Global: Jurnal Politik Internasional is a biannual peer-reviewed journal that specialises in foreign policy, international security, international political economy, and transnational issues involving actors of the Global South, having implications towards the Global South, or perspectives from the Global South that are often overlooked in the mainstream journals in the Global North. With its first issue published in 1990, Global is the oldest university-based journal of International Relations in Indonesia, a historically leading actor in the Global South. Hosted by the Department of International Relations, Universitas Indonesia, Global has been serving as one of the primary platforms for ideas exchanges among Indonesia’s most influential thinkers and beyond. In its attempt to internationalise and further bridge the North and South perspectives, the journal welcomes submission of manuscripts that would be of interest to scholarly communities and policymakers. For this purpose, since 2019 Global only publishes articles in English. Global publishes two types of articles: original research articles offering theory-driven empirical analysis and review articles that critically examine contemporary debates in International Relations literature.

Abstract

This article tries to explain the relation between internal armed violence conflict and chronic poverty problems especially in developing countries. There is a close relationship between those two phenomenons. It means that chronic poverty problems could be the main source of the emergence of internal conflict and the other hand internal armed conflict could improve the condition of chronic poverty. Because of that in the process of post-conflict peace-building, reducing chronic poverty through economic development must be an important aim that also could prevent the violence internal conflict in the future and supporting the transformation from conflict situation toward stable peace.

Abstract

The assumption of Hamas as a terrorist organization has led the peace process to adopt the strategy to exclude Hamas. Hamas’ victory in the 2006 parliament election soon followed by resistances and rejections from Israel, the U.S. and several European countries. This eventually leads to the isolation of Palestine by donor countries and affects Palestinian economy. In order to start the peace process, the world first needs to acknowledge the Hamas government and not to assume them as a terrorist organization. The peace process should realize that Hamas’ acts during the 1993-2005 periods were their attempts to enter Palestinian political structure. Hamas show a more pragmatic political move lately with their readiness to enter the negotiation as long as Israel will retreat from the Occupied Territories. This shows their commitment to peace process rather than to ideological values of jihad to free the whole land of Palestine and erect an Islamic State. Hamas’ commitment to hudna should be seen as their attempt to create a peace mechanism. This attempt should be followed by a negotiation between Israel and the Palestinian Authority (PA) and their guidance of a fair mediator.

Abstract

Since its accession to the World Trade Organization (WTO), China has been playing its greater role as a new giant economy more actively in international trade and has succeeded in strengthening its economic relations with its neighboring countries including Southeast Asian countries, which are the members of ASEAN. This paper particularly discusses China's economic policies in ASEAN after China gained its membership in the WTO. We focuses mainly on the agreement on trade in goods under the scheme of ASEAN China Free Trade Area (ACFTA) and the investment agreement between China and ASEAN that affects its economic relations with ASEAN. We argue that China's economic policies in ASEAN as concrete and systematic implementation of "reform and opening up " policies initiated more than 30 years ago. Strategically, it has played one of the major and most important roles in strengthening its economic relations with ASEAN and that the state's role is the key to the success of China's economic policies in ASEAN.

Abstract

Compliance is a spirit in a law enforcement system. Precise rules and sanctions are defined in detail is sometimes not able enough to be reason and affects the rationality of the stipulated legal subjects. Law and Economic approach try to carry the economy instrument in a comprehensive assessment in order to optimize compliance with the rules. Abstract

Multiple citizenship was once thought to signify disloyalty to the nation-state and threaten the sovereign international system, hence considered an aberration that should be limited. However, International Relations is in the process of reconceptualising its approaches and moving away from state-centrism so that it may better address the challenges of a transnationalising world. Examining the concept of multiple citizenship provides an opportunity to expand IR research agendas and transnationalise IR theory. Employing a multidisciplinary literature review, this article identifies the possible ways through which investigating multiple citizenship can contribute in advancing the discipline’s theorisations. Firstly, it contends that an analytical focus on multiple citizenship enriches IR theory by re-examining concepts which have not been adequately questioned in traditional IR and enabling deterritorialisation of the sovereign nation-state, de-conflation of the nation from the state, and reconsideration of the relationship between citizens and nation-states. Secondly, multiple citizenship can serve a base for considerations about globalisation and the future of the nation-state; it can also be used to obtain glimpses into issues, which may affect larger portions of the global population in the future. This article concludes by arguing for more serious probe to the concept of multiple citizenship in IR.

Abstract

There are real technological and normative changes that have strengthened the need to re­conceptualize the concepts of statehood, security, and sovereignty. The sources of sovereignty, internal legitimacy, and external recognition, have been in serious flux. More than ever before, power or authority had been defined along functional, not territorial lines. The individual right to security of person entails an obligation on the part of the state to implement this right and that individual right to security of state entails an obligation the part of international community to implement this right. Norms are getting more imperative in international relations. Recent development shows that coercive power is being introduced in this phenomenon. This article argues that sovereignty is nonetheless an empirical phenomenon less than a legal on and social phenomenon. A nebulous future awaits. In the absence of world government capable of asserting its legitimate claim, normative authority would confront the fortress of power demanding sort of non-compliance sovereignty. The struggle for global norms through coercive sovereignty may end up with global anarchy.
