Abstract

In Padang City, the number of children with disabilities continues to rise each year. Although the state guarantees their protection, these children still face significant challenges, such as violence, unmet rights, and persistent stigma and discrimination. This study employs a qualitative descriptive method, with informants selected through purposive sampling and data analysis conducted through reduction, presentation, and conclusion drawing. The research reveals that special protection for children with disabilities remains suboptimal. This is evident in the unfulfilled policy implementation indicators proposed by George C. Edward III, which include communication, resources, disposition, and bureaucratic structure. Issues include limited community outreach, insufficient specialized human resources for handling children with disabilities, and inadequate infrastructure supporting accessibility. Therefore, improvements in policy implementation strategies and increased public awareness are necessary to create an inclusive environment for children with disabilities.

Abstract

This study aims to determine the performance of the Rasailah Daku Program implemented by the Padang City Social Service. The research method used in this study is a descriptive qualitative method. The theory used  is the theory of William N. Dunn about program evaluation indicators, namely: 1) Effectiveness; 2) Efficiency; 3) Adequacy; 4) Equity; 5) Responsiveness; and 6) Accuracy. Data were obtained through interviews, observations, and documentation. The results of the study indicate that the implementation of the Rasailah Daku Program has been effective in reducing the growth rate of street children in Padang City, but the objectives of the program implementation have not been optimal because program participants have returned to their activities on the streets.

Abstract

This study aims to analyze government support in implementing the Joint Program to Protect Children (Berlian) and identify obstacles faced in preventing child abuse in Bukittinggi City. The research method used a descriptive qualitative approach with data collection techniques through in-depth interviews. The research informants were determined using a purposive sampling technique of nine people. The results showed that government support in the Diamond Program covered four main aspects: management of organizational resources, development of organizational engagement climate, regulation of work levels, and optimization of employee engagement. The constraints faced by implementing this program include a limited budget and human resources. This research contributes to understanding the effectiveness of child protection programs at the local government level.

Abstract

This research aims to analyze the implementation of the Rice Farmer Business Insurance Program (AUTP) in the Pauh Duo Sub-district, including identifying its supporting and inhibiting factors. Using a descriptive qualitative approach, data was collected through interviews and documentation. The implementation analysis uses the theory of Van Meter and Van Horn (1975). The result shows that the implementation of the AUTP Program in the Pauh Duo Sub-district has not been optimal. Of the six variables studied, three variables have been well implemented: resources, characteristics of implementing agents, and attitudes of implementers. Meanwhile, the other three variables still experience obstacles: policy standards and means, inter-organizational communication and activity strengthening, and political, economic, and social environmental conditions. This finding indicates the need for policy standardization improvement and coordination among stakeholders to optimize the implementation of the AUTP Program in the Pauh Duo Sub-district.

Abstract

The government has an essential role in encouraging the growth of the creative economy through various policies and support. The Youth and Sports Tourism Office (Disparpora) of Pesisir Selatan Regency is committed to developing culinary creative economy businesses and tourist villages. This study aims to analyze the implementation of the Youth and Sports Tourism Office's role in encouraging the Creative Economy's growth in the Painan Night Culinery Center of Pesisir Selatan Regency. This qualitative study uses a descriptive approach and literature angle as well as interview, observation, and documentation studies. The results of this study show that the Tourism, Youth and Sports Office of Pesisir Selatan Regency has implemented various programs. This implementation includes three leading roles of the government, namely as a facilitator in providing business locations and access to capital, as a catalyst through fostering traders and tourism promotion, and as a regulator in managing cleanliness and order in the area.

Abstract

This research examines the role of the Tourism, Youth and Sports Office of Lima Puluh Kota Regency in sustainable tourism development in the Harau Valley and identifies supporting and inhibiting factors. Sustainable tourism development in this area is important given its potential as a model tourist destination that combines economic growth with environmental and socio-cultural preservation. The research used a descriptive qualitative approach with data collection techniques, including field observations, in-depth interviews, and documentation studies. Data analysis shows that the Tourism Office carries out five primary roles: manager, planner, regulator, coordinator, and stimulator in the area's development. Implementing these roles is supported by the advantages of natural tourism attractions, good accessibility, and the availability of supporting facilities. However, significant obstacles exist, such as a low understanding of sustainable tourism among stakeholders, a limited development budget, and weak coordination between sectors. Based on these findings, it is recommended that aspects of strategic planning be strengthened, the supervision system be improved, and local culture be promoted to realize sustainable tourism development in the Harau Valley.

Abstract

This study aims to determine community-based tourism development in managing tourist villages in Kenagarian Pariangan. This research was conducted using a qualitative approach with descriptive methods. Data was collected through interviews and observation, and documentation was analyzed using data reduction, data presentation, and verification techniques. The results showed that community-based tourism positively impacted economic and cultural aspects but was not optimal in the environmental and political dimensions. However, in implementing the concept of community-based tourism (CBT) in tourism development in the tourist village of Kenagarian Pariangan, the community is still not optimal in developing tourist areas with the concept of community-based tourism development. The main obstacles include internal factors such as human resources, facilities, and budgets and external factors such as environmental conditions and existing regulations. Efforts that can be made include increasing public awareness, active participation in tourism management, and education about local tourism potential.

Abstract

This study analyzes political hoaxes' influence on novice voters' behaviour in the 2024 elections in Solok Regency. Using a quantitative approach with a survey method, this study involved a sample of novice voters in Solok Regency selected by systematic randomization. Data analysis used simple linear regression by adopting Allcott & Gentzkow's theoretical framework on hoaxes and hatred. The results showed a significant effect of political hoaxes on the behaviour of novice voters, with a coefficient of determination of 0.235 (23.5%). This indicates that 23.5% of the variation in the behaviour of first-time voters can be explained by exposure to political hoaxes, while 76.5% is explained by other factors not studied. The significance of this relationship is confirmed by the p-value = 0.019 (<0.05) and the t-count value of 5.49, which is greater than the t-table of 1.984. These findings underscore the importance of digital literacy and political education for first-time voters to mitigate the impact of political hoaxes in the democratic process.

Abstract

This research aims to analyze the strategies implemented by the Department of Manpower and Transmigration of North Kalimantan Province to reduce unemployment and identify factors influencing implementing these strategies. Unemployment represents a significant challenge for North Kalimantan Province despite various efforts to address it. The primary strategies employed include human resource quality enhancement through employment training programs (skills training, domestic apprenticeships, productivity training, and entrepreneurship) and developing a labor market information system accessible via online applications, including job fairs designed to align job seekers with industry needs. The research employs theories from Wiswasta, Spets, and Prasetya, with strategic analysis focused on SWOT factors (Strengths, Weaknesses, Opportunities, and Threats). A qualitative research methodology with a purposive sampling technique was utilized to determine key informants, while data collection was conducted through interviews, observation, and documentation studies. The findings indicate that the implemented strategies have been effective, with advantages including opportunities for the manufacturing sector and creative economy development, though several weaknesses in implementation remain. Factors influencing strategy success include budgetary considerations, human resources, and effective government and community communication. To optimize outcomes, the research recommends updating training materials, expanding cooperation with companies, developing the manufacturing sector and creative economy, and securing comprehensive support from various stakeholders to reduce unemployment rates significantly.

Abstract

This study analyzes the implementation of gender mainstreaming policy and identifies barriers to achieving gender equality in North Kalimantan Provincial Government. Gender gaps persist as evidenced by inadequate facilities for female employees only 33.33% of regional organizations provide lactation rooms despite women comprising 97% of staff. The low Gender Empowerment Index (61.92) and disparity in Labor Force Participation Rates between men (85.18%) and women (53.60%) further demonstrate significant inequalities. Using a qualitative case study approach based on Edwards III's policy implementation theory, the research examines four aspects: communication, resources, disposition, and bureaucratic structure. Data was collected through in-depth interviews with 10 key informants from various government departments, parliament, a women's organization, and the local university, and analyzed using the Miles and Huberman interactive model. Findings reveal that gender mainstreaming implementation has begun but remains suboptimal: communication functions effectively within bureaucratic circles but lacks broader reach; human resources are adequate but constrained by budget limitations and technical capacity; implementer disposition shows formal support with varying understanding levels; and the bureaucratic structure, while founded on Governor Regulation Number 13/2019, requires stronger inter-unit coordination. Key implementation barriers include institutional aspects, regulatory and budgetary constraints, capacity issues, socio-cultural factors, and operational challenges. The study recommends accelerating regional regulation enactment, establishing minimum budget allocations, strengthening gender mainstreaming working groups, and enhancing implementers' capacity.
