Abstract

This research analyzes the implementation of online complaints through the Padang Kiniko application, which still needs help in responding to and resolving public reports related to facilities in Padang City. This research was conducted using a qualitative approach at the KOMINFO Office of Padang City, with data obtained through in-depth interviews with the Padang Kiniko Application Admin Operator and the community using the application. The results showed that the implementation of the Padang Kiniko application was not optimal, which was caused by various obstacles, such as the limited number of admin operators in each OPD, the existence of repeated public reports, and the absence of notification features and user support services, such as call centers or customer service. To increase the effectiveness of the Padang Kiniko application implementation, it is recommended that the number of admin operators in each OPD be increased and notification features and user support services in the application be developed.

Abstract

This research aims to describe the implementation of the Disaster Resilient Sub-district (KENCANA) program as a disaster mitigation effort in the North Padang Sub-district and identify the inhibiting factors. This research uses a qualitative approach with descriptive methods. Research informants were selected using a purposive sampling technique, while data were collected through interviews, observation and documentation. Data validity was tested using triangulation techniques, and data analysis was conducted through data reduction, data presentation, and conclusion drawing. The results showed that implementing the KENCANA program in North Padang Sub-district, based on Merilee S. Grindle's implementation model, has yet to run optimally. Several aspects, such as implementing activities, program funding, community interest, and supporting facilities and infrastructure, have yet to be well implemented. The main obstacles include low community awareness and concern, limited budget and infrastructure, and lack of adequate socialization and training.

Abstract

This study aims to describe the role of community supervisors in the home assimilation program at the Class I Padang Correctional Center (Bapas) and the obstacles faced in implementing the program. This research uses a qualitative approach with descriptive methods. The selection of informants was done through a purposive sampling technique. Data were collected through interviews, observation and documentation. Data validity was tested using source triangulation and technique triangulation. Data analysis was conducted through data reduction, presentation, and conclusion drawing. The results showed that community supervisors play a facilitative role by serving clients who are required to report, an educational role by providing personality guidance activities, and a technical role by collecting data and coordinating with related parties in client supervision. The obstacles faced include (1) loss of contact with clients and non-fulfilment of reporting obligations by clients, (2) unknown client guarantors (not from family), (3) the location of clients who are in one area with victims, and (4) the limited number of human resources while the coverage of the work area is quite extensive.

Abstract

Frequent floods in Nagari Alang Rambah Tapan from 2020 to 2024 have caused significant losses, especially to plantation land, public facilities, infrastructure, livestock, and residential areas. In 2023, the impact of flooding reached its peak with significant losses. This research aims to explain the difficulties faced by the Government of Nagari Alang Rambah Tapan in dealing with flood disasters. This research uses a qualitative method with a descriptive approach, and informants were selected through a purposive sampling technique. Data were collected through interviews, observations, and documentation studies. The results showed various obstacles faced in flood disaster mitigation efforts, both internal and external. These constraints include limited budget or funds, the need for more authority from the village government in directing the use of Village Funds for disaster mitigation, and limitations in preparing mitigation tools. In addition, the lack of professional human resources in the disaster field, as well as inadequate facilities and infrastructure or disaster equipment, also became significant obstacles in the mitigation efforts carried out.

Abstract

The chaos and social conflict in Pasar Raya Padang prompted the government to issue Padang Mayor Decree No. 438/2018, which regulates the location and operational schedule for street vendors (PKL) in Pasar Raya. This research aims to evaluate the implementation and identify obstacles to implementing the decree. This research uses a qualitative method with a descriptive approach. Based on interviews conducted and data analysis using Dunn's evaluation theory, the results show that the implementation of this decree has yet to run optimally. The effectiveness indicator shows that efforts to control street vendors by related agencies are still slow, while the target group of this decree still complains about the policy. The adequacy indicator reveals a need for more personnel supervising the market. In contrast, the equity indicator shows that although distribution is even, there is still injustice due to ineffective communication between street vendors and officials. The responsiveness indicator also shows unsatisfactory results, and the appropriateness indicator reveals that the goal of creating urban beauty and justice for shopkeepers has yet to be achieved. The main obstacles in the implementation of this decree include: There is a need for more personnel in the field, Different patterns of enforcement due to changes in the leadership of the office, Street vendors need a better understanding of the contents of the decree, and Misuse of business premises by street vendors.

Abstract

This research aims to identify the strategies implemented by the Bukittinggi City Transportation Agency in curbing parking in the city's tourist areas. This research used a qualitative and descriptive approach and was conducted at the Bukittinggi City Transportation Agency. Research informants were selected using a purposive sampling technique. Data were collected through observation, interviews, and documentation and analyzed using SWOT. The results showed that the strategies carried out by the Transportation Agency include providing parking facilities and infrastructure, strengthening human resources, and socializing with the community. However, several inhibiting factors cause this strategy not to be implemented optimally, including the lack of public awareness to comply with parking regulations, officer indiscipline, and the limited authority of the transportation agency in taking action against parking violations. This research concludes that although the Bukittinggi City Transportation Office has tried to overcome the existing obstacles, the strategies implemented still need to be improved to achieve maximum results.

Abstract

This This research aims to identify the supporting and inhibiting factors in the flood disaster mitigation strategy carried out by the Padang City government in Koto Tangah Sub-district. The study was conducted in several related agencies, including the Padang City Regional Disaster Management Agency (BPBD), the Padang City Environment Agency, and the Padang City PUPR Agency. Using a qualitative approach with descriptive methodology, data was collected through interviews, observation, and documentation, with primary and secondary data sources. Data were analyzed through data reduction, data presentation, and conclusion drawing. The results showed that the supporting factors of flood disaster mitigation strategies in the Koto Tangah Sub-district include the commitment of the Padang City government, cooperation between agencies, technological support, and community participation and awareness. Meanwhile, the inhibiting factors include uncontrolled population growth and land use change, inadequate infrastructure, and lack of community awareness and participation.

Abstract

This research aims to determine the form of public information services of the Bukittinggi City Government and the cooperation between the Bukittinggi City Government and the press media in optimizing the dissemination of public information. The location of this research is the Bukittinggi City Regional Secretariat Office in the Bukittinggi City Diskominfo section. Data collection used in this research was done through observation, interviews, and documentation. The results show that the form of public information service used by the Bukittinggi City Government is to establish cooperative relationships with the press media to spread the news more widely, and it is hoped that information can be distributed evenly to the public. The effectiveness and utilization of media relations are significant for disseminating information to the public so that the public's right to obtain information from the government can be fulfilled. This research concludes with the use and effectiveness of press media in helping the government disseminate information related to Bukittinggi City Government programs.

Abstract

This research aims to evaluate the landslide disaster management policy in Lubuk Begalung implemented by the Regional Disaster Management Agency (BPBD) of Padang City. This research used a qualitative method with a descriptive approach, which was conducted at the BPBD office in Padang City. Informants in this study were selected using a purposive sampling technique. Data were collected through observation, interviews, and documentation. The results showed that the evaluation of the landslide disaster management policy by BPBD Padang City in Lubuk Begalung focused on the policy's effectiveness, efficiency, adequacy, and equity.

Abstract

This study aims to describe the effectiveness of the Government Agency Performance Accountability System (SAKIP) in improving the State Civil Apparatus (ASN) performance at the Population and Civil Registration Office of Padang Pariaman. This study uses a qualitative method with a descriptive approach, which is supported by the results of interviews. Based on the results of research applied to ASN at the Padang Pariaman Population and Civil Registration Office and analyzed using seven indicators put forward by Siagian, it can be concluded that the performance of ASN at the Padang Pariaman Population and Civil Registration Office is good. This is reflected in the effectiveness of programs from the center and nationally, performance effectiveness, and accuracy in analyzing and formulating educational policies that bring positive changes. In addition, clear goals and targets are in place. However, improved performance consistency and better evaluation are still needed.
