Abstract

Poverty is still a major problem in East Java because the number remains high despite various countermeasures programs that have been implemented by the government. This study aims to analyze the influence of Gini Ratio, Average School Length (RLS), and Open Unemployment Rate (TPT) on the percentage of poor people in East Java districts/cities in 2023. The novelty of this study lies in the integration of these three variables in one current empirical model so as to provide a comprehensive picture of the structural factors that affect poverty at the regional level. The contribution of the research is present through the provision of empirical evidence that fills the gap in the literature regarding the simultaneous relationship between income inequality, education, and unemployment in explaining poverty. The study used a descriptive quantitative approach based on secondary data analyzed through multiple linear regression with the help of SPSS software. The results of the study showed that the three independent variables had a significant effect on the poverty rate. Partially, Gini Ratio and RLS have a negative and significant effect, while TPT has a negative but not significant effect. These findings affirm the importance of income equity, improving the quality of education, and strengthening productive economic access as a poverty reduction strategy. Therefore, regional development policies should be focused on increasing access to education, economic empowerment of low-income communities, and creating productive jobs. Keywords: Gini Ratio, Average School Length, Open Unemployment Rate, Poverty, East Java.

Abstract

Tuban Regency should be able to achieve a “moderate” to “high” level of regional fiscal independence due to the dominance of its manufacturing industry sector. However, the data show that its fiscal independence level tends to be only “adequate” and even declined in 2022 and 2023. This study aims to analyze the performance of the components of own-source revenue (Pendapatan Asli Daerah/PAD) in Tuban Regency, which will then serve as a basis for formulating better PAD management policies in the future. The main data source is the development of PAD components in Tuban Regency during 2019–2023, which is analyzed using a descriptive quantitative approach. The analysis results indicate that the realization of PAD components fluctuates considerably, suggesting that the revenue structure is not yet strong and remains highly vulnerable to various factors that have not been fully controllable. To date, Tuban Regency’s PAD is still dominated by local taxes, largely contributed by the Non-Metal and Rock Minerals Tax (Mineral Bukan Logam dan Batuan/MBLB), a tax derived from the exploitation of natural resources that are difficult to renew. By its nature, this source is likely unsustainable in the long run. Therefore, it is necessary to strengthen the management of PAD components—particularly taxes and user charges/fees (retributions)—so that revenue from these sources can be better controlled. The novelty of this study lies in linking regional fiscal independence with the region’s economic structure. Meanwhile, its contribution is to provide empirical evidence on the urgency of increasing PAD from sources other than the utilization of natural resources—especially those that are difficult or non-renewable—to improve and sustain regional fiscal independence.  Keywords: desentralisasi fiscal, kemandirian keuangan daerah, pendapatan asli daerah, pajak MBLB

Abstract

This study aims to analyze host community perceptions of tourism development on Gili Iyang Island and to examine their implications for community-based tourism rebranding. Specifically, it seeks to: (1) identify local (host) perceptions toward tourism, (2) analyze the social, economic, cultural, and environmental factors shaping these perceptions, (3) evaluate perceived benefits and losses of tourism, and (4) examine changes in community attitudes over time. These objectives are directed toward strengthening community participation in the rebranding process, recognizing that sustainable destination transformation requires local ownership, legitimacy, and active engagement from host communities.The study employs a host perception analysis framework implemented through four stages: perception identification, exploration of influencing factors, evaluation of impacts and benefits, and identification of changes in perceptions and attitudes. Data were collected through a structured questionnaire administered to 100 residents of Gili Iyang Island during July–August 2023. Quantitative descriptive analysis was used to capture patterns of attitudes toward tourists, involvement in tourism, perceptions of change, future expectations, and evaluations of social, cultural, environmental, and economic impacts.Findings indicate that the host community generally holds positive attitudes toward tourism: most residents welcome tourists, perceive ongoing changes as improvements, and express optimism about tourism’s future. Economic impacts are perceived overwhelmingly positively, while social and cultural dimensions reveal ambivalence and concern, particularly regarding cultural erosion. Although 74% of respondents believe tourism benefits outweigh its losses, community participation remains extremely limited, with 92% not yet involved in tourism activities. A significant shift from initial ambivalence to current support demonstrates a critical window for rebranding.  Keywords: Host Perception; Community-Based Tourism; Tourism Rebranding; Gili Iyang
