggunaan media sosial dan influencer untuk mempromosikan produk, pembangunan relasi bisnis, peningkatan kualitas layanan, pemahaman media sosial, penjualan melalui marketplace adalah beberapa langkah strategis yang perlu ditempuh untuk memastikan kelangsungan bisnis UMKM di society 5.0 Abstract Micro, Small and Medium Enterprises (MSMEs) have long been the main pillars in Indonesia's economic structure, driving the wheels of the economy with a significant contribution. However, in dynamic economic conditions, the existence and growth of MSMEs is still being tested. The biggest challenge faced by MSME players is the change in business paradigm marked by the Society 5.0 era. Technology has become a major force that has fundamentally changed the business landscape. These changes create great opportunities, but they also introduce uncertainty. Digitalization is the key to optimizing these opportunities, especially in marketing MSME products. The aim of this research is to analyze MSME development strategies to build business resilience in the new Era society 5.0 era. Even though technology has created greater opportunities for MSMEs, their readiness to adapt to digitalization has not yet been fully realized. In conclusion, MSMEs are facing a significant paradigm shift in facing the Society 5.0 era. Digitalization is the key to increasing the resilience of MSME businesses by implementing technopreneurship, although their readiness to adopt these changes is still a concern. Innovation in terms of products, involvement in exhibitions and festivals, use of social media and influencers to promote products, building business relationships, improving service quality, understanding social media, selling through marketplaces are some of the strategic steps that need to be taken to ensure the continuity of MSME businesses in society 5.0

Abstract

Abstract This research is motivated by the complexity of the distribution system of subsidized and non-subsidized fertilizers to farmers, this research is deemed necessary to be carried out in order to find out how the effectiveness of the distribution of subsidized and non-subsidized fertilizers to farmers or POKTAN (Kelompok Tani-Farmer Groups) through kiosk intermediaries as official agents of fertilizer distributors, especially in Sumberbendo Village, Sumberasih District, Probolinggo Regency. The theory used in this study uses Sutrisno's (2010) effectiveness theory by measuring five indicators, namely Program Understanding, Target Accuracy, Timeliness, Achievement of Goals, and Real Change. This research uses qualitative descriptive research methods. The results in this study can be concluded that the effectiveness of the Fertilizer Distribution Policy for Farmers in Sumberbendo Village, Probolinggo Regency can be said to be less effective. Keywords: distribution policy; fertilizer; subsidies Abstrak Penelitian ini dilatarbelakangi oleh rumitnya sistem pendistribusian pupuk bersubsidi dan non subsidi kepada petani, penelitian ini dirasa perlu untuk dilakukan guna mengetahui bagaimana efektivitas pendistribusian pupuk bersubsidi maupun nonsubsidi kepada para petani atau POKTAN (Kelompok Tani) melalui perantara kios sebagai agen resmi penyalur pupuk khususnya di Desa Sumberbendo Kecamatan Sumberasih Kabupaten Probolinggo. Teori yang digunakan dalam penelitian ini menggunakan teroi efektivitas Sutrisno (2010) dengan mengukur lima indikator yakni Pemahaman Program, Ketepatan Sasaran, Ketepatan Waktu, Tercapainya Tujuan, dan Perubahan Nyata.. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Hasil dalam penelitian ini dapat disimpulkan bahwa Efektivitas Kebijakan Distribusi Pupuk Bagi Petani di Desa Sumberbendo Kabupaten Probolinggo dapat dikatakan kurang efektif. Abstract

Abstract Public services in Indonesia still face challenges, such as the increasing number of complaints. Moreover, East Java province has the most protests in Indonesia, and the city of Surabaya also has the highest number of complaints in East Java. One of the public services in the city of Surabaya is population administration services at the Surabaya City Population and Civil Registration Service. However, some still are unaware of the importance of population administration documents, so the government launched the Population Administration Aware Community Environmental Area (KALIMASADA) program. As in the Pakal sub-district, 416 people do not have orderly population administration. This research uses program optimization theory to analyze how to optimize the Population Administration Awareness Area (KALIMASADA) program in Pakal District. This research design is descriptive qualitative using primary data through interviews with key informants determined by purposive sampling, observation, and documentation-data”data analysis techniques using interactive models by Miles and Huberman. The results of this research are as follows: 1) The aim is to show that there is coordination between officers, Kasipem, and Head of RT in the KALIMASADA program so that time and costs can be minimized. 2) Alternative decisions show that the collaboration between officers and the RT Head ensures that the community can access services easily. However, there are still officers and the public who do not understand KALIMASADA. 3) Limited resources indicate that there are still obstacles in sub-district budget allocation and a lack of skills of officers in Pakal Sub-district. Still, the availability of infrastructure, such as the RW/RT Hall and internet access, is quite good. Keywords: Optimization, Population Administration, RW Hall Services, Pakal District Abstrak Pelayanan publik di Indonesia masih menghadapi tantangan seperti meningkatnya jumlah pengaduan. Terlebih lagi provinsi jawa timur memiliki pengaduan terbanyak di indonesia dan kota surabaya juga memiliki jumlah pengaduan terbanyak di jawa timur. Salah satu pelayanan publik di Kota Surabaya adalah pelayanan administrasi kependudukan di Dinas Kependudukan dan Pencatatan Sipil Kota Surabaya. Namun, masih terdapat masyarakat yang kurang menyadari akan pentingnya dokumen adminsitrasi kependudukan sehingga pemerintah meluncurkan program Kawasan Lingkungan Masyarakat Sadar Administrasi Kependudukan (KALIMASADA). Seperti halnya di kecamatan pakal sebesar 416 jiwa yang belum tertib administrasi kependudukan. Penelitian ini bertujuan untuk menganalisis mengenai bagaimana optimalisasi program Kawasan Lingkungan Sadar Administrasi Kependudukan (KALIMASADA) di Kecamatan Pakal dengan menggunakan teori optimalisasi program. Desain penelitian ini adalah kualitatif deskriptif menggunakan data primer melalui wawancara dengan key informan yang ditentukan secara purposive sampling, observasi, dan dokumentasi. Teknik analisis data menggunakan model interaktif oleh miles and Huberman. Hasil penelitian ini adalah 1) Tujuan, menunjukkan bahwa adanya koordinasi antara petugas, Kasipem dan Ketua RT dalam program KALIMASADA sehingga dapat meminimalisir waktu dan biaya. 2) Alternatif keputusan, menunjukkan bahwa adanya kolaborasi petugas dan Ketua RT memastikan bahwa masyarakat dapat mengakses layanan dengan mudah. Namun masih terdapat petugas dan masyarakat yang belum paham terkait KALIMASADA. 3) Sumberdaya yang membatasi, menunjukkan bahwa masih terdapat kendala dalam alokasi anggaran kecamatan, kurangnya keterampilan petugas di Kecamatan Pakal, namun memiliki ketersediaan infrastruktur sudah cukup baik, seperti adanya Balai RW/RT dan akses internet. Abstract

Abstract Natural and non-natural disasters are unavoidable in Indonesia because the country's geographical area causes it to be threatened with floods, earthquakes, volcanoes, and tsunamis. Therefore, this study aims to determine the importance of collaborative governance in disaster management. This study used a qualitative approach with literature methods and secondary data to explore the role of collaborative governance in Indonesian disaster management. The results showed that all emergency mitigation requires coordination between government and non-government agencies. Meanwhile, the pre-disaster as one of the disaster management phase enable collaborative governance to create a disaster-resilient community, while the post-disaster is performed by applying a community-based recovery approach and assistance cooperation. Furthermore, weak coordination and leadership are factors affecting the collaboration process. Keywords: natural disasters, collaborative governance, disaster management, pre disaster, post disaster Abstrak Bencana alam dan non-alam tidak dapat dihindari di Indonesia karena kondisi geografis negara yang menyebabkannya terancam oleh banjir, gempa bumi, gunung berapi, dan tsunami. Oleh karena itu, penelitian ini bertujuan untuk mengetahui pentingnya tata kelola kolaboratif dalam penanggulangan bencana. Penelitian ini menggunakan pendekatan kualitatif dengan metode literatur dan data sekunder untuk mengeksplorasi peran tata kelola kolaboratif dalam penanggulangan bencana di Indonesia. Hasil penelitian menunjukkan bahwa semua mitigasi darurat memerlukan koordinasi antara lembaga pemerintah dan non-pemerintah. Sementara itu, prabencana sebagai salah satu tahapan penanggulangan bencana memungkinkan tata kelola kolaboratif untuk mewujudkan masyarakat tangguh bencana, sedangkan pascabencana dilakukan dengan menerapkan pendekatan pemulihan berbasis komunitas dan kerja sama bantuan. Selain itu, lemahnya koordinasi dan kepemimpinan menjadi faktor yang mempengaruhi proses kolaborasi. Kata kunci: bencana alam, tata kelola kolaboratif, manajemen bencana, pra bencana, pasca bencana

Abstract

Abstract The objective of this paper is to analyze the 'One Stop Learning' innovation at Rumah Kedelai Grobogan (RKG) and its impact on strengthening food security in Indonesia, considering the high national demand for soybeans and the dependency on imports. This research employs a qualitative approach with a case study method, incorporating secondary data analysis, stakeholder interviews, and field observations. The findings reveal that the 'One Stop Learning' innovation at RKG has significantly boosted local soybean production from 10,709 tons in 2020 to 34,603 tons in 2022. Additionally, this innovation has fostered the growth of small and medium enterprises involved in tofu and tempeh production and increased the number of soybean seed breeders. The study is limited to data from Grobogan Regency and may not be generalizable to other regions in Indonesia with different agricultural conditions. Future research could explore multiple regions and use a longitudinal approach to assess long-term impacts. The practical implications of the 'One Stop Learning' model at RKG provide a replicable framework for other regions in Indonesia to enhance local soybean production and reduce reliance on genetically modified imported soybeans. This model also promotes an integrated agribusiness ecosystem from upstream to downstream processes. This study offers insights into how integrated educational and innovative approaches in agribusiness can strengthen national food security, with the 'One Stop Learning' approach supporting national food security. Keywords: innovation, one stop learning, food security, rumah kedelai grobogan, local soybean production.     Abstrak  Tujuan dari makalah ini adalah menganalisis inovasi 'One Stop Learning' di Rumah Kedelai Grobogan (RKG) terhadap penguatan ketahanan pangan di Indonesia, mengingat tingginya permintaan nasional akan kedelai dan ketergantungan pada impor. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus, menggabungkan analisis data sekunder, wawancara dengan pemangku kepentingan, dan observasi lapangan. Temuan menunjukkan bahwa inovasi 'One Stop Learning' di RKG secara signifikan meningkatkan produksi kedelai lokal dari 10.709 ton pada tahun 2020 menjadi 34.603 ton pada tahun 2022. Selain itu, inovasi ini telah mendorong pertumbuhan usaha kecil dan menengah  yang terlibat dalam produksi tahu dan tempe, serta meningkatkan jumlah penangkar benih kedelai. Penelitian ini terbatas pada data dari Kabupaten Grobogan dan mungkin tidak dapat digeneralisasikan ke daerah lain di Indonesia dengan kondisi pertanian yang berbeda. Penelitian selanjutnya dapat mengeksplorasi beberapa wilayah dan menggunakan pendekatan longitudinal untuk menilai dampak jangka panjang. Implikasi Praktis model 'One Stop Learning' di RKG menyediakan kerangka kerja yang dapat direplikasi oleh daerah lain di Indonesia untuk meningkatkan produksi kedelai lokal dan mengurangi ketergantungan pada kedelai impor yang dimodifikasi secara genetik. Model ini juga mendorong ekosistem agribisnis yang terintegrasi dari proses hulu ke hilir. Studi ini menawarkan wawasan tentang pendekatan pendidikan dan inovasi yang terintegrasi dalam agribisnis dapat memperkuat ketahanan pangan nasional pendekatan 'One Stop Learning' mendukung ketahanan pangan nasional Kata kunci: inovasi, one stop learning, ketahanan pangan, rumah kedelai grobogan, produksi kedelai lokal.

Abstract

Abstract This study aims to elucidate the service innovations implemented by the Office of Women's Empowerment and Child Protection and Population of the East Java Provincial Government to provide protection against violence towards women through the LAPOR PAK 129 innovation. The number of complaints of violence against women and children is quite high. Therefore, the Office of Women's Empowerment and Child Protection and Population of East Java Province developed this innovation to address the issue. It serves not only as a platform for receiving complaints of violence against children and women but also provides health services, social rehabilitation services, legal aid and enforcement services, as well as repatriation and social reintegration services. This study employs a qualitative method. Data collection techniques include interviews, observations, and document studies. This study applies interactive data analysis. The results of the "LAPOR PAK 129" innovation by DP3AK East Java aim to provide protection and services to women and children from violence through a toll-free telephone service and updated complaint procedures. This innovation encompasses non-discriminatory policies, active participation of children in recovery, and a new governance system, thereby enhancing the ease, convenience, and effectiveness of services. Keywords: innovation, service, violence, women and children.   Abstrak  Penelitian ini bertujuan menjelaskan inovasi pelayanan yang dijalankan oleh Dinas Pemberdayaan Perempuan dan Perlindungan Anak dan Kependudukan (DP3AK) Pemerintah Provinsi Jawa Timur dalam memberikan perlindungan terhadap kekerasan perempuaan melalui inovasi LAPOR PAK 129. Pengaduan kekerasan Perempuan dan anak cukup tinggi. Oleh karena itu, Dinas Pemberdayaan Perempuan dan Perlindungan Anak dan Kependudukan Provinsi Jawa Timur membuat inovasi untuk menangani permasalahan tersebut. Tidak hanya sebagai tempat dalam menerima pengaduan kekerasan terhadap anak dan Perempuan saja, tetapi memberikan layanan kesehatan, layanan rehabilitasi sosial, layanan bantuan dan penegak hukum, hingga layanan pemulangan dan reintegrasi sosial. Penelitian ini menggunakan metode kualitatif. Teknik pengumpulan data dilakukan dengan cara wawancara, observasi dan studi dokumentasi. Penelitian ini menerapkan analisis data interaktif. Hasil penelitian Inovasi "LAPOR PAK 129" oleh DP3AK Jawa Timur bertujuan untuk memberikan perlindungan dan pelayanan kepada perempuan dan anak dari kekerasan melalui layanan telepon bebas pulsa dan pembaruan prosedur pengaduan. Inovasi ini mencakup kebijakan nondiskriminasi, partisipasi aktif anak dalam pemulihan, serta sistem tata kelola baru, sehingga meningkatkan kemudahan, kenyamanan, dan efektivitas pelayanan. Abstract

Abstract This study aims to explain the effectiveness of the Sayang Warga service application in accelerating the reduction of stunting in the government of Surabaya City, using the service effectiveness system theory proposed by Delone and Lean. Stunting is a condition of chronic malnutrition that occurs in children under five years old. This research employs a qualitative research method and is conducted in Surabaya City. The study utilizes secondary data from literature sources and applies an interactive model of qualitative data analysis techniques. The results of this study indicate the effectiveness of the Sayang Warga application in addressing stunting in Surabaya City. The application serves as an innovative breakthrough, facilitating the Surabaya City Government in stunting data collection. Consequently, with this application, the Surabaya City Government is more organized in preventing stunting. Keywords: effectiveness; application; public service innovation; stunting   Abstrak  Tujuan penelitian ini yaitu menjelaskan tingkat efektifitas aplikasi layanan sayang warga dalam mempercepat penurunan stunting pada pemerintah Kota Surabaya dengan menggunakan teori efektivitas system layanan yang dikemukakan oleh Delone and Lean. Stunting adalah kondisi kekurangan gizi kronis yang terjadi pada anak dibawah usia lima tahun. Penelitian ini menggunakan metode penelitian kualitatif. lokasi di Kota Surabaya. Penelitian ini menggunakan data sekunder dari pustaka. Penelitian ini menggunakan teknik analisis data kualitatif model interaktif. Hasil dari penelitian ini menunjukkan tingkat keefektivan aplikasi Sayang Warga terhadap pengentasan stunting di Kota Surabaya, karena aplikasi tersebut menjadi terobosan baru untuk dapat dimanfaatkan serta memudahkan Pemerintah Kota Surabaya dalam melakukan pendataan stunting. Berkat adanya aplikasi ini pemerintah Kota Surabaya lebih terorganisir dalam mencegah stunting. Kata kunci: efektivitas; aplikasi; inovasi pelayanan publik; stunting.

Abstract

Abstract After the conclusion of the National Program for Community Empowerment in 2015, Tuban Regency took the initiative to establish Regent Regulation Number 27 of 2018 to manage the remaining assets, including revolving funds. This research aims to describe and analyze the sustainability strategies for managing the revolving funds from the National Program for Community Empowerment in Rural Areas (PNPM-MPd) in Tuban Regency. The focus is on the sustainability theory by Aras & Crowther (2008), encompassing societal influence, environmental impact, organizational culture, and finance. This qualitative descriptive study involved 12 informants. Findings indicate that Rengel and Semanding Sub-districts successfully implemented societal influence through strategies like collateral-free capital access, social funds, and the leadership of group leaders. Environmental impact was addressed through financing strategies for farmers and agreements to defer payments during crop failures. Financial aspects were evident in the increased assets of BUMDesma, innovative strategies by BUMDesma administrators, and transparency and accountability in revolving fund management. However, the organizational culture aspect was not optimally implemented due to a lack of coordination and synergy between regional device organizations (OPD) or the district guidance team, and passive and subjective village leadership.  Keywords: continuity; community empowerment; BUMDes Together     Abstrak  Setelah berakhirnya Program Nasional Pemberdayaan Masyarakat pada tahun 2015, Kabupaten Tuban berinisiatif menetapkan Peraturan Bupati Tuban Nomor 27 Tahun 2018 untuk mengelola aset-aset yang ditinggalkan, termasuk dana bergulir. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis strategi keberlanjutan pengelolaan dana bergulir eks Program Nasional Pemberdayaan Masyarakat Mandiri-Perdesaan (PNPM-MPd) di Kabupaten Tuban, dengan berfokus pada teori sustainability oleh Aras & Crowther (2008) yang mencakup aspek societal influence, environmental impact, organisational culture, dan finance. Penelitian ini menggunakan metode deskriptif kualitatif dan melibatkan 12 informan. Temuan menunjukkan bahwa Kecamatan Rengel dan Semanding telah berhasil menerapkan aspek societal influence melalui strategi akses permodalan tanpa agunan, dana sosial, dan ketokohan ketua kelompok. Aspek environmental impact diwujudkan melalui strategi permodalan bagi petani dan kesepakatan penangguhan pembayaran saat gagal panen. Aspek finance ditunjukkan melalui peningkatan aset BUMDesma, strategi inovatif pengurus BUMDesma, serta transparansi dan akuntabilitas dalam pengelolaan dana bergulir. Namun, aspek organisational culture masih belum diterapkan secara optimal, karena tidak adanya koordinasi dan sinergi antar Organisasi Perangkat Daerah (OPD) atau tim pembina kabupaten dan kepemimpinan kepala desa yang pasif dan subjektif.
