In an attempt to address this issue, this study examined the correlationbetween SISP practices and performance of government agencies. The data for the study werecollectedfrom 54 government agencies in Malaysia that adopted the SISP. Thedata analysis was done in severalstagesof analysisthat includesa)descriptive analysis, consistedofmean, median, standard deviation, and frequency distributionperclass; andb) the interpretation ofmultiple regressionanalysis. Based on the analysis of the data collected from the government agencies, the results of the study indicated significant positive correlationbetween SISP practices and performance of the agencies.

Abstract

The purpose of this study is to examine the connection between trust and governance mechanism. The governance mechanisms in this study are formal and relational governance. Formal governance is associated with the application of a formal contract and administrative control. Relational governance believes that people behavior can be controlled by social elements that result from social interaction. The data collection was obtained through face to face interview with owner-managers of 350 family firms in Indonesia. This study used factoranalysis to validate the construct and hierarchical regression to examine the hypothesis. The moderation testing indicates that trust has moderate relationship between uncertainty and formal governance. The result indicates that in the high trust situation, the impact of uncertainty on formal governance was negatively significant. It means that when people have high trust, firms who transact in uncertain environment have less required formal governance.

Abstract

The institutional capacity is a part of the institutional economics. There are two standards of the institutional capacity. The first standard is the optimality capacity of micro, mezzo, and macro levels. The second standard is the criteria of expertise, specificity, and incentives. However, analysis on the concept of institutional capacity is limited. Therefore, this study aimed to analyze the application of the institutional capacity in Surakarta city local government and to obtain empirical facts of the optimal capacity of micro, mezzo and macro levels and its correlation with the institutional criteria. Descriptive method was applied to measure the capacity optimization in the micro, mezzo, and macro levels and to describe its correlation with the institutional criteria, namely expertise, specificity, and incentives. To examine the level of the capacity optimization, the percentage of the expected and prevailed was analyzed, whereas the dynamics of each criterion since 2005 to 2011 was analyzed to illustrate the correlation with the institutional criteria. The study indicated the overall capacity of Surakarta city government has not been optimal, due to their suboptimal mezzo and macro levels capacity. In addition, the capacity of micro, mezzo and macro level of Surakarta government turns to have correlation with the institutional criteria. The micro level correlates with the expertisecriterion, the mezzo level with the specificity in authority and incentives criteria, andthe macro level with the specificity in responsiveness criteria.

Abstract

Maternal mortality is still a global public health problem. Despite the efforts that have been conducted to prevent maternal death, the rate remains high, especially in the low and middleincome country. Indonesia faced a big challenge, with increased number of maternal mortality in recent years which has reached more than 300 deaths per 100,000 live births, and fails to reach its Millennium Development Goal (MDGs) in 2015 of 102 maternal deaths per 100,000 live births. Several factors that have been related to maternal death include hemorrhage, hypertension, and infection as three main direct causes of maternal mortality. Several indirect causes include maternal preexisting medical problems, such as diabetes, anemia, HIV and chronic energy malnutrition. Problems regarding access and quality of health care, especially during the antenatal and postpartum period have also been linked to maternal mortality. With the current policy of universal coverage, maternal health care should reach women from all socioeconomic background which will alleviate this problem. It is also crucial to improve income to ensure that these women can afford insurance membership, especially those who are not covered by the government. This paper reviewed methods to decrease maternal mortality through increasing health care utilization by improving insurance awareness and community empowerment in economics which will enable women to have adequate access to quality health care.

Abstract

Given the fact that the utilization of Islamic financial contract based on the PLS principle is relatively low, it is important to propose new insight of using Islamic financial instrument under PLS principles. Therefore, this paper aims to provide insight of using diminishing musharaka contract as an alternative financing for Small and Medium-sized Enterprises (SMEs), which operate under PLS principles. Descriptive analytical method is used to describe the use of diminishing musharaka contract. Using simple calculation, this paper shows how to apply this type of contract to finance investment for SMEs particularly in fixed assets. Based on the diminishing musharaka contract, the profit which is shared to Islamic banks decrease gradually in response to the amount of decreasing banks’ capital involve in partnership. Conversely, the proportion of profit for SMEs increases gradually as a consequence of the increasing amount of partnership with Islamic banks. Thus, diminishing Musharaka contract enables SMEs to release the contract without undergoing financial distress because they make repayment of the principle in installment together with the profit sharing.
