Abstract

This qualitative research is conducted to discover which PMO model is suitable for Solusi Telecom, an Indonesian based telecommunication operator. The study identifies that desirable PMO should be able to: integrate corporate portfolio, standardize project management methodology, rollout project management tools, improve communication, grant complete oversight, and empower PMO leadership. Analysis on the suitable PMO model is conducted by using PMO Maturity Cube theoretical framework as a basis, which shows the suitable PMO model for Solusi Telecom is corporate scope and the combination of three roles: operational, strategic, and tactical with varying maturity level for each role. By applying this model, it is expected that the project performance is increased, which may increase revenue generation capability and improve employee productivity.

Abstract

The objective of this research was to evaluate human resources development through scholarship in the Ministry of Public Works and Housing of Indonesia (MPWHI). The study investigated the planning, implementation, and output of the MPWHI scholarship program by method of document analysis, and personal interviews with employees directly involved in the scholarship program at MPWHI. The program evaluation model known as ‘Context, Input, Process, and Product’ (CIPP) was employed to analyze and evaluate the scholarship program. The 50 participants of the study included policy makers, scholarship students, and other stakeholders. Results indicated that while the purpose of the program has been outlined in formal documentation, it is not currently well implemented. Furthermore, the national education regulation (UU No. 20/2003), states that the curriculum of official education should be designed as a professional skills program, while the study concluded that in practice, it focuses on knowledge, rather than skills. Also, it appeared challenging to assess graduates’ competencies and professionalism in the workforce. Improvements in planning, implementing, monitoring and evaluation of scholarship programs would be beneficial. Despite these shortcomings, the results showed that the scholarship program at MPWHI has contributed significantly to enhancing the quality and competencies of human resources. This research is intended to contribute to the improvement of scholarship programs in government organizations.

Abstract

Due to the difficulties of obtaining work in Indonesia and the low level of education, some people have been forced to seek employment overseas. However, a good wage outside of Indonesia does not ensure that when they return to Indonesia, they would be self-sufficient with the money they have earned and will not have to work as migrant workers afterwards. The purpose of this study is to assess BPPPTKI Serang's empowerment program for Indonesian migrant workers. This research employs a qualitative approach as well as an evaluation approach. CIPP was employed as the evaluation model (Contexts, Input, Process and Product). This article focuses solely on the product and impact of this empowerment program, and it does not cover other aspects of CIPP. The study's findings revealed that, while the program's idea was excellent, the results were not. The majority of Indonesian migrant workers who return to work overseas demonstrate this. This, of course, goes against the program's stated goal of producing independent migrant workers once they've worked as migrant workers. In terms of concept, this program still has to be improved upon, particularly in the form of a post-program control procedure to encourage migrant workers to be more productive. Keywords: migrant workers, CIPP, empowerment program, productive.

Abstract

Behavior is an action that describes the human character in socializing with the community environment. Human good and bad actions have an impact on the comfort of others. This depends on the behavior that exists in each individual. The character of students can be formed through the learning process at school by directing the behavior in accordance with universally applicable norms. Formation of character by directing positive behavior needs to be done from an early age, especially when getting education at the level of primary education (primary school). Student behavior can be assessed by using an observation assessment instrument to obtain accurate data about student behavior or behavior during the learning process. Based on these assessments the teacher can provide guidance to direct the behavior so that the character of students is formed in accordance with applicable norms. This instrument model is to make it easier for teachers to observe student behavior at school so that later remedies are documented.
