Abstract

This study aims to describe and analyze the performance of the Payakumbuh City Government by referring to the Leadership Style adopted by the Mayor of Payakumbuh in carrying out all activities during his tenure of 5 years. This answers that the success of a regional government cannot be separated from the important role of the region itself. The regional head is responsible for progress and development in the region, including Paykumbuh City, which has succeeded in implementing a Public Service MALL by getting first place in 2022 for the best service delivery at the West Sumatra Province level. This research uses a qualitative research method with data collection techniques through interviews, observation and documentation. Informants come from the mayor himself. The results of this study indicate that the situational leadership model used by the Mayor of Payakumbuh has been implemented well so that it has an impact on the success received by the Payakumbuh City government, with changing situations the Mayor of Paykumbuh is able to provide maximum service to his staff.

Abstract

This study aims to determine the Effect of Good Governance Practices on the Quality of KTP Services at the Tiroang District Office, Pinrang Regency: Quantitative Analysis, and to find out. This research method approach uses a quantitative descriptive approach. The population in this study were 97 people in Tiroang sub-district. The sample technique used was incidental sampling. The data collection techniques used in this study were observation, questionnaires, and literature studies. The data collected were then processed and analyzed using quantitative descriptive analysis techniques and simple linear regression analysis with the help of descriptive statistics using SPSS and a Likert scale.      The results showed that the practice of good governance in the tiroang sub-district office was categorized as good with the percentage results: a) Transparency 64.6%, b) Accountability 63.2%, c) Participation 65.4%, d) Rule of Law 62.8%, e) Effectiveness and Efficiency 64.2%, f) Equality and Inclusiveness 61.8%, g) Responsiveness 66.4%, h) Consensus-Oriented 66%, i) Strategic Vision 63.6%, with an average of 63.6%. Strategic Vision 63.6%, with an average percentage of 64.2%. While the quality of KTP services at the tiroang sub-district office is categorized as good with the percentage results of a) Physical Evidence 63.4%, b) Reliability 63.8%, c) Responsiveness 64.2%, d) Guarantee 63.2%, e) Attention 63%, with an average percentage of 63.5%.

Abstract

Fiscal decentralization is one of the key policies in the regional autonomy system implemented in Indonesia, aimed at improving efficiency and equitable development at the regional level. One of the regions implementing fiscal decentralization is West Sumatra, known for its Nagari system as a village-level government unit that plays a strategic role in the management of local financial resources. However, despite the goal of fiscal decentralization in West Sumatra to enhance regional financial independence, several issues arise concerning the management and distribution of Nagari finances. The primary challenges faced include uneven allocation of funds from the central government, limited financial management capacity at the Nagari level, and poor quality of financial reporting and accountability, which impact the transparency and accountability of fund management. This article aims to analyze these issues and propose solutions related to financial management in Nagari as an effort to improve the effectiveness of fiscal decentralization in West Sumatra. Using a qualitative approach, this study identifies factors influencing the financial performance of Nagari, including fiscal policies, human resources, and existing institutional structures. Furthermore, this article also provides recommendations for strengthening the capacity of Nagari apparatus, improving financial information systems based on technology, and enhancing coordination between local and central governments to ensure a more equitable and fair distribution of budgets.

Abstract

This study aims to analyze the drafting process of the Regional Regulation on Gender Mainstreaming No. 1 of 2024 in Magelang Regency, which reflects the government's effort to address gender inequality. Using a qualitative approach with interviews, documentation, and observation, the research applies Thomas R. Dye’s policy formulation theory, encompassing stages of problem identification, agenda setting, formulation, ratification, implementation, and evaluation. All stages were followed in drafting the regulation. The Social Service initiated problem identification, which the Regent then forwarded to the DPRD as an executive draft. Agenda setting occurred through the formation of a special committee and preparation of academic papers. The formulation process took place in three committee meetings. The regulation was swiftly ratified through a plenary session, signed by the governor, and legally enacted on January 26, 2026. Implementation involved socialization and public campaigns by the Social Service, while evaluation was carried out with BPS and legislative oversight. A key finding is the critical role of intensive socialization to ensure the regulation effectively reaches and impacts its target audience.

Abstract

The Wu’u Nuran ritual is a five-yearly traditional ceremony that is carried out by Balawelin community in the West Solor Sub-district, East Flores regency. This research is intended to find out the stages, values, and meaning of Wu’u Nuran ceremony, and the contribution to the role of public leadership. The research is conducted by using the descriptive qualitative method and ethnographic approach. The informants are determined by snowball sampling technique. Furthermore, the data collection is used by the interview, observation, document study, and analyzed with the qualitative descriptive technique. The result of the research shows that there are three stages. They are (1) preparation, (2) planting, and (3) Wu’u Nuran celebration. The value and meaning of the tradition include religious value, social value, educational value, and socio-cultural value, and the tradition is the medium to unite the community in the village. The Wu’u Nuran traditional ceremony still has carried out until today as a form in respecting to the ancestors of Balawelin village, also as a form of traditional customs preservation that is inherited from generation to generation.

Abstract

Surabaya City for 2 consecutive years still occupies the top position as the most congested city in Indonesia. INRIXI in the 2021 Global Traffic report named Surabaya as the most congested city in Indonesia in 2021. This study aims to analyze and describe strategies to overcome traffic congestion through the Surabaya Intelligent Transport System (SITS) with the SOAR approach. The research approach uses a descriptive qualitative approach with primary and secondary data sources. Research informants were determined using the snowball sampling technique. The results of the study indicate that the SITS innovation has a positive impact on the community by helping to quickly reduce congestion by conveying accurate traffic information. SITS also supports Dishut operations in monitoring traffic through CCTV. Collaboration with Polantas and Radio Suara Surabaya also strengthens the traffic management strategy, so that SITS is considered effective in improving driving order and reducing accidents.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) are crucial to Indonesia’s economy, especially in East Nusa Tenggara (NTT), where they contribute significantly to employment and GRDP. Despite their potential, particularly in agriculture and handicrafts, these sectors remain vulnerable to climate change and often lack environmentally friendly practices. In response, Bank Indonesia initiated the Green MSME development program to promote sustainable, inclusive, and circular economic practices. This study aims to analyze the relevance of Bank Indonesia's green MSME policies to the development of MSMEs in NTT and identify the supporting and inhibiting factors. Using a qualitative descriptive approach, data were collected through interviews, observations, and literature review in Kupang. Findings reveal BI NTT’s strategic role in promoting digitalization, green entrepreneurship training, and local resource-based clusters. However, challenges persist, including low environmental literacy, limited access to green financing, and weak infrastructure. Opportunities lie in NTT’s rich natural and cultural resources, which, if supported by cross-sector collaboration and contextual policies, can position green MSMEs as drivers of sustainable development. The study recommends strengthening policy implementation, contextual adaptation, and inter-agency synergy to accelerate green economic transformation in the region.

Abstract

This study aims to identify and analyze the roles of stakeholders in the rehabilitation process of People with Psychosocial Disabilities (ODDP) in Sidoagung Village. A descriptive qualitative approach was applied, with primary data collected through interviews, observations, and direct documentation from key informants, as well as secondary data from documents, literature, regulations, and previous research. The results revealed that key stakeholders include local governments, health workers, social organizations, families, and communities. Each plays a specific role, ranging from providing health services and social assistance to economic empowerment. Collaboration between stakeholders has been shown to increase the effectiveness of rehabilitation, accelerate social reintegration, and reduce stigma against ODDP. However, challenges such as limited resources and limited public understanding still hamper the process. This study recommends strengthening collaboration between stakeholders and community education programs to build an inclusive environment that supports sustainable rehabilitation.

Abstract

The Tiga Tungku (Likat Telo) customary marriage system of the Leworahang indigenous community serves as a cultural framework that maintains inter-clan balance through the roles of opu (the groom’s family) and belake (the bride’s family). However, modernization, globalization, and shifting values among younger generations have altered its meaning and weakened its social function. This study aims to analyze the role of village government in preserving the cultural values of the Tiga Tungku marriage system and to identify collaborative strategies between traditional institutions and the village government in sustaining social cohesion. Employing a qualitative ethnographic case study in Ile Padung Village, East Flores Regency, data were collected through participatory observation, in-depth interviews with traditional leaders and village officials, and document analysis. The findings reveal a shift from collective to individual orientations and a declining function of customary forums as decision-making bodies. The village government plays a strategic role by establishing the Traditional Leadership Council, formulating village regulations grounded in local wisdom, and promoting cultural education for youth. Theoretically, this study contributes to understanding the adaptation of social structures from a Lévi-Straussian perspective and offers practical insights for strengthening culture-based policy implementation at the village level.

Abstract

This study aims to understand the utilization of the LAKSA application as a means of digital participation and the optimization strategies employed by the Tangerang City Health Office. The challenges faced include a lack of public awareness regarding the application, digital literacy gaps, system limitations regarding responsiveness and real-time capabilities, minimal feedback, and insufficient socialization. This research employs a qualitative method with a descriptive approach. The theoretical framework utilized is the Digital Participation theory by the United Nations Development Programme (UNDP), encompassing e-information, e-consultation, and e-decision making. The findings reveal the absence of e-decision making indicators, where public aspirations serve merely as reports without involvement in health policy formulation. The primary barriers identified are the lack of real-time system responsiveness and the digital literacy gap among users. Offering novelty to the field, this study formulates an optimization strategy through the integration of thematic questionnaire features and the utilization of Artificial Intelligence (AI) to accelerate aspiration analysis. This strategy is recommended to transform LAKSA from a mere complaint channel into a substantive instrument for policy participation.
