Abstract

The purpose of this study is to find out how to manage the allocation of village funds in Guru Agung I Village in 2021. The research methods are interviews, documentation, and observation. The results of the research on Analysis of the Management of Village Fund Allocation in Kaur Regency (Study in Guru Agung Village, North Kaur District, Kaur Regency, Bengkulu Province), show that: 1) The planning stage of Village Fund Allocation in Guru Agung Village applies the principle of transparency. 2) At the stage of implementing ADD, Guru Agung village carried out self-management because the village government also wanted to improve the welfare of the community. 3) The stage of ADD accountability in Guru Agung Village, both technically and administratively, is good. Conclusion The Village Fund Allocation Management (ADD) carried out by the village government of Guru Agung I, North Kaur District, Kaur Regency has followed the guidelines in the legislation. The village government has implemented the principles of managing the Village Fund Allocation

Abstract

This study aims to examine or determine the participation of the Padang Betuah village community in creating tourism in the Padang Betuah village, Pondok Kelapa District, Central Bengkulu Regency. This study uses a qualitative descriptive approach. Data collection techniques by conducting interviews, observation and documentation. Informants in the study were the Village Head, Head of BPD, Secretary of BPD, Head of Bumdes, Head of People, Head of Youth Organization and Tourism Manager in Padang Betuah Village, Pondok Kelapa District, Central Bengkulu Regency. From the results of the study, it can be concluded that the participation of ideas when developing the Gedang Lake tourism can be concluded that participation has been carried out to the maximum. Judging from the results of interviews, the participation given in terms of this planning has been maximized, as evidenced by the many plans that have been planned by the Village Head, BPD and the Secretary of the BPD, BumDes, Tourism Managers, Youth Organizations, and Heads of People who have given participatory thoughts about what is being done. will be built and developed in Lake Gedang. Participation in this implementation has not run optimally due to the many obstacles when carrying out a development that has been planned by the community, such as constrained by non-existent funds, obstacles on land which in fact is privately owned and has been used as plantation land. Participation in the utilization of these results does not yet exist because the results obtained from tourist attractions are not included in the income of BumDes but to private or private so that the community certainly cannot reuse the results that have been obtained from the Lake Gedang tourist spot. Participation in this evaluation has not been maximized because many plans have not been fully implemented, due to many obstacles during implementation.

Abstract

The purpose of this research is to find out how the implementation of regional regulation (PERDA) no. 07 of 2017 about street children, homeless people and beggars in Bengkulu City. This study uses a qualitative descriptive method with data analysis techniques of observation, interviews and documentation. The informants in this study were the Bengkulu City Social Service, members of the Satpol, beggars, vagrants. Based on the results of the study, it can be concluded that communication has shown optimal results based on the fact that the research conducted has not been optimal in terms of transmission, clarity, and consistency when delivering information to policy implementers. Resources also show optimal results where aspects, information, authority are categorized as maximum, but for the aspect of facilities it is maximal because there are still many facilities needed or updated for parking attendants on duty and there are still frequent rejections from residents in terms of opening new parking lots and the staff aspect is still said not to be. optimal because there are still many illegal parking found. Disposition Showing the results that are less than optimal, it can be seen that the lack of facilities that support the implementation of the program. The bureaucratic structure is categorized as optimal based on research conducted with several informants saying that it is optimal in terms of work guidelines based on SOPs that are easily understood by policy implementers and carry out well.

Abstract

The purpose of this study was (1) to find out the implementation of the Minister of Health Regulation Number 10 of 2021 in the Provision of COVID-19 Vaccines at the Bhayangkara Bengkulu Hospital and (2) to find out the obstacles in the process of administering the COVID-19 vaccine at the Bhayangkara Bengkulu Hospital. This study uses a qualitative approach using descriptive methods. Collecting data in the form of primary data and secondary data. There were 5 informants in this study consisting of 1 person in charge of vaccination, 1 coordinator of the vaccination team, 1 health worker and 2 people receiving vaccines. The results showed that the implementation of the Minister of Health Regulation Number 10 of 2021 in Vaccination at Bhayangkara Hospital Bengkulu on reducing the growth rate of COVID-19 cases was quite influential according to what residents and related parties felt in terms of the four-variable approach proposed by Edward III in Agustino (2016), namely communication, resources, disposition, and bureaucratic structure, it can be concluded that the policies taken are quite appropriate although there are still some obstacles in the implementation of the COVID-19 Vaccination.

Abstract

This study aims to determine the effectiveness of the Family Hope Program on the aspects of the goals and impacts of Lubuk Sahung Village, Sukaraja District, Seluma Regency. The subject of this research is the Beneficiary Family in Lubuk Sahung Village which consists of 9 informants. Data collection methods used are interviews, observation, and documentation with data analysis techniques. The results showed that the Family Hope Program in Lubuk Sahung Village, Sukaraja District, Seluma Regency had been effective in the fields of education, health, and the community's economy. The results of the research on education indicators have been effective, the answers given by the informants did not find the ineffectiveness of the Family Hope Program in Lubuk Sahung Village. While the health sector output indicators in the category can be said to be quite effective from some information that received assistance in the health sector of the Family Hope Program that the health indicators have been implemented and utilized properly. Then the impact indicator on is good with changes in the economy of the beneficiary familiesof the Family Hope Program. In general, the Family Hope Program seen from the dimensions of its effectiveness, Lubuk Sahung Village has been running effectively.

Abstract

Advertising is a means of communication used to convey a message from an advertiser to his target audience. One of the advertising media that is effectively used is television. This advantage is utilized by e-commerce companies as advertising media, one of which is Kuku Bima Ener-G. this research is a qualitative descriptive analysis research that focuses on the meaning conveyed in the Kuku Bima Ener-G advertisement. The data used in this study was the Kuku Bima Ener-G television commercial series. the series is famous for its simple but multi-meaning method of advertising delivery. This study aims to explain the meaning of denotations, connotations, and myths contained in the form of sign charts. In addition, this study also aims to find out the meaning of the advertisement you want to convey in the advertisement. This research uses the theory of semiotics according to the perspective of Roland Barthes. The results of this study show that the meaning of the advertisement conveyed by Kuku Bima Ener-G contains a cultural message, Kuku Bima Ener-G as a communicator tries to provide meaning to its consumers in order to better know the local culture in Indonesia which is shown from the meaning of denotation, connotation, and myth contained in this advertising series.

Abstract

As a general public health service, Puskesmas has a major problem, namely whether the services provided are in line with patient expectations or not. Therefore, the puskesmas is required to always maintain patient trust by improving the quality of their services. Quality health services are health services that can satisfy every user of health health services in accordance with the level of satisfaction of the average population and whose implementation is in accordance with established standards and professional codes of ethics. The research method used is a quantitative method. Data was collected by means of observation, questionnaires, literature study. Data analysis was carried out by means of a simple regression test. The results of the research and discussion showed that the quality of services at the Kalidoni Health Center, Kalidoni District, Palembang City received an assessment of 88.36% of the expected value (expected value of 100%). This means that it can be assumed that the Kalidoni Health Center, Kalidoni District, Palembang City has been able to provide quality services to the community. This is due to complete infrastructure and good human resources. Patient Satisfaction at Kalidoni Public Health Center, Kalidoni District, South Palembang City received a very good rating (with a score of 88.75). The officer has given a good explanation of service procedures, discipline in work, is responsible for work, provides a safe and comfortable place, and service rates do not deviate from regulations, Service Quality has an effect on Patient Satisfaction, the value obtained states that there is a positive influence and between public service and satisfaction (76.5%). The results obtained indicate that if the service is improved, then patient satisfaction will also increase. The positive influence was obtained because of the willingness of officers to provide services and being able to control themselves. So that in serving the community, officers are able to maximize all the elements in the theory of service quality.

Abstract

The implementation of the Youth and Sports Service's policy regarding the development of achievement sports human resources is the basis for every sports actor to improve his performance. Improvement of sports achievements which have the duties and functions contained in the Bengkulu Governor Regulation Number 43 of 2016 concerning the Position, Organizational Structure of Duties and Functions as well as the work procedures of the Youth and Sports Office. The purpose of this study was to determine the implementation of policies and to understand the obstacles faced in implementing the policies of the Department of Youth and Sports in an effort to improve the achievements of Bengkulu Province athletes. The method used is descriptive qualitative with research subjects Analysis of Youth and Sports Service Policy Implementation about improving athlete achievement. The population in this study found 9 people. The sources of data in this study are documents on sports policy, observations, and interviews with the Head of the Youth and Sports Office, Head of Youth Development, Head of Sports Achievement Improvement, Head of UPTD Management and Development of Youth and Sports Facilities and Infrastructure (P2SPKK), Chairperson General KONI Bengkulu, and athletes. The results showed that the implementation of the Youth and Sports Office policy was good with training programs and giving rewards but running optimally. The obstacles to efforts to improve athlete achievement were seen by the lack of budget provided, lack of support from the sports industry in improving athlete achievement and facilities and infrastructure. insufficient exercise.

Abstract

The purpose of this study was to identify and describe the implementation of Village Regulation Number 05 of 2020 concerning APBDes 2020. This study used a qualitative method. Collecting data in the form of observation, interviews and documentation. Informants in this study amounted to 4 people who meet the criteria of informants. Sample selection using purposive sampling. Based on the results of research on the Implementation of Village Regulation No. 05 of 2020 concerning the 2020 Village Revenue and Expenditure Budget in Tanjung Seluai Village, South Seluma District, Seluma Regency, it can be concluded that: 1. Communication has shown optimal results based on the research conducted has been optimal in terms of transmission , clarity, and consistency when conveying information to policy implementers. 2. Resources also show optimal results where aspects of staff, information, authority are categorized as maximum, but for the aspect of facilities it is not maximized because there are still many facilities that are needed or updated. 3. The disposition shows that the results are less than optimal, it can be seen that the lack of facilities that support the implementation of the program. but the implementers have a high commitment to realizing the village regulations. 4. The bureaucratic structure is categorized as optimal based on research conducted with several informants saying that it is optimal in terms of work guidelines based on SOPs that are easily understood by policy implementers and carry out well. Suggestions for the Village Government to conduct an evaluation through the Camat, especially regarding the accountability for the implementation of the APBDes in Tanjung Seluai Village, where the accountability report has not been carried out properly.

Abstract

Stakeholders (stakeholders) and the community are independently involved in overseeing the implementation of general elections (PEMILU). This paper examines the importance of participatory supervision in overseeing the implementation of elections, which aims to create democratic elections. The method used in this study is a qualitative approach through literature studies. This paper discusses the problems that arise in the context of participatory supervision in the implementation of general elections (PEMILU). General election activities (PEMILU) carry out participatory supervision that has been carried out by election monitoring institutions and other civil society organizations and various efforts have been made in participatory supervision to oversee democratic general elections in accordance with applicable laws and regulations in Indonesia.
