Abstract

Effective educational leadership is critical for improving teacher performance, yet limited empirical evidence exists regarding how leadership practices influence teaching effectiveness in Cambodia's evolving education system. This mixed-methods study examines the relationship between educational leadership practices and teacher performance in ten high schools across Phnom Penh, Cambodia. Data were collected from 286 participants (158 valid survey responses) including school directors, deputy directors, teachers, and students using surveys, semi-structured interviews, and focus group discussions. Findings reveal that while 78% of schools implement professional development activities and democratic leadership is preferred (41.5%), significant implementation gaps persist: 53.1% of teachers report inadequate leadership support, 45% indicate misalignment between professional development and their actual needs, and 46.2% experience insufficient follow-up after training. Public schools show more consistent patterns of low support (52.5%) compared to polarized experiences in private institutions. Teachers participating in mentoring programs report substantial improvements (62%), and 68% note enhanced student motivation following professional development. The study demonstrates that leadership effectiveness depends not on professional development quantity but on quality, relevance, and sustained implementation support. These findings extend educational leadership theory by providing context-specific evidence from Southeast Asia and offer actionable recommendations for strengthening leadership capacity and teacher development systems in Cambodia and similar developing contexts.

Abstract

This research examines the Sukatani Band case and their controversial song "Bayar Bayar Bayar," which criticized extortion practices by certain Indonesian police officers and became a voice against social injustice. Through a qualitative case study approach, this research investigates how social movement activity stimulates the emergence and proliferation of visual arts on social media as mechanisms of reflexive response and policy influence. The study analyzes the rise of public expression on Instagram triggered by pressure and alleged intimidation experienced by Sukatani from police institutions, including coercion to reveal their identity and its social impact. Findings reveal that institutional repression paradoxically intensified counter-hegemonic artistic production, with Sukatani's forced apology generating 255 posters from 140 artists within five days. Hashtags #KamiBersamaSukatani and #IndonesiaGelap generated over 600,000 social media posts, ultimately compelling police to reverse their prohibition stance. The study demonstrates how social media has become a strategic space for spreading critical messages, building solidarity, and pushing for policy change. Analysis highlights the role of artists as organic intellectuals who strengthen resistance against political hegemony through artwork and visual communication. The research operationalizes Gramscian hegemony theory for digital environments, revealing how apparatuses of power and apparatuses of hegemony operate simultaneously in social media spaces. Although freedom of expression remains hampered by state repression, public participation through visual arts proves an effective tool in contemporary democracy to voice inequality and dismantle oppressive structures.

Abstract

Mobile banking is expected to cause a significant digital transformation in Cambodia, a nation commonly known for its reliance on cash transactions. This research addresses the need to determine the factors influencing Cambodians' readiness to adopt mobile banking services. Specifically, the study aims to investigate whether the relationship between core constructs including Perceived Usefulness, Perceived Ease of Use, Relative Advantage, Compatibility, Complexity, Trust, Security, Service Quality, and Customer Satisfaction with consumers’ behavioral intention to adopt mobile banking. The research employs an integrated theoretical framework combining the Technology Acceptance Model (TAM), Innovation Diffusion Theory (IDT), and Service Quality. Data were collected through an online survey from 528 university students and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The empirical findings reveal that Trust, Security, Perceived Ease of Use (PEOU), and Customer Satisfaction are the most significant positive determinants of behavioral intention to adopt mobile banking. In contrast, Perceived Usefulness and Complexity did not demonstrate a direct, significant influence on Behavioral Intention within this context. The study concludes that the integrated model is robust, providing critical insights for Cambodian financial institutions, which should strategically prioritize enhancing security features, building user trust, and focusing on intuitive and easy-to-use interfaces to accelerate the digital transformation of financial services.

Abstract

Teacher accountability is a critical factor in improving student learning outcomes, yet its influencing factors remain underexplored in Cambodian lower secondary schools. This study addresses the gap by investigating both internal and external factors, such as self-motivation, self-commitment, professional development, peer collaboration, school leadership, policy and regulation, feedback, teaching efficacy, social fund and community engagement that shape teacher accountability. The purpose of the research was to examine the extent to which these factors contribute to teachers’ responsibility in enhancing student achievement. A qualitative approach was employed from document study, focus group discussions and semi-structured interviews with 77 participants, including school management teams, teachers, parents, and students from two provinces. Data were thematically analyzed using NVivo software. Findings revealed that self-motivation and self-commitment strongly drive teacher accountability, fostering persistence, innovation, and professional responsibility. External factors, particularly professional development, peer collaboration, supportive leadership, and active community involvement, further reinforce accountability by providing resources, guidance, and shared responsibility for learning. The study concludes that fostering both intrinsic motivation and supportive external environments is essential for sustaining teacher accountability and improving student learning outcomes in Cambodian lower secondary schools.

Abstract

This study investigates factors contributing to academic achievement among undergraduate students in five higher education institutions in Phnom Penh, Cambodia. Employing a sequential explanatory mixed-methods design, the research collected quantitative data from 399 students through structured surveys and qualitative insights through semi-structured interviews with students, lecturers, and administrators. Multiple regression analyses revealed that personal factors explained 53.9 percent of variance in academic achievement, with motivation emerging as the strongest predictor (β = 0.312, p < 0.001), followed by time management (β = 0.281, p = 0.001) and self-efficacy (β = 0.255, p = 0.002). School climate and social factors accounted for 48.9 percent of variance, with teacher-student relationships (β = 0.286, p < 0.001) and peer support (β = 0.234, p = 0.002) demonstrating significant influence. Economic factors explained 46.4 percent of variance, with family income (β = 0.322, p < 0.001) and access to learning resources (β = 0.286, p < 0.001) constituting primary predictors. Environmental and ecosystem factors, particularly technology and internet access (β = 0.297, p < 0.001), accounted for 42.7 percent of variance. Students in private universities demonstrated moderately higher achievement than public university students (p = 0.014), while no significant gender differences emerged (p = 0.407). The findings extend existing theoretical frameworks by integrating contemporary factors including digital learning, technology integration, and psychosocial well-being. Recommended strategies encompass enhanced scholarships, strengthened lecturer-student relationships, expanded digital infrastructure, increased student participation in decision-making, and multi-stakeholder collaboration aligned with Cambodia's Vision 2050 and national education priorities.

Abstract

This study examines leadership skills across administrative levels within the National Assembly of Lao PDR through empirical validation of a three-dimensional competency framework. Employing quantitative methodology, the research surveyed 240 administrative leaders at committee, department, and division levels using stratified sampling to ensure proportional representation. Leadership skills were measured across conceptual, human, and technical dimensions using validated instruments with five-point Likert scales. Exploratory Factor Analysis confirmed strong internal consistency, with Kaiser-Meyer-Olkin value of 0.865 and significant Bartlett's test results indicating excellent sampling adequacy. Factor extraction explained 67.458% of total variance, validating three distinct categories: human skills (22.285% variance) encompassing motivation, ethics, adaptability, and interpersonal capabilities; technical skills (17.692% variance) including ICT proficiency, administrative competence, and specialized expertise; and conceptual skills (27.481% variance) comprising vision, political acumen, problem-solving, and decision-making. High communalities for vision (0.987), political skills (0.950), and motivation (0.835) underscore their critical importance for administrative effectiveness. Results demonstrate that leadership competencies function as integrated, interdependent dimensions rather than isolated abilities. The validated framework provides actionable guidance for targeted capacity-building programs, succession planning strategies, and institutional strengthening initiatives aligned with regional administrative development objectives. This research offers the first comprehensive empirical validation of skills-based leadership within Southeast Asian administrative contexts, contributing theoretical advancement while addressing practical governance challenges in developing democracies.

Abstract

Although prior research on mobile banking adoption has largely relied on quantitative frameworks, limited emphasis has been placed on users’ lived experiences, particularly regarding user interface (UI), user experience (UX), and trust in emerging economies. This qualitative study investigates how UI/UX design features and national digital payment infrastructure influence mobile banking adoption behavior in Cambodia. Semi-structured interviews were conducted with business owners and experienced mobile banking users from diverse sectors, and the data were analyzed thematically to identify recurring patterns.The findings identify four key themes: (1) users show a strong preference for simplicity and functional clarity rather than feature-heavy “super app” designs; (2) UX elements such as transaction confirmations, audio alerts, and clear navigation enhance usability; (3) the Bakong (KHQR) platform supports interoperability and efficient transactions across financial institutions; and (4) users tend to resist complex interfaces, particularly for routine financial activities. Overall, the results suggest that excessive functionality can increase cognitive load and discourage adoption, even among digitally literate individuals.This study contributes to mobile banking and human–computer interaction scholarship by emphasizing the combined influence of UI/UX quality and institutional trust mechanisms on adoption decisions. From a practical standpoint, the findings indicate that financial institutions and fintech developers should prioritize user-centered design, streamlined interfaces, and trust-enhancing functionalities to support sustained mobile banking usage in Cambodia and comparable developing contexts.

Abstract

This study investigates the institutional factors that influence students' perceptions of their employability in higher education institutions in Cambodia. A structured questionnaire disseminated over social media sites like Telegram and Messenger was used to gather data for a quantitative study design. A non-probability sampling strategy that included quota, convenience, and purposive sampling was used to guarantee representation among student cohorts and academic disciplines. Using a five-point Likert scale ranging from "Strongly Disagree" to "Strongly Agree," respondents scored their perceptions. AMOS, SPSS, JASP, and structured excel based reliability and validity calculator were used to analyze 265 valid responses to check the reliability, vcalidity, relationship and significant impacts between each variable, including curriculum relevance, personal planning development, career development learning, work experience, extra-corricular activities, exposure to real world activites, and students’ employability. The findings show that local colleges have a significant impact on graduate workforce readiness by identifying critical pathways linking institutional practices to students' employability. The study offers practical recommendations for institutional leaders and policymakers to enhance curriculum design, strengthen student support mechanisms, and foster employability-focused strategies within Cambodian higher education. These insights contribute to ongoing efforts to improve educational outcomes and align institutional practices with the evolving demands of the national workforce.

Abstract

This study examined how Cambodian higher education institutions (HEI) enhance their educational development in terms of quality improvement and institutional sustainability. A mixed-method was employed in the study. First, a quantitative survey with 385 participants using questionnaires was done, followed by an in-dept interview was conducted with 24 participants who are leaders and managers from 12 HEIs in Phnom Penh.  The descriptive statistics and thematic analysis were used to analyse quantitative and qualitative data respectively. Findings from the study show that the strongest factor contributing to HEI sustainability is “sustainability-related quality practices” with (48.8%) agreed, followed by “teaching methods” (57.4%), “digital capabilities” (44.9%), “quality assurance” (46.5%), governance and management” (51.8%). The findings also show the main constraints faced by the HEIs currently that “Financial and infrastructural” was the major obstacles agreed by 45.5% respondents followed by “shortage of digital systems” (55.1%). Moreover, participants expressed their views in the interview that there was a concern on the “workload of staff”, “environment pressures”, “ICT/infrastructure expenses”, and “autonomy” which contribute to the quality improvement of the HEI and as a result affects the HEI sustainability. The study also discusses some controversies issues for instance: (i) senior leadership commitment versus faculty/department implementation, (ii) professional development versus regular and limitation of access.” Findings from the study contribute to the HEI policy development.

Abstract

The tin mining industry in Belitung Island, Bangka Belitung Islands Province, has long produced a sociocultural paradox in which immediate economic rewards systematically weaken adolescent commitment to formal education, contributing to persistent school dropout rates and a disproportionately high prevalence of early marriage. This study examines the psychosocial dynamics underlying both phenomena, focusing on how mining culture, psychological vulnerability, and cultural normalization collectively generate measurable consequences among school-aged adolescents. A descriptive qualitative method with a case study approach was applied, integrating structured field observations with secondary data analysis obtained from the Central Bureau of Statistics (BPS) and the National Population and Family Planning Board (BKKBN), while data validity was secured through triangulation techniques. The findings indicate that school dropout in Belitung Island functions as a product of structural violence, in which the tin mining economic system indirectly removes adolescents from formal education through instant gratification mechanisms, as neurologically vulnerable adolescents consistently prioritize short-term mining income over long-term educational investment. This condition further drives elevated early marriage rates, recorded at 18.76 percent in 2020, representing nearly double the national average, with women bearing a disproportionate psychological burden that includes anxiety, depression, and identity foreclosure. Most substantially, the widespread community normalization of both dropout and early marriage has established a self-perpetuating cycle of learned helplessness that proves resistant to institutional intervention, indicating that resolution demands not only regulatory reform but a foundational shift in local values that genuinely repositions education as a pathway toward sustainable prosperity.
