Journal of Global Strategic Studies aims to become one of the preeminent journals in Political Science, notably on International Relations, Comparative Politics, and Area Studies. At this point we publish our issues twice a year, in June and in December. Depending on the number of submissions, we may increase the frequency of our publication in the future. We welcome submission on foreign policy, security studies, democracy, political psychology – anything that is interesting and high quality. As we also aim to inform policy makers and stimulate debates in political science, and thus, we are publishing both research articles and essays – so this journal will be part academic and policy journal. We also welcome and publish book reviews and short essays that question the findings and arguments in articles that we published.

Abstract

This article discusses the formation of Ukrainian state identity in the struggle for the status of an independent Ukrainian Orthodox Church from the Moscow Patriarchate. Since Ukraine's independence in 1991, the country has had two national churches and one Orthodox church originating from Russia, namely the Ukrainian Orthodox Church-Moscow Patriarchate. The presence of the Ukrainian Orthodox Church-Moscow Patriarchate prompted national church figures to establish an independent (autocephalous) church to become a truly independent country without Russian oversight. However, establishing this church was difficult due to Russian intervention until events occurred that successfully pushed for the ratification of Autocephaly status in 2019. Using Ted Hopf's Constructivism theory regarding identity formed from a country's interaction with external actors and its internal construction, this article examines events between Ukraine and Russia and the social construction within Ukraine. It also highlights the strong public opinion, church actions, and government actions unified in one identity: an independent Ukrainian Orthodox Church.

Abstract

The effort to repatriate funds stored abroad by Indonesian citizens, as part of the 2016 Tax Amnesty Program by the government, was deemed a failure. Only 14% of the expected funds were brought back into the country. This is very disappointing, considering the government needs substantial funds to support the financing of Indonesia's economic development, especially physical economic infrastructure development. Given that a significant portion of the funds held abroad by Indonesians is in Singapore and that the Indonesian government had requested Singapore's assistance to facilitate the repatriation of these funds, this phenomenon raises interesting questions. There are even suspicions that the Singaporean government did not care enough, and may have even hindered these repatriation efforts. This paper attempts to highlight this issue and place it within the study of a central concept in political science and international relations, namely power. Considering physical geographical size (Indonesia being the largest), demographic (the largest population), and economic (the largest GDP), why can the much larger country not influence the smaller one? Why is “Goliath” powerless in front of “Lilliput”? This case triggers a theoretical discussion about the meaning of power in political science and international relations analysis. How is power discussed in this body of knowledge? Among the various approaches in the literature, one that aptly describes the situation where the "large" is powerless against the "small" is Benjamin Cohen's "power of the balance of payment."

Abstract

Counterterrorism has become a global trend since 9/11. Following the incident, the U.S. launched the Global War on Terror, which developed numerous international partnerships in dealing with terrorism. This included the Southeast Asia region. Most ASEAN countries have leveraged their cooperation through counterterrorism diplomacy ever since. This approach, however, endorsed the law enforcement agency due to the adopted criminal justice model. With the rise of the Islamic State (IS) movement, which links with various terrorist networks, the threat of terrorism has gained more attention in Southeast Asia, particularly after the Marawi incident. Complicatedly, the IS merged with separatist and terrorist groups in the South Philippines. Many observers predicted that if it is still uncontrollable, it may create a spillover to surrounding ASEAN countries. Thus, this circumstance has generated an opportunity for greater collaboration among ASEAN countries in dealing with ISIS in the region. Unlike past cooperation, this new chapter may facilitate a more substantial portion of military-to-military engagement. Counterterrorism diplomacy may potentially strengthen regional engagement, which has been restrained due to the South China Sea dispute with China.

Abstract

Abstract This research explores the regional security dynamics of South Asia through the lens of the Regional Security Complex (RSC) theory, developed by Barry Buzan and Ole Wæver. The research provides a comprehensive geopolitical analysis focusing on India's maritime interests and the broader regional landscape, encompassing both maritime and land-based security aspects. By employing Social Network Analysis (SNA), the study uncovers India’s position as a dominant regional power, with Bhutan identified as the most vulnerable state and the Maldives distinguished as a unique entity with no military forces but significant economic growth driven by tourism. The research also includes a detailed examination of the regional security landscape, highlighting key factors such as military expenditure, energy resources, trade flows, and economic growth across South Asian countries. Geographic visualizations are utilized to map these variables, revealing intricate patterns of interdependence and vulnerability. The study extends beyond maritime strategies to analyze how India’s military and economic influence shapes regional stability. This dual approach offers a nuanced understanding of South Asia’s security environment, demonstrating how both maritime and terrestrial dimensions interplay to affect regional dynamics and contribute to international stability. Through this analysis, the study illustrates the relevance of the RSC theory in addressing complex security challenges in the South Asian context.

Abstract

The spread of democratic ideas and economic growth in China—as suggested by the logic of modernization theory—have not initiated political reform toward democracy in China. Various literatures have attempted to explain this failure by emphasizing economic and social learning factors that clash with China’s national interests rather than emphasizing the context of its spreading process. Generally, this article aims to explain China’s failure to reform its politics toward democracy by focusing on the context of spreading democratic ideas in China. Specifically, this article aims to elucidate the relevance and continuity of the spread of democratic ideas in China during the May Fourth Movement of 1919, the Tiananmen Movement of 1989, and the Umbrella Movement of 2014, to the fifth wave of the Asian Barometer Survey (ABS). This article adopts a constructivist paradigm and constitutive localization theory to explain the failure of political reform in China. The findings suggest that Chinese local political ideas have influenced the spreading process of democratic ideas, contributing to China’s failure to acquire political reform toward democracy.

Abstract

Football is the most popular sport in the world, involving many people, from players, club officials, federation administrators in each country, the media, and also supporters consisting of various backgrounds. In some countries, even football also involves politicians and political parties. Because it involves many people and also many media, it is not uncommon that many people intend to convey their political messages through football so that they can be seen by the public. Germany is one of the countries that experiences this, with a background and political history that is quite strong in society and German football, which is quite famous in the world. Many football supporters in Germany try to convey various political messages to the public; they assume that football is a powerful medium to convey various political messages that they have. Starting from left-wing politics, right-wing nationalism, to various socio-political ideologies. By using political communication methods, this article tries to analyse the correlation between politics and football supporters in Germany. This article was written using descriptive analysis and concluded that although German society has a dark history of politics, this does not prevent German football supporters from conveying their political messages through football, even though the messages are extreme right or left. Abstract

Klaim nine-dash line China di Laut China Selatan menimbulkan ancaman dan instabilitas di kawasan regional, tidak terkecuali perairan Natuna Utara. Melakukan kebijakan melalui dua instrumen menjadi jawaban atas permasalahan tersebut. Tujuan penulisan ini adalah untuk menganalisis penyelesaian melalui instrumen mana yang paling memberikan keuntungan bagi Indonesia dengan menggunakan prisoner’s dilemma, konsep interaksi dan kepentingan nasional. Metode penelitian yang digunakan adalah metode gabungan, dengan sumber data sekunder dan teknik analisa deskriptif. Kesimpulan menunjukkan bahwa skor tertinggi Indonesia dalam interaksi dengan China terkait sengketa di Laut China Selatan adalah penggunaan instrumen diplomasi, dengan skor 10. Sedangkan skor yang didapat dalam penggunaan instrumen adalah -10, mengingat China akan mengambil keputusan yang sama.

Abstract

To analyzes Southeast Asia's governance systems and makes policy recommendations to enhance practices in the domain of governance The paper discusses the governance and growth nexus in Southeast Asia; describes the operating governance systems in Southeast Asia; examines economic governance, specifically in the areas of economic management and growth, revenue generation, social spending, access to services, cost of doing business, and corporate governance; and examines political governance, with a focus on the rule of law and judicial systems. To maintain the pace for broad-based prosperity, Southeast Asian nations must build and improve transparency and accountability systems in both the public and private sectors, regardless of degree of development. They must also increase the budgetary sovereignty of their subnational divisions and provide greater opportunity for civil society engagement. Strong law enforcement procedures, as well as more responsive and streamlined regulatory frameworks, are required. For data collection methods use descriptive analysis, which is based on literature studies. This literature study itself is sourced from several journals and books related to the government system of ASEAN countries. Abstract

The second Trump administration is disrupting both longstanding U.S. foreign policy and the foundations of the liberal world order. Under Trump 2.0, America has junked its strategic policy of global liberal hegemony in favor of a doctrine of spheres of influence. At bottom, Washington now pursues a coercive, rapacious, power-driven approach to the broader Western hemisphere, threatening and bullying neighbors and allies, while at the same time leaving Russia and China with the requisite space and freedom to do as they wish in their own geopolitical backyards. The dramatic transformation in U.S. foreign policy is rapidly ushering in a new global order that is grounded in a tripolar structure (U.S., Russia, and China) that privileges great power interests and aggression at the expense of the old rules, norms, and institutions of the post-WWII era. As the old order is weakened if not wiped clean away, the international system today lacks firm guardrails, and the security of the global weak is especially at risk. What can somewhat ameliorate this emerging problem is a non-aggression compact, or even a concert, among the three superpowers, as this could dampen the prospect of a hegemonic war and keep each out of the others’ sphere of influence.

Abstract

This study aims to explain the security threats in the humanitarian crisis in Ethiopia from 2020 to 2023, this study is a descriptive study. The data of this study uses data collection techniques in the nature of library research. Qualitative data analysis is the method used. The results of this study indicate that the conflict in Ethiopia caused a humanitarian crisis. From the study reviewed using the concept of Human Security because to analyze the threat of war crimes which are divided into: security in the fields of economy, food, health, environment, and security for individuals.
