Global: Jurnal Politik Internasional is a biannual peer-reviewed journal that specialises in foreign policy, international security, international political economy, and transnational issues involving actors of the Global South, having implications towards the Global South, or perspectives from the Global South that are often overlooked in the mainstream journals in the Global North. With its first issue published in 1990, Global is the oldest university-based journal of International Relations in Indonesia, a historically leading actor in the Global South. Hosted by the Department of International Relations, Universitas Indonesia, Global has been serving as one of the primary platforms for ideas exchanges among Indonesia’s most influential thinkers and beyond. In its attempt to internationalise and further bridge the North and South perspectives, the journal welcomes submission of manuscripts that would be of interest to scholarly communities and policymakers. For this purpose, since 2019 Global only publishes articles in English. Global publishes two types of articles: original research articles offering theory-driven empirical analysis and review articles that critically examine contemporary debates in International Relations literature.

Abstract

Climate change has become one of the most challenging issues for the international system in this 21st century because its negative impact has been founded in every regions in the world. One of those is Africa with its far-lagged begind and poorer performance in political, economic, and social sectors than any other parts of the world. This article tries to analyze the ongoing process of the creation of good governance in Africa's climate change dynamics. In Africa, the progress of civil society activism is predicted to be the more important factor than the policy outcome from its government in making good governance. In this context, the rise of civil society should be better understood as being an equal partner than a competitor to the policy-makers to have more intensive cooperation and collaboration to solve the urgent climate problems in Africa at present.

Abstract

Tulisan ini bertujuan menganalisis kawasan Asia Tengah, dilihat dari perspektif Realisme, Liberalisme dan Konstruktivisme, melalui teori Regional Security Complex oleh Barry Buzan dan Ole Waever. Teori ini hendak menunjukkan keamanan regional berdasarkan interdependensi antar unit dalam kawasan dilihat dari struktur power dan proses sekuritisasi di dalamnya, demikian pola hubungan keamanan dalam kawasan Asia Tengah berusaha dijelaskan dengan elemen-elemen dari ketiga paradigma yang terdapat dalam teori tersebut. Hasil analisis tulisan ini menunjukkan bahwa Asia Tengah dipandang sebagai bentuk insecurity interdependence by external forces dari perspektif Realis, security interdependence by interest dari perspektif Liberalis dan securitization interdependence by understanding of threat/security dari perspektif Konstruktivis. Kompleks keamanan Asia Tengah termasuk dalam tipe kompleks keamanan Great Power, terlihat dari peran besar kekuatan-kekuatan eksternal terutama Rusia dan Cina dalam kawasan tersebut; baik dalam pembentukan pola pertemanan dengan kerjasama, pola permusuhan dengan persaingan dan ketakutan, juga proses sekuritisasi isu separatisme, ekstremisme dan terorisme sebagai ancaman terhadap keamanan regional.Tulisan ini diambil dari tugas karya akhir penulis yang diajukan untuk medapatkan gelar Sarjana Sosial dari Departemen Ilmu Hubungan Internasional, Universitas Indonesia.

Abstract

Menghadapi potensi ancaman serangan senjata rudal pemusnah massal dari rogue states, seperti Iran and Korea Utara, Amerika Serikat (AS) merespon dengan mendirikan program Pertahanan Rudal Balistik (BMD) untuk menembak jatuh rudal-rudal tersebut di angkasa. Akan tetapi, Republik Rakyat Cina (RRC) menganggap program BMD AS itu tidak hanya bertujuan untuk menghadapi rogue states, namun juga RRC. RRC menilai rudal dan senjata nuklir sebagai "belati" yang telah berhasil menjamin stabilitas internasional melalui penciptaan hubungan saling gentar (mutual deterrence) di antara kekuatan-kekuatan nuklir dunia. Sementara program BMD yang diibaratkan sebagai "perisai" dianggap hanya akan mendestabilisasi hubungan tersebut. Guna mengimbangi BMD AS, RRC akan meningkatkan jumlah dan kualitas rudal serta senjata nuklirnya hingga tetap kredibel dalam menjaga hubungan saling gentar dengan AS. Kondisi ini justru akan menciptakan lingkungan strategis internasional yang makin tidak stabil dan bahkan berpotensi memicu perlombaan senjata nuklir antara RRC dengan AS. Untuk mencegah kondisi tersebut, AS harus meyakinkan RRC bahwa program BMD hanya digunakan untuk menghadapi rogue states.

Abstract

Kenneth Waltz is a celebrated scholar of International Relations whose works become the foundation of the neorealism camp in International Relations. One of his most prominent thesis is the existence of international anarchy, in which he calls the third image, makes a perpetual state if war in the inter-state relations. This essay does not examine whether his thesis is valid, instead it tries to problematize the use of Jean--Jacques Rousseau’s texts as the foundation in creating the third image perspective. I argue that Waltz misinterpretation on some of Rousseau’s texts makes his thesis on international anarchy and constant state of war do not align with Rousseau’s philosophical thoughts, despite the utilization of Rousseau’s text as the foundation of the thesis. I use the Hermeneutics methods to provide an alternative interpretation of Rousseau’s works and criticize Waltz’s interpretation of them.

Abstract

This article generally discusses the regime of CITES and how it managed international cooperation on handling the wildlife trade since its entry had come into force. The article then attempts to define the dynamics of wildlife trade issues, particularly those dealing with legal problem at the level of international system, to answer these following questions: How was CITES convention being implemented, and what are the barriers that should be overcome by international cooperation to handle wildlife trade by using environmental regimes?

Abstract

This article discusses the significance of Malacca Straits as one of the pivotal sea lines in the world. It argues that the security of Malacca Straits involves the nexus of external and internal maritime security and therefore it should be assessed by dual approach. This article emphasize the maritime security problems in the Malacca Straits and concludes by advocating a more comprehensive maritime security framework—particularly to Indonesia, ASEAN, and other non-regional actors—in order to bring new approaches to the maritime security problem in the Malacca Straits.

Abstract

Indonesia became a member of the World Trade Organization (WTO) in 1994 without prior research on the benefits and adverse impacts, and the rights and obligations involved in taking such a major policy measure. The government also did not prepare human resources and other capacities needed to take advantage of being a WTO member. Consequently, Indonesia is trying hard to comply with WTO rules but does not have the capacity to tap the opportunities provided by trade liberalization. This article aims to explain the challenges and problems faced by Indonesia related to the WTO issue, especially about the problem of Indonesia’s position in the WTO. Remembering it is only recently that Indonesia began actively strife for a better bargaining position at the WTO negotiation, the article also recommends seven steps to improve the situation, including statements that request the new government to take immediate practical steps involving briefing about WTO to the new ministers, study on the impacts of WTO, establish a strong WTO negotiating team, perhaps in the office of the president, and to halt all liberalization policies until national trade and industrial master plans and positions are established.
