Global: Jurnal Politik Internasional is a biannual peer-reviewed journal that specialises in foreign policy, international security, international political economy, and transnational issues involving actors of the Global South, having implications towards the Global South, or perspectives from the Global South that are often overlooked in the mainstream journals in the Global North. With its first issue published in 1990, Global is the oldest university-based journal of International Relations in Indonesia, a historically leading actor in the Global South. Hosted by the Department of International Relations, Universitas Indonesia, Global has been serving as one of the primary platforms for ideas exchanges among Indonesia’s most influential thinkers and beyond. In its attempt to internationalise and further bridge the North and South perspectives, the journal welcomes submission of manuscripts that would be of interest to scholarly communities and policymakers. For this purpose, since 2019 Global only publishes articles in English. Global publishes two types of articles: original research articles offering theory-driven empirical analysis and review articles that critically examine contemporary debates in International Relations literature.

Abstract

The purpose of this research is to discover the reason why China internationalizes its currency yuan. In the realm of neorealist, state will seek ways to improve its power vis-a-vis other countries, in which this action contributes toward change in international system. One essential way is having an international currency. England and the U.S. proved the importance of pound sterling and dollar's role to underpin their hegemonic status at their time. An international status of yuan now is China's priority along with its increasing ambition to be the next hegemon, whilst the U.S. suffers its declining power particularly in economic field.

Abstract

Under the theme of state's sovereignty, this article puts intervention as its main framework, from the use of traditional threats, i.e. the threat of physical power and state's illegal actions, to the indirect threats which are contained by international trade's unfair conduct. Using international law perspective as its background, this article describes the "death" of absolute sovereignty as a concept. Nowadays, the concepts of sovereignty are dominated by interventions and the new growing concept of popular sovereignty. In line the doctrine of domestic jurisdiction must also face a real challenge from the borderless universal jurisdiction. The last point with this tendency, of this article is marked by a statement that questions Indonesia's sovereignty as a state.

Abstract

This paper attempts to discuss the resurgence of the state as an important actor in dealing with energy crisis. The shortfall of oil supply and the steady increase of oil consumption in the past fews years—which resulted in sharp increase of oil prices—have rendered the state responsible for formulating and implementing energy policies to ensure national security. The discussion will be divided into three main sections. The first section will analyze the resurgence of states as prime actor in international relations. After being sidelined for sometime (due to the transformation of international issues from traditional strategic-military concern into economic and humanitarian concern), the state regained currency in the wake of terrorist and energy threats. The second section will discuss the current energy security problem and how it affects nation-states. The final section will analyze U.S. response to current energy crisis. Attention will be put on how U.S. government produce and implement energy policies to ensure its national security.

Abstract

Interaksi Cina dan Rusia di kawasan Asia Tengah, khususnya dalam kerangka kerjasama Shanghai Cooperation Organisation (SCO), merupakan fenomena yang menarik untuk dikaji mengingat kedua negara tersebut tergolong sebagai great power, memiliki kepentingan yang hampir serupa di bidang energi dalam kawasan tersebut, namun memiliki political goals yang cukup berbeda. Tulisan ini mencoba mengkaji secara mendalam tentang bagaimana kesetimbangan kepentingan (balance of interest) dari Cina dan Rusia di bidang energi beserta besarnya kapabilitas nasional dari kedua negara tersebut menjadi faktor penentu dalam pembentukan SCO bersama Kazakstan, Kirgistan, Tajikistan, dan Uzbekistan. Tulisan ini juga menunjukkan bagaimana political goals yang berbeda dapat dikesampingkan oleh negara-negara demi tercapainya kepentingan nasional mereka.

Abstract

This article aims to argue that territory is ahistorical concept rather than a constant one in explaining political conception of state and other political entities. Referring to liberalism and political realism, territory has been one of the core concepts in the study of political science. This paper will then elaborate the concept of territoriality and its problem in the era of globalization, which will also describe the existence of territory of non-state actor in private and public sphere. At the end of this article, I will outline the possibility to have a different reaction against the threat of non-state actor when the notion of territory is not taken for granted anymore.

Abstract

Following a decade after the Rio Summit 1992, two central questions are constantly on debate concerning the paradigm of development. Firstly, is there a significant change in the paradigm of development as an impact of the Rio Summit? Secondly, does the WSSD have the capacity on leading the world in the implementation of sustainable development? This article describes problems that occur post-Rio Summit 1992, gives analysis of results produced by the WSSD, and ponders on the prospects of sustainable development in the future.

Abstract

The dominance of the concept of sovereignty has been challenged in the term of international environmental relations. The development of issues with its transboundary character is one of the challenger. Normatively and empirically, the concept of sovereignty, which refers to a state's right to, inter alia, exploit its natural resources, has now been challenged by the concept of state responsibility, which refers to the state's obligation to manage the sustainability of its resources. This can be seen in various international environmental regimes. Though, the principles in the regimes are of softer status that they do not create substantive obligations that are actionable in their own right.
